In Patnapur GP, Adilabad, while doing the

situational analysis, during one of the components

of the PRA exercise, it was found that none of the
RoFR (Recognition of Forest Rights) beneficiaries had
access to institutional credit.

They were dependent on the local money lenders

for availing of loans at exorbitant rates of interests

for cultivation. The money lenders were exploiting
them charging an interest of more than 60 per cent.
Bankers do not provide loans to farmers who do not
possess Pahani (the ownership right over the land).
Therefore, it was difficult for small and marginal
farmers without Pahani to avail of crop loans from
Nationalised banks.

MP Shri Goddam Nagesh launched the scheme

named Crop Loan to RoFR beneficiaries. 44 farmers

were covered under this scheme.
It was even declared that the Mandal Revenue Officer

(MRO) will be responsible to issue the certificate for

RoFR beneficiaries. Based on this, bankers agreed to
issue loans to the farmers. 44 farmers could avail crop
loans from the Nationalised banks for agriculture.
This was the best way to mainstream the excluded
ones. In future days to come, it could be replicated
in other districts too.

It is never easy for Indian women to rise to the top,

be it the corporate world or the rough-and-tumble of
country-side politics.
Karamha village in Surguja chosen under the Saansad
Adarsh Gram Yojana, is an exception. With guidance of
Shri Kamalbhan Singh, the entire village stood behind
a group of progressive women leaders who won the
local body elections held last December uncontested.
This was possible due to efficient campaigning by
the villagers themselves who drew up a checklist of
10 parameters which included honesty, truthfulness,
abstinence, dedication, rationality and other such
characteristics which they said are desirable for a
good peoples representative.

They then selected 18 such women for the posts of

Sarpanch and Panchs and rallied behind them. These
women won the elections uncontested.
With 17 women Panchs, the village is now stepping up
its efforts to address their immediate developmental
issues of under-development and poverty. All the
women in the village come together with the elected
women representatives to take collective actions to
address issues of literacy, nutrition, sanitation and
sustainable livelihoods.

In Dwarapudi Gram Panchayat, Vizianagaram

district, Andhra Pradesh, adopted by Member of

Parliament Shri P Ashok Gajapathi Raju, it is a fact
that parents give top priority to the education of their
children.

There is not a single dropout from the school.

However, the MP, found that same parents in the

villages were illiterate.

The MP initiated a unique programme to educate

parents by their own children in the classrooms. The

MP has organised special awareness drives in the
form of dramas, street plays and Kala Jatthas through
which, the need for adult literacy was showcased. At
present, 11 Sakshar Bharat volunteers are working to

educate 547 identified adult illiterates. The children

who taught adults were duly acknowledged and
rewarded.

Kitam Manpur Gram Panchayat lies on the rain shadow

area of Darjeeling hills. The mountain springs locally
known as Dhara (naula, chashma in other parts) are
the natural discharge of groundwater from unconfined
aquifers. The rural households access water from
these springs, mostly through gravity based piped
systems. With increasing population, degrading
health of watersheds and impacts of climate change,
the lean period discharge of these springs is rapidly
declining; as a result, villagers face acute shortage
of water from December to May.
The Member of Parliament after adopting this Gram
Panchayat decided to launch a unique spring-shed
development initiative - Dhara Vikas aimed at
enhancing the groundwater recharge and subsequent
lean period spring discharge. Accordingly, a series of
trenches along the contour lines were dug. To prevent

soil erosion, horticultural and

forestry

plantations

were

undertaken in the barren

lands. Small ponds were
dug at regular intervals to
arrest the flow of water and
to

facilitate

groundwater

recharge. Majority of the

work was carried out under
the MGNREGS.
This

intervention

has

been able to successfully

demonstrate
and

Sarda, a tribal dominated village in Sambalpur

district, which languished in backwardness since long,
underwent a sea-change after it was adopted by the
Member of Parliament, Shri Nagendra Pradhan, under
the Saansad Adarsh Gram Yojana (SAGY). Alcoholism
and tobacco which grappled the youth and elders of
the village were identified as a major impediment for
development of the village. Realising the urgency of
addressing this problem, the Member of Parliament,
undertook a padyatra (foot march) along with the
villagers and covered the entire Gram Panchayat
sensitising people about the ill-effects of tobacco
and alcohol consumption. Thereafter, the villagers
decided to make their village free from all forms of
intoxication and put up a board at the entrance of
the Gram Panchayat warning that if anybody enters
intoxicated, a fine of

1,000 would be imposed on

him/her. Several district level coordination meetings

with various line departments have been organised

to identify gaps and potential areas of convergence.
Since the area is surrounded by reserve forest, the
village did not have all-weather connectivity but after
selection as an Adarsh Gram under the SAGY, the
Member of Parliament, after persistent liaisioning and
discussions with various stakeholders was able to get
permission for minimum connectivity to the block. It
was also possible to construct bridges and approach
roads at crucial locations in the Gram Panchayat,
which usually gets washed away by flash floods.

In addition, permission for conventional electricity is

obtained and the work is scheduled to begin at the
earliest. Meanwhile solar street lights were installed
in all villages through the ITDA. Rural Water Supply
and Sanitation (RWSS) in collaboration with Odisha
Renewable Energy Development Authority (OREDA)
has set up solar pumps for drinking purposes in all
villages. An overhead tank run with solar pump to
supply safe drinking water at the door-steps of every
house is installed in Sarda village.Thus, the holistic
developmental approach facilitated by the MP, led to
an overall development in the tribal village.

district, Tamil Nadu has been adopted by M.P Shri

R.K. Bharathimohan under SAGY, wherein majority
of the villagers are depending on agriculture for
their livelihood.

Cauvery river is the main source of irrigation.

During the social mobilization activities that were

spearheaded by the MP, he

has observed

that

decelerating of river water is the critical feature for

farming, as the bed level of Cauvery river is getting
lower. The villagers were longing for a check dam
across the river since 2005. With special efforts,
the MP took up the proposal with NABARD and got
funding of 1.16 crore under the Rural Infrastructure
Development Fund and constructed a check dam
across the Cauvery river by 30 May, 2015.

Surface water level and sub-surface water level of

the Thirumangalakudi and nearby area have been
considerably increased due to the check dam. Around
345 acres of land is directly benefiting and another
1000 acres of land is benefiting indirectly.

7. Bio-Digester Toilets to Overcome Poor Drainage

Pedamainavanilanka (PMLanka) and Thoorputallu

are remote coastal villages in the West Godavari
district of Andhra Pradesh. In spite of the village
having 600 toilets in houses, people still defecated
in the open. The reason stems from the fact that
these two villages have poor drainage connectivity,
which led to poor disposal of the waste water and
the excreta.
As an innovative solution to the issue, the MP
approached the Defence Research Development
Organisation (DRDO), which has developed biodigester Toilets. By mobilising Corporate Social
Responsibility (CSR) funding, MP has ensured
installation of 44 Bio-Digester based toilets. It is
now planned to install 1000 Bio-Digester toilets in
the individual households.

Ms. Smriti Jubin Irani after adopting Maghrol under

Saansad Adarsh Gram Yojana had discussions with
the villagers and Panch of the village, and found out
that the village is lacking in quality health services.
Intensive efforts were initiated by the Member of
Parliament to augment the Health services in the
SAGY Gram Panchayat. An Intensive Care Unit van
was provided to the Dharmaj Jalaram Trust and an
ambulance was also given to the local Government
primary health care centre involving total investment
of

1.28 crore. Further, 500 health cards were

issued to the villagers, that will facilitate cashless

medical service to the patients getting treated in the
empanelled hospitals. The Health card beneficiaries
will also get cost of transportation incurred during
the travel.

She also inaugurated Doctor on Call

Project for the Panchayat.

Under the guidance of Shri Rahman Khan, the Member

of Parliament (Rajya Sabha), 10,000 seedlings of
various multi-purpose tree of species of Pongamia
pinnata (Honge) - 8000, Bamboo Bambusa sp.
(Biduru) 800, Terminalia arjuna (Holemathi) - 500,
Syzygium cumini (Neralu) - 500 and Simaruba glauca200 have been planted in 20 hectares of land. The
plantations have been raised in tank fore shore of
Kanchugaranahalli to augment local needs of farming
community for fodder, fuel, fruits and conserving soil
and water. The seedlings are planted on the fringes
of the tank. More importance is given to Pongamia
pinnata as it is a bio-fuel plantation. 80 per cent of the
seedlings planted are Pongamia pinnata as they can
grow on degraded lands and can be planted along the
drains and in private lands. Their leaves are used as
green manure. The local people collect the seeds and
sell the seeds in the market at 25 to 30 per kg. The

bio-fuel Board of Karnataka encourages taking up bio

fuel plantation in community lands. There are 56 SHGs
in Kanchugaranahalli Gram Panchayat. In future, the
SHGs will be given more information and training in
collaboration with Bio-Fuel Board of Karnataka on
better cultivation practices for economic prosperity of
the community through raising Pongammia pinnata
for bio-fuel production.

