The ability to absorb the technical architecture changes:
R12.2 is built on Oracle WebLogic Server, which is Oracles Strategic
Applications Server. It is designed to provide a standards-based, mission
critical and secure platform for organizations developing and deploying
large-scale, distributed middleware environments. As the strategic
application server, the upper-level Fusion Middleware products and Oracle
Applications portfolio have adopted it as the foundation of their
deployment and integration infrastructure. The bottom line is that the
tech stack is quite different from 12.1.3. Two ways that this will affect
organizations are:
Additional complexity and training will be required to support the
required technical architectures. The 12.2 technology stack is more
complex compared to 12.1 technology stack. Mentoring and training
will be required for the DBAs to support the new WebLogic
component of 12.2. In addition, the development staff will need to
come up to speed on developing code against an EBS environment
that has the new online patching capabilities enabled.
There is different technical architecture required to support each
version. 12.2 require more processing power, memory and storage
to support from a technical infrastructure standpoint. This means
that the architecture requirements to support 12.2 will likely be
more expensive than 12.1.3. A Technical Architecture Assessment
and Plan would be prudent to quantify this cost.

The companys tolerance for significant upgrade events


and the related production downtime
Oracles current planned date to end Premier Support for 12.1.3 is
December 2016. In contrast, Oracles current planned end date for
Premier Support of 12.2 is September 2018. If 12.1.3 is implemented
now, customers will need to plan to upgrade to 12.2 or a subsequent
version in the next few years. This would require an upgrade project with
the associated costs and potential downtime for a cutover. Implementing
12.2 now will delay the next major upgrade event longer. I would estimate
that you would get at least two more years, probably longer, with 12.2.

Requirements for High-Availability


Some customers have high-availability requirements to support a 24-hour
business. EBS 12.2s Online Patching (Hot Patching) capability provides
the opportunity to reduce Production downtime for both scheduled and
emergency software patching. Along with the new applications tier, a new
patching utility has been introduced called adop which is now the utility
used for patching activities. This utility may also be used to apply
cumulative patches such as mini-packs and maintenance packs.

The functional differences between the versions:


There was a significant improvement in functionality between R11 and
R12.1. While there are some functional improvements between 12.1 and
12.2, the main changes are more technical, as mentioned above. Still,
there are new functional features in 12.2 that could provide benefit to
many customers. These include, but are not limited to:
Order Management
Credit Check hold enhancements
Better support for subscriptions
Advanced catch weight
Financials
Payment acknowledgement import
Ability to schedule the AP/AR Netting Batching Program
Support for new authentication SFT (Secure File Transfer) for Credit
Card Transactions
Partial Authorization Reversal
Support for multiple valuation methods with multiple accounting
ledgers with multiple currencies
Support for loading AMEX Hotel Folio Data file
Supply Chain Management
Better support for contingent workers
Inventory and Warehouse Management
Return to Vendor enhancements
Streamlined mobile user interfaces
Enhanced managerial workbenches
Improved catch-weight functionality
Better extensibility supports greater fulfilment flexibility
Ability to configure the hand-held screens without customization
Projects
Improved labor costing
Cost breakdown structure
Better accounting for Services
