INTRODUCTION
This detailed Construction Method Statement Document has been prepared in
accordance with the requirements of Planning Condition 13 of the Planning
Permission for Coal Clough Windfarm Repowering dated 15th January 2013.
Planning Condition 13 states:
No development shall commence on site until a Construction Method Statement has
been submitted to and approved in writing by the Local Planning Authority.
Thereafter, the construction of the development including the temporary construction
compound shall only be carried out in accordance with the approved Statement,
subject to any variations approved in writing by the Local Planning Authority. The
Construction Method Statement shall include the following matters:
a) Details of the phasing of construction works;
b) Notwithstanding the details given in the Environmental Statement details of the
construction of the substation building including external appearance, layout,
materials and landscaping of the substation and any associated compound or
parking area;
c) Details of the construction and surface treatment of hard surfaces and tracks;
d) Details of the proposed storage of materials;
e) Dust management;
f) Details of lighting for construction and maintenance purposes;
g) Siting and details of wheel washing facilities;
h) Details of all temporary construction works, temporary facilities including the site
compound for storage of materials and machinery and temporary engineering
operations;
i) Cleaning of site entrances, site tracks and the adjacent public highway and the
sheeting of all HGVs taking spoil or construction materials to/from the site to prevent
spillage or deposit of any materials on the highway;
j) Pollution control, protection of water courses, bunding of fuel storage areas,
surface water drainage, flood risk, sewage disposal and discharge of foul drainage;
k) Details and timetable for post construction restoration/reinstatement of the
temporary working areas;
l) Details of emergency procedures and pollution response plans;
m) Storage and off-site disposal of excavated material;
n) Details of the protection of public footpaths during construction;
o) Details of the underground cabling between wind turbines and the control building;
p) Details for the protection of trees and hedgerows during construction.
Reason: In the interests of pollution control, highway safety, the amenities of nearby
residents and visual amenity in accordance with Policy E31 of the Burnley Local Plan
Second Review.
This Method Statement has been prepared with the aim of minimising the impact of
construction on the environment and to manage the risk of incidents occurring during
the repowering of Coal Clough Windfarm. This Method Statement has been prepared
by ScottishPower Renewables (UK) Limited.

Until implemented in full, this Method Statement may be subject to periodic
review/updating, and as such represents a controlled document. Changes to the
document will be made by ScottishPower Renewables (UK) Limited and/or the
Infrastructure Contractor and then issued to the holders of controlled copies named
at the beginning of this document. Users should ensure they are referring to the
most up-to-date version of the document and if in doubt should seek confirmation
from ScottishPower Renewables (UK) Limited.
The existence of this Document and compliance with it shall not operate to relieve
SPR of any of its obligations under the statutory requirements or legislation
applicable to the development.
The general arrangement of the turbines, tracks, hardstandings and construction
compounds have been prepared with the aim of minimising the potential for pollution
arising from the repowering of Coal Clough Windfarm. Until implemented in full, the
location and general arrangements of the unique Windfarm elements may be subject
to review, dependant on site investigation results, individual contractor requirements
and subject to the micrositing planning condition1.
For reference purposes, the layout of Coal Clough Windfarm is shown on CCL-INFA-001 which is included in Appendix 1.

Because of the unpredictable nature and number of variables which may have an
impact on the programme, SPR cannot guarantee the current expected start date will
be met. Early planning of the programme indicates that the Infrastructure Contractor2
will start the decommissioning and civil works at Coal Clough Windfarm by November
2013.
SPR and the Infrastructure Contractor will endeavour to mitigate any potential delays
by applying programme acceleration measures to be agreed at the time. However, in
the event that any of the key activity dates change due to unforeseen circumstances,
SPR will update this Document with the revised dates and re-issue to Burnley
Borough Council (BBC) for approval.

tracks, hardstandings, foundations, electrical cabling, buildings and associated works.

