Process Methodology of Land Parcel Map Creation

The activities involved for creating digital land parcel map database are as
follows:
I.
Satellite imagery and Land Parcel Map
Ortho-rectified Satellite data to be used for creating parcel boundary and
other spatial features. Parcels will be captured exactly following centre line
of bund using manual digitization through image interpretation and
analysis. Hybrid approach of ETS measurement to be used for creating
parcel map for canopy covered areas or areas which are not interpretable
from satellite imagery. Village wise parcel boundary along with other
spatial features will be captured and finalized.
II.
Overlay of existing parcel vector map & Village Boundary
Delineation
Rectified parcel vector data will be overlaid on ortho-rectified satellite
imagery. Village boundary will be surveyed and finalized through field
verification in presence of Govt. officials.
III.
Linking of RoR Database
RoR database of existing parcel map to be linked with corresponding
parcels.
IV.
Publicity & Field Camp office
It is required to provide due publicity regarding the dates and targeted
activities of the public interaction sessions. The public interaction session
shall be conducted at the field camp office established by the vendor at
the village
V.
Collection of RoR Data
RoR data will be collected through extensive survey work.
VI.
Preparation and distribution of parcel boundary Conformance
Statement
It is required to generate a conformance statement to list the degree of
conformance of the new data to the old data in terms of area of the parcel.
Overlay analysis of existing parcel and newly created parcels will be done.
Conformance statement to be prepared for each parcels as per given
format and acceptance statement to be registered from land owners.

The conformity statement, prepared as per the procedure described shall


be published and circulated among the owners of the corresponding
village.
Register of Certification for No Objection
For parcels wherein owners have no disagreement to the newly created
data, the information shall be noted in the Register of Certification for No
Objection.
Disputed Register
For Parcels wherein the land owners have disputes even after explanation
from the competent authority, the information shall be noted in the
Disputed Register and these cases shall be settled as per acts and
provisions made under Madhya Pradesh Land Revenue Code.

IX.

Linking of new RoR database & LPM to be distributed to land


owners

RoR data with New Parcel UID will be linked with final Parcel
boundary Vector data. Final Land Parcel Map (LPM) to be distributed
among the land owners.
X.

Administrative Boundary Creation

Village boundary by merging parcels, RI Circle by merging villages


and Tehsil by merging villages or RI circles, by merging tehsil
boundaries district boundary and by merging district boundaries
state boundary will be created.

Project Status
Ground Control Network Creation
Primary GCP of 72Hrs observation at every 16Km X 16Km, Secondary GCP of
3Hrs observation at every 4Km X 4Km and Tertiary GCP of 45 minutes
observation at every 1Km X 1Km Km to be collected throughout MP State. The
GCP data will be used for processing the stereo satellite imageries and ETS
measurement activity. The Status of GCP Data collection is as follows:

Satellite Data Procurement


High Resolution Stereo Satellite Imagery WorldView02 Data to be used for
creating Digital land Parcel map database. Satellite data collection order request
sent to NRSC, Hyderabad for 18 Districts after completing the Monumentation
and pre-signalization activity of primary GCPs. Satellite data procurement has
been done in two non-crop seasons. The status of satellite data received from
NRSC is as follows:
