Commissioner, Vijai Sharma, is tipped to
be the new Chief Information
Commissioner, while the former Chairman
of the Central Board of Direct Taxes, K.V.
Chowdary, is understood to be in the
running for the post of Central Vigilance
Commissioner.
The names are understood to have been
cleared at the meetings Prime Minister
Narendra Modi had with the leader of the
largest Opposition party in the Lok Sabha,
Mallikarjun Kharge.
While Finance Minister Arun Jaitley
attended the meeting on the selection of
Chief Information Commissioner (CIC),
Home Minister Rajnath Singh attended the
one on Central Vigilance Commissioner
(CVC). Minister of State for Personnel
Jitendra Singh was present at the meetings.
Sources indicated that Mr. Sharma, 64,
could be named as Chief Information
Commissioner, a post that has been lying
vacant for over nine months.
Mr. Chowdary, 61, is said to be the top
contender for the other post, while the
acting CVC, Rajiv, is also in the running,
the sources said.
The panels have met and their
recommendations have been sent to the
Presidents office. All the names against the
vacant posts have been sent to the
President. I cannot tell you the names. The
meeting was confidential, Mr. Kharge said
after the meeting.
Asked whether there was any
disagreement on the names, he said there
was no question of agreement or
disagreement as of now.
A formal announcement will be made after
President Pranab Mukherjee gives his
assent. The President is away on a five-day
visit abroad and will return.
Sources said there were 203 applicants for
Chief Information Commissioner and 553
for Information Commissioners. Under the
RTI Act, the CIC has one chief and 10
Information Commissioners.
In the CVC, the term of Central Vigilance
Commissioner Pradeep Kumar ended on
September 28 last year, while Vigilance
Commissioner J.M. Garg completed his
tenure on September 7.

In a letter dated April 15, the IPC said, the
situation in the PCI has been chaotic for
several years now, which is mostly due to
individual conflicts at the national level

Operation Rahat: Indian Navy Efforts to
Evacuate Indians from Yemen
Consequent upon the Government of India
issuing an advisory for Indian nationals to
leave Yemen, the Indian Navy has
deployed three ships in support of the
evacuation operation. In a well coordinated
operation involving multiple agencies, INS
Sumitra, an Offshore Patrol Vessel, which
has been deployed for anti-piracy patrol in
the Gulf of Aden since 11 Mar 15 was the
first to undertake evacuation from Yemen.
The ship was re-deployed off the Port of
Aden on 30 Mar 15 and, thereafter, entered
Aden Harbour in the evening of 31 Mar 15.
The ship evacuated 349 Indians from Aden
and is currently on passage to Djibouti. On
disembarkation of these personnel at
Djibouti, the ship is scheduled to return to
Aden to undertake further evacuation, if
required.

Delhi Governemnt Bans
All For Chewable Tobacco
Delhi Government has banned sale,
purchase, storage and manufacturing of all
forms of chewable tobacco including
guktha and pan masala containing tobacco.
In this regard, Delhi Government led by
Chief Minister Arvind Kejriwal has issued
notification banning all products of
chewable tobacco in all forms. The ban on
all such products will continue for next one
year owing to public interest and thereafter,
government will extend the ban all these
products every year. To implement the ban
various citizens monitoring committees
will be formed in every constituency in
order to educate the masses.
Health Department officials said that there
was a Delhi government notification in
September 2012 which was in pursuance
of series of directions from the Supreme
Court to ban gutkha in New Delhi.

