General Safety Regulations


1 Purpose
The Regulations is hereby prepared to ensure personal safety, fire safety, equipment safety and
operation safety during AALRT production.

2 Scope
The Regulations is applicable to all the staff.

3 Basic principle
3.1 Personnel at all levels shall comply with the Regulations during production and service.
3.2 All departments shall observe not only the Regulations, but also relevant safety management
documents.
3.3 If there are conflicts between a document prepared by a department and the Regulations, the
document shall be submitted to Safety Department for review and record.

4 Safety rules for work and production places


4.1 Safety in each place shall be managed by clearly assigned persons.
4.2 Telephone lines, power lines, network lines, computer lines, etc. in each place shall be properly
secured.
4.3 Power sockets in each place shall be free from any damage and burn so as to ensure electricity
safety.
4.4 Unattended places shall, when no man is on duty, have computers, printers, drinking fountains, air
conditioners, lighting fixtures and other equipment irrelevant to production disconnected with power.
4.5 Items in each place shall be placed in order and items at heights shall be stacked in order to

prevent any injury by falling objects.
4.6 Item storage cabinets in each place shall be reliably placed. Heavy items shall be placed at lower
part and light ones at upper part. Drawer cabinets for storing heavy items shall be provided with
stopper to prevent any injury by falling objects.
4.7 Office appliances and tools in each place shall be placed in order so as to prevent puncture by
sharp items.
4.8 Each place shall be kept well ventilated to prevent disease transmission.
4.9 Each place shall be properly lighted to prevent visual impairment.
4.10 It shall be prohibited to use electric heater or open fire for heating.
4.11 It shall be prohibited to store inflammables and explosives without permission so as to prevent
fire.
4.12 It shall be prohibited to allow unauthorized persons to enter any workplace without permission.
4.13 It shall be prohibited to move, alter or remove protective devices and warning signs.
4.14 Combustible items shall be at least 50cm away from lighting fixtures.
4.15 Protective measures shall be provided where objects may fall from heights.
1)

For work at heights, safety belt shall be worn.

2)

For work at heights, tools must contained in tool bags to prevent falling tools from injuring

persons or equipment.
4.16 When handling items at heights, feet must tread on secured items.
4.17 It shall be prohibited to trigger equipment, electric switches, valves and various switch buttons
which are not operated by an operator itself.
4.18 When entering an unfamiliar place, one shall know hazardous factors in the place, pay attention
to ground conditions and equipment operation conditions and act according to indications of warning
signs so as to avoid any accident.

5 Occupational health and labor protection regulations

5.1 Where an employee diagnosed to be potentially exposed to an occupational disease during
physical examination, Safety Department shall be immediately notified.
5.2 PPE shall be worn and used according to standards and regulations, kept clean and operable and
inspected before used.
5.3 PPE beyond its service life or with damages and safety defects shall be requested for replacement
or repair and shall not be reused.
5.4 Safety helmet must be worn at such places as tunnels, sections, construction sites and trenches
where impact injury may happen and head may get an electric shock or when it is necessary to walk
under low parts, or building repair, equipment installation, electrical repair is in progress or it is
possible to collide with sharp and hard objects. The following considerations shall be paid attention to
when wearing a safety helmet:
1)

Adjust the adjustable strap at the back of the safety helmet as per your head size before wearing

the safety helmet, and securely tie the elastic strap in the safety helmet.
2)

Do not wear the safety helmet in an oblique manner and do not wear the safety helmet with the

brim at the back of your head.


3)

Tighten and securely tie the lower strap of the safety helmet below your jaw, with the degree of

tightness comfortable.
4)

Do not make holes in safety helmet body in use without permission.

5)

Regularly inspect safety helmet in use and immediately replace and do not continue to use if any

crack, concave, fissure, wear or otherwise is found. Discard any safety helmet, which is heavily
impacted and shows cracks, no matter it has damages or not.
6)

Never use any safety helmet without buffer layer internally.

7)

Do not take off your safety helmet and set it aside or sit on it during site operation.

