DEAD LETTER OFFICE

E-MAIL FROM THE GEORGEWBUSH.ORG "CATCH-ALL" MAILBOX

OCTOBER, 2004: Recently, we at GeorgeWBush.org happened to notice that our mail server had a default "catch-all"
mailbox, which for the past several months had been quietly gathering any and all e-mails addressed to [INSERTANYTHING-HERE]@georgewbush.org. We felt the need to share.
10.29.2004 UPDATE: GeorgeWBush.org initially posted a select few highlights of the e-mails from its catch-all
mailbox. But in response to overwhelming interest in this material, we have since dug back into the pile. You'll find
today's newly posted e-mails in the YELLOW shaded boxes below. Also, the catch-all box has now been disabled,
having been suddenly overwhelmed by thousands of spam and virus e-mails.

Angeles Times 2, eWeek.com, SALON, Indian Express, The Washington Post, Wonkette, Portland Press Herald

Okay Walid - after our conversation I went ahead and did a google search on the names below. I am not sure if
they are spelled correctly. I did not find anything questionable. Since I do not know most of them - I cannot vouch
for their reputations. You will have to do that. Kamal Nawash cannot be on the list - for the reasons we discussed.
Remember this: We do not want to do anything that might harm the President's chances of re-election by exposing
him to any controversy. If you have doubts about these names - perhaps we don't need to do this press release at
all.

This is it. The final draft and the final names. I am awaiting to confirm on one Chaldean American from Detroit.
Nawash, upon your suggestion is not in. Check one more time if it is the case. Couple phone numbers are missing,
will be added.
QU: Do you think I should put my name as a contact?
I am up all night, working on my long memorandum of academic endorsement.
Check the signing names and let me know

Ken, from our conversation about turnout and voter groups, I'd like to put the following quote on the record. It has
to do with undecided voters.
Claiming that undecided voters are more conservative than liberal, older and tend to go to church more regularly,
Bush-Cheney campaign manager Ken Mehlman said, "I have not thought this group is a group inherently for Kerry."

Thanks,
Dan

Please make note of this invite list generated by Finance for possible attendance at October 23rd Presidential Rally.
Please review for duplicates in your area. I will contact each area coordinator with VIP ticket requests as I receive

this, I know a few requests have already gone out and I appreciate your early reservations for those special donors.
Thanks again and please call me with any questions. I will begin my call outs to this list tomorrow morning. - SVH
Please note this list is missing Jacksonville contacts, I will send those names to Malorie and Brewster when I update

- Mention the plans for Small Business taxes, hopefully cuts. Small businesses are for Bush/Cheney but need some
relief.
- Use Lynne Cheney's response in a campaign commercial. [ The only thing I can say as a mother, is that Sen.
Kerry is a bad man, a bad man.] Her response to Sen. Kerry's comments.
- Also: Congratulations to President Bush on his debate last night.

Subject: Bush Ohio African American events
FOR INTERNAL USE ONLY
Tuesday, October 12, 2004
From: Deborah Burstion-Donbraye, Bush-Cheney 04 Steering Committee
Hello Everyone:
With only three weeks to go to another historical presidential election plans are being finalized for three upcoming
Bush-Cheney events in Ohio:
Columbus--Monday, Oct. 18, 1:30-3 p.m.
Dayton--Monday, Oct. 18 6:30-8 p.m.
Toledo--Tuesday, Oct. 19 8:30-10:30 a.m.
The major speakers will be former Cong. JC Watts in Columbus, and Maryland Lt. Gov. Michael Steele and Texas
Railroad Commissioner Michael Williams for Dayton and Toledo. More information with specific details will be
available tomorrow (Wednesday), but I wanted you to save the date and begin contacting others so that we will
have as many people as possible attending.
The message of these events will include empowerment (economic and educational) and highlight the policies and
accomplishments of the Bush-Cheney Administration. The Toledo event has been designated as an Ohio and a
national event for pastors and the faith-based community. A Friday article in the New York Times ("Black Pastors
Backing Bush Are Rare, But Not Alone") prematurely announced the Toledo event, but underscores the importance
of our state and the African American clergy and community to winning election.

