Introduction
Adani Power Dahej Ltd. (APDL), a wholly owned company of Adani Power
Limited, proposed to establish 2640 MW (4x660) Coal-based Supercritical
Thermal Power Plant at Suva Village, Vagra Taluka, Bharuch District in Gujarat.
The project site is located in GIDC, Dahej near village Suva, Taluka Vagra,
Bharuch District in Gujarat. The power plant is based on supercritical, energy
efficient & environment friendly technology.
APDL has been granted Environmental Clearances & Consent to Establish from
Ministry of Environment & Forest and Gujarat Pollution Control Board and APDL
also obtained all necessary statutory / mandatory clearance respectively.
Adani, a conglomerate with a formidable presence in multiple businesses across
the globe, has entered the power sector to harbinger a Power Full India, by
generating 20,000 MW of power by 2020. Comprehension of the criticality in
meeting the power requirement and its crucial role in ensuring the energy
security of India, spurs us to build Indias largest and one of the worlds top 5
single location thermal power plant in Mundra.
Along with thermal power generation, Adani power has made a paradigm shift by
venturing into Solar Power generation in Gujarat. It is Adanis endeavour to
empower one and all with clean, green power that is accessible and affordable for
a faster and higher socio-economic development. Achieving it with out-of-the-box
thinking, pioneering operational procedures, motivated team and a yen for
trendsetting. Enthusiasm and energy has earned us accomplishments that make
the First, Fastest and Largest power company in many aspects.
Adani Power Limited has commissioned the first supercritical 660 MW unit in the
country. Mundra is also the Worlds First supercritical technology project to have
received Clean Development Mechanism (CDM) Project certification from United
Nations Framework Convention on Climate Change (UNFCCC).
The Thermal Power Project construction is yet to start, we have started some
infrastructure development, boundary wall and some enabling works.

such a way that it can withstand the impact of
Tsunami or Cyclone.

to be run on imported coal from Indonesia and South
Africa, the project proponent shall intimate the
Ministry well in advance along with necessary requisite
documents for its concurrence for allowing the

Harnessing solar power within the premises of the
plant particularly at available roof tops shall be
undertaken and status of implementation shall be
submitted periodically to the Regional Office of the
Ministry.
Transportation of coal from Dahej Port to power plant
site shall be by dedicated closed conveyor system.

Sulphur and ash contents in the coal to be used in the


project shall not exceed 0.5 % and 15 % respectively at
any given time. In case of variation of coal quality at
any point of time, fresh reference shall be made to the
Ministry for suitable amendments to environmental
clearance condition wherever necessary

Bi-flue stack of 275 m height shall be provided with


continuous online monitoring equipments for SOx, NOx
and Particulate Matter (PM2.5 & PM10). Exit velocity
of flue gases shall not be less than 22 m/sec.
Mercury emissions from stack shall also be monitored
on periodic basis.

Continuous Emission Monitoring System
will be installed in all flues for SO2, NOX.
& PM. The designed flue gas velocity is
more than 22 m/sec. Hg monitoring in
stack will be carried out once in six
month.

the area shall be disturbed due to activities associated
with the setting up / operation of the power plant.

in the vicinity (if any) which may hold large quantities
of water shall not be disturbed.
Transit storage (guard pond) shall be developed to
ensure that cooling water discharge is done near about
ambient temperature. Details shall be submitted to the
Regional Office of the Ministry.

put in place which shall comprise of rain water
collection from the built up and open area in the plant

There shall not be any contamination of soil ground


and surface waters (canals & village pond) with sea
water in and around the project sites. In other wards
necessary preventive measures for spillage from
pipelines, such as lining of guard pond used for the
treatment of outfall before discharging in to the sea
and surface RCC channels along the pipelines of outfall
and intake should be adopted.
Additional soil for leveling of the proposed site shall be
generated within the sites (to the extent possible) so
that natural drainage system of the area is protected
and improved.

Adequate dust extraction system such as cyclones/


bag filters and water spray system in dusty areas such
as in coal handling and ash handling points, transfer
areas and other vulnerable dusty areas shall be
provided.

Utilisation of 100% Fly Ash generated shall be made


from 4th year of operation of the plant. Status of
implementation shall be reported to the Regional Office
of the Ministry from time to time.

Ash utilization plan/schedule has been


incorporated in the EIA report. Status of
implementation shall be reported to the
Regional office, MoEF regularly during
plant operation.

