Rationale

Simbulan (2007) stated that political dynasty is a succession of people from the same
family who plays a role in politics, and now one of the problems in the Philippine politics that
the government can't solve. It is because the people in the position are those who are involved in
these political dynasties. These people want to stay in their position because they want power for
personal gain.
Almost all citizens know that political dynasties are lurking in the government but still, they
continue to support them even though political dynasties are unconstitutional. They can't be
blamed because those candidates who have political dynasties use their influences and money to
dominate and manipulate the politics. Since this country doesn't distribute good quality of life to
its citizens, those who are in the position are greedy and maybe scared because they don't want to
experience a difficult life.
As of 2007, different cities in the Philippines are being ruled by about 250 political
dynasties. They have the superiority in the Philippine politics both national and local levels have
been there for at least three decades (Simbulan, 2007).
With the statement mentioned, the researchers came up to this study since the level of
political dynasty in the government is alarming and the researchers should study this because it is
them and their fellow citizens who will suffer if this continues. The study, as stated before, will
focus on the different causes and impacts towards the society and the government. They are

eager to get the results which they know would be helpful for the citizens to be more aware to its
side effects and also for the other lawmakers to see the views of the other people.

Statement of the Problem


This study aims to determine the causes and effects of political dynasty, its impact in
governance towards the people, moreover to elucidate the general public what has been perceive
through this timely related political issue.
This study further seeks to answer the following question:
1. What motivates political leaders to establish political dynasty?
2. How does political dynasty affect the system of government and the process in society?
3. Is there any successive progress and uninterrupted development in the place where political
dynasty reigns?

Statement of the Hypothesis


Theres no significant difference between the responses of the different groups of
respondents regarding implication of political dynasty towards governance in Inabanga Bohol.

Significance of the Study


The study of political dynasty towards governance in Inabanga will be of significance to
the following:

Political Science Students. This study is useful for reference, especially to the Political
Science students and to those students who are in the field of studying politics, it may serve as
their guide or tool in studying the behaviour of political dynasty for future researches and further
improvisation.
Elective Public Officials. The research study will serve as a basis to improve the
delivery of basic services, and implement programs and projects for the satisfactory effect to the
people.
Residents. This is important, especially to those who are residing in the place where
political dynasty occur, through this research they will notice the effects of political dynasty and
that the residents can choose the right candidate to be voted.
Future Researchers. This study will be applied in their future research of political
dynasty and governance in measuring the perceive issue.

Scope and Limitation


This study is conducted in a third income class municipality, in the town of Inabanga,
Bohol, consisting 50 Barangays. (Bohol.gov.ph) The study is limited only to this town and to the
people who reside therein. The study focuses on political dynasty in relation to governance and
its effect in society. Further, the study takes base on key informant interview for the Local
Government Unit and Focus Group Discussion for the Non-Governmental Organization and
Survey Questionnaire. It assumes that respondents will answer with honesty and without
excessive information entails.

Research Methodology

Research Design
This study is both qualitative and quantitative research method in gathering the data. The
qualitative research makes use of key informant interview, focus group discussion, and self-made
survey questionnaire. In the gathering of data, the researchers conduct the key informant
interview to the member(s) of the Sangguniang Bayan- the secretary, two (2) board members of
the same political party, two (2) board members not coming from the same political party and
two (2) Punong barangay, the key informant interview is important because it will provide new
collection of information. The focus group discussion will assess the non-governmental
organization (NGO) which includes the management sectors, the farmers and the professional
workers who are competent in giving knowledge or information. For quantitative, the study uses
descriptive research method. It makes use of quantitative data acquired through a survey
questionnaire. The survey questionnaire will assess the level of effectiveness and of governance
in a political dynasty. The questions are designed through a rating - scale namely, strongly agree,
agree, disagree, and strongly disagree. In the study, the researchers will first give a letter of
invitation for an interview, specifying the day, time, place and availability of the key informant
and the participants of the study.
To reiterate, the researchers make use of qualitative and quantitative method to see
clearly the perceive performance of the incumbent officials of Inabanga, Bohol, which mirrors
their capacity to lead. The study is suitable for opinions based on the study, as the political

dynasty is subjective through their impression and its means of governance. The researchers,
after results, it will be tabulated and calculated for the success of study.

Research Environment
The Municipality of Inabanga is chosen by the researchers as the most suitable for
research environment. The municipality of Inabanga is a 3rd income class, in the 2nd district of
Bohol with 50 barangays estimating the land area of 131.66 sq. kms. , in 2015 census, it has a
population of 45, 880 and has a registered voters of 25, 979 during 2016 election, the town is
known for its agricultural products and rich environment. The town is also known for hand-made
raffia, like bags and basket, also engaged in trading, fishing, farming and nipa thatch-making.

Research Respondents

The research participants of this study is classified through different types. For the
qualitative approach, the researchers purposively select the key informant from the Local
Government Unit (LGU) - The secretary, the two board members of the same political party, the
two (2) members not coming from the same political party and the two (2) Punong barangay. For
the Non-Governmental Organization (NGO) - the researchers use focus group discussion method
that includes the management sector, farmers organization and professional workers that are
selected to support information of the study. For quantitative, there is a total registered voters of
N=25, 979 but the researchers would choose a sample of n=100 who are capable in answering
the survey questionnaire. The key informant and the focus group are given guide questions

Research Instrument
The researchers apply both qualitative and quantitative data approach. The study makes
use of key informant interview, focus group discussion and survey questionnaire method to
gather data. The researcher will utilize a self-made questionnaire, for qualitative it uses KII, and
FGD in gathering data. And for the quantitative, it uses self-made survey questionnaire, all
questions are based on participation and performance, basic services and facilities for a
municipality. Their different ideas and contribution of knowledge will be a big help to realize the
research study.

Research Procedures
Gathering Data. The researchers ask authority from the Chairman of Social Sciences,
especially the Dean of College of Arts and Sciences prior to the dissemination of questionnaire.
Upon approval the researchers proceed with the data gathering.
The researchers make a written letter or permission enclose with particular day and time
for the agreement and approval of schedule to the informants, they are from Local Government
Unit (LGU), Non-Governmental Organization (NGO). The researchers also ask permission to the
Municipal Mayor through a formal letter, before conducting the survey. All the gather data are
with consent from the informants for validity and credibility of the study.

Definition of Terms
Political Dynasty. It is a succession of members of the same family engaging political
matter and running the public office, it can be inherited from one generation to the next.
Registered Residents. They are those persons able to vote and qualify to engage public
matters and long have been residing the place.
Elective Public Official. They are appointed or elected to assume or exercise the
governmental function, it is conferred by the constitution or by-laws of an organization.
Governance. This is primarily employed by the public official/officer, by the way of
controlling and supervising the place he/she governs.

Key Informant. A person who gives information or knowledge to the researcher.


Focus Group. A certain group gathered together for discussion.