Hahap Gram Panchayat is situated in the Namkum

block of Ranchi district. It is predominantly a forest
Panchayat in a hilly terrain. The Gram Panchayat is
sparsely populated where each hamlet consists of
only 30-40 households and scattered over an area of
20.1 Square Km. Electricity supply was intermittent
and unreliable. Major water supply projects are not
feasible in the Gram Panchayat.

The Member of Parliament Shri Ram Tahal

Choudhary came to know about the issue. After a

series of deliberations with various stakeholders, he
coordinated with the Drinking Water and Sanitation
Department and sanctioned

10, 50,000 under the

National Rural Drinking Water Programme to initiate

solar energy based Piped Water Supply Scheme to
provide water to 40 households in remote villages.

The project is being executed and maintained by the

Gram Sabha and the Government is providing all the
necessary technical support.

The

innovative

approach

adopted

by

the

Member of Parliament has proved to be a boon for 40

households in the village. The area which was once
considered dry and arid, now has adequate supply of
safe drinking water.

The village level end to end service was initiated

in Ibrampur Gram Panchayat of North Goa, Goa which

was selected by the MP Shri Shripad Yesso Naik.

Here the villagers need not travel to the sub-

divisional headquarters to access the government

services, but can access the services right in the
village itself. This system has been introduced to
ensure the services of the Collectorate are made
available to the citizens right at the grassroot level.

The

applicant

submits

the

application

to

the concerned Talathi along with all the relevant

documents. The Talathi uploads the application along
with scanned copies of the necessary documents with
the report to the Mamlatdar/Dy Collector, who then
scrutinizes the application online, approve and issue
the certificate.

The Talathi takes a printout of the certificate and

hands it over to the concern applicant. SMS alerts
are sent to the applicant at each stage, so that he or
she can keep track of the application online.
Villagers widely appreciated this initiative since it cuts
down on the transaction time and saves a lot of time
and effort, as they do not have to travel all the way
to the sub-divisional office to get their certificates.
Currently the following certificates are being issued
online:

4) Divergence Certificate.

MP Shri Jugal Kishore Sharma adopted the

Mathwar Gram Panchayat of Jammu & Kashmir.

He always wanted to connect with people to know
their exact problems and update the development
activities for the villagers. Through NICs Samadhan
(quickSMS) system, Group SMS service has been
initiated for the Adarsh Gram Mathwar. Two bulk SMS
groups have been created - one comprising Officers
and Government employees related to SAGY Mathwar
and the other group comprising all the villagers of
Mathwar. All information related to events, camps,
Information Education and Communication (IEC)
activities and meetings are communicated to villagers
through the system. The Officers group enables
better coordination between line departments for
convergence activities. The MP is also kept updated
of all activities as he receives regular SMS from both
groups.

Since every household has mobile phones, this

system enables rapid dissemination of accurate

information to the people. The long-term vision is to
use this platform for ensuring greater participation in
planning and developmental activities.
Furthermore, it will also be used as an early warning
mechanism prior to any natural calamity.

Mathwar has become the first village in J&K to
have a dedicated video conferencing facility of its
own. Now the Honble MP will be able to directly talk
to villagers from his office in Delhi. The facility has far
reaching consequences in tune with the Digital India
Campaign. The villagers can now be directly involved
in important meetings related to their development.
The facility can help small businesses in the village
to reach global clients at nominal costs. The facility
also can provide a platform for mass e-learning and
skill development of the village youth.

Member of Parliament who adopted SAGY Gram
Panchayat Kitam Manipur in South Sikkim and
Tingvong in Upper Dzongu, North Sikkim collaborated
with the Youth Hostel Association of India (YHAI) to
assure groups of tourists to visit the village as a part
of Village Tourism initiative under the SAGY.
A family with family model of village tourism
was adopted wherein family groups were selected
by YHAI from amongst its members for home stay
experience with the Sikkimese families. World Wide
Fund for Nature-India (WWF)-India, Eco-Tourism and
Conservation Society of Sikkim (ECOSS) and State

Institute of Rural Development conducted trainings on

home stays, nature guides and local hospitality. The
village panchayat played a lead role in grounding this
initiative and ensured equitable sharing of incomes
amongst the various wards in the Gram Panchayat
using a rotation approach.

The tourists would stay for two nights in Kitam,

were entertained by cultural shows, exciting visit to

the Kitam Bird Sanctuary and Rangit river side walk.
The visitors were taken for spectacular mountain
views, dense forests visits, and deep ravines views
and got an exposure to the solitude and calm
surroundings of this hidden paradise. Trekking in the
Khangchendzonga Biosphere Reserve, joint cultural
shows, village walks and just soaking in the tranquility
and beauty of this SAGY village makes it an unique
experience. The Gram Panchayat and villagers are
enthusiastic to further market their home stays in
family with family mode and are confident that this
village tourism initiative under the SAGY will help
enhance rural livelihoods in these remote villages of
Sikkim.

initiatied by the Member of Parliament, in Khekiwith
ho Zhimomi in Ikishe village, Dimapur district,
Nagaland to promote banana cultivation. 10,000
Banana suckers were planted in Ikishe village.
On 1 July, 2015, the MP, distributed banana saplings
and declared the village as Banana Village. The fund
for this initiative was given by MP, from his Members
of Parliament Local Area Development Scheme
(MPLADS) and the Hoticulture Department extended
technical support for this initiative. The plantation
were undertaken on both private and public lands.
The private lands are being managed by individuals
and the public lands are managed by the community.
350 households got benefited by this initiatve.

The district of Koderma has immense potential

for traditional incense sticks industry. The nearby
towns like Gaya, Parasnath and Deoghar which have
religious significance provide market for the incense
sticks. Gaya which is a neighbouring district is a huge
market from where the raw material can be sourced
and the finished product can be sold. Considering all
these factors, the district administration under the
able guidance of the Member of Parliament (Rajya
Sabha) Shri Prem Chand Gupta and the Deputy
Commissioner decided to support the women of the
Gram Panchayat through rejuvenating the traditional
occupation of making incense sticks.
The introduction of mechanised incense sticks
making machines was done in order to increase the
productivity and also reduce the drudgery involved
in hand rolling of sticks. Thus, 30 women from the
socially backward categories were trained on using

incense sticks making machines who would be further

provided with machines and linked with banks and
markets for establishing successful enterprises.
The funds for the intervention were allocated under
the District Innovation Fund and Holy family Seva
Sadan which is a reputed social organisation was
chosen to impart training and handholding to the
women.

It is envisaged that these women would be able to

produce around 10 kg of raw incense sticks per day
and would earn around

2500 per month. This in-

tervention will result in sustainable livelihoods for

30 poor families and would instill the much needed
self-confidence in women.