8)

Inspect newly obtained safety helmet in respect of the following: whether or not there is evidence

and product certificate showing the manufacturing approval of labor department; whether or not there
is damage or uneven thickness; whether or not buffer layer, adjustable strap and elastic strap are
complete and operable; whether or not product specifications and technical properties comply with

operation protection requirements.
5.5 Any work carried out 2m (included) above the base level of falling height where object falling may
happen shall be regarded as work at heights. The safety belt must be properly worn when working at
heights, suspended parts, edges and holes. The following considerations shall be paid attention to
when wearing the safety belt:
1)

Before using the safety belt, inspect whether or not its straps are damaged, shackles have cracks

and circlips have good elasticity;


2)

If there is no fixed place for hanging the safety belt, use steel wire rope of proper strength or take

other methods, e.g. if there is OCS at heights, hang the safety belt on the OCS disconnected with
power. Never hang the safety belt on moving, sharp edged or unsecured objects.
3)

Hang the safety belt above the working plane for use, and never hang it below the working plane

for use.
4)

Securely hang the safety belt on fixed members or objects to prevent swinging or collision. Do

not knot straps and always maintain the hook hung on the connecting ring.
5)

Keep safety belt strap sleeves intact and stop using the safety belt if strap sleeves are damaged or

fall off.
6)

Never extend the safety belt for use without permission. Add buffers when straps at 3m or above

length are used and do not remove any component without permission.
7)

Before using the safety belt, carefully inspect whether or not each part is intact and safety belt

sewing part and hook twisted thread are fractured or damaged.


8)

After using the safety belt, properly maintain and keep it away from high temperature, open

flame, strong acid, strong alkali or sharp objects and do not store it in a wet environment.
5.6 Operators must wear working clothes when working:
1)

Firmly tie cuff when operating rotating machines;

2)

Special operators must wear special working clothes as per relevant protection requirements;

3)

Welding operators should wear light-colored or white canvas working clothes.

5.7 Operators must wear safety goggles when eyes may be injured by particles, debris, sparkles, heat

flow, dazzling light and fume produced during the operation, and must wear plain safety goggles when
carrying out metal cutting, concrete roughening and operating with hand grinder.
5.8 In special working environment, operators must wear appropriate protective shoes as per the nature
of working environment and shall not wear common shoes or protective shoes not complying with
protection requirements. Insulating shoes shall only be used within specified voltage ranges. Rubber
parts of insulating shoes (boots) shall be free from any damage and shall be subject to preventive test
once every half a year. Insulating shoes shall not be used as auxiliary safety appliance when
workplaces are immersed in water, oil, acid, alkali, etc.
5.9 Operators shall select gloves made with proper materials and easy to wear / remove in accordance
with work piece, equipment and operation conditions.
1)

When carrying out live line work, operators must wear insulating gloves;

2)

When exposed to acid and alkali products, operators shall wear acid and alkali resistant gloves.

3)

When exposed to mineral oil, vegetable oil and aliphatic solvent, operators shall wear oil resistant

rubber gloves.
4)

When operating drilling machines, milling machines, conveyors and mechanical components

which may cause nipping and squeezing hazards, operator shall not wear gloves.
5.10 In the workplace where average sound pressure is more than 85dB, operators must wear earplugs,
earmuffs and otherwise. For the construction in running tunnels, earplugs and earmuffs shall never be
used.
5.11 When handling, disposing and using irritative, corrosive and toxic substances, operators must
wear gloves, chemical protective clothes, acid and alkali resistant shoes, chemical safety goggles, antipoison respirators, safety mask and otherwise.
5.12 When exposed to free radiation, biological pathogen, harmful gas vapor, dusts and otherwise,
operators shall wear appropriate safety mask, dust mask, gas mask, safety goggles, protective clothes,
etc.
5.13 When operators may be poisoned due to injury, infection or penetration and absorption by skin
exposure, they shall wear impervious protective clothes, protective gloves, protective boots, protective

shoes, etc.