Telangana, the newest state, has become

PM Launches PRAGATI Platform for
Redressal of Grievances
Prime Minister of India, Shri Narendra
Modi launched his ambitious multipurpose and multi-modal platform
PRAGATI (Pro-Active Governance And

unique integrating and interactive
platform. The platform is aimed at
addressing common mans grievances, and
simultaneously monitoring and reviewing
important programmes and projects of the
Government of India as well as projects
flagged by State Governments.
The PRAGATI platform uniquely bundles
three latest technologies: Digital data
management, video-conferencing and geospatial technology. It also offers a unique

Haryana is all set to bring legislation for
banning cow slaughter and making it a
punishable offence. The move is not only
likely to have an adverse impact on the
cuisine and business of premier hotels in

Solar-powered Aircraft
The Swiss solar-powered aircrafts flight
got delayed by a day due to bad weather
conditions in the UAE.
Solar Impulse, claimed to be the worlds

World Ramayana
Conference in Bengaluru
The Ramayana Research Foundation in
Bengaluru has organised a three-day
World Ramayana conference from January
23 to 25 at the National College Grounds.
Fifty scholars from across India will present
papers on varied subjects. Sanskrit scholar
Satya Vrat Shastri, politician Subramanian
Swamy, scholar Bannanje Govindacharya
and Mani Dravid will participate in a
national debate on January 24.
Valmiki Sanman will be conferred on
Sanskrit scholars Satya Vrat Shastri and
K.S. Narayanacharya on January 25.
Shobana will present dance ballets on
January 23, and Nirupama Rajendra will
do so on January 25.
NGOs oppose panel report on
environmental laws
Environmental NGOs voiced opposition to
the report of the high-level committee
(HLC) on environmental laws during a
hearing of the Parliamentary Standing
Committee on Science and Technology,
Environment and Forests.
The Standing Committee earlier invited
responses on the HLC after it was
submitted last year and seemed
determined
to
hear
as
many
representations as it could on the report.
Committee chairperson Ashwani Kumar
said there was a lot of disquiet in the media
over the report and one criticism was that
it was done in a hurry.

Harappan sites of Binjor in Rajasthan, close
to the India-Pakistan border, and

While the Archaeological Survey of Indias
Excavation Branch at Purana Quila, New
Delhi, is excavating Binjor, the Deccan
College Post-Graduate & Research

Colleges to be tobacco-free
All private and government universities of
Punjab will soon become tobacco-free.
Principal Secretary, Health and Family
Welfare, Vini Mahajan has written to ViceChancellors and the principals of the
affiliated colleges to implement the
Cigarettes and Other Tobacco Products
Act, 2003 (COTPA) on their campuses.
In the communication, Ms. Mahajan said
Punjab was the first State in India to ban
the sale of loose cigarettes (as single sticks)
to dissuade consumers and the Tobacco
Control Cell of the State had been
aggressively pursuing the agenda to bring
down tobacco consumption in Punjab and
banning of loose cigarettes was a step in
that direction.
Universities and colleges have been urged
to keep a check on the shops and kiosks
near their premises as well as small markets
within to enforce complete ban on sale of
tobacco products.
The official reminded that under Section 4
of COTPA, smoking in public places is
prohibited & under Section 6 of COTPA,
tobacco selling is not allowed within 100
yards of any educational institution. She
said this measure would go a long way in
reducing prevalence of tobacco in Punjab
as it would end up reducing the age of
initiation.

Electricity amendment Bill focuses on
renewable Energy
The Electricity Amendment Bill 2014,
introduced in the Lok Sabha, lays strong
emphasis on promoting renewable energy
generation in the country while also aiming
at increasing accountability and
transparency in the functioning of
regulatory bodies.
For the first time, the Bill, introduced by
Power Minister Piyush Goyal, proposes to
make it mandatory for any company
establishing lignite and coal-based thermal
power plants, to generate renewable
energy.
While the amount of renewable energy to
be generated by such plants will be decided
later, the Bill proposes it to be not less than
10 percent of the total installed capacity of
a thermal plant.
The Planning Commission had in March
2011, constituted a working group on

committee set up by the government to
look into the possible amendments to the
Karnataka Professional Educational