Village will plant and grow the saplings. Every tree,
thus planted, will be tagged with GPS location. Further
names of both the students (i.e. student from rural
and urban area) with an unique ID will be attached to
every such tree. Both these students will get Green
Certificate for their contribution to the movement.
Each student was given a kit containing soil, organic
fertiliser, sapling covers and 8 seeds of 4 varieties i.e
Sandal wood, Neem, Tharea and Honge. The step to
conserve and preserve the ecology and greenery by
help of youth volunteers and school children will bring
sea change.

homeless people. Cement Concrete (CC) roads were

these children with special needs. Gradually, it is
observed that there is considerable improvement in
the body control and social skills of the children with

development activities in the village through the
involvement of village youth since February 2015.
Training programmes for artisans were organised in
the village. In the process of selection of youth for
training, it came to the knowledge of KVIB that there
are 10 traditional weaver families in the village. These
weaver families were identified and selected for
training to further enhance their traditional weaving
skills.
From these families,the KVIB found that youth like

standard.
Mr. Raju Dewangan shared that their families are
engaged in cloth weaving over generations by pursuing
traditional methods of weaving. This has been their
only source of income. But nowadays, big business
men are using machines for cloth weaving and they
face lot of competition in the market and it becomes
difficult for them to sell their products at competitive
prices. As a result, the traditional weavers are facing
problems to run their families because of their poor
economic conditions.
Kailash Dewangan, another youth from these weaver
families said that under the Adarsh Village scheme,
the MP, Government Officials from Chhattisgarh
Khadi and Village Industries Board provided good
information regarding new and modern methods of
weaving to the weaver families of Purgaon. The KVIB
also imparted free of cost training to the traditional
weaver families on modern methods and equipment
for weaving. These improved weaving systems have

the potential to reduce the cost of production and

increase the profit. Adopting these modern weaving
systems can eventually help the traditional weaver
families to earn more and lead a better life in future.
After the implementation of Saansad Adarsh Gram
Yojana, the scope of enhancing dignified livelihoods to

village, through multi-stakeholder engagements.

produce in the market at Nagpur. The Member of
Parliament facilitated many developmental initiatives
for ensuring better market linkages, access to loans
and institutional finance, ensuring financial inclusion
by facilitating opening of saving accounts etc. Banks
are visiting the village frequently after the village
was selected as SAGY village.
Under the strong leadership of the Member of
Parliament, all villagers are getting free WiFi facility

This free WiFi facility promotes awareness and
knowledge

schemes and programmes. This improves increased

access to and realisation of Government schemes and
programmes. Schools are getting uninterrupted internet

to provide tele-medicine services. The villagers are

doctors remotely. An e-library has been set up in the
village to enhance digital learning among the school
children, youth and elders. Improved e-connectivity
resulted in the farmers getting updated information
about the prices in the market leading to better decision
making for sale of their produce for better returns.

efforts were being taken with regard to health and
hygiene of adolescent girls in remote and inaccessible
villages in East Singhbum, Jharkhand.
There is high prevalence of anaemia and other
ailments, especially among women and adolescent
girls. In order to address this, he initiated a series
of health camps specifically targeted towards the
adolescent girls. The health camps were organised
in the Kasturba Gandhi Balika Vidyalaya, where
more than 188 adolescent girls were screened. As a
result, many of the girls were found to be suffering
from various gynaecological diseases, urinary tract
infection and skin diseases, which hitherto, were
suppressed by them owing to socio-cultural taboos.

It was also found that most of these ailments were

related to unhygienic lifestyle and filthy surroundings.
Interventions are underway to create awareness on
personal hygiene among the adolescent girls and

for the women SHG members to get trained in Rural
Self-Employment Training Institute, Raipur. Basanti
along with other SHG members were trained on
mushroom cultivation, packaging and marketing.
Immediately after the training, Basanti started her
small enterprise. Now she is skilled in mushroom
cultivation, packaging and marketing.

At present

Basanti, who is member of Jai Mata Dee Self-help

Group is producing 30-40 kg of mushroom and earns
up to

3000-4000 per month from the sale. Her

dream of starting an enterprise and making herself

economically independent has come true.

The area suffers from problems of scarcity of water

The Member of Parliament (Rajya Sabha) Shri
Rajkumar Dhoot during one of his visits to the Adarsh
Gram observed that the ancient river Yelaganga
has become shallow due to the deposition of silt. To
address this issue, he carried out a major desilting
exercise in Yelaganga River covering a distance of 6
km.
The initiative was undertaken with the help of the
communities. The community participates in the
programme through shramdan (Voluntary labour).
The Member of Parliament, through his innovative
approach mobilised support through the CSR of
Maharashtra Gramin Bank and Ghrushneshwar Temple

result, the river which had once become shallow now
has adequate water to cater to the agricultural and

situated about 65 km from the district headquarters
Chaibasa. It has the Sonua-Goelkera main road on
the north and the hilly Kolhan Forest Division on the
south and east. It is predominantly a Scheduled Tribe
(ST) Gram Panchayat where four of the nine villages
in the Panchayat are tribal villages.
The Member of Parliament believes in participatory
development process. Thus, the district administration
under the able leadership of the MP has taken several
steps to strengthen participatory planning and
implementation of various developmental initiatives
and promote local self-governance.
After being selected as a Saansad Adarsh Gram,
regular monthly Gram Sabhas are being organised in

all the nine villages. A Gram Sabha Working Committee

(GSWC) of 12-15 people has been constituted in each
of the villages by unanimous voting. The main functions
of the GSWC will be to liaison between the villagers
and the district administration, organise Gram Sabha
in its true spirit and to design village development
plans and interventions. The village development plan
has been prepared by the GSWC members who were
specially trained for facilitating PRA exercises.
The social mobilisation under the scheme has enabled
the villagers to envisage their local development goals.
People have enthusiastically agreed to formulate a
Gram Vikas Kosh in which every household contributes
money, in the range of

30-50 per person per month

for taking up village development works. The financial

management of the fund is to be carried out by the
Gram Sabha Working Committee. In some villages,
the SHG Village Organisation will be responsible for
the management of the Gram Vikas Kosh.

To resolve the anomalies of the BPL list, in which

deserving people are left out and affluent households
being included, the Gram Panchayat in collaboration
with the District Administration has adopted the much
acclaimed good practice of participatory identification
of the poor. As a result, a list of 15 poorest households
was generated. This will be used as a priority list for
accessing various Government development schemes
and services like the Indira Awaas Yojana.

community triggered the Conscientization process
where the communities are able to analyse and
internalise their development situation, causes and

The Gram Panchayat has 12 anganwadi centres
where the education component was non-functional.
Also the four primary schools in the village were
under-staffed and unable to teach KG children
enrolled effectively. The MP noticed the situation
during his visit to the Gram Panchayat. Furthermore,
all Anganwadi Workers (AWW) were found to be at
least 12th pass or graduates. He directed the local
officials to reassign the AWWs to primary schools
where they taught all pre-primary children. The
headmasters of schools could monitor them and
ensure that teaching happened effectively. Moreover,
Anganwadi Helpers would bring cooked food to the
schools for the childrens nutritional component.

people and learning levels of pre-school children
improved. The long-term objective is to review its
functioning after six months and replicate it across
the district. Robust pre-school learning will ensure

Bihar. Majority of the people are engaged in agriculture
activities. Therefore, improvement of rural roads
and infrastructure will enable large numbers of rural
people for efficient mobility to the nearest market
places and towns to promote trade and rural economy.
While developing Village Development Plan (VDP), the
District Administration, Gaya along with the Member
of Parliament, Shri Hari Manjhi has identified all
Government development schemes for convergence
to facilitate better implementation of the VDP. The
Gram Sabha was organised in the village where the
Government schemes and their importance were
discussed in detail with the community. Thereupon,
gaps in necessary infrastructure were identified and
accordingly, work started on the priority areas in the
village.

Three anganwadi centres were constructed in the

village, one was funded through the Pradhan Mantri
Adarsh Gram Yojana (PMAGY) and the remaining two
were funded under the 13th Finance Commission.
For improving road connectivity, three Plain Cement
Concrete (PCC) roads were constructed under PMAGY.
For improving the social infrastructure, the District
Health Society constructed an APHC for delivering
better health services. Under the Swachh Bharat
Abhiyan (SBM), 138 toilets were constructed. For
ensuring street lighting, 20 CFL Street lights were
installed, which was funded under the IAP scheme.
Development of the village infrastructure has proved
to be a solution, which can generate appreciable
developmental dividends in Saansad Adarsh Gram
Yojana Gram Panchayat.

Under the guidance and strong leadership of the
Member of Parliament, the villagers feel proud of
their village for having 24- hour piped drinking water
supply. The village also completely covered storm
water drains, underground sewage network and
treatment plant, solid and liquid waste disposal site,
and individual household toilets in every house. The
village, now also boasts of modern, tiled bathrooms
in each household.
Water is limited and for making judicious use of water,
awareness among people is the key. For making
people aware about conservation and optimal use of
water on daily basis, awareness programmes were
conducted by village volunteers.

Water meters were installed in every household. At

the beginning, daily water usage recorded to the
tune was 700-800 litres per day for a family size of
five members. There was excess use of water for
cleaning, bathing and watering of plants. Water was
wasted, as taps remained open. Every household
was sensitised on the judicious use of water. The
community have realised the importance of water
and have now reduced their water usage to 500 litres
a day per household.

