EXTENSION OF TRANSITION DEADLINE FOR BOOKING OF SITE
INSPECTION FOR TEMPORARY OCCUPATION PERMIT/CERTIFICATE
OF STATUTORY COMPLETION VIA CORENET
This circular is to inform the industry that BCA will continue to allow the
booking of site inspection for the application for Temporary Occupation Permit
(TOP)/Certificate of Statutory Completion (CSC) via CORENET until 31 July
2015.
Background

On 14 November 2014, BCA informed the industry of the launch of the
TOP/CSC Portal. One of the main features of the Portal is to allow QPs to
book site inspections for TOP/CSC online in advance, with all the available
slots visible. This provides greater transparency as compared to the previous
manual booking method (ABS Advanced Booking System) on CORENET in
which the QPs made requests for inspections and BCA respond accordingly
with the time available.

In the same circular, industry was informed that BCA would allow ABS
to run parallel with the Portal during the transition period. After the transition
period, ABS will be disabled by 30 April 2015 and all site inspections must be
booked via the Portal from 1 May 2015 onwards.

BCA has received feedback from the industry that more time should be
given for the industry to adapt to the use of the Portal.

Hence, the BCA has decided to extend the transition period on the use
of ABS for another three months until 31 July 2015. During this time, QPs can
continue to use either ABS or the Portal for the booking of inspection dates for
TOP/CSC. On 1 August 2015, BCA will disable ABS and all inspection dates
must be booked using the Portal.

The industry is thus encouraged to switch over to the new TOP/CSC
Portal as early as possible.
