INSTRUCTION TO TENDERERS
These Instructions to Tenderers, in so far as they may affect the execution of the
Contract, shall be deemed to form part of the Conditions of Contract.

Each quotation and all accompanying documents and letters must be in English
and must be submitted in a sealed cover, bearing no indication of the identity of
the sender. The cover shall be clearly marked.

The work or service, for which this quotation will be received shall be carried out
in according with Drawing Numbers as specified together with the General
Conditions of Contract, Bills of Quantities, Specification and such detailed
drawings and instructions as may be necessary during the performance of this
work or service.
7.0
(i)
The Contractor shall state in his quotation ONE SUM for the thorough
completion of works as shown and described in the drawings inclusive of
all contingencies and liabilities to which he is or may become liable
under the said Drawings, Bills of Quantities, General Conditions of
Contract and Specification.
(ii)
The tenderer for works is not allowed on any account to insert any items
or conditions of his own. The ONE SUM above should account for all
terms and conditions as laid down in the Drawings, General Conditions
of Contract, Bills of Quantities and Specification. Any clarifications
must be stipulated in a covering letter and not at the back of the
Quotation Form or elsewhere.

Tenderers shall visit the Site and shall make, or cause to be made on their behalf,
local enquiries the availability and cost of any plant required, accommodation,
labour, temporary supplies of power, water supply, access, conditions at site, etc.,
and obtain for themselves on their own responsibility all other informations and
must examine the Quotation Document in order to ascertain the matters as to
which they will be deemed to have satisfied themselves and the risks and
obligations which they are to undertake.
9.0
If any tenderer is in doubt as to the true meaning of any part of the Quotation
Document, he should at once notify and request clarification from the Engineer
who shall issue formal addenda, if necessary, to clarify the Quotation Document
or to effect modification in the Document. Receipt of each addendum must be
acknowledged on the Form issued with the addendum. Failure to acknowledge
any addendum may result in the Quotation being rejected. Interpretation of the
Quotation Document will be valid only if made by formal addenda.

Quotation must be made out on the Form of Quotation included in the Bound
Complete Document containing also these Instructions, Specification, Bills of
Quantities, Summary of Bills of Quantities and Schedules of Particulars.
11.0
The Form of Quotation and the Documents attached to it shall not be detached
one from the other, and no alteration or mutilation (other than filling in all the
blank spaces) shall be made in any of the Documents attached hereto.
12.0
The printed Bills of Quantities shall be used for pricing the Quotation and the
Quotation shall be made on the basis of the rates named in the Bills of Quantities
being firm and not subject to adjustment with variations in wage rates, prices and
materials or any other costs. Every item must be legibly filled in, in ink, by the
Tenderer and with the columns added up, to the exact total amount of the
Quotation.

Sir,
Under and subject to the Conditions of Quotation annexed hereto, the undersigned does
hereby quote and offer to execute and perform the Works and provisions and supply all labour
and materials and everything of every kind respectively named, shown, described and alluded to
in, or to be inferred from, the Form of Quotation, Conditions of Contract, Bills of Quantities,
Summary of Bills of Quantities and/or Specification and Drawings to be executed and supplied
on the part of the Contractor, for the works above described in confirmity with the said
Conditions of Contract for the sum named herein below.

The undersigned agrees to be bound by and submit to the said Conditions of Contract and
priced Bills of Quantities, Summary of Bills of Quantities and/or Specification and agrees that the
said priced Bills of Quantities, Summary of Bills of Quantities after rectifications of any errors
herein the undersigned's prices and calculations, as by the Conditions of Contract provided, shall
form a basis for the valuation of interim certificates and any variation or extra works which may
from time to time be ordered by the Engineer.

PRELIMINARIES
1.1
The Project
The subsurface investigation, sampling and testing to be carried out is to
determine prevailing subsurface conditions of the site, the physical and
mechanical characteristics of underlying soils and to obtain sufficient data for
final detailed design of all structures, structural foundations, and temporary
works needed during construction.
The objective of the soil investigation and testing is to obtain the following
design parameters:(a)

The Site
The site for soil investigation is shown on Figure 1 - Locality Plan.

Scope Of Works
The works in this Contract comprises:(a)
Setting out all test point position and taking levels using the service of
Licensed Surveyor to be approved by Engineer.
(b)

Carry out standard penetration tests or insitu vane shear tests (in borehole),
whichever is appropriate for the soil type encountered.
(d)
(e)
Carry out field testing consisting of mackintosh probes ( no.) and hand
auger tests ( no.)
performance of specified laboratory tests on selected soil samples.

Survey Datum
The datum to which all levels are referred throughout this Specification and
which shall be referred to Soil Profiles and reports prepared in the performance
of this Contract shall be either the Lands and Surveys Datum Bench Mark or
Temporary bench Mark (T.B.M.) which is based on Land and Survey Datum
located on or near the site, as the case may be indicated in the Drawing.

Inspection Of Site
The Contractor shall be deemed to have inspected and examined the Site and its
surroundings and to have informed himself before submitting his quotation as to
the general nature of the geology, the form and nature of the Site, the extent and
nature of the work and materials necessary for the completion of the
investigation, the means of communication with the access to the Site, the
accommodation he may require and in general to have obtained for himself all
necessary information as to risks contingencies and all other circumstances
influencing or affecting his quotation.

