and resolutions on the agenda at
its Aug. 18 meeting, councilmember and Evesham Celebrations
Foundation member Ken DAndrea took time to speak on behalf
of the foundation.
As DAndrea left the dais and
stood in front of the meetings audience, he announced the ECF
wished to present Evesham
Township with a check for $5,000
to thank the municipality for all
it does to help the ECF hold its annual community events.
The ECF is the non-profit Evesham-based organization founded
with the intention of promoting
community events throughout
the year.
Made up of volunteers from
the community, the group
fundraises and collects donations
so events such as the Fourth of
July parade and fireworks, Taste
of Evesham and Evesham Harvest Fest can be held annually

No excuse for drunk driving

As summer winds down, the
Evesham Police Department is
ramping up its enforcement efforts as part of a national crackdown on drunk driving.
The high-visibility campaign,
Drive Sober or Get Pulled Over, is
a partnership with the National
Highway Traffic Safety Administration to curb impaired driving
and save lives.
Through Sept. 7 (Labor Day),
law enforcement partners nationwide will show zero tolerance for
drunk driving. Increased state
and national messaging about the
dangers of driving drunk, coupled with checkpoints and increased officers on the road, aim
to drastically reduce the toll of
drunk driving.
In 2013, there were 10,076 people killed in drunkdriving crashes, almost a third of all traffic fatalities.
Thirty-eight percent of crash
fatalities on Labor Day weekend
that year involved drunk drivers
(with blood alcohol concentrations of .08 or higher), amounting
to 161 lives lost.
More than a quarter 27 percent of the crash fatalities that
occurred on Labor Day weekend
involved drivers with BACs of .15
or higher almost twice the illegal per se limit.
Of the 10,076 people who were
killed in impaired-driving crashes in 2013, 65 percent were the
drunk drivers themselves.
In every state, its illegal to
drive with a BAC of .08 or higher.

Chew wants to remind Evesham

drivers that its not a recommendation; its the law. During the enforcement there will be a special
emphasis on drunk-driving enforcement.
Local drivers should expect to
see more patrol vehicles, DUI
checkpoints, and increased messaging about this reckless, preventable crime.
The number of people who
are still drinking and driving is
unacceptable, Chew said. Yes,
we want to increase awareness
for the campaign, but we want the
effects to be permanent.
Chew emphasized the preventable nature of drunk driving.
All it takes is a little planning
ahead, Chew said. Designate a
sober driver or call a cab. But
whatever you do, dont drink and
drive. NHTSA has made it even
easier to get home safely when
one has been drinking.
The new SaferRide mobile app
(free from the iTunes store and
Google Play), can help users call a
taxi or a friend for a ride home.
The app can even help users identify their location so you can be
picked up.
This August and year-round remember that theres no excuse for
drunk driving. For those who
choose to break the law, Evesham
police officers will see the drunk
drivers before they see the officers.

Burlington County Health Department encourages

residents to take precautions against mosquitos
The Burlington County Health Department would like to remind residents to take
precautions to prevent mosquito bites to reduce the risk of West Nile Virus and other
mosquito borne diseases.
Since the threat of diseases like West
Nile Virus and Eastern Equine Encephalitis from mosquito bites occurs in warmer
weather months, we want to remind people
that there are simple steps they can take to
stay safe while enjoying the outdoors, said
Holly Cucuzzella, director and health officer of the Burlington County Health Department.
Using mosquito repellent, wearing long
sleeves and long pants and limiting outdoor activity when mosquitoes are most active, during dawn, dusk and the evenings
are additional prevention steps residents
can take.
The most effective way to control mos-

quitoes around the county is to remove any

standing water that may be around residents homes or businesses.
Regularly empty water from flower
pots, pet food and water dishes, birdbaths,
swimming pool covers, buckets, barrels,
and cans.
Check for clogged rain gutters and
clean them out.
Remove discarded tires, and any
other items that could collect water.
Be sure to check for containers or
trash in places that may be hard to see,
such as under bushes or under your home.
To avoid mosquito-borne diseases, mosquito bites must be prevented.
Use insect repellents when you go
outdoors. Repellents containing DEET, picaridin, IR3535, and some oil of lemon eucalyptus and para-menthane-diol products
provide longer-lasting protection. It is im-

portant to read and follow manufacturers'

directions.
Wear long sleeves and pants from
dusk through dawn when many mosquitoes are most active.
Install or repair screens on windows
and doors. If you have it, use your air conditioning.

Council introduces grant-matching

ordinance for entranceway signs
The program will encourage the restoration and upkeep
of developments signs by providing matching funds up to $500

At its Aug. 18 meeting, Evesham
Township Council introduced an
ordinance outlining a new pilot
grant program to facilitate the improvement of entranceway signs
at named developments and neighborhoods throughout town.
The program comes as a result
of various residents voicing concerns to the township over the
state of disrepair of several entranceway signs across Evesham.
The program will encourage
the restoration and upkeep of
signs by providing matching
funds of up to $500 to any community wishing to renovate and repair signs.
The issue was a previous topic
of discussion at the June 16 council meeting when a resident from
the Briarwood subdivision spoke
about the condition of Briarwoods two entranceway signs,
with one missing letters and both
being overgrown with weeds.
At the Aug. 18 meeting, Briarwood resident Kim Jones also
spoke specifically to one of Briarwoods signs. She said the residents of Briarwood appreciated
the townships involvement in the
issue, but wondered what would
happen if the owner refused to
maintain the sign even with the
grant program in place.
Then what? Then he can just
let it become overgrown with
weeds again and then were right
back in front of you again? Jones
asked.
Township Manager Tom Czerniecki said in the instance of
the Briarwood sign Jones was referencing, the township uncovered
documentation in the form of a
deed in the file of the property developer in which the obligation of
maintaining that particular sign
falls on the property owner.
It was a very complicated situation, Czerniecki said. Theres
an easement there that the adjoin-

