PROPOSED RESOLUTION TO ENACT AN ORDINANCE NAMING THE ROAD
LEADING TO BARANGAYS TIGATTO AND MANDUG AS MANUEL GARCIA
AVENUE
Background
1. This item concerns the proposal to name the road leading to Barangays Tigatto and Mandug
as Manuel Garcia Avenue.
Highlights
2. Manuel Nonoy Garcia is a former representative to Congress for our Second District.
3. Nonoy had a long and fulfilling political career. He is one of the few politicians who survived
the Marcos regime and remained in public service even after the EDSA revolution.
4. He was born on July 14, 1932, the fifth of the nine children
(1946-49) Leon Aquino Garcia and Milagros Suazo Monteverde.

5. He studied at Davao City High School. He then took up A.B. Literature and law at Ateneo de
Manila. Later, he got his Masters of Laws from Columbia University
6. He practiced law in Manila from 1958 to1960 and in Davao from 1961 and onwards.
7. Nonoy also participated in socio-civic activities. He served as president of the following
organizations: Hijos de Davao, Davao Jaycees Senate, Rotary Club of Davao, Integrated Bar of
the Philippines- Davao Chapter, Davao Cocofed Chapter, and the Davao City Chamber of
Commerce.
8. He had a long political career. He was elected to the following offices: Davao City Councilor
in 1967, Assemblyman for Region XI in the Interim Batasang Pambansa in 1978, Member of
Parliament in 1984, and Congressman in 1992, 1995 and 1998. He served as Deputy Justice
Minister from 1984 to 1986.
9. As a public official, he had several projects that made significant impact to our City, such as:
the 4.9 billion reconstruction and expansion of the Davao International Airport; the
institutionalization of EAGA with Davao City as the main benefactor, the increased awareness of
environmental conservation especially concerning the Philippine Eagle, the construction of
schools like the University of Southeastern Philippines and the Philippine Science High School,
the promotion of the cooperative movement, bulwark of the microeconomy of the common folk,
through support of a wide variety of organized groups, and the provision of electricity and water
systems in certain areas.
10. According to the Revised Guidelines on the Naming and Renaming of Streets, Public Schools,
Plazas, Building, Bridges and other Public Structures, public places under the jurisdiction of the
local governments with the exception of barangays may be named or renamed by the local
government unit concerned (e.g. a provincial road cannot be renamed by a municipal or city
government.)
11. In its letter dated October 26, 2015, the City Planning and Development Office, through its
Officer-in-Charge, Marcelino P. Escalada, established that the road leading to Barangay Tigatto
and Barangay Mandug is a City Road. It is then within the ambit of this City Councils power to
name the subject road.
The CPDO, however, pointed out that the subject street should be named Manuel Garcia
Road because it is a long-distance stretch of roadway.

Recommendation
12. This Committee recommends the approval of this legislative item and it further recommends
that a resolution be passed entitled A RESOLUTION TO ENACT AN ORDINANCE NAMING
THE ROAD FROM CROSSING BUHANGIN TO BARANGAYS TIGATTO AND MANDUG AS
MANUEL GARCIA ROAD.

RESOLUTION TO ENACT AN ORDINANCE NAMING THE ROAD FROM CROSSING


BUHANGIN TO BARANGAYS TIGATTO AND MANDUG AS MANUEL M. GARCIA ROAD
WHEREAS, Manuel Nonoy Garcia is a former representative to Congress for our Second
District;
WHEREAS, Nonoy had a long and fulfilling poltitical career. He is one of the few politicians
who survived the Marcos regime and remained in public service even after the EDSA revolution;

NOW THEREFORE, be it resolved as it is hereby resolved, by the Sangguniang Panlungsod in
session assembled, to enact an Ordinance naming the road from Crossing Buhangin to
Barangays Tigatto and Mandug as Manuel M. Garcia Road;
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Secretary
to the Sangguniang Panlungsod, the family of Manuel M. Garcia, the Traffic Management Center,
PNP Highway Patrol and all other offices/departments concerned, for their information and
guidance.

AN ORDINANCE NAMING THE ROAD FROM CROSSING BUHANGIN TO BARANGAYS


TIGATTO AND MANDUG AS MANUEL M. GARCIA ROAD
Be it ordained by the Sangguniang Panlungsod of the City of Davao, in session
assembled that:
Section 1. TITLE This ordinance shall be known as the AN ORDINANCE NAMING THE
ROAD FROM CROSSING BUHANGIN TO BARANGAYS TIGATTO AND MANDUG AS MANUEL
M. GARCIA ROAD
Section 2. DECLARATION OF POLICY According to Section 13 (b) (5) of R.A. NO.
7160 (the Local Government Code), the Sanggunians of highly urbanized cities and of
component cities may, in consultation of the National Historical Commission of the
Philippines, change the name of any public place or building owned by the City
government within its territorial jurisdiction. Furthermore, paragraph 2 of the Revised
Guidelines on the Naming and Renaming of Streets, Public Schools, Plazas, Building,
Bridges and Other Structures 2. Public places under the jurisdiction of the local
governments with the exception of barangays may be named or renamed by the local
government unit concerned (e.g. a provincial road cannot be renamed by a municipal or
city government)
Section 3. AUTHORITY The Sangguniang Panlungsod of the City of Davao has the
power to name city streets within its territorial jurisdiction pursuant to law.
SECTION 4. SEPARABILITY CLAUSE If for any reason, any section or provision of this
ordinance is declared unconstitutional or invalid, other sections or provisions hereof not
affected by such declaration shall continue to be in full force and effect.
SECTION 5. EFFECTIVITY CLAUSE This Ordinance shall take effect immediately upon
approval.
ENACTED, ___________, by a majority vote of all the Members of the Sanggunian
present.