skills development in combination with an

In a statement of strategic significance,
Israel Defence Minister Moshe Yaalon

New China-Myanmar oil pipeline bypasses
Malacca trap
China has taken a firm step to beef up its
energy security by inaugurating a pipeline
that will bring crude oil from a deep water
port in Myanmar, along a transit route that
will bypass the strategic Malacca Straits.
The first tanker that will offload 300,000
tons of oil is expected to arrive on Friday
at Maday Island a deep water port
developed by China in the Bay of Bengal.
From there, oil, mostly brought from West
Asia and Africa, will be pumped into a 2402
km long pipeline that will stretch for 771
km in Myanmar and another 1631 km in
China.
A gas pipeline, next to the Maday Island
terminal, already runs from Myanmars
port of Kyaukpyu. China also finalised
plans to establish a rail corridor from
Kyaukpyu to its Yunnan province.
The strategic oil pipeline will service
Chinas two major growth centres
Kunming and Chongqing, an industrial
hub along the Yangtze River delta. Both
cities are pivotal in the development of
Chinas Silk Road Economic Belt, the 21st
century Maritime Silk Road. Kunming is

FBI warns U.S. of

used malicious software to launch a

week at Sony Pictures Entertainment.
Cyber security experts said the malicious
software described in the alert appeared to
describe the one that affected Sony, which
would mark first major destructive cyber
attack waged against a company on U.S.
soil.
I believe the coordinated cyber attack with
destructive payloads against a corporation
in the U.S. represents a watershed event,
said Tom Kellermann, chief cyber security
officer with security software maker Trend
Micro Inc. Geopolitics now serves as
harbingers for destructive cyber attacks.
The five-page, confidential flash FBI
warning issued to businesses provided
some technical details about the malicious
software used in the attack.
It provided advice on how to respond to
the malware and asked businesses to
contact the FBI if they identified similar
malware.
The report said the malware overrides all
data on hard drives of computers,
including the master boot record, which
prevents them from booting up.
The overwriting of the data files will make
it extremely difficult and costly, if not

Approves 17 Mega Food Park
17 new Mega Food Parks (MFPs) has been
sanctioned by the Government with
investment of around Rs. 2330 crores. This
will include grant-in-aid for an amount of
Rs.850 crores. The announcement made by
the Food Processing Minister Smt.
Harsimrat kaur Badal. She said that these
17 new MFPs spread across 11 States would
attract a total investment of around
Rs.4,000 crores and the annual turnover of
the Food Processing units in these MFPs
would be more than Rs.8,000 crores.
About Mega Food Park scheme
To give a major boost to the food processing
sector by adding value and reducing food
wastage and loss at each stage of the supply
chain with particular focus on perishables,
Ministry of Food Processing Industries is
implementing Food Mega Food Parks
Scheme in the country since the year 2008.
Financial Assistance upto Rs. 50.00 Crore
is provided for setting up Mega Food Parks
for creation of modern infrastructure
facilities for food processing along the
value chain from farm to market. A Mega
Food Park located in the area of a minimum
of 50 acres work in a cluster based approach
based on a hub and spokes model.
Infrastructure is created for primary
processing and storage near the farm in the
form of Primary Processing Centres (PPCs),
Collection Centres (CCs) located in
production areas. Common facilities and
enabling infrastructure at Central
Processing Centre like modern
warehousing, cold storage, IQF, sorting,
grading, packaging, pulping, ripening
chambers and tetra packaging units roads,
electricity, water, ETP facilities etc. This
helps in reducing the cost of individual

