Hi Vijay,
1) I am not able to acees Doc ID 1320510.1.
2) I have applied the given patch11894708 and as part of "Patch Abstract" in read me I have also applied "12630484" & "12687346".
The 'Favourites' issue is resolved But I need confirmation from you in applying the above three Patches in our Production environment.

Have you done this :
Change the below the profile option and bounce apache ?
Profile option changes:Enable Configurable HomePage -> Yes
FND: Disable Configurable Home Page -> False

The 'Favorites' drop down lost on the Framework homepage is part of 'Framework' .

To implement the solution, please execute the following steps:

Patch 11856365 - CAN NOT OPEN FAVORITES LINKS IN NEW WINDOW FROM PREFERENCES PAGE
2. Ensure that you have taken a backup of your system before applying the recommended patch.
3. Apply the patch in a test environment.
4. Retest the issue.
5. Migrate the solution as appropriate to other environments.

1) We are not getting the Dropdown list and when clicked on 'Favorite' it is not throwing any error. PFA the attachment for the screenshot.
2) This is a new instance created with OBA and nothing is changed.