6 Depot operation safety


6.1 It shall be strictly prohibited to enter track zone and equipment house.
6.2 It shall be strictly prohibited to enter track zone wearing slippers, high-heeled shoes, shorts and
skirts.
6.3 It shall be strictly prohibited to get on / off running train.
6.4 It shall be strictly prohibited to sit, lie down, rest or stay in metro clearance.
6.5 Vehicle drivers shall drive vehicles strictly according to driving regulations.
6.6 It shall be strictly prohibited to wave green, yellow and red objects near depot lines.
6.7 Before going over depot crossings and lines before shed, one shall first stop, then observe and
finally go over.
6.8 When a train whistles at a crossing, all persons and vehicles shall wait 3m beyond the track zone.
6.9 When driving a motor vehicle at depot, drivers shall follow speed / height limit regulations.
6.10 Persons shall follow traffic regulations to avoid traffic accidents.

7 Operation safety regulations


7.1 Only those who hold relevant certificates are allowed to take posts.
7.2 No one shall work after drinking alcohol or while fatigue.
7.3 Operators shall wear PPE properly.
7.4 Operators shall operate as per work permit or work instructions.
7.5 Preparation meeting shall be held before carrying out any operation to clarify safety
considerations.
7.6 Safety protection shall be provided as per operation safety procedures.
7.7 Relevant approvals shall be obtained, such as hot work permit, temporary power supply approval,
dangerous operation approval.

7.8 Operations shall be commanded in a centralized manner. When multiple departments are involved,
commander shall be assigned as per AALRT relevant regulations.
7.9 It shall be strictly prohibited to command and operate against relevant rules and regulations.
7.10 Operation sites shall be cleared upon completion of any operation. When operating at track zone,
one shall verify that all persons and materials are cleared from the site.

8 Lifting operation safety regulations


8.1 Before lifting, operator must ring or alarm; during lifting, when approaching to any person,
operator must also ring or alarm intermittently.
8.2 Operators shall walk or go up / down through established safety walkways, special platforms or
escalators.
8.3 Warning lines shall be set or marked around lifting areas to prevent access of any irrelevant person.
While operating a bridge crane, operator must ring or alarm when there are persons on the ground or
when lowering lifted objects. Lifted objects shall never go over any person and shall not be
excessively high from the ground.
8.4 Repair bridge crane shall stop at a safety place, with power disconnected and "No Switching On"
warning sign suspended. Fences shall be set up and "Access Prohibited" signs shall be suspended.
8.5 In case of high wind of grade 6 or above, it shall be strictly prohibited to carry out open lifting.
8.6 It shall be strictly prohibited to stand below lifting arm.
8.7 When lifting objects, first inspect to verify that objects are bound securely, then try to lift 0.5m
above the ground to verify that it is safe to lift and finally lift objects. Pads shall be provided where
ropes may come into contact with sharp edges and corner.
8.8 Before lifted objects are fixed in place, operators shall not leave their posts. Operation shall not be
ceased when rigging is under stress or lifted objects are suspended.
8.9 When lifted objects are suspended, it shall be strictly prohibited to stay or pass below lifted objects
or lifting arm.

8.10 Before entering below suspended heavy objects, one shall first contact the driver and supporting
devices shall be provided.
8.11 Crane drivers must closely cooperate with commanders and observe signals given by
commanders. While operating, drivers must immediately observe emergency stop signals given by
anyone and shall not continue the operation before unsafe factors are eliminated.
8.12 Cranes may only vertically lift loads and shall not drag loads on the ground and shall not lift
loads laterally.
8.13 While working near live lines, cranes shall be kept safely away from live lines. While passing
track zones, cranes must have its lifting arm lowered.
8.14 Operators shall observe the following ten "no lifting" principles:
a)

No lifting when persons are standing on lifted objects or there are free standing objects;

b)

No lifting when overloaded;

c)

No lifting when signals are invisible due to dim light;

d)

No lifting for inflammables and explosives and otherwise;

e)

No lifting when cranes are inoperable or loads shake strongly;

f)

No lifting when steel wire ropes fail to meet safety requirements;

g)

No lifting for objects buried underground or solidified on the ground;

h)

No lifting for objects with center of gravity deviating excessively;

i)

No lifting for obliquely pulled objects;

j)

No lifting when lifted objects have sharp edges and pads are not provided.