The Ministry of Corporate Affairs has come
out with the names of top ten corporates
having assets ranging from Rs.89,000 crore
to Rs.3.68 lakh crore, based on the balance
sheets filed for March 2014.
Finance Minister Arun Jaitley, released the
list containing eight public sector firms and
two private sector firms (Reliance
Industries and Housing Development
Finance Corp).
RIL occupies the first slot among the
corporates, in terms of assets, with over
Rs.3.68 lakh crore for the year ended March
2014.
The second slot is taken by Indian Oil Corp
with assets of Rs.2.52 lakh crore.
The latest list contains asset details of 4.16
lakh firms valued at Rs.117.08 lakh crore.
The share of top 10 firms, at Rs.17.89 lakh
crore, accounts for 15.3 per cent of the
overall value.
HDFC was in the third slot, followed by
Power Finance Corp, NTPC, Rural
Electrification Corp, Power Grid Corp, LIC
Housing Finance, Steel Authority of India
and Bharat Sanchar Nigam Ltd. PFCs
assets stand at Rs.1.94 lakh crore, NTPC at
Rs.1.80 lakh crore, REC at Rs.1.53 lakh
crore, Power Grid at Rs.1.40 lakh crore LIC
Housing Finance at Rs.95,777 crore, SAIL
at Rs.91,962 crore and BSNL at Rs.89,333

Apple to join
Dow blue-chip index
U.S. tech giant Apple will join the blue-chip
Dow Jones Industrial Index later this
month, replacing telecom company AT&T,
S&P Dow Jones Indices announced.
The inclusion of the iPhone and iPad maker
in the elite list of 30 top companies comes
long after Apple had become the biggest
U.S. company by market capitalisation,
now with a value of more than $730 billion.
The change will take effect March 19, S&P
Dow Jones said.
No tax on premature withdrawal of private
PF below Rs. 30,000
Members of private provident fund trusts
need not have to pay tax on premature
withdrawals if the amount is either less
than Rs. 30,000 or their tax liability is nil
even after including the withdrawn sum to
their income.
A proposal to this effect is contained the
Budget 2015-16. As per existing provisions
in respect of such premature withdrawal,
the trustees of the recognised provident
funds (trusts) shall deduct tax as computed
at the time of payment.
Under the existing EPF & MP Act (Employees Provident Funds and Miscellaneous
Provisions Act), withdrawal shall be taxable if the employee makes withdrawal
before continuous service of five years
(other than the cases of termination due to
ill health, closure of business, etc) and does
not opt for transfer of balance to new employer.
It is proposed to insert a new provision in
the Act for deduction of tax at the rate of
10 per cent on premature withdrawal from
Employees Provident Fund Scheme (EPFS).

bond markets would have complemented
the investments push of the budget.
Similarly, a higher capital allocation for

their current challenges.
Full electrification by 2022
Giving a major boost to the governments
plans to make India energy surplus by 2019
and to provide electricity to each household
by 2022, the government proposed five new
Ultra Mega Power Projects (UMPPs), each
of 4,000 MW which will come up in the
plug-and-play mode enabling investors to
start these plants without much delay.
Out of the 4 UMPPs announced earlier, two
(Mundra and Sasan) are operational now.
Presenting the Union budget, Finance
Minister Arun Jaitley said all clearances
and linkages would be in place for these
five new UMPPs before the projects are
awarded through a transparent auction
system.
He also said the second unit of
Kudankulam Nuclear Power Station would
be commissioned in 2015-2016. Apart from
this the budget has also made several
provisions for the growth of Renewable
Energy sector in the country.
By 2022, the government announced plans
to have 1,75,000 MW of renewable energy

Rajan warns
against Appellate Raj
In a veiled attack on suggestions made by
the government-appointed Financial Sector
Legislative Reforms Commission (FSLRC)
panel for overhaul of financial sector laws,
Reserve Bank of India Governor Raghuram
Rajan, said the country should not end up
in Appellate Raj after escaping the
License Permit Raj.
The comments assume significance in the
wake of the high-profile FSLRC having
suggested creating a single appellate
authority for all financial sector watchdogs,
including the RBI.
The proposal, which was aimed at
providing checks and balances for
decisions made by the regulators, has been
hanging fire for a long time due to
opposition from various quarters,
including the RBI.
New accounting
standard rules notified
Moving closer to the implementation of
new accounting norms, the government
has notified the rules for the Indian
Accounting Standards (Ind AS), which will
be mandatory for companies from April 1,
2016.
Ind AS norms, which are converged with
global standards IFRS, can be followed by
corporates on a voluntary basis from April
1, this year.