All three events are invitation only, closed to the media and RSVP's are needed, but we hope you will share your
invitation with as many people as possible within your sphere of friends and that you will bring others with you to
these events. Many thanks.
Deborah

Attached is the most recent copy of the line by line for Thursdays events in Iowa.
Would each of you look at it and let me know if you have any thoughts. note that we are arriving later in IA than we
had originally planned. Also, we will only have Governor Pawlenty of MN on the plane for this, as Gov. Ehrlich
hasdropped out. Branstad may or may not be able to do the event at the new time in Des Moines.

Subject: RE: Line by line
Margaret is re-checking on Gov. Branstad's schedule but its looking very doubtful.
We have a larger issue in that both Kerry and Edwards and their spouses will be in Des Moines all together for a
6pm event out at the fairgrounds. In speaking with Dan, Ann Marie and Kevin we are not sure that this is going to
work since the media will be flocked to the fairgrounds and cameras will need to be pre-set for the event. We are
afraid that we might get buried or lost. This will not only be an Iowa story but a national story too.
Can we jump on a quick call -- I can gather the Iowa team together.

Attached please find a proposed schedule for earned media opportunities in Miami-Dade for the coming weeks. I
am certain there will be many others but these are the ones that I think we need to make certain they happen.
The Nicaraguan rally on 10/17 is one that it would be great to have Governor Bush and Connie Mack at along with

the 3 Congressmen.
I know Jim is also working on an event down South which is key. Please let me know any feedback you all might
have.
Thank you, Ana Carbonell

something needs to be done about this (below). can't we say something intelligent? can't Bush announce
something progressive like dedicating even more federal funds to stem cells and other, more advanced areas such
as cord blood? i am so tired of this nuttiness. (and when he says he was first prez to dedicate funds, the dem retort
is that this research was not around several years ago, and amount is insignificant)
when healthcare is discussed next debate, things like stem cells and health care insurance and expensive drugs
could bury him. i hope this is registering out there.

Coburn would like to have Zell come out a time or two to OK. He is in a dead heat with Carson. Zellis a populist
conservative just like Coburn. Carson is a liberal who has been endorsed by MoveOn.org and opposed the
President's tax cuts. He doesn't know who can help reach out to Zell to have him come to OK. He needs a hand
here.

Subject: Younger
Sean,
The best case I've found so far is New Orleans Pub. Serv., Inc. v. Council of New Orleans, 491 U.S. 350, 359
(1989). In this case, the Court found that Younger abstention did not apply to a state court's review of city council's
decision. The Court reasoned that Younger principles did not weigh as heavily in cases that do not implicate the
state courts' ability to perform their judicial functions ("[I]t has never been suggested that Younger requires
abstention in deference to a state judicial proceeding reviewing legislative or executive action. Such a broad
abstention requirement would make a mockery of the rule that only exceptional circumstances justify a federal
court's refusal to decide a case in deference to the States."). Depending on the posture of our case, this could be a
slam-dunk argument: for instance, in the event that the state court was reviewing a decision by the Secretary of
State to leave Nader off the ballot. I do not know if this is in fact the posture of the case, but from your brief
description I suspect that it was not.
Nonetheless, New Orleans does have some favorable language that could be used to argue that abstention is the
"exception, not the rule," and that the Younger should therefore not apply in this instance:
[T]here are some classes of cases in which the withholding of authorized equitable relief because of undue
interference with state proceedings is "the normal thing to do," Younger v. Harris, 401 U.S., at 45. We have
carefully defined, however, the areas in which such "abstention" is permissible, and it remains "'the exception, not
the rule.'" Hawaii Housing Authority v. Midkiff, 467 U.S. 229, 236 (1984), quoting Colorado River Water
Conservation Dist. v. United States, 424 U.S. 800, 813 (1976). As recently as last Term we described the federal
courts' obligation to adjudicate claims within their jurisdiction as "'virtually unflagging.'" Deakins v. Monaghan, 484
U.S. 193, 203 (1988) (citation omitted).

I just spoke with Katie Wheelbarger, and I explained to her that there are two ways to attack Younger. First, we
could argue that the constitutional interests outweigh the state interests. I think this is our strongest argument and
I am looking for any cases that have so held. I've already looked at Supreme Court and 10th Circuit cases on this
point and haven't found anything helpful, but I am going to broaden my search and try again. Second, we could
argue that the state court does not provide us an adequate opportunity to raise the constitutional challenge
because of the time sensitivity involved. It will be difficult to prevail on this argument if we did not bother to raise
these issues in the state court. There are several cases which suggest that the plaintiff's failure to raise a claim in
the state court prevents it from later claiming that it has not had an adequate opportunity to challenge the
constitutionality of the statute. This seems to me to make sense. Therefore, I will continue to focus on the first
argument unless I hear otherwise from you. Even if we do not find a case on point, we can still make the argument
on the basis of Younger and Pennzoil themselves that abstention should not be applied because the constitutional
interest at stake vastly outweighs any state interest in this case.
If you have any questions or wish me to pursue a new direction, you can reach me at 202-544-6338. If I do not