Fly ash shall be collected in dry form and storage


facility (silos) shall be provided. Unutilized fly ash shall
be disposed off in the ash pond in the form of slurry
form. Mercury and other heavy metals (As, Hg> Or. Pb
etc.) will be monitored in the bottom ash as also in the
effluents emanating from the existing ash pond. No
ash shall be disposed off in low lying area.
Ash pond shall be lined with HDPE/LDPE lining or any
other suitable impermeable media such that no
leachate takes place at any point of time. Adequate
safety measures shall also be implemented to protect
the ash dyke from getting breached.
Fugitive emission of fly ash (dry or wet) shall be
controlled such that no agricultural or non-agricultural
land is affected. Damage to any land shall be mitigated
and suitable compensation provided in consultation
with the local Panchayat.
To absorb the ground level pollutants, to act buffer
against strong winds arising out of tropical cyclones/
storms, to reduce heat load and ameliorate
environment, there is a need, for shelterbelts /
greenbelts / tree cover along the coastline, bunds
around marshy areas, roadsides, around the project
boundaries, around village boundaries, ash dykes,
railway lines, around protected monuments, forts,
waste places, School Campuses and other vacant lots.
Coconut plantations can be developed along the
coastline and hear villages, Schools and forts. Stands
of Casuariana should also be developed, on some dunes
and along coasts. Bamboos, Neem and other native
trees should be planted in and around at the villages.
The project proponent shall not hamper the vocation of
the fishing community in the area, (if any) and it shall
be ensured that local fishing community shall be
allowed to carry out their vocation.
Aliabet Mangrove conservation and regeneration plan
shall be formulated and implemented during the
development of project itself and the status of
implementation shall be submitted to the Regional
Office of the Ministry from time to time. In addition
about 100 ha in and around the area shall be

In addition long term impact on Mangrove due to SO2
emission shall be carried out in due course and Report

Green Belt consisting of three tiers of plantations of

situations such as missing of fishermen on duty due to
rough seas, tropical cyclones and storms etc.
The project proponent shall also adequately contribute
in the development of the neighboring villages. Special

drinking water supply in the nearby villages and
schools shall be undertaken m a time bound manner.

At least three nearest village shall be adopted and


basic amenities like development of roads, drinking
water supply, primary health centre, primary school etc
shall be developed in co-ordination with the district
administration.
The project proponent shall also adequately contribute

eventual employment in the project after imparting

A Corporate Environmental Policy shall be formulated


and after due approval of the Board of Directors of the
Company shall be submitted to the Ministry within six
months. The policy shall specifically address issues of
adherence to environmental policy so formulated arid
environmental clearance conditions stipulated for the
power project and also others including matters related
to violations of stipulated conditions (if any) to the
Board.
A sewage treatment plant shall be provided (as
applicable) and the treated sewage shall be used for
raising greenbelt/plantation.
A well designed rainwater harvesting shall be
constructed. Central Groundwater Authority/ Board
shall be consulted for finalization of appropriate
rainwater harvesting technology, within-a period of
three months from the date of issue of clearance and
details shall be furnished to the Regional Office of the
Ministry.

Adequate safety measures shall be provided in the


plant area to check/minimize spontaneous fires in coal
yard, especially during summer season. Copy of these
measures with full details along with location plant
layout shall be submitted to the Ministry as well as to

Storage facilities for auxiliary liquid fuel such as LDO/
HFO /LSHS shall be made in the plant area in
consultation with Department of Explosives, Nagpur.
Sulphur content in the liquid fuel will not exceed 0.5%.

