AUX.

PLANT CONTROL AND INSTRUMENTATION SYSTEM

GENERAL
The Contractor shall provide Independent Control &
Instrumentation system for control, monitoring and operation of Water
Demineralising Plant including associated drives and auxiliaries in all
regimes of operation in safe and most efficient manner. The Contractor
shall provide all systems, equipment, accessories and associated
equipment, which are included in Contractors scope, in a fully operational
condition acceptable to the Employer. The Contractor shall also provide all
material, equipment and services which may not be specifically stated in
the specifications but are required for completeness of the
equipment/systems furnished by the Contractor and for meeting the intent
and requirements of this specifications. The work shall be consistent with
modern power plant practices and shall be in compliance with all
applicable codes, standards, guidelines and safety requirements in force
on the date of award of the contract.
The following clauses describe the brief scope of supplies only.
The detailed technical specifications are stipulated under Part - B,
Section-VI of the specification as well as in various other Parts of the
Technical Specifications.

MEASURING INSTRUMENTS (PRIMARY & SECONDARY)

2.1.00

The following shall be provided as a minimum meeting specification


requirements of Sub-section MEAS INST: of Part-B, Section-VI of
Technical Specification.
(a)

All the primary Instruments as indicated in enclosed flow schemes/diagrams


and relevant tender drawings/ BOQ, corresponding Mechanical sections and
meeting redundancy and other requirements specified under technical
specifications are to be provided as a minimum.

(b)

All Instruments which are Integral to equipment like pumps, motors etc.,
which are not indicated in enclosed P & IDs but required for control,
monitoring and operation of the equipment/plant/ Systems are to be
provided. All the instruments shall be provided by the Contractor to meet
actual system requirements subject to Employers approval.

(c)

For sequence protection and alarm circuits, Transmitters, Temperature


Elements, Process Actuated Switches are to be provided as indicated in
P&IDs. Wherever Process Actuated switches are being provided for
sequence, protection and alarm purposes, switches separate for each
application shall be provided. Contacts of gauges and receiver instruments
shall not be acceptable. Wherever redundant transmitters, temperature
elements are being provided for sequence, alarm and protection circuits,

transmitters/temperature elements separate for each application are not


required to be provided.

(d)

For Binary and analog inputs required in major equipment protection triplesensing devices as indicated in P&Ids shall be provided. For other critical
binary and analog inputs required for protection and interlock purpose of
other equipment (e.g. those interlocks which may result in loss of
generation, non-availability of a major equipment etc.), dual sensors shall be
provided.

(d)

All the instruments which are required to implement the control philosophy
as specified in corresponding mechanical sections shall be provided by the
contractor.

ELECTRIC POWER SUPPLY SYSTEM


The DC Power Supply system shall consist of the following system(s): One set of 24 V DC power supply consisting of 2x100 % Chargers, 100 % NickelCadmium batteries for One (1) hour duty and 2x100 % DC Distribution board are to
be supplied for powering each of the Auxiliary Plant Control System.
Contractor shall also furnish two nos. mini UPS of suitable rating and 2x100 % AC
distribution board to cater the AC load requirements of Operator Work stations and
equipments in requirement of stabilised power supply for powering each of the
Auxiliary Plant Control System.
Also refer drawing no. 0000-999-POI-A-019.
The Contractor shall, however, furnish all required hardware/ equipment/ cubicles
for conversion and/or stabilisation of the power source provided by the Owner to all
other voltage levels which may be necessary for meeting the individal requirements
of equipments/ systems furnished by him within the Contractor,s quoted lumpsum
price.

PROCESS CONNECTION & PIPING


Process connection & piping including all impulse piping,
pneumatic piping/tubing, valves, valve manifolds, fittings and all other
accessories required for proper installation & completeness of impulse
piping system, sampling piping system and air supply system, as
stipulated under Sub-section PCP, Part-B, Section-VI of Technical
Specification.

All instrumentation cables twisted & shielded, FRLS PVC


insulated, including
prefabricated cables (with plug-in connectors),
Control & Power cables other than shown in exclusion, as applicable for
interconnection of all equipment/system/ devices in Contractors scope as
well as for connection of signals from/to systems like MCC/LT SWGR/HT
SWGR etc. (even if they are not in Contractors Scope.), along with
necessary laying & termination accessories, hardware etc. meeting
requirements specified under Sub-section INST CABLE, Part -B, SectionVI of Technical Specification. All sub trays along with supporting,
connecting hardware etc. required for laying of instrumentation, control,
power and other cables etc. up to main cable trays are under Bidders
scope.

ELECTRICAL ACTUATORS
Electrical Actuators with integral starter shall be provided for all
on/off and inching type valves along with necessary interface units for
linking to corresponding Control System as applicable as detailed out in
Sub-section-Electric Actuator, Part-B, Section-VI of Technical
Specification.

C&I FOR PLANT AUXILIARY SYSTEMS


Instrumentation and Control System with interlocks, protection and
annunciation of the mechanical common auxiliary systems as mentioned
below shall be provided. Instrumentation for these systems shall meet the
requirement stipulated under Sub-section AUX PLANT CTRL, Part -B,
Section-VI of Technical Specification. All necessary equipments / system
for control, monitoring and operations of the plants shall be provided.

ON/OFF control, Indication, annunciation of Incomers and BusCouplers are also to be performed from Contractors Control System.

I. Water De-mineralising Dual processor PLC based System with two nos.
System
Operator Workstations (OWS).Both the OWS shall
be placed in Water De-mineralising plant Control
Room.

The control of various subsystems like Horizontal Pumps,Vertical


Pumps, (Metering Pumps, Control of all the drives and instrumentation
associated with Pressure And Storage Vessels,shall be included in the
above control system.All the control/interlock and protection shall be
implemented in the PLC based control system only. No relay based local

control panels are acceptable. Local operation through push-buttons etc.


and required indications/meter etc. shall be routed through the PLC based
control system only.
The Control system shall be able to operate in non-air conditioned
area.Separate Control systems are to be provided for Water Demineralising System

TYPE TEST REQUIREMENT


The type tests to be conducted for C&I systems & equipments shall be as
detailed out in Sub-Section CNI TYPE TEST, Part-B, Section-VI of
Technical Specification.

TOOLS & TACKLES


The Contractor shall furnish a complete new set of all special tools and
tackles of reputed make and model which are required for erection, ease
in maintenance to have minimum down time, testing and calibration of all
the equipments and systems to be provided by the Contractor under this
specification for C&I systems.