A dedicated team is engaged for supervision and

monitoring of the ongoing developmental works in
the village. Volunteers from the village are mobilized
to maintain a clean environment in the village. People
now restrain themselves from open disposal of solid
and liquid waste in their village. Every household was
provided with a dustbin and a common waste disposal

Computer Saksharta Kendra was inaugurated by Shri
Ravi Shankar Prasad, Minister for Communications

Alawalpur under Fatuha block of Patna district on
May 18, 2015. The Computer Saksharta Kendra has
been established at a Community Centre in Alawalpur
village and this centre has been equipped with a
computer lab having 6 computer systems and one
printer, besides a classroom with a whiteboard. So far,
the Adarsh Computer Saksharta Kendra trained about
60 enthusiastic residents of the Village Alawalpur,of
whom 26 are women.

Training on Digital Marketing Courses would also

be introduced, which would help small entrepreneurs

to sell their products using the e-Commerce platforms.

Training programmes in e-Learning mode in Hindi

would facilitate the concept of anywhere-anytime

The second part of the plan dealt with forming groups
and facilitating collective actions for lift irrigation
using diesel and electric pumps from the river water
and anicut, through the funds from Shakhambari
scheme and BRGF. Accordingly, 20 diesel pumps
were distributed to these groups from Shakhambari
and BRGF schemes, thereby bringing more than 156
hectares of additional area under irrigation. Field

Low cost drip irrigation facilities, each costing around

initiatives were undertaken through multi-stakeholder
collaborations and actions.

year, the farmers of Chapka are now looking forward
to cultivate food and cash crops, adopting better
cultivation methods like System of Rice Intensification
(SRI), organic farming, use of better seeds and
farm mechanisation. Continuous trainings are being
organised by the Krishi Vigyan Kendra (KVK), State
Department of Agriculture, the Agriculture University
and National Rural Livelihoods Mission (NRLM) staff.

Maruti Driving School came forward to train the
youth on motor driving. 100 youth were enrolled for
this programme and the first batch training on motor
driving was completed. After getting the licences,

is inhabited predominantly by Tea Tribes living inside
the Tea Estates. The habitation of the community was
filthy and unhygienic conditions prevailed. Prevalence
of skin diseases among children of all age categories
was a reality. Sarang Thakare, PMRDF, Tinsukia,
came across such a large number of cases during
the PRA exercises as a part of facilitating the Village
Development Plan (VDP). The District Administration
decided to use two different approaches to address
the health challenge in the villages.
Preventive Approach: Most of the skin diseases
are caused due to improper hygienic conditions.
Handwashing acts as a first line of defense against germs
causing and spreading skin infections. The District
Administration decided to promote handwashing in

Lower Primary (LP) Schools. For behavioural change,

Handwashing week was organised in the village. This
included compulsory handwashing before and after
Mid-Day Meals with the toilet soap/hand wash. Most of
the development initiatives fail due to non-availability
of earmarked or dedicated funding. So, the District
Administration has involved the concerned Tea Estates
(TE) including Bazaloni TE and Savitri TE to support
the development initiative through their CSR funds.
They are now the cleanliness partners and have taken
the responsibility of providing toilet soaps/hand wash
to Dhulijan LP school to ensure sustainability of the
initiative.
Curative Approach: Dhulijan Health Sub-centres do
not have necessary personpower with expertise on
treating skin diseases. So, the District Administration
requested the District National Health Mission Unit to
send a Mobile Medical Unit (MMU) with a MBBS doctor
to treat the cases of skin diseases by directly visiting LP
schools of the Langkashi Gram Panchayat. Moreover,
affected children are provided free medication and
consultation. Mobile Management Unit (MMU) visited
twice to follow up on the patients.

The District Administration is yet to see any

concrete outcomes, since cure of skin diseases takes
considerable time. Nonetheless, the results are
encouraging. There are definite signs of improvement
in the conditions of the children in the villages.

This was for the first time that a village level painting
competition was being organised. The Member of
Parliament and Sub-Divisional Magistrate distributed
prizes among the winners.

The main occupation of the Jashvantgadh Gram

Panchayat is cattle breeding. The village has a
HAWADO(a drinking water tub for livestock), which
is situated on the main road side. This has resulted
in livestock gathering around the structure. Cow
dung is scattered at the place on regular basis. The
situation worsens in the monsoon season as cow
dung attracts many seasonal disease-causing microorganisms. The community faced various health
related issues due to the unhygienic conditions
prevailing in their village environment. This also
has an adverse impacts on the economic situation
of the communities as they incur additional health
expenses due to the recurrent diseases. To address
the problem, the village community organised a
meeting with the head of the village (Sarpanch). It
was decided in the village meeting to construct a
HAWADO outside of the village. However, but theold

HAWADO still remains in the village. It is a challenge

for the community to get any grant for construction
of the new structure.
But the villagers did not lose courage and through
the community contribution, the village was able to
collect two lakh rupees to build the new HAWADO.
Indeed, this village has put up a commendable

The abandoned primary school, dating back to
1941-42, the only government school in the village,
has been refurbished. New classrooms have come up.
The school is run by solar energy. Through Projector

a room, is newly painted, has freshly tiled floors and
colourful plastic chairs and table sets for children.

Nagesh took the initiative and launched the Soil
Health Card programme by distributing soil health
cards to the beneficiaries. This intervention has
triggered off a positive change to help farmers get
their soil samples tested scientifically in Government
soil testing laboratories.

Soil samples were collected from farmers fields
for every 10 hectares of land. The soil samples
will be analysed in soil testing laboratories and the
recommended fertiliser doses will be prescribed for
individual soil samples of farmers. This information
will help farmers to apply fertilisers in their farm lands
as per the recommended fertilizer doses for specific
crops and as per the soil nutrition status of their land.
This will go a long way in using optimal quantity of
fertilisers for crops at the right growing stages of the
crop for better production and productivity. Also, the

controlled fertiliser use will lead to soil amelioration

and protection of the environment. In most cases,
this intervention will also help farmers to save on
their input costs by reducing the indiscriminate use

Development Block, Tripura has been adopted by the

Member of Parliament, Shri Jitendra Chaudhury. It is
situated on the foothills of Longtharai Hills. Almost
every year, safe drinking water has to supplied through
tankers to this habitation during summer. But it was
not sufficient for peoples daily use. The scarcity was
such an extent that even Mid Day Meal scheme at the
local school and Supplementary Nutrition Programme
at the Anganwadi center has been stopped for days
together. The community faced acute drinking water
crisis. Thus, there was a need for creating and setting
up of a permanent safe drinking water source in the
habitation.
The Member of Parliament decided to set up permanent
drinking water source for the habitation. He initiated
discussions with the District Magistrate and Collector
along with various other line department officials

including the Charge Officer, SAGY, Executive Engineer,

Rural Development and PMRDFs on the issue. The
team visited the habitation to assess the possibility
and feasibility of such an initiative and interacted with
the community to seek suggestions for addressing
the issue. A preliminary survey was undertaken in the
area to identify the most appropriate location from
a watershed development approach and a couple of
locations were identified. After discussions on the
various aspects of costs, water capacity and quality,
technical feasibility, distance from the habitation
and peoples acceptance, one suitable location was
finalised. It was decided that a permanent source of
drinking water will be created using the lift method.
An earthen dam with RCC slab has been planned
to construct down at the point where the distance
between two opposite sides is narrowest and can be
able to conserve maximum amount of water.
The cost of this entire project estimated around

40 lakhs including the construction of check dam

has been approved by Rural Development Engineering

department and

50.63 lakhs for construction of

water lifting, purification and supply system has been

approved

by the Department of Water Supply and

sanitation. The construction work has been started in

June and water thus conserved in the dam will then
be lifted up to a height of 350 ft (altitude of the habita
tion), with the help of high capacity electrical pump,
to a 20,000 litres capacity RCC water reservoir to be
constructed in the habitation. The water collected
in the reservoir will be treated through mini Iron
Removal Plant for making it safe and potable. It will
then be distributed through pipeline system to all the
households. This will solve the concurrent problem

wild animals destroy the crops. The existing problems have forced some of the farmers to abandon
their land and opt for alternative source for livelihood. The MP observed these problems in agriculture and planned to promote animal husbandry as an
alternative livelihood source. Hence, to assist these
marginalized farmers, he approached Rural Management and Development Department (RM&DD),
Government of Sikkim, and facilitated to get them

other health services. Villagers of Gordhanpur had to
travel far places like Khanpur/Laksar for basic health
services. The total Immunization was only 85 per
cent.
But after the selection of GP under SAGY, the
problem has taken into consideration by the Member
of Parliament. He discussed with higher officials and
villagers of Gordhanpur, it has been decided to build
the ANM Sub centre under District Action Plan and
accordingly District Magistrate has sanctioned the
budget.Meanwhile, ANM sub centre is established at
Ex-Pradhans house with the efforts of officials and
local people for providing basic health services at the
village itself.