any eventuality in case of an accident taking place due


to storage of oil.
Regular monitoring of ground water level shall be
carried out by establishing a network of existing wells
and constructing new piezeometers. Monitoring
around the ash pond area shall be earned out
particularly for heavy metals (Hg,Cr,As,Pb) and records
maintained and submitted to the Regional Office of
this Ministry. The data so obtained should be
compared with the baseline data so as to ensure that
the ground water quality is not adversely affected clue
to the project.
Monitoring surface water quantity and quality shall also
be regularly conducted and records maintained. The
monitored data shall be submitted to the Ministry
regularly. Further, monitoring points shall be located
between the plant and drainage in the direction of flow
of ground water and records maintained. Monitoring
for heavy metals in ground water shall be undertaken.
First Aid and sanitation arrangements shall be made for
the drivers and other contract workers during
construction phase.
Noise levels emanating from turbines shall be so
controlled such that the noise in the work zone shall be
limited to 75 dBA. For people working in the high noise
area, requisite personal protective equipment like
earplugs/ear muffs etc. shall be provided. Workers
engaged in noisy areas such as turbine area, air
compressors etc shall be periodically examined to
maintain audiometric record and for treatment for any
hearing loss including shifting to non-noisy/noise less
areas.
Regular monitoring of ground level concentration of
SO2, NOx, PM2.5 & PM10 and Hg shall be carried out in
the impact zone and records maintained. If at any stage
these levels arc found to exceed the prescribed limits,
necessary control measures shall be provided
immediately. The location of the monitoring stations
and frequency of monitoring shall be decided in
consultation with SPCB. Periodic reports shall be
submitted to the Regional Office of this Ministry. The
data shall also be put on the website of the company.
Provision shall be made for the housing of construction
labour (as applicable) within the site with all necessary
infrastructure and facilities such as fuel for cooking,
mobile toilets, mobile STP, safe drinking water, medical
health care, creche.etc. The housing may be in the
form of temporary structures to be removed after the
completion of the project.
The project proponent shall advertise in at least two
local newspapers widely circulated in the region
around the project, one of which shall be in the

seven days from the date of this clearance letter,
informing that the project has been accorded
environmental clearance and copies of clearance letter
are available with the State Pollution Control
Board/Committee and may also be seen at Website of
the Ministry of Environment and Forests at http: /
/envfor.nic.in.
A copy of the clearance letter shall be sent by the
proponent to concerned Panchayat, Zila Parisad /
Municipal Corporation, urban local Body and the Local
NGO, if any, from whom suggestions/representations, if
any, received while processing the proposal. The
clearance letter shall also be put on the website of the
Company by the proponent.
An Environmental Cell shall be created at the project
site i t s e l f and shall be headed by an officer of
appropriate seniority and qualification. It shall be
ensured that the head of The Cell shall directly report
to the Head of the Organization. The status report on
the functioning of the Cell shall be submitted to the
Regional office of the Ministry periodically. The Cell
shall comprise of an expert in Marine Biology, Fishery
and Mangroves preservation.
The proponent shall upload the status of compliance of
the stipulated environmental clearance conditions,
including results of monitored data on their website
and shall update the same periodically. It shall
simultaneously be sent to the Regional Office of MOEF,
the respective Zonal Office of CPCB and the SPCB. The
criteria pollutant levels namely: SPM, RSPM (PM2.5 &
PM10), SO2, NOx (ambient levels as well as stack
emissions) shall be displayed at convenient location
near the main gate of the company in the public
domain.
The environment statement for each financial year
ending 31sl March in Form-V as is mandated to be
submitted by the project proponent to the concerned
State Pollution Control Board as prescribed under the
Environment (Protection) Rules, 1986, as amended
subsequently, shall also be put on the website of the
company along with the status of compliance of
environmental clearance conditions and shall also be
sent to the respective Regional Offices of the Ministry
by e-mail.
The project proponent shall submit six monthly reports
on the status of the implementation of the stipulated
environmental safeguards to the Ministry of
Environment and Forests, its Regional Office, Central
Pollution Control Board and State Pollution Control
Board. The project: proponent shall upload the status

clearance conditions on their website and update the


same periodically and simultaneously send the same by
e-mail to the Regional Office, Ministry of Environment
and Forests.
Regional Office of the Ministry of Environment &
Forests will monitor the implementation of the
stipulated conditions. A complete set of documents
including Environmental Impact Assessment Report
and Environment Management Plan along with the
additional information submitted from time to time
shall be forwarded to the Regional Office for their
reference during monitoring. Criteria pollutants levels
including NOx (from stack & ambient air) shall be
displayed at the main gate of the power plant.
Separate funds shall be allocated for implementation
of environmental protection measures along with itemwise break-up. These cost shall be included as part of
the project cost. The funds earmarked for the
environment protection measures shall not be diverted
for other purposes and year-wise expenditure should
be reported to the Ministry.
The project authorities shall inform the Regional Office
as well as the Ministry regarding the date of financial
closure and final approval of the project by the
concerned authorities and the dates of start of land
development work and commissioning of plant.
Full cooperation shall be extended to the Scientists /
Officers from the Ministry / Regional Office of the
Ministry at Bangalore / CPCB / SPCB who would be
monitoring the compliance of environmental status.
