Tolling Methods
1. Toll gates in 2021 with 1 ETC and 7 MTB:
Vehicles will need to wait in a queue for toll collection from
hours 8 to 22.
The maximum vehicle delay is 46.6 minutes.
The total delay per day is 16,234 vehicle-hours.
The maximum toll collection time to avoid vehicle queues
from exceeding the storage space of 50 vehicles is 10.56
seconds per vehicle.

2. When the ETC usage is 80% in 2025, we recommend 2 gates for


ETC and 1 to 3 gates for MTB depending on the time of day. With
this configuration, the total vehicle delay is 0 vehicle-hours and
the maximum queue length is 0.

To determine the configuration of the lanes in year 2025, the volumes


of ETC and MTB were analyzed. Since the highest volume
approximated in the ETC was 3231 vehicles per hour and the FHWA
states the base capacity for a freeway is about 2400 pcphpl, two ETC
lanes would be needed so that cars would not be stopped by traffic [5].
To determine how many MTB lanes would be needed, the queue was
determined based on different arrival rates for different amount of
open MTB lanes. Not all of the original MTB lanes need to be open in
order to have zero cars in queue. The schedule for MTB lanes are as
shown in the table in the results.

Maximum Toll Collection Time was determined using the solver function
in Microsoft Excel. Maximum queue length was constrained to less than