8.15 While working, it shall be strictly prohibited to repair and adjust cranes.
8.16 When stopping work or having a rest, it shall be strictly prohibited to suspend lifted object in the
air.
8.17 When power failure happens suddenly while bridge cranes are working, switch handle must be
placed at "0" position. When lifted objects are not lowered or rigging is unhooked, it shall be strictly
prohibited to leave the cab.
8.18 After work is finished, lifting hook and lifting arm shall be placed at designated safe locations.

Bridge crane shall stop at designated location, with lifting hook raised, trolley stopped at either side of
the track, control handle placed at "0" position and power disconnected.

9 Electrical operation safety regulations


9.1 PPE (e.g. insulating gloves and insulating electrician shoes) shall be worn before beginning any
operation.
9.2 Safety and reliability of tools (e.g. electroprobes and ammeters) shall be carefully inspected before
beginning any operation.
9.3 When a fire alarm sounds, power shall be immediately disconnected and powder fire extinguisher
or sand shall be used to put out the fire. It shall be strictly prohibited to use water to put out the fire.
9.4 Unqualified personnel shall not be allowed to carry out any electrical operation. It shall be strictly
prohibited to connect electrical lines without permission.
9.5 It shall be strictly prohibited to carry out live line work without approval.
9.6 During operation, operators shall focus on the operation. Before electrical lines are determined to
be electrically neutral, they shall be regarded "live" and shall never be touched by hand. Instead, shall
be tested by special tools to avoid electric shock.
9.7 During the operation requiring complete or partial power disconnection, operation may be started
only after safety measures are taken, such as power disconnection, verification of live parts, setting up
barriers and suspending warning signs.
9.8 During operation, all electrical lines removed shall be properly treated and live line ends shall be
wrapped to avoid electric shock.
9.9 All wires and safety switches shall have capacities in compliance with specified standards. While
selecting switches, their capacities must be more than the total capacity of controlled equipment.
9.10 After work is finished, grounding wire shall be removed. Inspection shall be carefully carried out
before power connection test so as to check whether all requirements are met or not. Power connection
may be carried out only after all requirements are met and related personnel approve.

9.11 While selecting electrical equipment, only those may be selected that have passed national safety
certification.

10 Welding operation safety regulations


10.1 Before welding, welding site shall be inspected. Oxygen cylinders and acetylene cylinders shall
be at least 5m away from each other and shall be at least 10m away from welding point. Other
inflammables and explosives (including vessels and tubes producing inflammable and explosive gas)
shall not be stored within a range of 10m, and firefighting equipment shall be provided and sufficient
lighting and good ventilation shall be ensured.
10.2 During welding (including slag removal), all workers must wear working clothes, welding
gloves, safety goggles or masks. While welding with face up, welders shall button up collar, tie cuffs,
wear flash hider and shall not wear wet gloves.
10.3 Without prior approval, it shall be prohibited to weld pressure vessels, enclosed vessels, various
oil tanks, pipes and work pieces with inflammable gas and solution.
10.4 It shall be prohibited to place grounding neutral line of electric welding machine and welding
circuit on inflammables and explosives and connect them to pipes and machine tool equipment.
Welding circuit shall be well insulated and enclosure grounding must comply with safety regulations.
10.5 For work at height, safety belt shall be worn, protective facilities provided and watchman
assigned on the ground. Welding circuits shall never be wrapped around a person.
10.6 Weldment may be welded only after placed flatly and securely. It shall be prohibited to weld
work pieces being lifted by crane or being shoveled by forklift. Repair welding for all machines may
be carried out only when they are shut down. Welding site shall have enough activity space.

11 Forklift operation safety regulations


11.1 While traveling, fork bottom shall be 300~400mm from the ground.
11.2 While traveling, forks shall not be raised too high. When getting into / out of operation site or