ing landowner has an obligation

related to that easement.
However, at the time of the Aug.
18 meeting, Czerniecki said there
had not been an official communication from the township to the
owner informing him of that obligation, as the township wanted to
wait until the grant program was
in place.
Unlike some developments in
Evesham, in Briarwood there is
no homeowners association and
the entranceway signs are not on
common ground.
Its not unusual, at least back
in that day, for a property owner to
be burdened with either a sign
Ive seen developments where a
property is responsible for a small
basin, noted Township Solicitor
John Gillespie.
Czerniecki said the township
would review and have final approval over any restoration plans
from those looking to participate
in the program, which he believes
will guarantee a level of quality.

As the program was an unexpected expense, Czerniecki said

this year the program would be
funded through clean communities and economic development resources, which could potentially
fund the restoration of four or five
signs.
Czerniecki said the extent to
which the program is funded in
the future would depend on council and the budgeting process.
According to Czerniecki, before
drafting the ordinance, officials
also took inventory of how many
signs in town would potentially
need to be restored.
I think if we can address in the
neighborhood of about 15 signs
over the course of a few years, it
would make the town much more
attractive, and again, we can fund
a few every year, Czerniecki said.

Donation thanks police, public works employees helping at events

Yet, despite those events being
funded by the ECF and not the
township, DAndrea said the
townships police and public
works departments regularly provide the events with services such
as directing traffic, placing trash
receptacles and cleanup efforts.
It was in regard to those services that DAndrea said the foundation wished to present the township with the donation.
We wanted to thank the township, specifically the public works
department and the police department, because if it werent for
them, our events would be much
more challenged. It would be very
hard to pull off, DAndrea said.
Upon accepting the check,
Township Manager Tom Cz-

erniecki said in addition to all the

foundation already does for the
township, the donation was greatly appreciated.
You guys roll up your sleeves,
you do a lot of the legwork for us,
we show up with the trash cans
and some traffic control, but this
is greatly appreciated, Czerniecki said.
Czerniecki said although the
township used to budget for fireworks, it no longer has to due to
the fundraising work of the ECF.
He pointed out that thanks to
the foundation, while the townships ancillary costs for such
events has stayed steady over the
years, the sense of community
spirit has definitely elevated
tremendously.
Mayor Randy Brown also
thanked the ECF for all of its
hard work, and pointed out that
many of its founding members
and those who have contributed
to the foundation throughout the
years have chosen to remain out

of the spotlight.
Theyve constantly wanted to
remain behind the scenes, not get
the accolades. But realize without
them, the Evesham Harvest Fest,
the Taste of Evesham, the Mayors
Cup 5K, all those events would
not be possible, Brown said.

However, Brown did note that

the organization could always use
more volunteers, to which DAndrea agreed.
This is all about the community and a lot of community spirit,
and really embracing the township with all its residents and sur-

rounding communities, DAndrea said.

At the Aug. 20 meeting of the
Evesham Township School District Board of Education, Director
of Curriculum and Instruction
Danielle Magulick who is also
the districts anti-bullying coordinator presented the public hearing for the districts annual self-assessment regarding grades for the
states Anti-Bullying Bill of Rights
law.
The bill, signed into in law in
January 2011, enhances and establishes clearer standards for the reporting, investigation, prevention
and creation of programs related
to harassment, intimidation and
bullying in school districts.

The also law requires that on

annual basis, districts undergo a
self-assessment, which is then reported to the public, approved by
the BOE and sent to the state.
Out of a possible score of 78, the
lowest any school in ETSD received was 74.
Scores are determined by examining eight different core elements, including HIB programs,
approaches or other initiatives,
training on the BOE-approved HIB
policy, other staff instruction and
training programs, curriculum
and instruction on HIB and related information and skills, HIB personnel, school-level HIB incident
reporting procedure, HIB investigation procedure and HIB reporting.
Theyre really related to programs, initiatives, trainings, personnel and then the actual reporting of incidences and the investigations that occur for each of
those, Magulick said.
Each of those core elements are
then broken down into multiple,
specific indicators. For example,
the HIB personnel section has
three indicators: making sure the
district has an anti-bullying coordinator, outlining how often that
specialist meets with school counselors and how often the school
safety team meets.
Each indicator across the eight
core elements can then receive a
score of zero to three. A score of
zero indicates a district did not
meet a requirement, a score of
one indicates partially meeting

a requirement, a score of two indicates meeting a requirement,

and a score of three indicates
exceeding a requirement.
With a total of 26 indicators, a
perfect score of three in all indicators would result in the assessments maximum score of 78.
As Magulick explained, the lowest any of the schools in the district scored were 74, with the highest being 78, meaning every single
score for an indicator was either a
two, meeting the requirements,
or a three, exceeding the requirements.
In most instances, its exceeding, because if you think about a
two, and you think about 26 indicators, thatd be 52 if they were
just meeting, Magulick said.
The lowest one is a 74, so in most
places theyre exceeding, and then
we have one or two areas where
theyre going to look to exceed the
following year.
With the scores to be submitted
to the state, the district will now
review and analyze the data.
Magulick said she will then
meet with principals and anti-bullying specialists at schools across
the district in September and discuss the scores from the previous
year as well as look for ways to improve.
Well come up with recommendations, and then those recommendations will actually go to the
principals and school counselors,
and then they turn those to their
school safety team, Magulick
said.