ANM Sub Centre is now equipped with three rooms,

electricity, water supply 24X7, furniture and other
amenities. New Labour table and other equipments
have been purchased by the fund provided by the
district under District Action Plan.The registration
and immunization of the village Gordhanpur is 100%.
Sub centre has also been converted into DELIVERY
POINT. The dream of villagers and officers of 100%
institutional delivery has come true.

leaf plate and bowl making in collaboration with
Vikas Bharti, a reputed local Voluntary Organization.
Also, training on nursing was organized in Ranchi
for 50 women candidates of the Gram Panchayat.

The Member of Parliament has laid special emphasis

Toilets to achieve an Open Defecation Free status
for the Gram Panchayat. With increased focused on
sanitation activities, the progress in construction of
toilets has improved considerably in the village.
Before being selected under the SAGY, out of 785
households in the village only 477 had individual
household toilets. A special campaign was organized
in each of the wards for motivating the remaining
households not having individual household toilets.
Awareness camps were undertaken in the schools

for motivating students on cleanliness, improved

sanitation and hygiene. Also, the district administration
organizes cleanliness awareness programmes every
Saturday in the Gram panchayat. As a result, there is
significant change in the mindset of the people. Out of
the remaining 308 households, 204 households have
completed and other 68 households have initiated the
toilet construction process.
Apart from the above interventions, a project on Solid
and Liquid waste management was started in the
village. A shed was constructed out of the earnings.
The garbage collected is being segregated for making
compost, which is used in the farmlands.
The Member of Parliament with the support of the
district administration is making persistent efforts for
making the Gram Panchayat Open Defecation Free. It
is expected that the Gram panchayat will achieve the
ODF status by 31st of august 2015.

During the planning of developmental initiatives in

the adopted Gram Panchayat, the Member of Parliament highlighted the necessity of reaching out to the
Antyodaya - poorest of the poor.

Realising the significance of such an exercise,
indicators were developed and accordingly, 250 families
out of 947 families were identified as amongst the
poorest of the poor.

A convergence plan was designed for these families
with clear timelines. The plan emphasises on diversifying
the livelihood opportunities for these families to ensure
sustainable income round the year. Each family is linked
to one or more livelihood activity viz., small-scale
cottage industry, backyard poultry, goatery, piggery,
fishery, dairy and organic farming. Capacity building
and credit linkages for the respective livelihoods are
being facilitated with various stakeholders including
nationalized banks.
Different sectorial departments including Agriculture,
Animal Husbandry, Fisheries, Horticulture, Krishi Vigyan

Kendra, Forest and Khadi and Small Scale Industries are

working together for greater synergy and convergence.

The vision of the Member of Parliament is to increase

the average income of these poorest households from

53,000 to 1, 50, 000 per annum. This developmental

It is highly infested by Left Wing Extremism and is
amongst the most underdeveloped areas in the district.
Since the reach of the development programmes was
limited due to the remoteness of the Gram Panchayat,
it created dissatisfaction amongst the villagers and
people had an indifferent attitude towards the local
government institutions and maintained a safe distance
from Government authorities.
The situation considerably changed after the Gram
Panchayat was chosen under the Saansad Adarsh Gram
Yojana by the Member of Parliament Shri Kariya Munda.
Under his leadership, the delivery of government services
improved significantly and people began to participate
in the activities related to the SAGY.

Also, a meeting of the district level officials representing

various line departments was called for at the Gram
Panchayat Office, where the villagers were provided
information on various Government schemes. People
participated in the meeting in large numbers. This has
restored the faith among local communities on the
political institutions and the district administration.
The persistent efforts of the Member of Parliament
resulted in significant social mobilisation among the
communities. The communities are now actively
participating in various developmental initiatives
and providing necessary support and cooperation. A
positive change is observed in the Gram Panchayat
participatory governance and smooth implementation
of Government development schemes in a remote
and forest village.

Shri Naidu collaborated with the District

Disabled Rehabilitation Centre (DDRC) to undertake

development interventions for disabled people in
the villages. A Screening Camp was organised for
identification and evaluation of people with disability
with a clear focus on rehabilitation measures as per
the needs of the people. Audiologist and Specialists
examined 45 people with disability and prepared a list
of beneficiaries for the Gram Panchayat.

In Khatkar Gram Panchayat, an innovative approach

to cost effective and faster toilet structure has
been initiative by District Administration under the
leadership of the Member of Parliament. These
Eco- Friendly toilets are being constructed using
Aerated Autoclave Concrete (A.A.C) bricks.
These bricks have many advantages. Firstly, as
A.A.C. bricks are larger in size than normal baked
bricks and are pre-dominantly made of fly ash,
they are able to bear their own weight. Therefore,
the foundation for the toilet walls does not have to
be made very deep. Secondly, these A.A.C. bricks
come with a special mortar that contains polymers
which gives it an elastic feel. It works to bond
brick to brick within a very short time. As a result,
structures made through A.A.C. bricks do not need
to be watered to cement the bond between mortar
and brick. The construction speed increases when
compared to normal baked brick constructions.

Thirdly, the cost per toilet is

12,000 only as

mandated by the Government schemes guidelines.

In a much planned way, these toilets were introduced

in the village. Firstly, these model toilets were
set up in the Mini Secretariat and in the D.R.D.A.
office. This helped in the public perception and
easy acceptability. After installation of pilot toilets,
more than 200 such toilets have been constructed
in Khatkar since the pilot project was started.

In the Gram Sabha, every household participated
(one female and male member) and an important
decision was taken for the benefit of the community
establishment of community-owned and managed
Anaaj Kosh (Grains repository). Accordingly, to
this Anaaj Kosh, every family would donate 1 Kg
of grains for every Quintal harvested from both
Rabi and Kharif crops. In future, profit generated
from the sale of the grains would be utilized for
the development of the village. It was decided that
51 well-off families in the village would provide
financial assistance to the poor households for the
construction of individual household toilets.

Other development initiatives facilitated by the MP

included construction of a community hall through the
MPLAD funds and public contributions. 3G services
had been launched in Potlod. In the near future,
Wi- fi facility would also be provided. To improve the
quality of school education, computer labs were made
functional in the schools. Computer trainings for the
students were regularly being conducted. Proper
electricity facilities, sitting arragments, furniture,
sports equipment, cooking utensils and solar pump
for the toilets were ensured. For keeping the school
children connected with the world, a L.E.D. T.V was
installed in the school. Children were also provided
with pendrives. Saplings were provided to the school to
undertake plantations in their campus. Tree plantation
were taken up in the school premises and students
have been given the responsibility for maintaining
them.

Health camps were organized in Potlod. The community

benefitted from the services rendered by renowned
doctors from Indore. Complete diagnostic facilities
along with the treatment of the patients, pathology,
free medicines, dental examination were provided
and operations were performed free of cost through a
special medical van.
All the developmental works had been carried out in
Potlod under the able leadership and guidance of the
MP.

The SAGY village in Jorhat has acute problem of

water both for drinking and irrigation purposes. The
schemes under Village Development Plan (VDP) and
estimates submitted by Government line departments
require considerable investments. The need was felt
to mobilise people and sensitises them to local and
incremental solutions. At the Gaon Sabha,the Village
Development Plan was discussed. The community was
sensitised on the status of the existing small water
harvesting structures in schools and other places in
the village.

All these structures were constructed long ago and

are lying defunct due to lack of requisite maintenance
on a regular basis. After the issue was brought to
light, the village committee decided to take it up on
a priority basis and undertake desiltation of all the
small water harvesting structures in their village
through Shramdaan (Voluntary labour) and ensure
that all the structures are functional. The exercise
has begun in one school and will continue for other
such structures in the village in the future.

