4. General. W i l e i t vvas the unarimous opinion of t h e Conferenmg


i n its s t u d y of t h i s s u b j e c t t h a t the prkposed b i l i t a r y & l i c e B a t t a l i o n
( h i r m y ) can, i n i t s present form, be u t i l i z e d as a n a l l purkose b a t t a l i o n ,
i t as a l s o t h e unaninous opinion of the membezs t h a t f u r t h e r chankes i n
t h e proposed Tables of Organization and 1 quipment lS-35, 17-36 and 19-3T3
are i n d i c a t e d and d e s i r a b l e i n order t o insure more e f f i c i e n t o p e r a t i o n

Grades and Ratings.

a. Due to t h e f a c t t h a t the squads of b a t t a l i o n s are h a b i t u ally broken up i n t o small detachments o p e r a t i n g as t r a f f i c c o n t r o l


p o i n t s , i n f o r m a t i o n p o s t s , mounted or f o o t g a t r o l s , o r desk and records
s e c t i o r i s , i t vas b e l i e v e d by t h e Confe,-tnce t h a t a d d i t i o n a l gracics and
r a t i n g s are n e c e s s a r y t o provide b e t t e r s u p e r v i s o r y c c n t r o l of t h e s e
d i s p e r s e d u n i t s c h i c h perform v i t a l and d i f f i c u l t d u t i e s . A c c o r c i n g l y
the Co.zference prozosed t h a z a s t a f f s e r g e a n t be provided as s q u a d le&er i n l i e u of a s e r g e a n t ; D. s e r g e a n t be designated as a s s i s t a n t sLluad
l e a d e r i n l i e u of a c o r p o r a l ; and trio corporals be s u b s t i t u t e d for t r o
p r i v a t e s f i r s t c l a s s . The remaining e i g h t nen v;ould be d i v i d e d e q u a l l y

b. The General Board is i n accord with t h e recommendation t o
r a k e t h e squad l e a d e r a staff s e r g e a n t i n l i e u of a s e r g e a n t and t h e
assistant squad l c a d e r a s e r g e a n t i n l i e u of a corporal. It is b s l i e v i d ,
hoxever, t h a t t h e d i s p e r s i o n of t h e u n i t s viould not be s u f f i c i e n t t o
j u s t i f y t h e tc-o a c d i t i o n a l c o r p o r a l s a s proposed.

provided i n t h e p l a t o o n h e a d q u a r t e r s vias recommended baceuse of t h e
htovy l o a d of r s p o r t s a n d form t h a t must he nontinuously p r o c e s s e d by
t h e p l a t o o n when operating: a s a u n i t s e p a r n h d f r o m i t s p a r e n t headq u a r t e r s . A t r a n s p o r t s e r g e a n t v a s added t o i n s u r e proper f i r s t echel o n m i n t e n a n c e of t h e c o n s i d e r a b l e number of v e h i c l e s s h i c h r o u l d be
assigned t o t h e p l a t o o n . F u r t h e r , t h e r e c o m n d a t i o n s c a l l s d for t h e
a d d i t i o n $0 p l a t o o n h e a d q u a r t e r s of criminal i n v e s t i g a t o r s and r a d i o
o p r a t o r s and a r e d u c t i o n i n t h e number of r r o t o r c y c l i s t s . These v r i l l