4.1

The existing and proposed access track layout is shown in CCL-INF-A-001 presented
in Appendix 1. The minimum width of the access track, including spur roads to
individual turbines, will be 5 metres. Sections of track across the Site may be
increased in width to 10 metres, primarily the main haul roads, where Scottish Power
Renewables envisage that these roads will have higher traffic movements and
require a wider track for vehicle movements and/or safety reasons. These passing
places will be a maximum length of 45m and their location will be determined on Site
as part of the detailed design.
The tracks shall be designed to conform to the requirements of the turbine
manufacturer in terms of gradient, horizontal and vertical alignment, and crossfall.
The details of track construction, which will be a cut track type, are described
below. The typical cross-sections for an access track are shown in Appendix 8.
The Site refers to the access tracks, foundations, hardstandings, buildings, borrow pits and associated infrastructure forming
Coal Clough Windfarm.

Sections of the original Windfarms existing tracks for reuse will be upgraded in
strength and alignment to allow the safe passage of all classes of construction traffic,
and in particular the turbine components and electrical equipment.
The Ecological Clerk of Works4 will inspect the proposed road alignment and layout
in advance of any construction, and advise the Infrastructure Contractor on any
necessary mitigation for the avoidance of ecological conflicts.
The Ecological Clerk of Works will also be consulted regarding the selection of
suitable locations for the passing places and sections of track to be widened.
Maintenance of the running surface of the tracks will be carried out on a regular basis
to prevent undue deterioration.
4.2
Track Alignment
The alignment of all new tracks will be pegged out ahead of construction operations,
preferably in 500m to 1000m sections depending on the terrain. The Ecological Clerk
of Works shall be afforded the opportunity at this stage to inspect and survey the
pegged out areas prior to construction commencing in each area, and advice on any
issues that may be of an ecological concern.

The plan will be issued to all parties employed at or otherwise engaged at the Site in
particular the Infrastructure Contractor and his subcontractors. The plan should be
read and understood as though it formed part of the Infrastructure Contractors rules
for the safe and effective working on the Site.
6.2
Responsibilities
The Infrastructure Contractor is responsible for the overall management of the
Site; for ensuring that adequate dust suppression facilities are available and in good
working order at all appropriate times; and for maintaining a record of conditions,
complaints and actions taken. They are also responsible for making decisions as to
whether certain activities may or may not proceed in particularly sensitive areas and
during weather conditions likely to give rise to a dust nuisance. All complaints or
occurrences of dust-blow should be referred to the Infrastructure Contractor, who will
investigate the circumstances and give instructions as to the action to be taken.
Other than in exceptional cases or emergencies, referrals to the Infrastructure
Contractor should be made through the Infrastructure Contractors line management
(e.g. Site Manager).
The Infrastructure Contractor Site Manager is responsible for the day to day
running of the Site; for ensuring that dust suppression facilities are in place and in
working order; and for reporting all complaints or occurrences of dust-blow to the
Infrastructure Contractors Project Manager and to the SPR Site Management Team
and Ecological Clerk of Works. He will also be responsible for making regular visual
assessments of dust emissions throughout the working day, and for directing the use
of dust suppression equipment as necessary to control or eliminate dust generation.
In cases where dust generation cannot be controlled within acceptable levels, the
Site Manager has the authority to suspend the offending operation and to refer the
matter to the Infrastructure Contractors Project Manager for his instructions. In the
absence of the Infrastructure Contractors Project Manager, the Site Manager will
assume the Infrastructure Contractors Project Managers duties and responsibilities
in this regard.

All Operatives (whether working on Site) have a duty to assist the Infrastructure
Contractors Project Manager and the Infrastructure Contractors Site Manager in
ensuring that dust emissions are properly controlled or eliminated. In particular,
operatives should take all reasonable precautions to prevent dust generation, for
example by:

Making sure that any complaints are brought to the attention of the Site
Manager; and
(g)
In the absence of the Site Manager, the Infrastructure Contractors Project Manager
may fulfil the works managers responsibilities directly, or alternatively appoint one or
more operatives to take on particular duties on his behalf. Temporary appointments
will be notified to others operatives, who will be expected to support the person(s)
appointed in the performance of their duties.
The Infrastructure Contractors Project Manager will be responsible for ensuring that
adequate supplies of water are available when required. Operatives are expected to
assist by making sure that water is conserved during periods of wet weather, and is
not wasted in times of need.
6.3
Sources of Dust
The prime sources of dust on the Site are:

These sources can produce high levels of air-borne dust, particularly in periods of
prolonged dry weather. Operatives should be especially watchful in such conditions,
and should either avoid actions likely to generate airborne dust, or alternatively

Sensitive Area
SPR have a duty to ensure that neighbours and passers-by are not inconvenienced
by any activities stemming from the construction of the Windfarm, and it is therefore
of particular importance to take extra care when working anywhere near sensitive
areas. The Site Manager should be informed immediately if it is considered that
conditions or work practices could give rise to dust-blow outside the Site boundary.
Extra care should be taken when works are within the vicinity of properties close to
the Site.

(b)
Stand-by bowser to be used when the main units are broken down/not
available, and as a back-up unit in periods of dry weather; and
(c)
Wheel washing facilities located near the Site Entrances for the Windfarm (in
pursuit of Part (g) of this Planning Condition, specified in Section 7 below)
where dust emission could present a nuisance.
Dust Hazards
In addition to problems caused by dust escaping from the Site, operational hazards
will occur when working in dusty conditions, including:

Ensure that operations are carried out in accordance with conditions that are
attached to the consent under the planning permission.

(c)
Ensure that sufficient dust suppression units are available at all times to
dampen access roads, tracks and other areas subject to traffic and that these
units are used expediently during periods of dry weather. Water for dust
suppression shall only be extracted from a suitable water hydrant under
licence from United Utilities or on site watercourse in line with EPA guidelines
and regulations as required;

Ensure that all dust suppression equipment is in good working order and used
when required;
(e)
Ensure that adequate supplies of water are available at all times for the dust
suppression units;
(f)
Ensure that Site vehicles do not travel over unwatered haulage roads in dry
weather where dust emissions are likely to be excessive. Dry weather does
not necessarily mean roads need to be watered, the need for dust
suppression will be assessed using an individual Site approach;
(g)
Ensure that dust collection systems are used on all blast-hole drilling
machines and that processing and screening plant have water sprays
incorporated into the plant;
(h)

Ensure that all loaded vehicles are cleaned and are adequately sheeted prior
to entering or leaving the Site;
(j)
Ensure that where dust prevention measures prove inadequate, the operation
causing the nuisance ceases until conditions improve;

Visual Monitoring
The day-to-day effectiveness of the on-Site dust management will be assessed
visually by the Site management team. A daily diary specifically for environmental
matters shall be maintained and updated twice daily by the Infrastructure
Contractors Project Manager or Site Manager. The diary shall give details of the
person carrying out the assessment, the location, time, date, wind and weather
conditions.
Specific instances of dust arising shall also be recorded in detail
showing the time, location, circumstances of the incident and any remedial action
taken.

10 TEMPORARY COMPOUNDS
The consented location of the construction compound is as shown in CCL-INF-A-001
which is included in Appendix 1. This takes advantage of an existing unused Site car
park which is partially stoned and fully enclosed by a dry stone wall. The ground shall
need additional preparation to increase the size of the hardstanding area for the
proposed Site compound.
The compound shall include Site offices, mess rooms, welfare facilities, storage for
materials, car parking, refuelling facilities and plant repair area. Entrance to the
compound shall be via the internal tracks. During initial setup of the compound the
existing gated entrance of the Long Causeway shall be used until the internal access
tracks have been completed to the compound.
The Construction (Design and Management) Regulations 2007 (CDM2007) came into force on 6th April 2007. The key aim
of CDM is to integrate health and safety into the management of the project and to encourage everyone involved to work
together.

The ground conditions at this location are suitable for the establishment of a
construction compound and it is not adjacent to any watercourse making it an adequate
fuel storage area.
The indicative layout of the Construction Compound is detailed on Drawing Number
CCL-INF-A-013, presented in Appendix 5. The final layout will be decided upon on
appointment of the Infrastructure Contractor