Ms. Taramati Nirmalkar, a 22 year differently-abled

girl from Giroud village dropped out of the college
while pursuing her Bachelors education due to poor
financial conditions in her family resulting from the
death of her father, who was the main breadwinner
for the family. Being a college dropout, she was not
able to get any job and was not able to support her
family financially. During the visit of MP, Shri Ramesh Bais to Giroud, Taramati approached the MP
and narrated the challenges faced by her family.
Realizing the difficulties of Taramati, Shri Bais facilitated the process for getting her enrolled in the
skill training programme under the Deendayal Upadhyay Gramin Kaushal Vikas Yojana (DDU-GKY).
The entire cost of computer training including

classes was provided to her. After completing the

the village is 2254 and number of households is 333.
Kolouna is a minority (Muslim) dominated village.
The Member of Parliament initiated a Digital Literacy
programme to improve the quality of education of
girl children in an Orphanage -Gaya Muslim Girls
orphanage, with strength of 200 girls. During the
baseline survey work undertaken under the SAGY,
the District Collector, Gaya visited the orphanage
and felt the need to promote Digital Literacy
based on the discussions with the girl children. He
found the children to be studious, meritorious but
unfortunately do not possess digital literacy, as they
do not have a single computer in their orphanage.
Based on the inputs from the District Collector and
findings of the baseline survey, the Member of
Parliament, facilitated the process for approval of a

Scheme for Digital Literacy for the orphanage from

the funds under the Integrated Action Plan. Three
computers have been provided to the orphanage
with a dedicated computer room. The total cost
of the project is

1.25 lakh. Computer literate

teachers run computer classes on a regular basis in

the orphanage now. This is a new area of learning
for the girl children in the orphanage. The computer
training programme is primarily divided into two
parts. The first part is to impart practical knowledge
and skills on Microsoft Office software packages
like Word, Excel, PowerPoint, and MS Paint and the
second part is to impart the theoretical knowledge
including basics of computer system. The main
emphasis is to enhance the knowledge and skills
of the girl children on the use and applications of
computers and be updated with modern computer
applications for a better future.

Open Defecation is one of the most daunting challenges being faced by Gram Panchayat Jarkhor,
Chandauli, Uttar Pradesh. A Baseline survey revealed that more than 80 per cent of the households defecate in the open. After the village was adopted by the Member of Parliament, Dr. Mahendra
Nath Pandey, he collaborated with the district administration and initiated an intensive participatory
programme to eradicate open defecation. The programme is a multistage process. In the first stage,
awareness was created among villagers about sanitation and harmful effects of open defecation. It
was done through street plays and focused group
discussions.
Taking cue from failure of previous schemes and programmes to eradicate open defecation through construction of Individual Household Latrines (IHHLs), a
novel way was devised to approach the problem. In
the second stage of the programme, funds for 100

toilets were devolved to the Gram Panchayats. Beneficiaries were asked to construct the toilets and were
promised

increase expenditure and customize the toilets as per
their needs. Unlike previous schemes where the Gram
Panchayat was responsible for the construction of the
toilets with limited budget, Jarkhor Gram panchayat
was only responsible for monitoring, evaluation and
transferring benefits to villagers. This approach has
not only ushered transparency in construction of toilets, it has also resulted in participatory development
process as beneficiaries are directly responsible for
construction of toilets. The community now, understands the ill-effects of open defecation and is taking
collective actions to make Jarkhor an open Defecation
Free village.

During Vajan Utsav camp in Gotatola, it was

found that 64 children suffered from malnutrition.
The people of the village felt it as a shame and
vowed to make Gotatola Malnourishment-free.

designed to track the progress of children on their
health status. This report card is updated weekly
in the Vajan Utsav conducted at anganwadis. The
Ayurvedic Department has developed a nutritious
snack known as Suposhan Modak, which is fed to
the children on a regular basis. Details of Suposhan
Tihar organised in the village is mentioned in the
Report Card.
Suposhan Tihars have now become a part of the
cultural milieu of Gotatola, where the community

Smt. Sushma Swaraj has made several innovative
interventions to improve the agricultural production
and productivity by employing advanced technology and scientific farming practices.
The district administration through the Department
of Horticulture provided a grant of

29.29 lakh for

installing Drip Irrigation facilities in the farmlands for

21 farmers. This facility irrigates an area of around
45 hectares. This would result in conservation of
water and enhance crop production and productivity. The department also provided a grant of

of 12 farmers covering an area of 20 hectares. These
innovative practices could result in increased production of about 800-1000 quintals of vegetables worth

Mission for Sustainable Agriculture, exposure visit to

Scheme (BRGF) and 13th Finance Commission.
The total length of drainage is 1200 metres. The
structures were constructed with an expenditure of

4.50 lakh. If the same drainage system is prepared

as open concrete gutter, it could have costed 7.00
lakh.
In addition to cost benefit, the village road were
widened, mosquitoes control interventions were
undertaken to ensure a clean environment and
promote

The

maintenance of the low cost drainage system is

almost nil as compared to open concrete gutter. This
village Kambi is a water scarce village. All water from

Wholesale and retail trading takes place on a big
scale. However, this Gram Panchayat has almost no
solid waste management systems and facilities.

Earlier, there was no mechanism or system in

place to clean the streets and market of the village,

which was severely affecting the health and wellbeing
of the residents and was becoming a nuisance.

The Member of Parliament initiated a series of

cleanliness drives through rallies to continuously

mobilize the community and sensitise them on
the importance of cleanliness. 40 to 45 youth of
the village came forward for this noble cause and
formed a collective and named it as Paralkot Kalyan
Samiti.

Currently the Samiti is involved in cleaning of

the community places and they have placed dustbins

in important places. Every member gives

month as a fee to the Samiti that is utilized for the

solid waste management of the village.

To take their work one step forward, they

have demanded more dustbins from the district

administration and have prepared a plan for solid
waste management.

To make the initiative more sustainable, Panchayati

Raj Representatives and members of social institutions

like SHGs have been made more aware of their roles
and responsibilities by the Swatch Bharat Abhiyan
team.

71. Augmenting Livelihoods through Interventions in

Agriculture

Sellipet village is located in Puducherry district

at a distance of 20 km from the Union Territory
headquarters. Agriculture is the primary occupation
in the village. The village faces scarcity of water and
thus cropping, predominantly during the Northeast
Monsoons in the Rabi season. As a result, the
farmers had low returns from agriculture and had
to sell their land in case of emergencies. Also, the
farmers were lured or forced to sell topsoil of their
lands to brick kilns for supplementary income which
was rendering the land useless for agriculture.
Thus, the district administration under the able
guidance of the Member of Parliament (Rajya
Sabha) Shri P. Kannan, started several initiatives
to improve the situation of agriculture in the Gram
Panchayat. They introduced season specific crops
like Thinai for Kharif season which requires less
water and cauliflower, beetroot and moth bean for
Rabi season.

Thus, the land which was otherwise lying idle due

to scarcity of water is being gradually put to use
for growing crops which need less water. This will
provide additional income to farmers as a result of
the increased crop intensity. Presently, horticultural
plantations (fruit crops) are being done in five
demonstration plots in 100 acres of land. These
interventions have been done with the support of
Agricultural Technology Management Agency (ATMA)
under the Rashtriya Krishi Vikas Yojana (RKVY).
Also, sixty soil samples were collected during the
Sornavari season and the soil health status will be
shared with the farmers in the form of soil health
cards.
Apart from this, other initiatives like awareness
generation on potential trades for skill development
training with support from Rural Self Employment
Training Institute (RSETI), construction of cement
concrete road till the school, installation of dustbins
in the village have been undertaken for the overall
development of the Gram Panchayat.

caught his attention was unnecessary encroachment
of the public space resulting in narrow roads. In
addition villagers tend to spoil public place and
road by throwing garbage, spiting, etc. that spread
epidemic in the village. School children are affected
and could not attend a school due to illness. He
organised a village level meeting to address the issue.
He emphasised the need for peoples participation
for ensuring Swachhata (Cleanliness). People took
a pledge to keep their village clean and green. The
villagers got together and decided to take collective
actions for making their village clean and green. The
villagers initiated the major task by removing the
unnecessary encroachments over to public place and
roads, cleaned every street/mohalla/nukkad. Almost
2800 tonnes of garbage was cleared from the village

during the cleanliness drive. Moreover, a committee

has been formed to monitor the cleanliness

and

keep the village clean.

The consequence of meeting was quite
impressive. It can be summarised as follows:
1. The unnecessary encroachment by the villagers
over to public place and roads has been removed.
2. Now the villagers have access to wide roads.
3. Village remains always clean and green.
4. School children go to school every day.
5. A committee has been formed to look after the
cleanliness issue.
6. The garbage bins, trolleys have been put to the
public places and roads for garbage collection and
disposal. Moreover, the door to door garbage collection
truck is being run.

In this way, this is the excellent instance of

peoples participation in development initiatives and

makes people feel proud and encourages them to
continue their efforts to make a model village.

bills for the conventional street lights installed

This Gram Panchayat was adopted by Shri P Ashok
Gajapathi Raju, who initiated steps to replace these
conventional street lights.

