Training and Placement Network Program
Vision
The Training and Placement Network Program shall be an inclusive line up of a neverending promotion in training and finding jobs for the Tarlaqueos and shall achieve the highest
number of employment rate in the whole country.
Mission
The Training and Placement Network Program is dedicated to help, train, find jobs and
place educationally deprived individuals and professionals in the Province of Tarlac into
training and/or employment until joblessness in the Province will be eradicated.
Goal
To get rid of the unemployment in the Province of Tarlac.
Objectives
1. To reach out the inexperienced and educationally underprivileged individuals who are
willing to better their lives thru trainings by endorsing them with Provincial
Government of Tarlac (PGT) partner companies offering skills and livelihood
trainings;
2. To tap/pool the skilled and proficient individuals, job-matched and endorse them to
partner companies for employment;
3. To support and work hand-in-hand with existing recruitment/employment units of the
local government for the general welfare of the common Tarlaqueos.
4. To oversee the different training programs of the province, which will help
Tarlaqueos either be employed or thru self-employment.
The creation of this Program helps accelerate the campaign of the
Provincial Government of Tarlac (PGT) to lessen the growing number of
unproductive and educationally deprived individuals who possess a range of
educational backgrounds and professionals of different specialization who are
in search of trainings or employment and wants to improve their economic status. The Program
execution begins with the joint collaboration of the Provincial Government of Tarlac through
Training and Placement Network Program (TPNP), Technical Education and Skills Development
Authority (TESDA) and Local Government Unit (LGU) of each municipality and with
established manpower agencies in the region. The program covers the (17) municipalities and (1)
one city of the province.
The Training and Placement Network Program (TPNP) will search and deal with the
future partner companies or agencies that will deploy our fellow Tarlaqueos and will only be
possible by signing the Memorandum of Agreement which will be done by the TPNP and Human
Resources Officer of the Partner Company or Agency. Once the partnership is established,
marketing of the program will commence and employment in Tarlac will then be escalating. Job
openings/opportunities are on the partner manpower agencys discretion to inform TPNP since
they are requesting for manpower. Recruitment, screening and pooling of applicants are executed
by TPNP. Successful applicants will then be endorsed to the partner company/agency subject for
other pre-employment procedure before deployment to local companies and/or in the nearby
economic zones/industrial parks.
TRAINING:
Program implementation commences by the joint collaboration of the Provincial Government of
Tarlac through Training and Placement Network Program (TPNP), Technical Education and
Skills Development Authority (TESDA) and Local Government Unit (LGU) of each
municipality. Every government agency shall perform the following functions in implementing
all projects:
TPNP PROGRAMS:
1. COMMUNITY BASED TRAINING PROGRAM
Since 2008, TPNP is providing Community Based Trainings under Livelihood
Training Programs for job creation and establishment of livelihood for every community
of the province of Tarlac. This aims to help residents of the community to train interested
individuals with the proper techniques and equip them knowledge for human
development and to have decent living.
As per barangay request, a letter will be addressed to the Provincial Governor of
Tarlac, attached in the letter is the list of 25-30 willing participants for every course.

At the end of the 15-day course, the participants should be able to acquire the natural
American English speech mannerisms by minimizing the accent or neutralizing the
Filipino accent affected by the regional dialects with the aid of speech drills, the IPA
(International Phonetic Alphabet), American idioms, conversational patterns,
understanding the customer and basic call center knowledge and the foundation for
customer service, to facilitate the transformation of speech patterns and understanding the
call handling demeanor.
CLASP starts from pooling and assessment of applicants for purposes of evaluating level
of communication skills, enabling the trainer to determine appropriate and applicable
method or methods of training delivery. At the end of each training period, graduates of
CLASP are endorsed to Sutherland Recruitment Tarlac for language interview, profiling
and tech assessment, from this stage, a graduate of CLASP is directly scheduled either for
further training at Sutherland Tarlac site or product training, upon obtaining a specific
passing rate and/or upon meeting other requirements provided for by Sutherland Global
Services.
CLASP training is open to college graduates or college level applicants who has at least
completed 72 units, male or female, 18 to 50 years of age, with good communication
skills, with basic computer skills, and willing to be trained.