when traveling, operator shall pay attention to whether there are obstructions overhead or not so as to
avoid scratches and collisions.
11.3 After unloading, fork shall be lowered to normal position before traveling.
11.4 While turning, if there are pedestrians or vehicles nearby, signals shall be given and a sudden turn
at high speed shall be prohibited.
11.5 While traveling down a slope, it shall be prohibited to stop the engine and let the forklift coast
down the slope; while traveling down a slope with loads, the forklift shall be driven in reverse.
11.6 Generally, it shall be prohibited to brake suddenly while traveling with loads.
11.7 Forklift must travel at limited speed regulated for depot and keep a safe distance between front
vehicles.
11.8 While a forklift travels, its loads must be stacked at the lowest position so as not to obstruct
forklift traveling and forklift mast shall tilt backward properly. Loads shall not be raised except for
stacking or loading. Loads height shall not block driver's sight. While handling huge objects and
driver's light is blocked, then the forklift shall be driven in reverse.
11.9 Forklift steering is controlled by its rear wheels, therefore, rear amplitude of oscillation must be
paid attention to at any time so as to avoid the problem that beginners often take sudden turns while
driving forklift.
11.10 It shall be prohibited to take a turn on a slope or drive across a slope. While forklifting objects,
the spacing between the two forks shall be adjusted as needed to balance loads on the two forks and to
avoid deflection. Objects shall have one side lean against the holder. Forklift weight shall comply with
relevant regulations.
11.11 While loading or unloading objects, brake must be used to brake the forklift.
11.12 It shall be prohibited to forklift goods at high speed or to knock fork head against hard objects.
11.13 It shall be prohibited to stand on the working forklift.
11.14 It shall be prohibited to stand near the forks of the working forklift so as to avoid any injury due
to falling goods.
11.15 It shall be prohibited to raise persons to work at height so as to avoid any falling accident.

11.16 It shall be prohibited to use braking inertia to roll objects.
11.17 It shall be prohibited to use single fork.
11.18 It shall be prohibited to overload.

12 Hand-held electric tool operation safety regulations


12.1 For general places, Class II hand-held electric tools shall be used and equipped with leakage
protectors with rated electric shock operating current of not more than 15mA and rated actuation time
of less than 0.1s. If Class I hand-held electric tools are used, zeroing protection must also be carried
out. Operators must wear insulating gloves, insulating shoes or stand on insulating pads.
12.2 While working at wet places or on metal structures, Class II hand-held electric tools must be used
and equipped with splash-proof leakage protectors. It shall be prohibited to use Class I hand-held
electric tools.
12.3 For narrow places (e.g. in boiler, metal vessels, ground trenches and pipes), Class III hand-held
electric tools with isolating transformers should be used; if Class II hand-held electric tools are used,
they must be equipped with splash-proof leakage protectors. Isolating transformers or splash-proof
leakage protectors shall be installed outside the narrow places and shall be monitored while they are
working.
12.4 Load lines of hand-held electric tools must be weatherproof flexible copper cable with rubber
sheath and shall not have joints. It shall be prohibited to use plastic flexible cord.
12.5 For machines and tools with blades, blades shall be kept sharp and intact and shall be installed
correctly, securely and reliably.
12.6 For machines and tools with grinding wheels, flexible pads between grinding wheels and adapters
shall be inspected and shall be installed securely; nuts shall not be too tight. It shall be prohibited to
use grinding wheels that are damp, deformed, cracked, broken and edge damaged and that have
contacted with oil and alkali. It shall also be prohibited to dry damp grinding wheels and then use
them without permission.

12.7 While working at wet places or at good conductive places where there are metal structures,
pressure vessels, pipes, etc., double-insulated or reinforced insulation electric tools must be used.
12.8 For motors and electrical apparatus with non-metal enclosures, they shall not be pressed or
damped when stored or used and shall not contact with gasoline and other solvents.
12.9 Inspection prior to operation shall meet the following requirements:
1) Enclosures and handles have no cracks or damages;
2) Flexible cables, cords, plugs, etc. are intact; switch movement is normal, zeroing protection
connection is correct, secure and reliable;
3) Protective covers of all parts are complete and secure; electric protection devices shall be reliable.
12.10 After machines and tools are started, they shall run without load and shall be inspected to verify
that linkage is flexible. While working, force shall be applied evenly and shall not be applied
excessively.
12.11 It shall be prohibited to overload. While working, sound and temperature rise shall be paid
attention to so as to immediately stop for inspection in case of any abnormality. When machines and
tools run for a long time and temperature rise is more than 60, they shall be stopped for natural
cooling before running again.
12.12 While working, hands shall be kept off blades, molds and grinding wheels, which shall be
repaired or replaced once found blunt or damaged before running again.
12.13 Rotating machines and tools shall not be left unattended.

