The Tabernacle Township

Committee introduced the expense portion of the 2016 tentative municipal budget at last
weeks meeting. The budget, totaling $4.3 million, saw an increase
of nearly $491,257 from 2015.
There was an increase in administrative and executive salaries of
$9,236.
Our department has talked
about adding an employee to the
administrative staff to assist myself and the deputy treasurer,
Township Administrator Doug
Cramer said.
In an attempt to save some
money, the township is looking to
make this position a combination
employee if it is able to find someone with the right credentials.
We will hire an additional person part time if we do not,
Cramer said. Thats why you see
the increase.
There was also an increase in
financial administration salaries

Last weeks Tabernacle Township Committee meeting, or as

Mayor Stephen Lee called it the
Frank Perry hour, was very
unique.
The seats in the municipal
building were filled with residents, friends and township staff
who wished to pay tribute to a
man who dedicated much of his
adult life to the township.
Boxes of tissues lined the committee table for those who were
sad to see him go.
Perry was hired by the township in June 1995. He recently retired at the end of November
after more than 20 years of serving as the townships construction official and code enforce-

ment zoning officer, leaving a lasting impact on those who crossed

paths with him throughout his
tenure.
To express their gratitude, the
committee invited Perry and his
family to attend the meeting and
accept tokens of appreciation.
He served diligently and effectively with the highest integrity,
Lee said.
That was the first line of the
proclamation that Lee gave last
week that he said took him more
than two hours to write, as he
searched for the right words to
pay Perry a proper tribute.
His commitment to serving
the needs of the residents of Tabernacle has been instrumental in

Rafferty will begin new superintendent

position on or before July 1
RAFFERTY
Continued from page 1
Raffertys contract with the
Tabernacle school district was set
to last through June 30, 2018, but
also includes a 90-day resignation
notification clause.
Thats mutually under discussion depending on the district
and the superintendent, so it all
depends, Rafferty said. Strictly
under the terms and conditions of
the contract, it would be 90 days
upon my notification to the
board.
Rafferty is a graduate of Hahnemann University and Holy
Family College with a degree in
special education. He also holds a
masters degree in school psychology, an education specialist's
degree from Rowan University
and a certificate of advanced
study in administration.
His teaching career first began
in 1990 as a special education
teacher in Pennsauken Schools.
He then served as a school counselor in Gloucester Township before returning to Pennsauken as a
school psychologist, and later
moving on as the supervisor of
specials in Somers Point.
Rafferty then served as the director of special education in
Haddon Heights schools for the
three years prior to his appointment as Tabernacle superintendent.
Rafferty described his time
with the Tabernacle school district as a great run and said he
was able to help do great things in
Tabernacle under several different initiatives.
Weve worked very well with
the administrative team there to
help see things through, and I

think Ive been honored to be able

to work with their students, Rafferty said. They have awesome
students, they have outstanding
parental involvement.
However, Raffertys time in
Tabernacle was not without its
share of critics.
Throughout the last year in
particular, a significant portion of
several Tabernacle Board of Education meetings were spent with
parents criticizing Rafferty and
blaming him for various problems in the district, with some
parents even as going as far as
placing signs on their properties
and signing petitions that said
Fire George Rafferty.
While Rafferty didnt comment
on those specific parents and that
movement in particular, he did
say parents in Tabernacle in general were very involved in their
childrens education, and it was
important to get feedback from
parents regardless of whether
that feedback was positive or negative.
Its when you dont hear anything, I think maybe theres some
stagnancy going on, Rafferty
said. When change is happening
and its meaningful, youre going
to get positive reviews and youre
going to get negative reviews and
youre going to have those different perspectives, but Im very
pleased with the progress weve

been able to make there together.

Looking to the future, Rafferty
described the Mt. Laurel district
as a very selective application
for him, and said it was the only
district he applied to.
I havent applied to every superintendent opening, Im very
selective and I was very selective
on them, Rafferty said.
As someone who was already
part of the Lenape Regional sending district, Rafferty also said he
was familiar with Mt. Laurel
schools.
Rafferty said he is pursuing a
doctorate in educational leadership from Wilmington University,
and hoped his new position in Mt.
Laurel would allow him make a
more substantial impact in education.
Im so honored to be able to
come on board and Im filled with
optimism and hope and positive
attitude in terms of what were
going to be able to do here together, and theyve already done so
many great things and they continue to do good work, and like I
said Im grateful to become part
of that, Rafferty said.

THE TABERNACLE SUN FEB. 1723, 2016

in our opinion

Welcome home, Chris Christie!

With bid for presidency done, our governor can now just be our governor
hampagne wishes and caviar
dreams are no longer in the
head of our Gov. Christie. Last
week, following a disappointing sixthplace finish in the New Hampshire primary, Christie did what many thought
was inevitable for quite awhile now
he suspended his bid for the presidency.
Four years ago, when Christie made
it official that he would not seek the Republican nomination in the 2012 election opposite President Obama, it
seemed as though our governor would,
at the very least, be a leading candidate
in 2016. But following the Bridgegate
scandal and fights over the states pension, voters soured on him.
The surprising rise of Donald
Trump, and others, was the final blow

Your thoughts

to Christies presidential aspirations.

He performed poorly in the Iowa
caucuses, which wasnt unexpected,
but all along, he was banking his campaign on success in New Hampshire.
When he finished with just 7 percent of
the vote last week, good for sixth best
among Republicans, the final nail was
hammered in his coffin.
Now, Christie returns to New Jersey
to assume his full-time duties of gover-

nor. That will be good for us or will

it?
Christie will serve out the remaining two years of his second term as a
lameduck governor. Between now and
2017, with no further political ascension in sight, he will be forced to deal
with a Legislature that has its sights
set on policies that will reach far beyond his term in office.
How much Christie will be able to
accomplish in the remainder of his
term, and just how much influence he
can exert, is questionable, at best.
Christie went for it all, and came up
short. Now, hes coming back home to
pick up the pieces.
Heres to hoping hell be more humble in the coming years and think of
New Jersey first.

life, he said. He has respectfully served
as a leader and a valuable member of the
Tabernacle municipal staff and has guided
the township with the interest of its residents in high priority while always discharging his duty with fairness and utmost respect to the applicants, professionals and members of the community.
The committee gave Perrys wife flowers
and filled a basket with treats for everyone
in the family to enjoy. Perrys grandchildren took a particular interest in some of

the sweets.
Committeewoman Kim Brown, Committeeman Richard Franzen and Deputy
Mayor Joseph Yates also shared their appreciation of Perrys services through
their words.
I think the one word I think of most
when I think of your name is ethics,
Franzen said. Youve always been very
straight and very forward.
Yates also spoke to Perry being a
straight shooter and how everyone appreciated his honesty, regardless of the situation at hand.
Perry created lifelong relationships with
many of his co-workers and many members of the community. He was a mentor to
some and a good friend to others, as many
stated in the public comment portion of

the meeting.
Countless homeowners, including Lee,
spoke to how well he did his job and how
his systematic approach to the process of
safely building a home spoke to his great
credibility.
One resident even attempted to create a
vote to not let Perry leave.
Perry was visibly humbled by the whole
experience, but being the modest man he
is, kindly asked the committee get back to
its regular business.
After all, he joked, it was getting late and
his grandchildren had school in the morning.
Theres not a lot I can say, I love this
township, I love the people, its a great community and the people that live here need
to appreciate that, Perry said.
