This Airworthiness Notice has been issued under the Authority vested in DG CAA vide Rule 4 of
Civil Aviation Rules, 1994

PURPOSE:
B1.
The purpose of this Airworthiness Notice is to specify the requirements for conversion &
validation of foreign AME License into PCAA ANO-066 AML.
C.
SCOPE:
C1.
This Airworthiness Notice will be applicable to all candidates interested in conversion or
validation of their foreign AME Licenses.

DESCRIPTION:

DEFINITION:

D2.
GENERAL:
D2.1 ICAO Annex-I (Personnel Licensing) provides authority to a Contracting State to validate a
license issued by another Contracting State as an alternative to the issuance of its own license. To permit
a foreign licence holder to exercise the privileges of their licence on Pak registered Aircraft; a foreign
licence can be validated by issuance of a temporary Validation Certificate (VC) with initial validity of six
month and may be further extended for another period of 6 month under extenuating circumstances only.
D2.2 Pakistan Civil Aviation Authority may issue an ANO-066 license of equivalent scope to a
Pakistan national holding a valid EASA Part-66 license.
D3.
D3.1.
D3.1.1. Only those foreign aircraft maintenance licenses that meet the intent of ICAO Annex-I and whose
scope of privileges are considered commensurate with B1 or B2 licenses under ANO-066, will be
considered for further evaluation for grant of temporary validation.
D3.1.2. Validation for grant of privileges of Category A license under ANO-066 will not be considered.
D3.1.3. Licenses issued by ICAO signatory states that have not furnished any response to ICAO for
compliance with Annex-I or who have filed major differences on the requirements of Annex-I, will also be
not considered for grant of temporary validation. This also applies to states that have major findings
against them in the latest ICAO audit of their national civil aviation authorities.
D3.1.4. Organizations requiring a validation for longer than 6 (six) months should submit sufficient
documentary evidence as a proof of their efforts to develop their own AMEs on the type. This must
include the arrangements for EASA/ANO-147 type maintenance course during the initial period of 6
months. No extension to the original 180 days will be granted if the organization failed to satisfy PCAA
for any extenuating circumstances.
D3.1.5. It is the responsibility of the applicant to provide all supporting evidence in support of their
applications that the original licence was issued against equivalent/comparable standards and
requirements. PCAA would need to conduct a detailed assessment of the standards and requirements
against which the original licence was issued, which may require cooperation of the concerned issuing
regulatory authority. In cases where PCAA finds it difficult to assess the standards of the issuing
authority, the application will be rejected.

D3.2.
D3.2.1. Applicant through his head of quality shall apply to PCAA local Airworthiness field office on latest
issue of PCAA Form CAAF-117-AWEG, along with following (2 copies each):

Valid contact details including email address of the license issuing authority.

D3.2.2. Upon receipt of the application, the local field office shall initially scrutinize the documents for
completeness and conforming the conditions for validation as mentioned in Para D3.1 above.
D3.2.3. Application shall be made only for those type of aircraft (Airframe/Engine combination) for which
the applicants host maintenance organization is approved in Pakistan.
D3.2.4. Once satisfied, the applicant shall be called for Pakistan Aviation Legislation oral examination
at respective Airworthiness field office.
D3.2.5. Upon satisfactory evaluation, local field office shall forward their recommendations to HQCAA
Airworthiness Directorate OR in case of un-satisfactory outcome, the organization will be informed
directly under intimation to Airworthiness Directorate.
D3.3.
D3.3.1. Upon satisfactory recommendation of field office, Director Airworthiness will issue Validation
Certificate, with appropriate limitations (if any); on latest issue of PCAA form CAAF-045-AWEG initially
for six months. However, in all cases, the validity of this certificate shall not extend beyond the period of
validity of foreign license.
D3.4.
D3.4.1. Among other applicable responsibilities, the employers of a temporary validation certificate
holder have the following responsibilities:
D3.4.1.1.
Ensure that all documents submitted to PCAA for the purpose of validation are
genuine, up to date, valid and free from any kind of falsification.
D3.4.1.2.
Ensure the applicant is fully knowledgeable in all aspects of PCAA rules and
regulations related to aircraft airworthiness and maintenance.
D3.4.1.3.
Ensure that the original foreign licence and ratings, on the basis of which PCAA had
granted the validation, remains current and valid.
D3.4.1.4.
D3.4.1.5.
Ensure that the applicant is duly assessed and authorized as competent to exercise
the privileges of the validation certificate in accordance with the companys
approved procedures.

D4.2.1. Applicant shall apply to PCAA local Airworthiness field office on PCAA Form-19 alongwith
following (2 copies each):

D4.2.3. Requests for a licence on the basis of a foreign licence with unreasonably large number of
limitations or with limitations that severely restricts the corresponding ANO-066 privileges will not be
entertained.
D4.2.4. The reviewing inspector will thoroughly evaluate the application and workout equivalence of the
foreign licence with appropriate category of ANO-066 AML. Upon satisfactory evaluation, local field office
shall forward their recommendations to HQCAA Airworthiness Directorate OR incase of un-satisfactory
outcome, the applicant/organization will be informed directly under intimation to Airworthiness
Directorate.
D4.3.
D4.3.1. Upon successful evaluation of applicable standards, the candidate will be issued with ANO-066
AML. Generally, ratings held by the individual on his foreign licence will be endorsed on ANO-066 AML,
ONLY IF the type/s of aircraft (combination of Airframe/Engine) is/are currently available on PCAA Civil
Aircraft register.
D4.3.2. For foreign AME licences that have limitations, equivalent applicable limitations, similar to those
given in the latest issue of AWNOT-081-AWEG, will also be applied on ANO-066 AML.

IMPLEMENTATION:
This Airworthiness Notice shall be implemented with effect from 25th March, 2015 and repeals /
cancels / supersedes AWNOT-054-AWXX-3.0, dated 12th May, 2010.