-------------------------------------------------------------------------Matt,
I spoke with a union official from Hillsborough County, Local 2294. He said they have not made an endorsement
and probably will not be making one. It was his feeling that most locals in Florida would not come out and endorse
either candidate. The majority of his members do support President Bush. He indicated that if there was an event
that was taking place in the Tampa area, there would be no problem turning out a lot of firefighter support for
President Bush. They are very interested in an event such as this.
I get the feeling there is a reluctance to go against the IAFF down there. In 2000, Florida was the only state

organization to go against the IAFF endorsement of Gore and Shaitberger came down hard on them. I am still
waiting to hear from Miami.

My thoughts are we need to put together a plan of attack for several areas of the campaign, including ground
game(bus tours and appreances in targeted states) talking head appearances by steve, and targeted calls by steve
to other potential firefighter union endorsements like pittsburgh, philly, dayton, cinny, etc. Plus opeds from steve to
papers in targeted states on why the nyc firefighters endorsed potus. We need to get on this, time is ticking.

thinking. Call me and let me know what you think. Let's not get over confident. Let's go for the jugular right away. I
followed the talking heads the last few days and not one Dem or lib media person brought up Firefighters for Kerry
or even homeland security. I hope they were happy with Wed nite and the Endorsement. It is having a hugh impact
with IAFF. I'm getting a lot of hate mail which is lways a good sign you're getting to them. My members are thrilled
but the rest of the national labor movement is furious with me although none of them have had the guts to call me
directly. They have been complaining through 2nd parties.

Jean M at CNN is filing on the aids protesters at the youth convention today.
She's trying to get someone on camera to respond and turn it into a larger security story.
I said no; I'd talk to her on the phone.
CNN will be looking to get someone on tape; please refer them to me.
Thanks. Mark.

School has started. Let's contact the high schools to engage and sign up Am History students to volunteer for the
campaign. They can phone bank, sign wave, register etc. Let's get them before the D's do. Maybe we can get
someone to chair this area in each county. Dullain

The call lasted a little longer than it should have been allowed, but I think Bob got through the questions pretty
well. Incidentally, I don't know how they got the number, but about 8 or 10 enviro reps were called as the sequence
of the callers were recognized. Luckily, none of them were given an opportunity to ask a question.
There were 16 media reps with questions during the call:
1. Eric Barker, Lewiston Tribune
2. Rocky Barker, Idaho Statesman
3. Eva Brandt, Associated Press
4. Kathleen O'Neil, Post-Register News
5. Hal Briton, Seattle Times
6. Will Phinney, Confederated Tribes Bulletin
7. Jeff Barnard, AP
8. Barry Eppeson, Columbia Basin Bulletin
9. Bill Rudolph, NW Fishletter
10. Natalie Henry, Greenwire
11. Eric Robinson, the Columbian (Vancouver, WA)
12. Blaine Harden, Washington Post (NW office)
13. Michelle Cole, The Oregonian
14. Gary G?, Highland Times
15. Mark Engler, Capitol Press
16. Amy Cole, Movable Currents (I suspect an arm of American Rivers)
Bob gave a 10 minute overview following the points, followed by Q&A. The qs focused on a variety of issues--how
the opinion achieved no jeopardy for Snake River fall chinook and sockeye, how RSWs work and the project
timeframe for their installation, etc., and then evolved into questions about the jeopardy standard, how different
from 2000, whether it would lessen the standard for recovery, how the environmental baseline from 2000 changed,

how harvest impacted, what about the 199 RPAs in 2000 bi-op.
Blaine Harden (the NW rep for the Washington Post) asked if dam removal would be out of the opinion and if the
ocean conditions went south would dam removal be brought back in, etc.,
The AP reporters focused on the standard--whether it would be for sustainability or for recovery.
Natalie Henry from Greenwire asked if the new proposed actions would respond to Judge Redden's concerns.
Bob did well in responding to all questions and encouraged them to review the details of the opinion when its
released.

