Standardisation Sub Committee, Ministry of Defence.

SCOPE
1.1
This specification covers the requirements of Blanket Fire, 1.8 m x 1.8 m.
The blanket is intended for use in fire fighting operations for protection of the operator
and for smothering and extinguishing fire in its early stages.

Reference is made in this specification to IND/TC/2248 on Cloth Asbestos
1.6 mm thick.

STANDARD PATTERN
3.1
The standard pattern, if available, may be obtained from the purchasing
or the quality Assurance Authority viz. Controllerate of Quality Assurance (Fire
Fighting), Aundh Camp, Pune - 411 027 and shall be a general guide as regards and
particulars noted or defined in this specification, unless otherwise stated.
4.
MATERIALS
4.1
The blanket shall be manufactured from the following materials

MANUFACTURE/ CONSTRUCTION
5.1
The blanket shall be made from a single piece of cloth asbestos. If the
cloth asbestos of the required width is not available, the body of the blanket may be made
by joining two pieces of asbestos cloth or smaller width) by means of a 25 mm wide
lapped seam as shown in the plate. The joint shall be stitched with two rows of machine
stitching in a manner as shown in the plate. The blanket shall be finished with a 25 mm
wide hex at the sides with the raw edges turned in and stitched.
5.2
Two loops, each 25 mm wide, shall be made from Tape Asbestos
prescribed in para 4.1 (b) above, alternatively these shall be made by turning in the raw
edges of 70 mm of asbestos cloth (body material) cut warp wise and by folding in the
middle and top stitching the folded piece with two rows of machine stitching. The loops
shall be sewn onto any one of the sides of the blanket body. One of the loops shall be
stitched at 630 mm from one corner and the other at same distance from the other corner.
The total length of the strip for each loop shall be 760 mm of which 460 mm shall form
the loop as shown in the plate.
5.3
Stitching shall be done neatly and securely with even tension regulated at
16 to 20 stitches per decimeter. All loose ends shall be securely fastened off.
6.
DIMENSIONS
6.1
The blanket shall conform to the dimensions shown in Drawing No.
FESK-0351. A tolerance of 15 mm is permissible in length and width of the blanket.
7.
7.1
The blanket shall be reasonably free from spinning, weaving and stitching
defects/ in workmanship, consistent with good manufacturing practice.
7.2
In general workmanship and finish and in all other respect not noted/
defined in this specification, the blankets shall conform to the Standard pattern.
8.
MARKING
8.1
Each blanket, prior to being offered for Quality Assurance shall legibly
and indelibly be marked at one corner on the underside with the following:(a)

9.1
Manufacturers/ contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required specification
by carrying out a thorough pre-inspection of each lot before actually tendering the same
for inspection to the Quality Assurance Officer nominated under the terms of the
contract. A declaration by the contractor that a necessary pre-inspection has been carried
out on the stores tendered will be submitted along with the challan. The declaration will
also indicate the method followed in carrying out pre-inspection showing the features
checked/ tested and will have the test Certificates attached to the challan/declaration.
9.2
If the Quality Assurance Officer finds that the pre-inspection of the
consignment as required above has not been carried out, the consignment is liable for
rejection.
10.
QUALITY ASSURANCE
10.1
The contractor shall extend to the Quality Assurance Authority or his
authorised representative, free of cost, all reasonable facilities for inspection and testing
of equipment including inspection gauges for satisfying himself that the stores are
manufactured in accordance with this specification and for this purpose, the Quality
Assurance Authority or his authorised representative shall have free access to the
contractors or sub-contractor's works at all times during the run of the contract. The
contractor shall notify to the Quality Assurance Authority of all sub-contracts placed by
him and provide inspection facilities for all stores so sub-contracted.
10.2
No deviation shall be accepted from the governing design and
specification without concurrence in writing of the Quality Assurance Authority. The
contractor shall remain responsible for quality/ quantity in any fabrication done y the subcontractors.
10.3
Detailed Test Schedule shall be followed as per the procedure given at
Appendix A.
10.4
Advance Sample:
Three numbers Advance Samples of Blanket Fire
1.8 x 1.8m alongwith raw material (specimen as required for material testing) as per
respective specification indicated at Para 2 of this specification shall be submitted on
door delivery basis to the Controller, CQA (FE), Aundh Camp, Pune 411 027. The
Blanket Fire 1.8m x 1.8 will be checked as per Appendix C attached to this
specification and approval be taken before commencement of bulk production.
10.5
Bulk Inspection: Bulk inspection shall be carried out as per this and Test
Schedule attached at Appendix C to this specification by the Senior Quality Assurance
Officer, SQAE of the area concerned or his authorised representative at firms premises
after the clearance of advance sample.
Over the water one litres of diesel shall be sprayed and allowed to burn for

12.1
All the samples, as selected are required to be inspected/ tested and shall
meet the test requirements.
WARRANTY
13.1
The stores supplied shall bear a warranty as per contract. In absence of
such mention, the following warranty shall apply:The stores supplied against this specification shall be deemed to bear a
warranty of the contractor against defective design, material, workmanship and
performance for a period of 12 months from the date of receipt of stores by the
consignee. During this period, if any of the stores is found to be defective by the
consignee, the same shall be replaced by the supplier, free of any charges at the
consignees end but not later than 3 months from receipt of such intimation.
14.
PACKAGING
14.1
The store shall be securely packed to avoid any damage in transit so as to
reach in perfect serviceable and fit condition to the Consignee. The packages shall be
legibly and indelibly marked with consignees address and other necessary details for
easy identification of the store by the consignee.

Additional requirements, if any, shall be specified in the contract by the
purchasing authority.

NOTE:1.
For determination of length per unit mass, a minimum of 20 metres length of
thread shall be taken conditioned in an atmosphere of 65 (2% R.H. and a temperature of
27C 2 deg C for a period of 24 hours, and then weighed under the same condition.
2.
For determination of Breaking strength, the test piece shall be of such a length as
to allow 600 mm clearance between the grips of the machine. The test piece shall be
conditioned in an atmosphere of 65 2 per cent relative humidity and a temperature of
27C 2 deg C for a period of 48 hours and then broken whilst so condition in a suitable
single thread tester in which it is stretched at a constant rate of 300 mm per minute. The
breaking strength of the sewing thread shall be the average results of 20 test specimens.

Hygroscopic moisture content and further loss on ignition shall be determined as
per methods described in specification No. IND/TC/2248.
