Schools Division Superintendent Chief CID/SGOD OIC, Educational Media Education Program Supervisors Public School District Supervisors Public/Private Elementary and Secondary Schools Principals School Paper Advisers Campus Journalists 1. Pursuant to the Campus Journalism Act of 1991, the 2016 live-out DIVISION SCHOOLS PRESS CONFERENCE (DSPC) for School Paper Advisers and student/pupil writers/delegates for both private and public elementary and secondary for individual categories will be on September 7-9 at Dasmarifias Il Central School, City of Dasmarifias. Script writing and Radio broadcasting as well as Collaborative Publishing will be held on September 13-16, 2016, the same venue. 2. Each school can send up to two participants per category provided that the said participants will participate only in one category. 3. Live -in Training/Cliniquing of DSPC winners for individual category and (Top 5 English and Filipino, Elementary; Top 5 English and Filipino, Secondary), Radio Broadcasting and Collaborative Publishing in preparation for the Regional Schools Press Conference is temporarily scheduled on November 28-December 2, 2016 at Sta. Cruz Elementary School. 4. The conference aims to: a. promote understanding among campus journalists/participants the importance of journalism by expressing it through different journalistic endeavors and approaches; b. sustain advocacy on social consciousness; provide a venue for an enriching learning experience for pupils and students interested in pursuing journalism as a career; d. promote responsible journalism, fair and ethical use of social media; and e. enhance journalistic competence through healthy and friendly competitions. 5. The plenary sessions and division contest for both English and Filipino, elementary and secondary levels will cover ten (10) categories to wit: a. News Writing b. Editorial Writing c. Feature Writing 4. Sports Writing 692 Copyreading and Headline Writing Editorial Cartooning Photojournalism Science and Health Script Writing and Radio Broadcasting Collaborative Publishing 6. All schools are required to come up with school publications both in English and Filipino, since school publication is a requirement in participating in the Regional Schools Press Conference, both in individual category and group category. 7. Student/pupil delegates and teacher-advisers are encouraged to take along with them 1X1 latest photo to be pasted to the ID that will be issued to them and accomplished Registration/Entry Form (See Enclosure No. 3) in four copies duly signed by the principals/district supervisors for submission to the committee upon registration. 8. A registration fee of P250 will be charged to each delegate (student/pupil delegates and teacher-advisers to cover expenses for ID of the participants and coaches, certificates, medals, plaques, token and other operating expenses relative to the conduct of DSPC, RSPC, NSPC and training/cliniquing of winners and screening of the school publications. 9. Registration fees and transportation expenses of participants incidental to their attendance to this training shall be charged against local funds or school paper funds subject to the usual accounting and auditing rules and regulations. Participants from private schools shall make necessary arrangement with their institution in connection with their attendance in the press conference. 10. An annual membership fee of twenty pesos (P20.00) for teacher-adviser and ten pesos (P:10.00) for each student-pupil delegate will likewise be paid. 11. Each delegate will bring his/her own provision for lunch and snacks for three (3) days. 12. Screening of school publications (dummy only) is a requirement for participation in the Regional Schools Press Conference (RSPC). All school publications must be submitted to this office for screening/critiquing on November 3 - 4, 2016. The School Paper Advisers who are division trainers are requested to spearhead the abovementioned activity. 13. Training/Cliniquing of winners (Top 5 English and Filipino, Elementary; Top 5 English and Filipino, Secondary), radio broadcasting and collaborative publishing will be done by selected paper advisers who are divisional/regional/national winners. 14, Numbered enclosures for the participants’ guidance and perusal are the following: a. OIC, Schools Division Superintentent No. 1 to Division Memorandum No. ___s. 2016 GENERAL GUIDELINES FOR THE SELECTION OF WINNERS IN THE DIFFERENT INDIVIDUAL WRITING CONTEST ‘The competition in the Individual Writing Contest is designed to showcase the competence of campus journalists and demonstrate holistic journalistic skills and proficiency through media ‘exposure and press conference, and promote free responsible journalism. The following are strictly implemented and complied with: A. General: 1 Participation in the individual writing contests is limited only to two participants per category. However, student/pupil writer shall be allowed to participate in only one (1) category. 2. To facilitate proper identification, the participants are required to wear their school uniform with their schoo! and DSPC 1Ds at al times especially during the contest proper. 3. All teacher-advisers must stay away from the contest rooms after accompanying their contestant and must refrain from coaching their contestants, which might be a cause for their disqualification 4, Should there be questions asked and assistance needed, the participants can only raise their concerns to the assigned proctor. 