13 Lathe operation safety regulations


13.1 Before startup, guide rail, lead screw and other friction parts shall be lubricated and safety
protection devices shall be inspected to verify that they are complete and secure.
13.2 Before working, control handle shall be inspected to verify that it is placed at neutral position.
13.3 It shall be prohibited to operate lathe with gloves. Operators with long hair must wear working
hats and put hair in hats.

13.4 Safety goggles must be worn when lathing metal work pieces.
13.5 Lathe shall not be started before work pieces and tools are not tightened.
13.6 Before working, lathe shall run without load for 3~5 minutes to inspect whether each driving part
and running part is operable or not.
13.7 Motor shall be stopped when disassembling work pieces or leaving the lathe.
13.8 Operators shall not place tools, measuring tools and otherwise on working platform and other
smooth surfaces.
13.9 Lathe shall not be shut down when cutting blades are not separated with work pieces.
13.10 Operators shall not leave their posts without permission. If it is necessary to leave, they must
shut down lathe and disconnect power.
13.11 In case of sudden power failure, lathe switch and power switch shall be opened before leaving.
13.12 In case a lath fails or runs abnormally, it shall be immediately shut down, with power
disconnected, and shall not run again before reasons are found and troubleshooting is performed.
13.13 After work is finished, guide rail, lead screw and other smooth surfaces of lathe shall be cleaned
and coated with lubricating oil for anti-rust protection.
13.14 After work is finished, lathe switch shall be opened.

14 Milling machine operation safety regulations


14.1 Before working, drilling machine electrical, mechanical and lubricating systems shall be
inspected.
14.2 Before working, each point shall be lubricated as per milling machine lubrication diagram.
14.3 Before working, control handle shall be placed at neutral position.
14.4 It shall be prohibited to operate milling machine with gloves. Operators with long hair must wear
working hats and put hair in hats.
14.5 Milling machine shall not be started before work pieces and tools are not tightened.
14.6 Before working, milling machine shall run without load for 3~5 minutes to inspect whether each

driving part and running part is operable or not.
14.7 Milling machine shall not be shut down when milling blades are not separated with work pieces.

leaving.

15 Drilling machine operation safety regulations


15.1 Before startup, safety protection devices shall be inspected to verify that they are complete and
secure and each point of drilling machine shall be lubricated as per lubrication instructions.
15.12 Before working, it shall be inspected whether there is foreign matter on workbench or not so as
to protect drilling floor from damage and avoid accident, inspect whether main spindle box is clamped
tightly on the column or not and inspect whether main spindle sleeve can raise / lower normally or not.
15.3 It shall be prohibited to operate drilling machine with gloves. Operators with long hair must wear
working hats and put hair in hats.
15.4 It shall be prohibited to start drilling machine when work pieces are not compressed tightly.
15.5 Before working, drilling machine shall run for 3~5 minutes at low speed to verify that lubricating
and electrical systems work normally.
15.6 Special tools shall be used to remove iron chippings and blowing with your mouth shall be
strictly prohibited.

15.7 It shall be strictly prohibited to use your hands to hold work pieces for drilling.
15.8 Bolts shall be compressed tightly, nuts shall not be slipped and pressing plates shall be smooth
and free from cracks.
15.9 Drilling bit shall not be wrapped with long iron chippings.
15.10 Operators shall not leave their posts without permission. If it is necessary to leave, they must
shut down drilling machine and disconnect power.
15.11 In case of sudden power failure, drilling machine switch and power switch shall be opened
before leaving.

