assistant editor, a male junior assistant editor one must add, was the increasing feminization of the
newsroom. For one reason or another, the discussion group met only once and never got around to talking
about the number of women in the newsroom. But when word got around that this might be a topic for
debate, many of the men in the newsroom buttonholed me and asked if I might represent their views. Here I
am relying on memory but the main concerns expressed were:
The softening of the news. Women were being hired so as to represent concerns that were not those worthy
of a newspaper.
The weakening of moral fibre. Women were a distraction to male reporters who seemed to be spending
more time trying to flirt than doing their jobs.
The preferential treatment that made it difficult for men to see women as equal colleagues.
The first two are so patently ridiculous that I will ignore them. What has been considered all the news
thats fit to print or what has been considered the news with which the leader guards the reader has
changed
From era to era, from nation to state to city to town, from editor to editor, from imagined readership to
imagined readership. As far as weakening of the moral fibre goes, this is the same argument that requires
women to be wrapped up, literally and metaphorically, for their own good. The third argument at least dealt
with on-ground problems. What happens on the night shift? To what areas of the city would an editor (male
or female)be willing to send an unescorted woman? Were their stories that women would not be sent to
cover? Considering that it was the age where master-servant liability still applied journalists were not
contract laborers at this time but wage earners what did it mean if a woman was raped on the street while
she was doing her job? What if she were killed?
(Here, however, I must make another slightly different point. Sameera Khan, who worked for the same
newspaper, once told me that she knew who was going to be assigned a story that had a Muslim angle to it;
she would be asked to cover it.) Identity is always an amorphous thing but in India, it is simultaneously the
mountain and the molehill.
Thus one might ask: in terms of identity does an avowed feminist position present a problem to the person
occupying it in an Indian newsroom? The principles of journalism objectivity, balance, neutrality, fairness
require its practitioners to take on the impossible and indefensible position of the impartial observer. To
declare oneself a feminist is to seek exclusion from the boys club of back-slapping masculinity, to distance

oneself from subaltern perspectives of Class IV staff (often the best informed of backroom deals) and
certainly from the gossip exchanged between bawdy jokes. Dan Laughey points out that this can also have
repercussions on a womans career. Declaringfeminist values is considered a dangerous career move,
perhaps even more so today than in the 1970s when feminism was at least represented as both a threat to
patriarchal order and a fashionable, worthwhile pursuit.
Is this replicated in India? As journalism heads from craft to art, as print news moves from hard news to
features, how does postmodernism affect women journalists practice? As Robert Ferguson puts it: Silenced
and minority voices are more likely to be heard, according to the postmodern argument as forms of
essentialism are eroded. Various forms of feminism have been able, through cultural and media studies, to
assert their presence as have discourses about questions of identity in relation to ethnicities, sexual
orientation and nationalisms. With one or two notable exceptions however, the postmodern rejection of
totalizing theory has meant the questions of class have somehow been relegated in importance or simply
ignored.
That is the good news. But one of the key themes of postmodernism is exhaustion. Exhaustion is expressed
in the stress on pastiche and parody, the collage of quotations, travesties, the idolatry of comic strips, the
main strategy of satisfying the publics hunger for pictures, the absence of confrontative and rebel
attitudes, the perverse mix of values, the collapse of the humanistic heritage, vibrant anti-elitism and an
all-embracing eclecticism.
How does that play into a passionate engagement with gender sensitivity and a keenly-felt desire for gender
equality? Can one be fashionably exhausted and resolutely activist in praxis at the same time?

The original 'Mediclaim Policy', however, developed and in many cases has provided the base model for the
health care insurance policies that were introduced immediately after liberalisation of the general insurance
sector at the turn of the millennium.
Health insurance, however, saw no specialist players until relatively recently. This is because there was a
general expectation that the insurance industry regulator, the IRDA, would set a smaller capitalisation
requirement for health insurers and/or amend the rules for foreign equity ownership in Indian insurers in
recognition of the fact that health insurance loss ratios were not good; and therefore finding an Indian
partner to invest 76% in a health insurer would be a difficult task. The IRDA did not, however, relax either
the capitalisation requirements or foreign investments caps. Initially, therefore, the health insurance market
did not grow as quickly as may have been expected.
Growth in policyholder numbers, more effective third party administration and an effective network of
hospitals is expected to see the numbers improve. Other changes have been effected to encourage growth in
this sector. Life insurers have been allowed to sell health insurance. Initially, life insurers were only allowed
to sell certain types of health covers as a supplement to a life policy. However, the IRDA has allowed life
insurers to sell pure health insurance products subject to product specific approvals. The standard
mediclaim policy has undergone several revisions and modifications. In recent years, private health insurers
have been offering fresh products with increased covers and sums insured. Private hospital rates are still low
compared to the rates charged in more developed countries, but high when compared to average Indian
earnings. It is no longer uncommon for Indian employees to now expect that health care will be part of an
employment package. With the opening up of the market to private competition, the claims process has
become much less cumbersome. Support for a health insurance market has also come from some less
obvious sources. Indian states have started relying on insurance policies to meet some of their legal
obligations to provide health care to their citizens. The Central Government has also proposed the
introduction of free health care insurance for the poor. This plan is meant to cover every poor family for INR
30,000 per annum. The Central Government will pay 75% of the premium, leaving the remaining 25% to be
covered by state governments. The IRDA has also encouraged Micro-insurance as a means of extending the
availability of health insurance to areas of the market that, geographically and economically, may not have
been at the forefront of insurers business plans.
At the same time as the market grows, the IRDA is stepping in to create a more consumer friendly playing
field, particularly with regards to the treatment of senior citizens; the operation of the pre-existing diseases
exclusion, and the reluctance of insurers to renew policies where the claims experience has been bad.
Senior citizens had been complaining about the reluctance of insurers to issue policies to them, and the
inclusion of disadvantageous terms when policies were offered - such as hefty increases in premium rates,
added exclusions and conditions, etc. In May 2007, the IRDA set up a committee on Health Insurance for
Senior Citizens to make recommendations. The Committee reported in November 2007 and made the
following main recommendations - Senior Citizens should have some assurance that their policies will be
renewed; the Industry should adopt standard terms and conditions, such as for the definition of pre-existing
diseases. The Committee also said that policy wordings should be simpler for the lay man to follow,
suggesting that uniform terminology be used by all insurers to lessen confusion in the public mind.
