1.0 CONTEXT
Various Institutes affiliated to Board conduct examinations of Board. For
smooth and hassle free conduct of examinations, Board has issued
Norms, procedures and Instructions, from time to time. They have been
compiled herein in the form of instructional manual, for ready availability to
those managing the examinations.
2.0 OBJECTIVES:
The main objectives of instructional manual are to:
2.1 Help achieve desirable accuracy, enhance quality and increase
reliability in the conduct of the examinations.
2.2 Maintain consistency and uniformity in examination work.
2.3 minimize the chances of lapses in the examination work.
2.4 Monitor the process of conduct of examinations at various
examination centers.
2.5 Establish credibility of procedure by spreading awareness amongst
all concerned.
2.6 Define the accountability of the officers and supporting staff of the
Board Institutes, in the conduct of examinations.
3.0 CONCEPTUAL FRAMEWORKS:
3.1 Regional offices would hold meetings of the officers-in-charge in the
region to discuss the quality parameters of examination work and
make them aware about their role and responsibilities.
Board shall widely circulate the manual among all Institutes.
Principals and heads of Institutes would insist on and internalize the
provisions laid down in the manual by routinely referring to and
adopting the same. The importance of accuracy, quality and reliability
in the conduct of examination work shall be oft repeated and
inculcated on the staff.
4.0 PROCEDURE OFCONDUCT OF EXAMINATIONS.
4.1 The Secretary would appoint Principals of selected polytechnics as
Chief Officer-in-charge of distribution / examination centers.
4.2 The chief officer-in-charge, in turn, shall appoint necessary officer-incharge for distribution and examination work. He would also appoint
examination supervisors and supporting staff as per the norms of
Board.
4.3 The officers and staff engaged in examination work shall be made
aware of the rules, regulations, norms and guidelines for the conduct
of examination and importance of accuracy, quality, confidentiality
and reliability in examination work.
4.4 Qualified and experienced officers and supporting staff shall be
appointed for the conduct of the examinations.

6.0 DEFINITIONS
6.1 Distribution Center
The Institute selected for keeping custody of question papers during
the period of examination and for distributing the question papers to
other examination centers as per the procedure laid down by the
Board.
6.2 Examination Center
The Institute selected for providing facility to examinees for
appearing in theory examination. The examination center may be the
examinees own Institute or any other Institute allotted by the Board.
6.3 Connected Center
The Institute whose examinees are granted examination center is
defined as connected center. The connected center and examination
center may be one and the same Institute. However, this is not an
essential condition. In case, examination center and the connected
center are different Institutes, the theory examinations of the
examinees of connected center shall be held at examination center.
However, the examinations other than theory shall be conducted at
connected center itself, unless otherwise specified by the Board.
7.0 PROCEDURE FOR APPOINTMENT OF AN INSTITUTE AS
DISTRIBUTION CENTER OR EXAMINATION CENTER
7.1 The regional offices shall recommend the Institutes in their respective
regions, to be designated as Distribution center, connected center
and Examination center.
7.2 Board shall issue region wise orders appointing the principals of the
Institutes designated as distribution centers, as Chief officer-incharge and further, authorize him to make appointments of Officer-incharge, Distribution center, Officer-in-charge Examination center and
other supporting staff as per the norms of Board.
7.3 Board shall also appoint:
7.3.1 Principals of selected polytechnics as Enquiry Officers for
processing the cases of malpractice.
7.3.2 Principals of selected polytechnics as Vigilance Officers to
inspect and ensure that the examinations are conducted
according to the prescribed procedures, in an environment
which would discourage the tendency of misbehavior and
malpractice.
7.4 Board shall issue appropriate orders for dispatch of written answer
books to various Regional Assessment Centers.
8.0 MODES OF APPOINTING CONTROLLER OF EXAMINATIONS
Controller of examinations may be appointed by one of the following
modes:
8.1 Daily Distribution Mode:
This requires the controller to perform daily journey to the
examination center and back for daily distribution and is