5. Contestants should not put any identifying mark on the contest paper. B. Specific 1. Sports Writing: a. The Division Working Committee shall conduct an orientation and give the final instructions before the contest proper. b. Contestant should be made to watch an actual game where they shall gather appropriate data and/or conduct interview before and after the game. A pre-game conference shall be conducted for the introduction of the players, ‘coaches, and tournament officials 2. Copy reading and Headline Writing: The contestants shall use the standard copy reading symbols and follow directions given in the contest piece. 3. Editorial Cartooning a. Contestant will only use Mongol #2 pencil. Other brands will not be accepted. b. The cartoon must reflect the elements of editorial cartooning which includes: clarity of the message, purpose of the editorial, logical choice of symbols, creativity , style and originality. ¢. The cartoon should be, at all times, compliant on the professional and ethical standards of media. 4. Photojournalism a. Preparation: 1. Each contestant should submit any formatted but empty storage card (SD card, Memory card to the Working Committee before the contest proper. 2. Participants should be in the contest venue 30 minutes before the orientation 3. Any digital camera (point and shoot only) with a maximum of 16 megapixels shall be used, 4, Any DSLR and other high-end cameras are not allowed. 5. Cellular phones, extra digital cameras, extra storage card or any additional materials/equipment are not allowed in the contest area. b, Memory card Loading: The contestants will load the storage card in front of the examiners/proctors. ©. Photo Shoot: 1. After announcing the contest theme/topic, the first shot (control shot) by all contestants should be focused on one subject as determined by the examiner/proctor. 2. Every contestant is given one and half hour (1 1/2) hour for photo shooting, uploading and captioning. Uploading and captioning will be done before the judges. 3. During the actual photo shooting, advisers/trainers/parents of the contestants are not allowed in the venue. 4. The contestants are allowed to take unlimited photos but only 3 shots (excluding the control shot) will be submitted as official entries. 5. Three (3) best photos and the control shot will be uploaded by the contestants to the laptop/desktop of the assigned Working Committee for judging. 6. Captions per picture should be encoded by the contestant immediately upon uploading of the photos to the laptop/desktop, . Reminders: 1. Any violation of the stipulated guidelines is subject for disqualification. 2. The top ten winners per medium shall be recognized and the points they garner will be included in the computation of the overall scores. The computation of points are as follows: Rank Points 1 10 2 9 3 8 4 7 5 6 6 5 7 4 8 3 9 2 10 1 GUIDELINES FOR THE COLLABORATIVE PUBLISHING CONTEST The competition in collaborative publishing is designed to encourage teamwork among campus journalists and simulate the workplace of an editorial department of a publishing house. Each participating school shall organize a team of seven members (7) contestants who shall not be competing in any of the individual contest. There will be one team for English and another for Filipino, both elementary and secondary levels. All the contestants are required to attend the orientation before the actual competition. Once the contest has started, the members of each team shall no longer be allowed to get out the contest room. A mini press conference will be held to become the basis for the actual writing of the editorial, feature and news articles. A video of a sports event will be shown to the sports writers. Pictures of the mini press conference shall be taken by the photojournalists in a designated area and editorial cartoons will be produced while the rest of the team is doing their write-ups, lay-outing, and editing. The team will be given two (2) hours for data gathering and writing; and two (2) hours for lay- outing and editing, Each team will be required to bring a maximum of four (4) laptops installed with either PAGEMAKER or IN-DESIGN and Photoshop (for the secondary level) and Microsoft Publisher (for the elementary) so as to lay-out the group's final output. Mobile phones and other electronic gadgets shall not be allowed except for the digital camera and laptops with disabled internet connection. The output of the contest is a four-page publication. The top ten (10) teams shall be recognized and the points they will garner will be included in the determination of the overall scores - the point system in the individual writing contest will be used. Contestants shall wear their uniform with identification cards. GUIDELINES FOR RADIO BROADCASTING AND SCRIPT WRITING (ENGLISH AND FILIPINO) A. General Guidelines 1. There shall be a separate day for the conduct of the script writing and radio broadcasting for each medium to give ample time for judging and elimination. 2. Infomercial shall have a maximum length of one (1) minute and shall use the language that the group is supposed to be competing in. Individual awards include best anchor and best news presenter, while group awards include best in technical application, best infomercial, best script and best radio production. 4, There will be three elimination rounds for the individual awards. On the first round, top 10, broadcasters will be selected in no particular order. On the second round, the selected 10 broadcasters from the initial round will undergo another round and from them, top 3 will be selected again in no particular order. For round 3, the chosen 3 broadcasters and script writers will compete again and from them, best broadcaster and script writer will be chosen to represent the division in the Regional Schools Press Conference. So, It doesn’t necessarily ‘mean that the first place in radio production will be the one to represent the division in the RSPC. Composite selection will be implemented. 