You are hereby informed that your above refered tender read with subsequent letters mentioned above for the Stores
specified in the Schedules annexed has been accepted. This rate contract will be governed by the terms and conditions
brought in the Form no. DGS&D 1001 including DGS&D Arbitration Clause available from DGS&d sales counter
on payment of Rs. 50/- The dispute cannot be referred by the contractor or entertained by facilitation Council or any
other adjudicating forum.The Rate Contract and the schedules annexed here to shall be the sole repository of this Rate
Contract/Transaction.

With effect from First October two thousand eight ( 01-10-2008 ),all supply order(s) against this Rate Contract must
be placed by Direct Demanding Officer(s) on-line through D.G.S&D web site (www.dgsnd.gov.in) (indentor's page) only.
Supply order(s) in any other form placed on or after 01-10-2008 shall not be valid and shall not be acted upon by the
contractor or any other concerned agencies.
DDO shall download the supply order and send an ink signed copy to the concerned paying authority specified in the
rate contract through Registered / speed post immediately after on-line placement of Supply Order(s).

24- Departmental Charges : Departmental charges at the rates prescribed by government from time to time shall be
levied,for the services rendered by the Directorate General of Supplies and Disposal,in regard to Purchase & Inspection.
The rates currently applicable for departmental charges in regard to purchase and inspection of stores against DGS&D
R/C.
24(a) For Purchase : - Departmental Charges will be levied @1.0% of the value of the contract or supply order placed
against the DGS&D rate contract.
24(b) For Inspection :- Departmental Charges will be levied @1.0% of the value of the contract or supply order placed
against the DGS&D rate contract.
24(c). The value of the Contract or Supply Order shall be all inclusive basis including all taxes & duties. Service tax at
prevailing rate as applicable shall be chargeable as extra on the Departmental Charges.
24(d) Such direct/referral Supply Orders being placed by various Government users on Rate Contract holding firms or
their dealers/sub agents,obtaining supplies and making direct payments to the firms for the cost of stores prescribed in the
Rate Contracts are liable to pay a nominal fee as Departmental Charges @0.25% of the value of Supply Order (all
inclusive including taxes & duties ) + Service Tax extra as applicable. After receipt of Supply Order,the firm will deposit
the said Departmental charges + service tax thereon at the rates provided in the R/C to the concerned Controller of
Accounts (CCA) viz. Delhi/Mumbai/Kolkata/Chennai, as the case may be ,as indicated in the R/C by way of Demand
Draft/Bank Transfer. In case , the supplies are made in installments, the aforesaid Departmental charges + Service Tax
can be paid by the firm with CCA on pro-rata basis based on the value of the supplies made. In case no supplies are made,
Departmental charges would not be payable / claimable as no service would deem to have been rendered by DGS&D.
The firms can claim Departmental charges from PAO of the indentor for the direct/referral orders placed by them.Those
who err/conceal/misrepresent/default in payment of prescribed Department Charges would be viewed adversely and shall

be liable for actions as deemed fit by DGS&D including de-registration,debarring or suspension of business
dealings,blacklisting , bad performance and denial of further Rate Contracts etc, in addition to recovery of the requisite
amounts.IT would be the responsibility of the user department to ensure that the prescribed departmental charges have
been paid by the supplier before releasing their payments for the supplies. The firm would also disclose the same to
DGS&D.
24(e) The Referral /Direct Orders placed by the indentor by tweaking DGS&D Rate Contract terms & condition and/or
Specifications and obtaining the supplies within 1% of the DGS&D Rate Contract prices, such transactions will fall
within the purview of DGS&D Rate Contract and will also attract the aforesaid Departmental Charges @0.25% of the
value of stores ordered and supplied alongwith applicable Service Tax thereon.
24(f) In the event of placing such Referral/Direct Supply Orders, indentors shall send e-mail to DGS&D for which a
special provision would be provided on DGS&D website. While the indentors placing on-line Supply Order on DGS&D
e-procurement portal shall have the protection under the terms & conditions of DGS&D Rate Contract, the same would
not be available in case they choose to place paper Supply Order and such transactions would be at their own risk.
25.DGS&D reserves the right for pre-dispatch inspection at manufacturer"s premises or consignee end inspection after
reciept of stores or at both places,at the option of indentors.
26.Jurisdiction/Arbitration Clause
a)Jurisdiction will be the place of issue of the rate contract.Sole Arbitator will be appointed by DG(S&D).For details
refer Clause-23 of DGS&D-1001.Further,where the Contract/Rate Contract is governed by DGS&D arbitration clause,the
dispute cannot be referred by the supplier or entertained by Facilitation Council or any other Adjudicating Forum.
b)The arbitary as appointed under provisions of para 18.1.1 of DGS&D Mannual shall adjudicate only on the disputes
arising out of interpretation of terms & conditions stipulated in Rate Contracts.For settlement of disputes relating to
execution of supply orders placed by various Direct Demanding officers (DD0s)/Indentors against DGS&D Rate
Contracts, each DDO/INDENTOR shall himself nominate an arbitrator at the time of placement of supply orders,as per
guidelines/instructions for appointment of arbitator in indenting organisation.
c)DGS&D or its regional offices shall not be made a party in any dispute relating to execution of Supply Order placed by
DDO/Indentor against DGS&D Rate Contracts including the case filed in MSME Facilitation Councils.