Sufficiency Of quotation
The Contractor shall be deemed to have satisfied himself before submitting his
quotation as to the correctness and sufficiency of the rates and prices stated by
him in the priced Bill of Quantities which shall (except insofar as it is otherwise
provided in the Contract) cover all his obligations under the Contract.
The Contractor shall submit with his quotation written description of the order
arrangements and methods which the Contractor proposes to adopt for the
carrying out of the Works. The programme submitted by the Contractor during
the quotation stage shall take into account the period for completion of the Works
as provided for in the Appendix to the Form of Quotation.

Should it appear to the Engineer at any time that the actual progress of the Works
does not conform with the approved programme referred to in this Clause, the
Engineer shall be entitled to require the Contractor to produce a revised
programme showing the modifications to the original programme necessary to
ensure completion of the Works within the time for completion as defined.

Temporary Access
The Contractor shall provide and maintain all temporary access required for the
execution and completion of the Works. He shall provide at all times during the
progress of the Works, proper means of access with ladders, gang-ways, boats
etc. and the necessary attendance for the inspection of the Works by the Engineer
or his representative as directed.

Access To Property
The Contractor shall at his own expense, contact and make all necessary
arrangements or agreements with the owners of private properties at the Site for
the use of such properties in the execution of the work required under the
Contract, and shall abide by the terms of such agreements. The Engineer will
offer all possible assistance to the Contractor for securing permission to enter
upon such private properties for his work. The Contractor may occupy during his
operations only those portions of public places at the boring locations for which
he has obtained the required permission, subject to the approval of the Engineer.
The Contractor will be responsible for the securing of a water supply for use in
the prescribed work and for the proper disposition of the discharge at all boring
locations. The cost of use and restoration of public or private property for any
reason whatsoever in connection with this clause herein shall be borne solely by
the Contractor.

Workmen's Accommodation
The Contractor shall be responsible for the proper housing at site or elsewhere, of
his labour force to the satisfaction of the relevant health authorities.

Water Supply
The Contractor shall provide water required in connection with the Works,
including the supply and fixing of all fittings, maintenance of the supply,
payment of all fees, removal of all fittings and making good all disturbances after
completion of the Works.

Storage Facilities
The Contractor shall provide proper facilities for the storage and protection of
soil, rock and water samples.

Temporary Staging
The Contractor shall supply all materials, labour, equipment and transport etc.
and construct temporary stagings to carry out the work satisfactory where deem
necessary. The stagings shall be strong enough to take anticipated working loads
and as approved by the Engineer. Nevertheless, the Contractor shall take full
responsibility for the safety of the staging.

Method Of Measurement
Except where any description of the work in the Specification, Drawing or the
Bill of Quantities expressly shows the contrary, measurement shall be made in
accordance to the procedure set forth in the latest edition of the Standard Method
of Measurement of Civil Engineering Quantities published by the Institution of
Civil Engineers.

Justified Continuation
Subject to any instruction of the Engineer previously given pursuant to this
Clause such continued or changed operations shall be deemed to have been
carried out as a variation, provided always that if the Engineer shall decide that
the Contractor was not justified in continuing or changing the operation in
accordance with Clause 1.23 the Engineer shall so inform the Contractor in
writing and shall issue further instructions or specification as he may think fit to
govern how any similar ground or geological conditions which may be
encountered in the future shall be dealt with.

Submission Of Reports
The details required and the submission of the Preliminary Field Log and Final
Reports shall be in accordance to the terms specified in Section 6.0 - Reporting
Of Results of this Specification.

SPECIFICATION
PREAMBLES TO
BILLS OF QUANTITIES

GENERAL
1.1
The Bills of Quantities shall be read in conjuction with all other documents.
1.2
The quantities given in the annexed Bills of Quantities for the various items are
approximate and provisional and are given to provide a common basis for
quoting. The basis of payment will be the actual quantities of work ordered and
carried out, as measured by the Engineer and valued at the rates or prices quoted
in the Bills of Quantities where applicable.
1.3
The prices and rates to be inserted in the Bills of Quantities are to be the full
inclusive value of the work described under the several items, including all costs
and expenses which may be required in and for the construction of the work
described, together with all general risks, liabilities and obligations set forth or
implied in the quotation Document.
1.4
The rate entered against each items in this Bills of Quantities shall be binding
throughout the work and shall not be subject to revision on account of any
discrepancies or inaccuracies in the estimated quantities and weights or any other
cause. The Contractor shall when quoting satisfy himself that the quantities are
reasonably correct within the scope of work. Should he notice any discrepancy,
he should at once notify the Engineer, so that the matter can be examined, and if
necessary altered before the date of closing of the quotation.

MEASUREMENTS
The quantities unless otherwise stated shall be measured generally in accordance
with the Standard Method of Measurement of Civil Engineering Quantities
issued by the Institution of Civil Engineers, U.K.

EQUIPMENT
The rates and prices in the Bills of Quantities shall include the hire, charges of
plant and equipment, which charges shall be inclusive of fuel and consumable
stores, maintenance, servicing, drivers, attendants, insurance and all other
incidental and contingent charges.
The rates for the provision and erection of boring plant, sampling, insitu testing
equipment, etc., at sites and for movement from one position to the next shall
include for:(a)
Transport.
(b)
Preparatory and clearing works at each boring site. Where shallow water
is encountered, rates should include provision of platforms or stagings,
barges and access for boring equipment.
(c)
Setting out of borehole, drill hole, probe and insitu test positions relative
to bench marks established by authorities.
