Cost Control Engineer

Emirates Global Aluminium (EGA) - UAE


Undertake cost control activities for the project to ensure costs are within the project
budget.
Coordinate all cost control functions for EGA Owner team and the Consultants ensuring that
specifications, standards, budget and timescales are being met while monitoring and
reporting all processes relating to all activities on project sites for management decision
making.
Ensure accurate, reliable and complete project cost control systems are implemented for
the budgeting, tracking, change control and forecasting of all project costs
? Set-up Work Breakdown and project coding structures
? Assist in developing and managing project budget, in consultation with Project Services
Manager and project team.
? Analyse variance in cost and schedule and recommend corrective actions
? Identify trends and deviations and report to the Project Controls Manager
? Recommend solution and recovery plans to address schedule and cost impacts
? Monitor the status of the allocation and expenditure of project commitments
? Prepare documentation to support scope changes in relation to budget, estimate and
forecast
? Prepare monthly cost report which includes actual and forecast costs for the project
based on information supplied by the PMC and information received from the GAC
accounting system
? Follow up on the actual and forecast Owners costs required for the project and validate
payment claims for orders placed directly by the project team
? Provide accurate and timely financial cost status reports, including maintaining cash
Requirements 1) 3-5 years PC experience in major projects
2) 3-5 years Cost Control experience
3) Proficient in Cost Management software; PRISM, Ecosys, MS Project, SAP
4) Bachelors Degree in Engineering

Position: Cost Control Engineer Key Responsibilities:

1) Responsible to control and monitor project total expenditure including verifying


and checking of invoices and claims from suppliers,

vendors and subcontractors to ensure that all project expenditures are captured and
properly recorded.

2) Provide planning and cost controlling support for all projects which includes
variation reporting, monitoring of milestone progress to the preparation of customer
billing processes, etc

3) Perform and manage project activity scheduling and monitoring

4) Perform technical and commercial review of EPCI long time tenders


(subcontractors quotations) for the preparation of Service agreements

5) Ensure effective project implementation and utilize productive reports from the
creation of WBS with the use of project management system to monitor the status
of all purchases, invoicing and delivery up to the closure of the project.

6) Prepare monthly vessel movement report for the monitoring of the vessel
activities on a daily basis and register all downtime, consumptions and vessel
related issues relating to the project promptly to the project manager and
management.

7) Coordinate and work with the project management team to resolve project issues
to ensure the delivery/completion of the project work.

8) Attend project meetings and discussions with the PMT and external clients ,
Perform project costing related reporting to the team and managements review on
a monthly basis to ensure that expenditures are kept within the project budget.

9) Provide cost control and planning advice to the internal PMT team as and when
required.

10) Undertake any other ad-hoc duties as required. Requirements:

Skills
1)Degree in Civil Engineering with specialization in Project Management or Cost
Control related training.

2)Min 3- 5 years relevant and similar capacity in project estimating and cost
controlling preferably in Offshore Construction/EPCIC industry

3) Technically strong in project cost planning, scheduling and reporting , Knowledge


in the use of MS Project, Primavera Scheduling and SAP softwares is highly
advantageous

4) Demonstrate strong interpersonal, communication and presentation skills

5) Strong analytical and problem solving skills and meticulous

6) Possess good project background and technical writing ability and skills.

7) Mature, proactive, resourceful and hands-on with good initiative.

8)Independent worker who is able to work well with minimal supervision.

9)Fast worker with ability to work well under stress.

Our client, an engineering company is currently seeking to recruit a Cost Control


Engineer . This position will be based in Qatar

Job Description:

Drafts project-specific Cost Control Procedures if the contract so requires

Participates in preparing Cost Breakdown Structure (CBS) and establishing Project


Cost Centres

Participates in transforming the Tender Estimate into Project First Budget

Ensures that costs are properly allocated to relevant Cost Centres

Participates in preparing budgets and current estimates

Participates in estimating new rates, pricing of variations, assessment of claims


cost impact

Monitors project actual costs, determine and analyze cost variances and develop
cost trends and projections using and presenting the Budgeted Cost for Work
Scheduled, Budgeted Cost for Work Performed, Actual Cost for Work Scheduled,
Actual Cost for Work Performed and Cost Performance Index

Participates in preparing cost reports or providing the necessary information for


such reports.

Maintains records of actual cost elements (materials, equipment, manpower etc.)


to use in the Project Close-Out Report and to provide feedback to tendering
department.

Liaises with project different sections in cost allocation, accounting and control
matters.

Participates in preparing the Project Close-Out Report and Lessons Learnt.

Performs any other related duties as assigned.

Skills
Minimum Requirement

Engineering Degree any discipline, but preferably Civil

5-10 years of experience in ( Metro/Rail projects, Oil and Gas projects,


construction)

Well conversant with cost control, cash flows, budgeting, variations etc.

Computer literate; conversant with MS Office application and competent in


Primavera (P3 or P6)

Salary range: USD 3500 onwards + Accommodation + Transportation + Food +


Medical
Preferably WESTERN Candidate
