District Primary Education Programme (DPEP)

The programme of Action(POA), 1992 stressed the need of development of


education in backward districts.
Accordingly, the Government of India formulated the District Primary
Education Programe (DPEP) scheme in 1993.
The programme was first initiated in the year 1993 in 43 districts of seven
states, namely, Assam, Haryana, Madhya Pradesh, Karnataka, Kerala,
Tamil Nadu and Maharashtra.
At present, the programme is under implementation in about 273 districts of
eighteen states.
DPEP in Kerala
World Bank-funded District Primary Education Programme (DPEP) was
launched in the three educationally backward districts of Malappuram,
Kasaragod and Wayanad in Kerala in early 1994,
Three more districts - Palakkad, Idukki and Thiruvananthapuram ( were
added during Phase II of the programme, in 1996).
Major objectives
To provide access to all children of primary education (Class I to IV/V)
To reduce dropout rates
To provide good educational infrastructure
High rate of enrolment in schools
Appoint large number of trained teachers
Scientific revision of textbooks to enhance the quality of education
Child-centred and activity-oriented pedagogy
SSA(Sarva Shiksha Abhiyan)
Integrated primary education programme designed by the central
government.
Sarva Shiksha Abhiyan (SSA) is a programme for universalisation of
Elementary Education covering the entire country. It was started in 2001.
Implemented from the academic year 2001-2002.
Aim
The programme aims to provide useful & relevant free & compulsory
elementary Education for all children in the age group 6 to 14 yr under
RTE Act.2009
Major Objectives

To provide quality primary education to all children between the age of 6


to 14.
All Children in school, Alternate School, Back to School camp by 2003.
All children must complete 5 yr. of primary schooling by 2007.
All children must complete 8 yr. of Elementary Schooling by 2010.
Bridge all gender and social category gaps at primary stage by 2007 and
at Elementary Education level by 2010.
Universal retention by 2010.
THE VISION of RMSA.
The vision for secondary education is to make good quality education
accessible to all young persons in the age group of 14-18 years.
To provide secondary school within a reasonable distance, which should be
5 kms. for secondary schools and 7-10 kms. for higher secondary schools.
Ensure universal access of secondary education by 2017
Universal retention by 2020.
MAIN OBJECTIVES
To ensure that all secondary schools have physical facilities, staff and
supplies up to the prescribed standards.
To ensure that no child is deprived of secondary education of satisfactory
quality due to gender, socio-economic, disability and other barriers.
To improve quality of secondary education resulting in enhanced
intellectual, social and cultural learning.
To ensure that all students pursuing secondary education receive
education of good quality.
SCHOOL CAN GET UNDER RMSA(ANNUAL SCHOOL GRANTS)
School Annual Grants : Rs. 50,000 for the following recurring expenses
Sports, Music, Dance, Painting, Culture, Teaching Aids.
Organising meetings, Stationery.
Petty Repairs and maintenance.
Water, Electricity, Telephone, Internet.
Other Expenses
Major Repair of School Building : Up to maximum Rs. 4.0 lakh.
Minor Repair of the School Building : Up to Rs. 25000.

SCHOOL CAN GET UNDER RMSA (NEW/UPGARDED schools)


Up gradation of Upper Primary Schools with two sections each in IX and X :
Maximum up to Rs. 61.50 lakh.
Up gradation of Upper Primary Schools with one section each in IX and X :
Maximum up to Rs. 50.24 lakh.
What is RUSA

A Centrally Sponsored Scheme launched in 2013.

Aims at providing strategic funding to eligible higher educational


institutions.

Central funding (ratio of 65:35 general category state and 90:10 for
special category states) would be norm based and outcome dependent.

The funding would flow from central ministry through the state
government to the State Higher Education Councils before reaching the
identified institution.

To improve access, equity and quality in higher education


Through Planned Development at State Level

Planning at State level for:


Creating new institutions
Expanding and upgrading existing ones
Strengthening self reliant institutions
Objectives
Improve the overall quality of state institutions and adopt accreditation as
a compulsory quality assurance framework.
Introduce facilitating institutional structure for planning and monitoring at
state level, promoting autonomy in state universities and improving
governance in institutions.
creating additional capacity in existing institutions and establishing new
institutions
Promote research and innovation ,promoting existing universities into
research universities
Create opportunities for states to undertake reforms in the affiliating
system
Ensure adequate availability of quality faculty in all higher educational
institutions
Improve equity in higher education by providing adequate opportunities to
socially deprived communities
