Minutes of June 1, 2005

The regular meeting of the Board of County Road Commissioners of the County of Calhoun
was held Wednesday, June 1, 2005 at 9:00 a.m. in their office located at 13300 Fifteen Mile Road,
Marshall, Michigan.

Chairperson Travis called meeting to order at 9:00 a.m. He stated that there being no additions
or corrections to the regular meeting minutes of May 18, 2005 they stand approved as printed and
distributed.

COMMUNICATIONS

o Notice of Intent to Establish Condominium Project; Red Maple Condominiums; Emmett


Township Section 31 and Newton Township Section 6

OTHER BUSINESS

Moved by Commissioner Monaweck and supported by Commissioner Veramay to approve


the May 25, 2005 accounts payable for $113,266.20. Voice vote: Motion carried.

Moved by Commissioner Veramay and supported by Commissioner Monaweck to approve


the May 25, 2005 payroll for $138,533.57. Voice vote: Motion carried.

Commissioner Monaweck said he requested and received two publications from the Corps of
Engineers regarding patching potholes. We need to set specifications and guidelines regarding patching
for consistency and quality control. He will give the publications to Dennis Randolph and would like to
see a committee with supervisors to review and formulate these guidelines.

Commissioner Veramay would like to see the plans for the condo project as the right-of-way
does not sound right.

Mr. Randolph provided the Board with the following information:

 The crews are mowing, patching, regraveling, brining and cutting trees.

 The cash balance report is picking up a bit; but overall revenue is down.

 We started paving on Bellevue Road yesterday; then will move to Emmett Township.
The crew practiced last week at the Marshall Garage, enlarging the parking area.

 He plans to have paving completed before sealing starts in July or August.

 He held a driver training session last week regarding filling potholes; it should help with
the finished product.

 He is keeping the tar and chip patching going.

 The H Drive South Phase #2 project will start next week. He is going to Leroy
Township tomorrow night to talk to residents.

 The signal work around Lakeview Square Mall and Harper Village will be all new
hardware and have to be retimed. It is taking much longer than he anticipated.

 He is lining up 2006 projects already.

 He will be designing our own jobs inside, which will eliminate consultant costs.

 He explained intersection safety and the concern regarding curves versus “T”
configuration.

 He displayed a chart showing current road ratings countywide.

Steve Irons, Athens Township Supervisor, said he had a couple of roads that need attention.
He mentioned O Drive South near M-66 has serious sink holes; M-66 north of N Drive South the
shoulders are washing out around the guardrail; most roads could use some shoulder work. The gravel
roads are in good shape

Robert Brownell, Marengo Township Supervisor, said that 22 ½ Mile Road between Rice
Creek and H Drive North is in bad shape; the 21 Mile Road single-lane bridge was hit by a car and
needs structural checking; on Michigan Avenue at the Carr Brothers Pit the dust is very bad from trucks
tracking onto the road from the I-94 job.

Tom Frank, Albion Township Supervisor, said the Homer Pit on 29 Mile Road needs to be
checked, too.

Eugene Hamaker, Marshall Township Supervisor, inquired about the 3 MDOT signals and Mr.
Randolph replied that he has heard nothing from MDOT. Mr. Hamaker said that the road edges are
starting to break-off and need some work.

John Nieterer, Leroy Township Supervisor, said Capital Avenue needs crack sealing. B Drive
South west of Sonoma School and east of M-66 need shoulder work.

Kelly Hadlich, Newton Township resident, questioned getting roads cleared from downed trees
during storms. Jim Russell, Superintendent, explained that Central Dispatch should be notified as they
have the contact information for our emergency staff. Then we will call in employees as needed and
they will respond with the necessary equipment. We do not pay local fire departments and others to
remove the trees for us. We will get to them in our priority order.

Creighton Burrows, Marengo Township resident, said the new fairgrounds roads were blocked
by the Mayfaire Event and he doubted if they had permission to do that. He mentioned that those roads
were not plowed all winter and they are public roads.

Gardy Berezonsky, Marengo Township resident, said the Sheriff Department is target shooting
all the time at the Division Drive Pit, especially on weekends is very annoying. Commissioner Veramay
said we will try to get the Sheriff Department schedule to see if it is them, or outsiders taking advantage
of the gravel pit.

Clarence Millard, Newton Township resident, said we could eliminate some of the trees in the
road problems by clear-cutting roadsides back and not allowing new trees to be planted in the right-of-
way.

The next regular meeting is scheduled for Wednesday, June 15, 2005 at 9:00 a.m. There being
no additional business before the Board, Chairperson Travis adjourned the meeting at 10:10 a.m.
