Technical Audit of ISPR (Sangjani) 220kV Grid Station


Introduction:
This report covers the technical audit of ISPR (Sangjani) 220kV Grid Station (GS) located on
Rawalpindi - Peshawar G.T. Road, about 33km from Islamabad. This GS was commissioned on
December 17, 1998. It has a total of 480MVA transformation capacity connected to the grid,
feeding some portion of Islamabad and its surrounding areas.
There are three (03) 160MVA-220/132kV autotransformers and two (02) 10/13MVA-132/11kV
power transformers installed at this GS that are owned and maintained by NTDC. Six (06) 220kV
and eleven (11) 132kV circuits link this station to others. The GS is connected to Rawat 500kV GS,
Tarbela hydro power station, Burhan 220kV GS and Bahria town 220kV GS through 220kV
transmission circuits. At present, Mansehra 220kV GS is under construction, so one of the two
(02) 220kV ISPR-Mansehra circuits has been utilized for linking Allai Khwar, Dubair Khwar and
Khan Khwar hydro power stations to disperse power in the area. The other 220kV circuit for
Mansehra is running on no load. For 220kV switchyard, one and half breaker scheme whereas for
132kV switchyard double bus single breaker scheme is used. Single line diagram is attached
(Annex-A).
EPP audit team comprising transmission and protection experts visited this GS from April 8, 2014
to April 18, 2014. This report reflects their findings and prioritized fixes.

Findings:
Observations of technical experts are given below:
1. The loading condition of transformers is tabulated below:

From above, it is evident that all 220/132kV transformers are loaded above the prescribed limits
per NEPRA grid code clause OC 4.9.5 supported by IEC (International Electro-technical
Commission), which allows up-to 80% loading of transformers. According to IEC standard 60354,
continuous loading of transformer above 80% at ambient temperature equal to or above 40C,
prohibits the transformers short time loading beyond its nameplate ratings. Exceeding this limit

reduces the expected useful life of transformers in proportion to the amount and duration of
overload.
2. Oil seepage exists from top plate and radiator-body junction of transformer T-1. Also,
there is slight seepage in the radiator-body junction of transformer T-2 and T-3.
3. The 132kV ISPR-Pirwadhayi circuit is overloaded.
4. Major maintenance of nine (09) 220kV and fifteen (15) 132kV circuit breakers is pending
due to unavailability of spare parts. Timely maintenance of circuit breakers is essential to
ensure healthiness and reliability of the system. Moreover, major maintenance of five (05)
220kV and two (02) 132kV circuit breakers will be due in near future. (For details see
Annex-B)
5. Three (03) 220kV isolators are operated locally in the switchyard. Moreover, one (01)
220kV and forty seven (47) 132kV isolators are operated manually in the switch yard.
Such isolators involve human risks and cause time delay during the operations.
6. The following tests are not being performed as required per SOPs for grid system
operation and maintenance:
a. Leakage current measurement (LCM) test of lightning arresters
b. SF6 purity & moisture content test for circuit breakers
c. Dissolved gas analysis test for transformers
d. Capacitance & dissipation factor (C&DF) test of current transformers (CTs),
potential transformers (PTs) and capacitor voltage transformers (CVTs)
It is necessary to conduct all tests timely to ensure healthiness of the equipment.
7. Tele-protection, direct transfer trip (DTT) and tie line protection (a feature available in
distance protection relay) is out of circuit on all 220kV circuits. Four (04) VT supervision
relays, four (04) backup earth fault protection relays, one (01) energy meter on 220kV
circuits and eleven (11) backup earth fault protection relays on 132kV circuits are not
installed. On 220kV circuits, six (06) synchro-check relays are defective. Moreover,
twenty eight (28) closing and alarm supply supervision relays are not installed on 220kV
and 132kV circuits. (For details see Annex-B and D)
8. One distance protection relay on a 220kV circuit and four (04) on 132kV circuits are
defective. (For details see Annex-B)

9. Auto-reclosers on all 220kV and 132kV transmission lines are blocked. Auto-reclosers can
significantly reduce the outage time, reduce transmission line damage and thus provide
higher service continuity.
10. HV connection, LV connection and rough balance differential relays are not installed on all
220/132kV transformers to sectionalize the differential zones. Also, cross trip scheme is
not installed on all 220/132kV transformers. (For details see Annex-B)
11. The following relays are not installed on 220/132kV and 132/11kV transformers:
a. Five (05) thermal overload protection relays
b. Two (02) overload (current-based) protection relays
c. One (01) oil temperature protection (Mechanical) relay
d. Four (04) alarm supply supervision relays
e. Four (04) closing supply supervision relays
12. The following equipment on 220/132kV and 132/11kV transformers are defective or not
installed (for details see Annex-B and D):
a. Four (04) remote oil temperature indicators
b. Three (03) AVR relays
c. One (01) DC trip supervision relay
13. On three (03) 11kV feeders, USAID sponsored energy meters which are used for remote
data transfer are not installed.
14. Sequential event recorders and fault recorders are not functional due to non-availability
of updated software and poor maintenance. Voltage and power recorders are out of
circuit since long due to lack of maintenance. This data helps engineers to check proper
functioning of the protection system and identify components that failed to operate.
15. For SCADA system, control signals, status indications, protection alarms and
measurements are not being sent to NPCC. This equipment is installed but has not been
made functional.
16. Testing equipment for protective relays is not available at the grid station.