16 Grinder operation safety regulations


16.1 Before startup, it shall be carefully inspected whether or not grinding wheels are installed
correctly and securely and are free from any crack or damage.
16.2 It shall be inspected whether safety protective covers meet relevant regulations or not.
16.3 The rotation direction of grinding wheels shall be same with arrow pointing direction.
16.4 While working, safety goggles shall be worn to avoid eye injury.
16.5 Grinders shall be kept clean, shall not have oil stains and shall not grind soft metal or non-metal.
16.6 After startup, grinders may be used only after grinding wheel rotating speed becomes normal.
While grinding work pieces, work pieces shall be slowly fed to grinding wheels, force shall not be
applied excessively or grinding wheels shall not be collided.
16.7 While grinding work pieces, close attention shall be paid to noise, vibration and other conditions
of grinder; if any abnormal condition is found, grinder shall be shut down immediately.
16.8 Operators shall not leave their posts without permission. If it is necessary to leave, they must shut

17 Hack sawing machine operation safety regulations


17.1 Before startup, each lubricating oil sump, cup and hole shall be filled with 20# machine oil and
1# compound calcium grease.
17.2 Rack shall be inspected; sawtooth shall be at the direction of hacksaw frame. It shall be observed
whether rear end of saw bow automatically returns to rise or not after being touched.
17.3 Adjustable post shall be inspected so that its supporting ram position is slightly lower than front
position so as to prevent rack from failing and saw bow from destroying machine tool.
17.4 Before working, hack sawing machine shall run without load for 3~5 minutes so as to observe
whether or not rotating direction is correct, bearing runs too hot and saw bow ram is stable and
flexible. Spin valve handle shall be respectively turned to "Deactivate", "Lower", "Raise" and "Slow"
position so as to observe whether it runs stably and normally at each position.
17.5 Before sawing, work pieces shall be clamped tightly, stably and reliably and cooling switch shall
be closed to cool saw blade.
17.6 Operators shall not leave their posts without permission. If it is necessary to leave, they must shut
down hack sawing machine and disconnect power.
17.7 In case of sudden power failure, hack sawing machine switch and power switch shall be opened
before leaving.
17.8 In case a machine tool fails or runs abnormally, it shall be immediately shut down, with power
disconnected, and shall not run again before reasons are found and troubleshooting is performed.
17.9 After work is finished, ram shall be raised and post shall be supported securely.

18 Hydraulic bending machine operation safety regulations


18.1 Operators shall not wear long hair, loose clothes and jewelry (including rings).
18.2 Before working, it shall be inspected whether or not oil indicator indicates correctly, oil quality is
acceptable, oil circuit is smooth and hydraulic system is good and reliable.
18.3 Before working, it shall be inspected whether or not safety protective devices of hydraulic
bending machine are secure and complete.
18.4 Before working, it shall be inspected whether or not shears are free from obstructions and
clamping nuts are loose.
18.5 Before startup, power switch shall be closed first, then bending machine switch shall be closed
and finally photoelectric protective device shall be turned on.
18.6 After startup, bending machine shall run without load after driving mechanism runs normally, so
as to verify that each part runs normally. Then light in protective area shall be shielded for carrying out
no-load test, when bending machine shall not be able to act. Next processing operation may be carried
out only after photoelectric protective device is confirmed to work normally.
18.7 Bended sheets shall be placed in the middle of the bending machine.
18.8 When it is necessary to operate the bending machine by two operators, one operator shall be
responsible for commanding.
18.9 Operators shall not leave their posts without permission. If it is necessary to leave, they must shut
down hydraulic bending machine and disconnect power.
18.10 In case of sudden power failure, hydraulic bending machine switch and power switch shall be
opened before leaving.

19 Combined punching and shearing machine operation safety regulations


19.1 Before working, hydraulic oil tank and lubricating parts shall be inspected to verify they have
enough oil and shall be filled with oil as per lubrication diagram.
19.2 Before working, good electrical insulation and grounding must be ensured.
19.3 Before working, it shall be inspected whether or not safety protective devices are complete and
intact and are installed correctly and reliably.
19.4 Before working, it shall be inspected whether blade spacing is proper or not and when necessary,
it shall be adjusted.
19.5 Before working, it shall be inspected whether or not shearing tool and punching mold are intact,
secure, reliable and free from breakup.
19.6 Before working, it shall be inspected whether or not main components, parts and fasteners are
abnormally loose.
19.7 It shall be prohibited to stretch hands and tools into protective cover.
19.8 Punching and shearing shall not be carried out at the same time.
19.9 Each lubricating point shall be filled with oil depending on its running duration so as to prevent
damage of friction surfaces.
19.10 Operators shall not leave their posts without permission. If it is necessary to leave, they must
shut down combined punching and shearing machine and disconnect power.
19.11 In case of sudden power failure, combined punching and shearing machine switch and power
switch shall be opened before leaving.
19.12 In case a combined punching and shearing machine fails or runs abnormally, it shall be
immediately shut down, with power disconnected, and shall not run again before reasons are found
and troubleshooting is performed.
19.13 After work is finished, combined punching and shearing machine switch shall be opened.