John,
I went through them with peter and added dates, and unless otherwise stated the affiliations came from a
combination of mail, calls, and elephant hunt. Let me know if you need more.

Matthew,
I wanted to check in and see if your schedule was going to permit you to be part of our program on Monday
morning, August 30, up in New York. It would be great if you could be part of the panel. Ralph Reed and Stuart
Stevens have already confirmed...you would complete the triumverate. The event is being held at 8:00 a.m. at the
The Drake Hotel, located at 56th Street and Park Ave. I hope you can make it. Please let me know as soon as
possible.
Thanks,

Moveon.org has begun their media campaign against the President on yucca saying the President promised

funding no child left behind. Both are running on local ABC affiliates and both have a local message for NV.

HI Dullain,
I met with Evelyn and Frauna last Tuesday night before going up to Terra. I have gotten together a system for
recruitment of volunteers that I will be showing to Evelyn tomorrow. After her comments I plan to proceed with it
and will contact each of the volunteer captains. I just wanted to let you know what was going on with what I have
been asked to do. I will forward a copy of of the system with names if you would like. I won't have that typed up
until after meeting with Evelyn and Frauna tomorrow.
Talk to you later,

Subject: touching base on the convention
Greetings,
I look forward to speaking with each of you within the next 24 hours to review our mission and your specific
assignment for the convention. Your role in enabling effective coverage of our convention on the major networks is
a critical one and we've got a great team. We've got a lot of work to do in the coming weeks, but hopefully will

have some fun too.

You will be receiving a ton of info in the coming days.. specifically, Rebecca Maescher (of the Convention staff and
who will be of huge support to our team) will forward to you a lot of very important info on the network coverage,
requests to date, etc etc .. please print it, study it carefully, begin to create a notebook, and be prepared to
contact your network key contacts. Most of these requests have been registered with the campaign, the White
House, and many of our individual super surrogates. Nonetheless, you will be responsible for your specific network
as we go forward. Our immediate task is to make sense of it all, help make strategic decisions and begin to make
commitments to our network counterparts. Nicole Devenish, Pam Stevens, Jennifer Foley, Taylor Griffen, Julie Cram
and others will be integral to this entire process and work hand in hand with our team.
You will be receiving info on a daily basis, and we will establish a routine way to communicate. I am in NYC and will
be in DC on Thursday, hoping that we can meet to jump start our work. Please let me know your availability to talk
in the next 48 hours by phone. Forgive my delay in getting in touch, but look forward to seeing you soon.
I am reachable at 212-356-2349 or cell 805-886-6584. (And please let me know that you received this with a quick
return e-mail)
Again. Sorry for the inundation of info you are about to receive in subsequent e-mails. :
Cheers,
Alixe

I spoke with William and he'll be glad to pick up Governor Huckabee from airport and drive him to the Holiday Inn
Select. Cindy at Holiday Inn said Governor Huckabee could use the Bay Room on 2nd floor for a little privacy. I'll
make sure that William has this information but just in case Cindy is not in the Sales Office and there is some

question, you can speak with Jeaneen in the Sales Office also. Thanks and have a great weekend!

Here are some events that GMR found for IA and SD. Might be a good starting point to discuss Reggie in those
states. At the very least they might want to do their own thing if we cannot get Reggie there.

Alan,
I wanted to forward along to you a synthesis by Newt on what he considers to be the defining issues of
the 2004 election. Of course much of this is likely to be very familiar ground to you but I thought you
would like to see what he is circulating.
You should feel free to share it with Republican allies.
All the best.

Would you have rather him said "Mr. Rodriguez is wiping crack."?

With respect to the Spokane media market, Mr. Rodriguez is smoking crack.

21 WASHINGTON (11 EVs):

Play It Again, Sam
John Kerry named Sam Rodriguez his new WA state dir. Rodriguez said the Dem ticket is "a perfect match" for
the "trade-dependent state, despite" GOP criticism of John Edwards' "protectionist views." Rodriguez said he's
"guardedly optimistic" that Kerry and Edwards will carry WA's 11 EVs, noting that "the high caliber" of Sen. Patty
Murray's (D) reelection campaign "will lift all Democratic candidates." Rodriguez said the Spokane media market
"is a key target"; the region "narrowly went for" Pres. Clinton, but Pres. Bush "trounced" Al Gore in 2000.
Rodriguez: "We feel good about breaking even or winning there this time" (Ammons, AP, 7/10).