Guaranty/Warranty Certificate : It is certified that the stores supplied are brand new,unused,non-refurbished and
original and they full confirm to the technical specifications and description given in the subject Rate contract.It is
further certified that the supplied stores are covered by the OEM Guaranty/Warranty as per the Subject Rate Contract.
TEST REPORTS FOR REGISTRATION AND ACCEPTANCE OF GOODS:
In case of products having satisfactory test reports from International Laboratory Accreditation Cooperation (ILAC) or their
worldwide affiliated/recognized labs or NABL approved labs, it would be sufficient to consider the products of requisite quality
for acceptance without insistence for any further testing pursuant to DGS&D Manual Correction Slip No. 38 dated 18-12-2012.

ANNEXURE
(A) DETAILED SPECIFICATION
MANUAL/AMF CONTROL PANEL:-
FOR
ALTERNATOR,
TURBO-CHARGED
DIESEL
ENGINE
AND
Diesel Generating set complete with turbo charged Diesel Engine, Alternator and
MANUAL Control Panel conforming to the specification given below. Turbo charged
Diesel engine and alternator shall be closely coupled or provided with flexible
coupling and mounted on a base plate of robust in construction.
DG Set shall meet the requirements of environmental protection rules, 1986 as laid
down by Ministry of Environmental & Forest read with GSR 371(E) dated 17.05.2002,
GSR 520(E) dated 01.07.2003 , GSR 448(E) dated 12.07.2004 , GSR 771 (E) dated
11.12.2013 & GSR 232 (E) dated 31.03.2014 ,Gazette Notification No. 167 dated.
31.03.2014 and Gazette Notification No. 578 dated. 11.11.2014 amended upto date,
in respect of "emission norms" for the engine and in respect of "noise norms" for
DG sets.
All turbocharged engines shall conform to IS:13018/1990(reaffirmed 2005)AND IS:
10,000 series (with latest Amendments.).
DG Set should have protection against under voltage, over voltage, under frequency,
over frequency, low battery voltage, over current, earth fault, short circuit,
phase sequence change etc.
(1) ALTERNATOR:
The alternator shall be self excited and self regulated of specified KVA rating in
three phase at 415 Volts, 50 Hz, 1500 RPM & 0.8 PF and shall conform to
IS:13364(Part 2)/1992(reaffirmed 2008). The alternator shall be of brushless type
only with VG-2 Grade of voltage regulation. The alternators shall be screen
protected, drip proof with IP-21 or better degree of protection as per
IS:4691/85(reaffirmed 2004). The alternator should be suitable to take unbalanced
load as per IS:13364(Part-2)/1992(reaffirmed 2008).
(2)TURBOCHARGED DIESEL ENGINE:
The turbocharged Diesel Engine shall be water cooled for all ratings except for
62.5 KVA rating which can either be water cooled or air cooled as specified,
electric start developing required BHP at 1500 RPM with class A-2 or better
governing to deliver specified continuous KVA output at 0.8 Power Factor Lag at NTP
conditions. The Diesel engine should be capable of providing 10% overload for one
hour in every 12 hours continuous running at full load. The turbocharged Diesel
engine shall conform to IS:13018/1990(reaffirmed 2005)AND IS: 10,000 series (with
latest
Amendments.).
Specific
fuel
consumption(SFC)shall
be
as
per
IS
specification.
The Turbocharged Diesel engine shall be complete with the following accessories :
(a) Fuel tank with air breather, drain plug with capacity for 8 hours of
continuous running at full load or 990 liters capacity, whichever is
lesser.
(b) Engine instrument panel consisting of starting switch with key/Password
protection, lube oil temperature and pressure gauges, RPM indicator and
hour
meter with additional feature of auto start/remote start and auto stop.
(c) Safety control to shut down the engine in the event of overspeed, low lube