20 Single-column adjusting press-assembly hydraulic press operation safety regulations
20.1 It shall be inspected whether or not equipment and workplace is clean, equipment body,
workbench, guide rail and other main sliding surfaces are free from obstructions and foreign matters.
20.2 Handles, valves, rods of operating mechanism and main components and parts (sliding block,
hammerhead and blade carrier) shall be inspected.
20.3 It shall be inspected whether or not safety protective devices (protective cover, limit switch, limit
stopper, electrical grounding and safety device) are complete and intact and are installed correctly and
reliably, and distribution box, oil tank and gearbox covers are closed.
20.4 It shall be inspected whether or not lubricating parts (oil sump, tank and cup, guide rail and other
sliding surfaces) and hydraulic oil tank have enough oil mass. Oil shall be filled as per approved
lubrication diagram.
20.5 It shall be inspected whether or not main components, parts and fasteners are abnormally loose.
20.6 Before working, the machine shall be jogged and then run without load for 3~5 minutes to
inspect whether or not operating devices, safety protective devices (braking, reversing, interlocking,
limiting and safety devices) and indicating devices (indicating meters and indicating lamps) work
sensitively, correctly and reliably, all parts act coherently, oil feed is normal, lubrication is good,
machine runs without abnormal sound, vibration, temperature rise, odor and fume. Work may be
started only after all conditions are confirmed normal.
20.7 While correcting or pressing work pieces, work pieces shall be places at the center of the pressing
head. Oblique pressing shall not be allowed.
20.8 When regulating speed, replacing mold / blade, cleaning or repairing the machine, the machine
shall be shut down and power and gas sources shall be cut off.
20.9 While working, it shall be prohibited to remove safety protective devices and open distribution
box, oil tank and gearbox covers without permission.
20.10 Operators shall not leave their posts without permission. If it is necessary to leave, they must
shut down single-column adjusting press-assembly hydraulic press and disconnect power. In case of

sudden power failure, single-column adjusting press-assembly hydraulic press switch and power
switch shall be opened before leaving.
20.11 In case a single-column adjusting press-assembly hydraulic press fails or runs abnormally, it
shall be immediately shut down, with power disconnected, and shall not run again before reasons are
found and troubleshooting is performed.
20.12 After work is finished, single-column adjusting press-assembly hydraulic press switch shall be
opened.

21 Hydraulic gate-type shearing machine operation safety regulations


21.1 Operators shall not wear long hair, loose clothes and jewelry (including rings).
21.2 Before working, it shall be inspected whether or not safety protective devices of hydraulic gatetype shearing machine are secure and complete.
21.3 Before working, oil shall be filled as per lubrication regulations and it shall be inspected whether
or not oil quality is acceptable, oil amount is enough, oil circuit is smooth and fastening bolts and
foundation bolts are loose.
21.4 It shall be inspected whether or not hydraulic oil tank has enough oil amount. After oil pump is
started, it shall be inspected whether or not valves and pipelines leak and pressure meets relevant
requirements.
21.5 When several operators are operating the machine, a person shall be specially designated for
commanding.
21.6 When shearing, pressing device shall firmly compress sheets and shearing shall not be carried out
otherwise.
21.7 While feeding the shearing machine, it shall be prohibited to stretch your hands below the
pressing plate. While shearing short plates, the plates shall be compressed by iron sheet additionally,
and fingers shall be 200mm away from shearing blade.
21.8 Operators shall not leave their posts without permission. If it is necessary to leave, they must shut

down hydraulic gate-type shearing machine and disconnect power. In case of sudden power failure,

shut down, with power disconnected, and shall not run again before reasons are found and
troubleshooting is performed.
21.10 After work is finished, hydraulic gate-type shearing machine switch shall be opened.