Accordingly, all the street lights in the Gram Panchayat

were replaced with energy efficient LED street lights.
This resulted in better lighting and saving precious
panchayat finances. In the first month the Gram
Panchayat saved more than 57 units of electricity.
The Gram Panchayat now plans to utilise the savings
in other welfare projects.
There are plans to promote usage of LED lights in
the houses so as to reduce energy consumption and
make the Gram Panchayat a green and better place
to live.

60 lakh have been

taken up under MPLADS to convert these Kutcha

roads into cement concrete roads connecting all
the SAGY villages. Constructions of 50 individual
household toilets were completed in first phase
under Swatch Bharat Mission (SBM). Under the
initiative, construction of a community hall with
extra classroom and one community toilet is in
progress.

To control soil erosion and improve water

conservation in the village, experts on watershed

management visited the village and prepared a

comprehensive plan for water conservation and

management.
Under the umbrella of Chief Minister Baal Sandarbh
Yojana, every Wednesday is celebrated as Health
Wednesday. Since December, 2014, 45 children have
come out of malnourishment and now efforts are on
to treat another 112 malnourished children. Further,
20 SHGs have been provided with institutional
credit linkages for taking up micro-entrepreneurial
activities leading to sustainable livelihoods.

in the area are seasonal and a large number of
people migrate to the cities for better employment
opportunities.
The Member of Parliament Dr. Shrikant Shinde has
been working persistently to address these issues.
After selecting Nagaon as an Adarsh Gram under
the SAGY, he has been doing regular departmental
reviews and field visits to ensure timely and effective
delivery of Government services. To improve the
situation of agriculture in the villages and ensure
high post-monsoon yields, several initiatives like
distribution of high-yielding varieties of rice and
vegetable seeds, Gliricidia (a multipurpose legume

latest techniques in agriculture have been organised
with the help of the Agricultural Technology Management
Agency (ATMA) under the State Agriculture Extension
Department.
Safe drinking water for the villagers has been

the Member of Parliament. A special training for upskilling the capacities of construction workers was

There are four anganwadi centres in the village. The
Member of Parliament realized the need for renovating the anganwadi centres, as they being an institution for early child care and education. They play
a pivotal role in shaping the future of the children.
Each of these anganwadi centres was given a fresh
coat of paint in bright colours. Cartoons were painted in the walls to make them more attractive for the
children. The children do relate these cartoons with
the stories and lessons imparted to them. Due to
the sustained efforts, there has been an improvement in the overall attendance of the anganwadi
centres and children happily go to these centres.

According to a survey conducted by the Integrated

Child Development Services (ICDS), out of 332 children
in the village, a total of 71 children were identified
as malnourished. Efforts were undertaken to supply
additional nutritious food to these anganwadi centres.
Additional milk is provided by the Gram Panchayat.
With consistent efforts and follow-up with the children
and timely supply of nutritious food, 29 children were
brought out of malnourishment.

With a view to instilling discipline and to promoting

a feeling of equality at an early age, attractive uniforms

and shoes were distributed to all the anganwadi
children. Apart from this, the community also donated
toys, sports items, slides and a small cycle to the
anganwadi centres for the physical and psychological
development of the children.

water Solution Company and contributions from the
community, a water purifier unit is installed in the
village. An agreement worth 7.00 lakh is made with
Axis Water solutions and the community has already
contributed

1.00 lakh. The Axis Water Solutions

Company provided 2 jars of 20 litres capacity to

each household. The water charges of

5.00 for 20

litres are currently charged. The Company provided

a swipe card to the village availing of supply of water.
The community is getting reverse osmosis (R.O)
water any time with the help of swipe card. 2500
Villagers are availing the benefit from the project.

tremendously reduced due the pure water usage. This

fight ignorance. Keeping this in mind, the community
in Karamha village has taken significant steps to fight
illiteracy. A survey carried out by Sakshar Bharat,
identified 514 illiterate persons in the village.
With the help of two Preraks and twenty five
volunteers, literacy sessions were held every
day and during the night for twenty seven days.
Illiterates were taught to read time on the clock,
read date on the calendar, read things which are
of great everyday significance to them including
muster rolls, bank passbook, read bus routes and
to read daily local newspaper.
These sessions were received with great curiosity
by the village community. They enthusiastically
took the initiative to read the literature provided by
Sakshar Bharat and actively participated in literacy

It was felt that organic farming is the best and most
cost-effective farming method which is beneficial to
growers as well as the consumers. The organic farm
products are more delicious in taste and healthy for
consumption. Organic manures are being promoted
vis--vis chemical fertilisers and insecticide which
have harmful effects on consumers, plants, soil, water
and the environment. For speeding up the process of
transformation of the village, Dr. Meinya facilitated
a day-long training programme on Organic Farming
for selected 50 progressive farmers at Koloipham
high school in Khumbong village. The technical
training popularised the organic farming practices and
techniques among farmers.A farmer was then selected,
who will demonstrate the organic practices to other
farmers in his village and disseminate information

on the advantages and numerous benefits of organic

farm products. The demonstration will be undertaken
in a farmland measuring around one acre, in which
half of the land will be planted crops through organic
techniques and the remaining half of land through
inorganic methods to understand the differences in
crop production adopting organic farming practices
vis--vis inorganic methods.

The Member of Parliament Shri K.T.S. Tulsi, adopted

Gram Panchayat Myrdon Mawtari under the Saansad
Adarsh Gram Yojana (SAGY). The MP initiated
a programme for popularising innovative rural
technologies. Encouraged by the MP, the villagers
donated five acres of land free of cost for the
construction of a Rural Technology and Livelihood
Promotion Centre at Nongbah Myrdon village.
The village will be benefited from the technology
demonstrations from the Centre. Investments of
more than

9 crore is expected for the Centre. As

a beginning, the village was provided with seven

Bio-Digester Toilet Tanks, each one catering to
30-40 households. This development initiative is
funded under the State Governments Infrastructure
Development

Initiative,

Oram is located around 170 km from the district
headquarters. Public Transport and communication
continues to be a major challenge for the people
of the Gram Panchayat.

The absence of adequate

infrastructure has been a crucial factor for the limited

public transport service. The Member of Parliament
has initiated a number of steps to improve the public
transport related infrastructure. Primary infrastructural
requirement were a bus station, market complex,
street lighting and public toilets with a total estimated
cost of around one crore rupees. With the concerted
efforts of the Member of Parliament, few corporate
and mining houses like Rungta Mines operating in the
vicinity were mobilized. They agreed to fund some
of the components as part of their Corporate Social
Responsibility (CSR) activity. Remaining

funds

were roped in from the Periphery Development Fund

and MPLAD. Encouraged by the efforts of the MP and
the district administration, the Gram Panchayat has
come forward to contribute around 8 lakh, a part of
which would be used for beautification of the area.
This initiative will not only improve the access of the
villagers to the nearby markets and other places
of interest but will also lead to new employment
generation and economic development of the Gram
Panchayat.

Karayamputhur as a model village under Saansad
Adarsh Gram Yojana (SAGY) has been finalised
at an outlay of

14.12 crore and approved by

the Districtlevel committee, which met under the

chairmanship of the Member of Parliament ,Lok
Sabha Shri R Radhakrishnan.
The plan prepared through convergence of 16
schemes of Central and State government is set
to go on stream shortly and executed within a
year. Karayamputhur is a village which is situated
around 40 km from Puducherry. The village has
a population of 4,518, with the Scheduled Caste
population being 1,191.
An expert committee comprising officials from all
the Government line departments, bank officials
and the Karayamputhur village Gram Panchayat

representatives conducted a survey for needs

assessment to find out from the people, their
requirements

for

village

development.

Based

on the feedback from the people a detailed plan

execution report was prepared and the Member
of Parliament, Shri Radhakrishnan released it in
a review meeting. The report contains the list of
developmental activities, approximate time to
implement, estimated costs, department which
would implement it and the existing central
government scheme for implementation.
As per the Village Development Plan prepared by
the community, the village which is predominantly
agriculture based, priority interventions included
de-silting and widening of a major irrigation canal
- the Bangaru canal and construction of a bridge
over it has been planned at

1.5 crore by availing

of funding from National Bank for Agriculture and

Rural Development (NABARD).
Detailed plans for soil reclamation, soil testing and
need for agro-advisories, season-wise for specific
crops based on farmers needs in village were
developed though participatory processes. The soil
will be monitored periodically and farmers would

be guided on the type of crops to be cultivated

and agro-advisories for better crop production,
productivity, yields and profits will be issued.