(1) The testing of diesel generating sets of all ratings shall be done with a
load of 0.8 pf lag.
(2) The sample size shall be 100% of the offered quantity of DG sets for
conducting acceptance tests except test at s.no.6 below (i.e load test) ,
for which only 10% samples shall be tested.
(3) The facility for checking of alignment of DG set before subjecting to
load test for which tolerance is 0.01 mm in case of flexible coupled
DG set and not applicable for direct coupled.
(4) Voltage regulation test at 0.8 pf lag.
(5) Full load test for 4 hours at rated KW at 0.8 pf lag.
(6) After 4 hours full load test, 10% overload test shall be conducted
for one hour at 0.8 pf lag. DG set should be capable of running at
full-load test for one hour, after the overload test. The parameters
should meet the requirements at full load, conducted after the
over-load test.
(7) High voltage test at 1.6 KV for one minute after the load test.
(8) Insulation resistance test.
(9) Checking for the trouble free starting and oil leakage.
(10) High voltage and insulation resistance tests should be conducted on
alternator as well as control panel after the load test.
(11) The control panel will be checked for functional requirements and
completeness as per R/C specification.
(12) Vibration test : Vibration below AVM's should not exceed 100 microns.
(C) Supplier shall also provide following documents to DQA at the time of
Registration and inspection.
(1) DG Sets manufacturer's shall furnish invoices and OEM's test certificates
for turbocharged engine/alternators used, at the time of inspection from
the original manufacturer. The Invoice should have been billed directly
to DG sets manufacturer. Original will be shown to the visiting inspector
for verification during inspection.
(2) Valid Calibration certificates of all the testing meters from any
Govt. /NABL accredited Lab.
(3) Complete & satisfactory Type test certificate (TTC) for turbocharged
engines,
alternators complete with enclosure to be used by them for EACH rating of
DG
sets clearly identifying make, model and ratings of the DG sets tested to
be
submitted to the concerned DQA at the time of Registration and pre despatch
inspection. The TTC of three phase alternators shall cover unbalanced load
test
as per cl.24 of IS:13364(part-2)/1992(reaff 2008) as applicable.

(a) For turbo charged engines, which are in market in more than 500 nos. prior to
date of T.O., tenderers shall submit "endurance test" conforming compliance
with IS:13018/1990 (Reaff 2005) for LOWEST & HIGHEST rating of these turbo
charged engines. These endurance tests may be carried out by engine
manufacturers
on their own test beds and under their own supervision. The self certified
copies
( i.e certified by engine manufacturers) of these tests shall be submitted by
firms
for registration and inspection.
(b) For new models of turbocharged engines i.e. the engines which are not in market
in more than 500 nos. prior to date of Tender opening, tenderers shall submit
"endurance test" for EACH and every model of engine conforming compliance to
IS: 13018/1990 (Reaff 2005) from a Govt./ NABL accredited lab/ARAI for
registration.
Apart from above , tenderers shall also furnish test reports for Rating Tests
conforming compliance with IS:13018/1990 (Reaff 2005) AND IS: 10000 series (with
latest amendments) , covering governing speed , specific fuel consumption , Lube
oil consumption & Exhaust temperature tests for each model of the engine carry out
by the
engine manufacturer at their own test bed.
However, all the turbocharged engines models/ratings will need other relevant
certifications as per norms in both the cases.
(4) Type approval certificate for "emission norms" for engine from
certification
agency as per notification no.GSR 371(E) dated 17.05.2002 amended up to
date.
(5) Type approval certificate of DG set for "noise norms" with turboengine
model
combination from certification agency as per notification no.GSR 371(E)
dated 17.05.2002 amended uptodate.
(6) Type test certificate from any Govt./NABL accredited Lab for IP-53 degree
of
protection for mannual as well as AMF panel.
(7) Routine Test certificate of engine, alternator and control panel under
supply.
(8) DG Sets manufacturers may also take up steps to request OEM's to take
necessary action so that the details of contracting invoices/bills are
available on the websites of OEM's Of Turbo Engine/alternator for
facilitating easy verification by stake holders.
(9) DG Sets should be self-contained units supplied with the accoustic
enclosure.
Therefore supplier shall have to furnish the foundation details alongwith
the DG Set to facilitate the process of installation & erection of DG set.
(10) While dispatching the DG Sets to the consignee, the supplier shall issue
letters to respected Engine /alternator manufacturer whose engine
/alternator
have been used in their DG Set supplied, informing them about the
consignee's