5. In getting the over-all result, accumulated points from the individual and group awards shall be considered. For special awards (anchor, news presenter, technical application, infomercial, script) only three (3) will be recognized with the following points: Rank Points 1 3 2 2 3 1 However, for best in radio production, the top ten (10) teams shall be recognized and the points they will garner will be included in the determination of the overall scores - the point system in the individual writing contest will be used. B. Scriptwriting 1. Each school shall filled in two separate teams composed of seven (7) members in English and in Filipino categories who are not participants in any individual contest. 2, The students will be given 1 hour to prepare a script for a S-minute radio broadcast, which includes an infomercial which may depict health, environment, politics and social issues and four news articles which may be based on press releases, raw data, or any other opinion given by the Working Committee. Another 30 minutes will be allotted for the printing of the output. 3. Once the script writing has commenced, the contestants will no longer be allowed to leave the contest rooms. 4, The script should not bear any information that may identify the school. 5. Scripts should be: Encoded using Arial font size 12 With directorial instructions in capital letter Double-spaced with normal margin Printed in a letter-sized bond paper (8.5 X 11") 6. Each team may use up to three laptops and an inkjet printer in preparing and printing of the script. Each team is required to bring their own extension wires and other equipment such as CD player for rehearsal. 7. Each team should submit four (4) copies of the script: three (3) for the judges and one (1) for the chairperson. The team may print extra copies for their own use. Broadcast Simulation 1. The host schoo! shall assign a broadcast room for the presentation. Only the contestants, judges and three members of the contest committee shall be allowed inside. 2. The organizers/host school shall provide a sound system. rran 3. Except for the volume meter, contestants/technical director shall not be allowed to change, adjust and manipulate the main control board during their presentation. 4, Mobile phones and reference books shall not be allowed in the contest area. 5. Incase, of power failure, the affected team is allowed to perform again. 6. The order of presentation will be identified through drawing of lots by the Working Committee before the script writing, 7. Each team shall be given eight (8) minutes: two (2) minutes for preparation, five minutes for the actual broadcast and one (1) minute for exit. Provided running time shall be applied. 8, The contestants shall leave the broadcast room right after their presentation, GENERAL GUIDELINES FOR GROUP CONTESTS ‘The group contest is open to the Elementary and Secondary schools. School paper may be submitted in any of the following form: ‘+ paper-based (print) ‘+ e-document (pdf) The Technical Specifications for both Elementary and Secondary levels are as follows: No. of pages: 20 pages News Section at least 4 Sports Section ~ at least 3 Feature Section at least 4 Editorial Section ~ at least 2 Science and Technology Section ~ at least 3 Color: monotone/duotone/tri-color Process: offset Paper stock: bookpaper or C25 - 60 Ibs ~ 70 Ibs Color: front and back in full color, inside pages in black and white Size: 9” X 12”— Elementary 12” X 18" ~ Secondary ‘The different SECTIONS and category to be judged for the group contest are as follows: ‘+ News Section/Pahinang Balita * Editorial Section/Pahinang Editoryal ‘* Feature Section/Pahinang Lathalain * Sports Section/Pahinang Pampalakasan * Science and Technology Section/Pahinang Agham at Teknolohiya Layout and Page Design Category/Kategoryang Pag-aanyo at Disenyong Pahina The requirements for the e-document are the same as of the paper-based entries except that it will be in the portable document format (pdf). E-documents must be placed in a compact disc. A schoo] is allowed to submit either print or e-document in English and Filipino. Each section will be judged according to the guidelines/criteria set for the section/category. The top ten (10) winners in each section per medium (English and Filipino) will be announced. Only those school papers which have won in all sections and page design category shall be declared as one of the Best School Papers of the division, Failure to comply with the set guidelines for evaluating school papers will be a ground for disqualification, All DSPC winners must issue their school publication before they can qualify to participate in the RSPC. HOW TO COMPUTE FOR THE OVERALL SCORES 1. The scores of each of the ten TOP PERFORMING SCHOOLS per level (elementary and secondary) shall be added to identify the TOP THREE PERFORMING SCHOOLS of the DSPC. The sum of the scores of each school is ranked from highest to lowest. 2. The total score of the Top Ten Performing School in the elementary/secondary level is the sum of all the scores garnered by each school in both group and individual contests. The sum of the scores of each school is ranked from highest to lowest. 3. The total score of the Individual Contest is the sum of the total score of all individual events. The sum of the scores of each school is ranked from highest to lowest. 4. The total score of the Group Contest is the sum of all the scores garnered by each school from Radio Broadcasting, Collaborative Publishing and School Paper Competitions. The sum of the scores of each school is ranked from highest to lowest. 5. Each contest category follows the same manner of computation, with the figures culled from the average scores given by all the judges of each contest/category.