Mallya resigns from Mangalore Chemicals
Board (MCFL)
In a surprise move the UB Group Chairman
Vijay Mallya has resigned from the Board
of Directors of Mangalore Chemicals and
Fertilizers Ltd (MCFL) with immediate
effect.
What prompted this move is still not
known. The company has intimated this
development to the stock exchanges. Soon
after the announcement MCFL stock prices
rose sharply on the stock markets.
The prices moved from Rs. 80 range to
around Rs. 92. The volume was as high as
nine lakh shares in early morning trade.
MCFL is amidst a takeover battle between
Deepak Petrochemicals and Fertilizers and
Zuari Agro Chemicals and Fertilizers. Mr.
Mallya had sided with Zuari to ward off
the takeover bid of Deepak Fertilizers.
Recently, Deepaks bid to acquire 26 per
cent addition stake had failed and Dr
Mallya had retained control over the
company.
Currently Deepak holds 32 per cent stake
in the company, Zuari 16 per cent, UB
Group 22 per cent and the rest by public
shareholders.

On the basis of an assessment of the current
and evolving macro-economic situation,
the RBI has decided to keep the policy repo
rate under the liquidity adjustment facility
(LAF) unchanged at 8.0 per cent.
It has also kept the cash reserve ratio (CRR)
of scheduled banks unchanged at 4.0 per
cent of net demand and time liabilities
(NDTL). And, it has said that it will
continue to provide liquidity under
overnight repos at 0.25 per cent of bankwise NDTL at the LAF repo rate, and
liquidity under 7-day and 14-day term
repos of up to 0.75 per cent of NDTL of the
banking system through auctions. Also, it
has decided to continue with daily one-day
term repos and reverse repos to smooth
liquidity.
As a result of these decisions, the reverse
repo rate under the LAF will remain
unchanged at 7.0 per cent, and the marginal
standing facility (MSF) rate and the bank
rate at 9.0 per cent
The headline inflation has been receding
steadily, and current readings are below
the January 2015 target of 8 per cent as well
as the January 2016 target of 6 per cent,
the RBI said. The inflation reading for
November, which will become available by
mid-December, is expected to show a
further softening.

said that these 260 entities would be
restrained from accessing the securities
market and from buying, selling or dealing
in securities, either directly or indirectly,
with immediate effect till further directions.
It has also asked stock exchanges and the

have been barred in one case relating to an
entity, named First Financial Services Ltd,
another 108 entities have faced the action
in a case related to Radford Global Limited.
The action comes at a time when the
government has sharpened its focus on
unearthing black money stashed abroad
and within the country, while SEBI also
recently tightened its surveillance of shell
companies
In the first case, the suspected dealings took
place on the stock market for almost two
years till March 31, 2014, while the second
case relates to a period of little more than a
year starting January, 2013.

2014 by producing 16 Mt i.e. 3.7 kg per

Deaths preventable: Centre
2,038 cases reported this year across the
country, 191 dead
In the wake of a H1N1 (swine flu) outbreak,
which has claimed 191 lives this year, the
Centre said mortality on account of the flu
can be contained with immediate medical
intervention.
There have been 2,038 cases of H1N1
reported across the country in 2015, with
Telangana reporting the highest number of
cases at 629 and 34 deaths, followed by
Delhi with 488 cases and 5 deaths, Gujarat
with 309 cases and 38 deaths and Rajasthan
with 205 cases and 49 deaths.
Health Ministry officials said Delhis low
mortality is attributable to the high
awareness about the flu, followed by early
detection and timely treatment.
The Centre is closely monitoring the surge
in cases and Central teams have been
dispatched to Telangana and Rajasthan.
Smart phone dongle to diagnose HIV,
syphilis
A palm-sized dongle connected to a
smartphone will soon be able to diagnose
HIV and syphilis with good accuracy.
The device, which was recently field-tested
on 96 patients in Rwanda, had high
sensitivity and specificity for both HIV and
syphilis.
The results are published today (February
5) in the journal Science Translational
Medicine.
Sensitivity and specificity for both the
infections are comparable to the lab-based
ELISA.