The present democratic system of governance

is changing gradually and slowly. The concept of
Good Governance is the latest buzzword. Its main
focus is on citizen-centric entitlements.
Keeping in view this objective, the Member of
Parliament along with district administration Sirsa
implemented various Government development
schemes and initiatives in the adopted village Gudia
Khera. The Citizen Service Centre (CSC) is one of
those initiatives, inaugurated on 2 May, 2015. The
Citizen Service Centre, by and large, is a citizen
centric initiative, whereby the governance reaches
the citizens to deliver Government services including
Caste certificate, Birth and Death certificate,
Income certificate, Domicile certificate, PAN card,
Passport, Online filling of forms and school results
checking, Aadhaar card, LIC payments etc. The
Saansad Adrash Gram Yojana got a feather in its

cap, when the National Informatics Centre (NIC) in

its report rated this initiative 2nd rank just behind
e-Disha at district level.The CSC, so far, delivered
the following services to the citizens:1. Caste certificates- 553

5. PAN card - 07

The CSC is not only catering to the public services

of the citizens of Gudia Khera but also to the
neighbouring villagers. Citizens are fully satisfied
with this good governance initiative. This initiative
has been successful to instill a sense of confidence
in the citizens of the villages. This also bridged the
geographical and ideological gaps between citizens
and administration. Besides, the Good Governance
mission to promote transparency, accountability
and responsiveness are translated into a reality.

With the intervention of the Member of Parliament, Shri

Sachin Ramesh Tendulkar, the Food & Civil Supplies
Department extended the E-PDS management system
to the Nernoor Gram Panchayat. Under this initiative,
all ration card holders entitled for foodgrains from
different fair price shops were re-registered with
biometric information. The Aadhaar numbers of the
beneficiaries were also tagged with the ration card
number.
This helped in maintaining the records of transaction
of foodgrains for each of the households. After every
transaction, the stock of foodgrain entitled for the
family is automatically updated in the Balance
food table.

Foodgrain balance reduces with every

transaction and the receipt of transaction is provided

to the ration card holder after every transaction. Using
Fingerprint based authentication ensured that the
right beneficiaries are able to offtake the foodgrains
under the Public Distribution System (PDS). This
reduced leakages and the probability of manual error
during the distribution of rations in the system.

dreaming. It is determined to take definite, firm steps

towards a better future. It does so by availing of
the government schemes to establish the provision
of basic facilities in the villages. Sanitation has been
the recent such addition to its initiatives.

Under

MGNREGS and convergence of schemes of other

departments, many developmental works were
carried out in Charra. One day, a film was screened
in the village as a part of IEC activity of the Swachh
Bharat Mission. People, inspired by this movie,
collectively resolved not to defecate in the open.
Ward-wise monitoring committees were formed
which would inspect the status of the construction
of toilets and their use in the village. There are 20
Wards in Charra.

The Member of Parliament along with the Sarpanchs,

women SHGs and youth conducted an exercise and
identified 405 eligible families for availing the benefits
under various Government Schemes and programmes.
A sum of

48.6 lakh was accessed by the eligible

families. It was decided that anyone found defecating

in the open would be required to pay an amount of
500 rupees as a fine and anyone who reports open
defecation would be paid a reward of 200 rupees.

A total of 385 individual household toilets

have been constructed in the village. Charra

village was declared open defecation free by
the district administration. This is the first such
village in the entire district.

(BC) and Most Backward Classes (MBC) categories

Ten beneficiaries received new family ration cards.

Eight poor women received free sewing machines,

each worth 3,465 and two men beneficiaries received

iron boxes worth

4,245.

Twenty women SHG members received loan

assistance of

Four farmers received crop loan of

and another seven farmers received compensation for

crop loss.
Twenty

farmers received assistance to raise

fodder crops on rainfed lands. Nine farmers received

Khawlailung village is adopted by the MP, Shri C.L.

Ruala under the Saansad Adarsh Gram Yojana
(SAGY). The village is divided into two distinct zones
by the Mat river. There are uplands and lowlands
in the village. The lowland areas are irrigated by
gravity flow. However, due to the lack of assured
power supply, the uplands remain unirrigated and
there is little cultivation in the uplands. To address
the scenario, the MP, Shri C.L. Ruala initiated the
process for the installation of a solar powered lift
irrigation system in the Gram Panchayat. Through
this system, it is expected that more than 100 acres
of additional land will be irrigated and brought
under cultivation. Considering the good quality of
soil, not affected by chemical fertilisers, the MP, is
encouraging the farmers to stick to organic farming.
Plans are also being made to market the produce
as organic for realizing better market prices.

Pyari Mohan Mahapatra adopted Dhauli village as

work initiated by him was a yoga camp to create
a joyous environment for creative freedom and

attempt to help the community open up to discuss
new ideas, understand Indian culture and ensure
physical, mental and emotional well-being of
citizens. Through Yoga sessions, the Member of
Parliament established a good rapport within the
village community towards setting up a model
village. A sensitisation programme was launched
to sensitise the community in the areas of health,
hygiene and sanitation. It is envisioned to make the
village open defecation free. Mothers committees
have been formed to build awareness on the
importance of breast feeding, institutional delivery
and post-delivery care.

Yojana. Under the Pradhan Mantri Suraksha Bima
Yojana, the enrollment was 2.2 per cent but after
the awareness camp, it was 15.5 per cent. Similarly,
under Pradhan Mantri Jeevan Jyoti Yojana, the
enrolment was nil but after the camp, the enrolment
raised up to 1.4 per cent.

Yoga has a special place in the Indian tradition and is

known to have salubrious effects on human health.
Under the guidance of MP Shri Kamalbhan Singh
Marabi, the Village Development Committee decided
to promote yoga to improve the health and fitness of
the youth and villagers.
The Patanjali Yoga Peeth in Ambikapur was roped
in to hold an awareness campaigns in Karamha
village, where they explained the benfits of Yoga to
the community by practising Yoga. The Peeth also
contributed an amount of

1 Lakh towards the

development of village.
A batch of 50 people from the village, which included
both members of the village development committee
and youth, have undergone a one-week yoga practice

session in Patanjali group headquarters at Hardiwar.

After returning to the village, the community
members started training other people on yoga. This
has attracted big crowds. On 21 June, World Yoga
Day, villagers along with people from nearby villages
and Member of Parliament, Kamalbhan Singh Marabi
performed Yoga and encouraged the youth and
villagers.

constituency. During the initial days, he observed that
many villagers were suffering from various ailments
regularly for which treatment is readily available in
the Government hospitals. However, in the absence
of proper diagnosis of the ailments and poor record
keeping, it was getting difficult for any medical
intervention.

In order to overcome this, a mega health camp was

organised under the leadership of the MP, where each

and every villager was screened for various ailments.
Further, an individual portfolio was created for each
villager containing his/her medical records. This has
been hosted online under the E-Vaidya programme.

101. Promoting Education and Water Conservation

Enkul is a remote Gram Panchayat situated

at a distance of 70 km from the Satara district

headquarters. It falls in the drought prone zone of
the district. Thus, the agricultural practices in the
village are seasonal and a large number of people
migrate from the village for better employment
opportunities.

The Member of Parliament (Rajya Sabha), Shri

Sharad Chandraji Govindrao Pawar believes that

proper education and livelihoods interventions are
key to address the issue of distress migration and
made persistent efforts to improve the situation.

For improving the quality of education in the

villages, Shri Sharad Pawar

promoted several

initiatives through his charitable trust like construction

of school buildings, porch, wall compound, renovation
of old buildings and installation of LCD projectors in

the local schools through the Ryat Shikshan Sanstha.

There is a huge scarcity of irrigation and drinking
water in the villages. People are mainly dependent
on ground water sources for irrigation. Water
tankers are the main source for drinking water for
a majority of households in the area. Based on
these ground realities, Enkul Gram Panchayat was
selected under SAGY by the Member of Parliament.
After the selection process, a thorough review of
the Government line departments was undertaken
by the Member of Parliament. In the light of the
scarcity of water, specific instructions were given to
the Drinking Water, Agriculture and Minor Irrigation
departments to initiate various works for developing
small water harvesting structures and desilting the
water bodies in the area. Consequently, various
works were completed in the village within a period
of six months through schemes like Mahatma Phule

Programme and MGNREGS.
The situation of irrigation water and safe drinking
water for the communities have shown a marked
improvement due to the concerted efforts of multistakeholders including Government, elected peoples
representative and the communities.