Bio-digester technology of
DRDO can give thrust to Swachh Bharat
campaign
A simple, low-cost technology for treating
human waste developed by the Defence
Research and Development Organisation
(DRDO) can aid in putting an end to open
defecation and manual scavenging in the
country.
The bio-digester technology of DRDO has
the potential to give a thrust to the
ambitious Clean India campaign, launched
by Prime Minister Narendra Modi.
A recent report Progress on Drinking
Water and Sanitation, update 2014, by
WHO and UNICEF, estimates that about
597 million people in India resort to open
defecation, the highest in the world.
The target of Swachh Bharat Abhiyan is to
provide each household in India a toilet,
both rural and urban, by 2019.
The numbers alone are of lesser
significance than the final disposal of
human waste involved. At present the
DRDOs technology is the best suited for
Indian environment both physical and
social.
The technology, which uses bacteria to treat
waste, was originally developed by the
Defence
Research
Development
Establishment (DRDE), Gwalior, to meet
the sanitation requirements of soldiers
serving in the high altitudes of Ladakh and
Siachen.
The system is built to operate from minus
20 degrees to plus 50 degrees and is highly
customisable as per the requirements and
local conditions.
The best feature is that it totally does away
with manual scavenging and is low on
maintenance and installation cost. This is
the best system of decentralised waste

Inducted into ICC Hall of Fame
Internation Cricket Council has inducted former
Indian captain Anil Kumble into their hall of fame at
the Melbourne Cricket Ground. Kumble is just the
fourth Indian to be included in the elite group, joining
Sunil Gavaskar, Kapil Dev and Bishan Bedi.
Australian legend Betty Wilson was also
inducted into the ICC Hall of Fame, along with

Kumble has played 132 Tests for India,

A six-man relay team, led by Wing
Commander Paramvir Singh, swam from
Goa to Mumbai in 156 hours, breaking an

The Sea Hawks, the Indian open water
swim team, set off from Dona Paula in Goa
and were scheduled to reach the Gateway
of India, covering 490 km along the Konkan
coastline in 156 hours.
But strong winds and high tide warnings
made the team wind up their attempt at a
distance of 433.11 km. The Israeli team had
done 380 km in 123.2 hrs.
The Swimming Federation of India had
deputed an independent observer to ratify
the record.
The Sea Hawks team included the Indian
Air Force personnel Sergeant Gullupilli
Narhari, Sergeant Ankan Kumar Patel and
Leading Aircraftman Vicky Tokas, and
Assistant Sub-inspector Ganesh Palande of

The attempt was in support of the Beti

Hifikepunye Pohamba has served as Namibian

Aruna Shanbaug
Aruna Shanbaug, a former nurse at Mumbais
King Edward Memorial Hospital who spent the last
42 years on a bed in a vegetative state after a sexual
assault by a ward boy in 1973, died.
Shanbaugs condition had been deteriorating for
the last few years and she had difficulty swallowing
food. The staff was feeding her nutrition powder
through a tube (Ryles tube).
On November 27, 1973, Shanbaug, then a junior
nurse at KEM, was brutally assaulted and raped by a
ward boy-cum-sweeper Sohanlal B. Valmiki. He
throttled her with a dog chain, cutting off the supply
of blood and oxygen to key parts of her brain. She
has been in a vegetative state ever since, confined to
a bed at the hospital where nurses and staff took care
of her. After her death, a controversy erupted when
her family members reached the hospital to claim
the body, which the staff and nurses opposed. Later
in the evening, a compromise was reached and she
was cremated at the Bhoiwada crematorium. Dr. Supe
and her family members collectively performed the
last rites.