examination.
9.2.2 The controller shall receive the sealed question paper packets
as per instructions of the Board from the distribution center
and give receipt in duplicate, for having received the packets
in sealed and intact condition. The receipt should duly indicate
number and other relevant details of the question paper
packets, date and time of receiving the packets and signature
of the controller.
9.2.3 The controller of examination shall carry all question paper
packets to the examination center and store them in safe
custody provided there. The Institute of the examination
center shall make all arrangements for the above transport by
a four-wheeler vehicle and the safe custody of question
papers. If the examination center is unable to provide
adequate security and safety arrangements, the question
papers shall be stored at the nearest police station. The safe
transport of the question paper packets to the police station
and back shall be the joint responsibility of the Officer in
charge, Examination and the resident Controller of
Examination. The Institute of the examination center shall
bear all expenses for such arrangements. (However, the
custodial arrangements of the written answer books shall be
the sole responsibility of the institute.)
9.2.4 The controller of examination shall reach the center of
examination, along with the sealed packets of question papers
one day before the commencement of the examination.
9.2.5 The Officer-in-charge of examination centre shall give receipt
in duplicate to the controller of examinations in the prescribed
form, for having received the question paper packets in sealed
and intact condition. The receipt should duly indicate number
and other relevant details of the question paper packets, date
and time of receiving the packets and signature of the officerin-charge.
9.2.6 The resident controller of examination shall supervise the
conduct the examination at the center and bring back the
sealed packets of written answer books to the distribution
center as per instructions of the Board.
9.3 In the event of an emergency, the controller of examination shall take
logical and judicious decision/s which shall be binding on the
institution (exam centre) and inform regional office and Board
accordingly.
10.0 SAFETY OF QUESTION PAPERS
10.1 The Institute of a Distribution Center (DC) / Examination Center (EC)
shall provide exclusive and separate room/s for use as (i) DC and (ii)
EC.
10.1.1 The EC should be close to the examination halls. It shall be
daily locked at the end of the day and duly sealed with the
paper seal signed by the Officer-in-charge.
10.1.2 The DC shall be daily locked at the end of the day and duly
sealed with cloth and sealing wax on the lock. In addition, a
paper seal would also be affixed on to the door with the
signature of the Officer-in-charge of the DC.
10.1.3 The Distribution centre Officer-in-charge or Officer-in-charge
Exam center as the case may be, shall keep all the keys of
the control room and the cupboard/s holding question paper
packets, in his possession.
10.1.4 At distribution centers or examination centers with residential
mode of Controller of Examination, the Institutes shall
arrange for round the clock police protection / security
adequate for safety of question papers and written answer
books stored therein.

After the end of the examination, the question paper packets shall
be sealed and handed over to the officer-in-charge, examination

The opened and later sealed question paper packets, containing
unused question papers at the end of the examination and the
unopened packets shall be kept at the examination center, till
further orders from Board.
The Principal/officer-in-charge shall keep all above-mentioned
question paper packets in his safe custody till further orders from
Board.

These stacks shall be handed over to the block supervisors who
shall carry them to the examination hall/s and shall distribute one
answer book (two, if there are two sections) to each examinee, at
the appointed time, but not earlier than 10 minutes before
scheduled commencement of the examination.
The block supervisor shall verify each examinees examination seat
number, signature and identity from the mandatory documents viz.
proper hall ticket, valid examination fee receipt and institutional
identity card and then sign the answer book, in the space provided
for this.
The block supervisor shall note down the printed serial number of
answer book issued to the examinee and take examinees
signature in the designated columns in the attendance sheet.
The officer in charge/examination supervisor shall collect the
undistributed answer books (along with unused question papers)
from each examination block, immediately, 30 minutes after the
commencement of examination.
The block supervisor shall complete all formats prescribed by
Board.
Block supervisor shall issue supplement to the examinees on
demand for use as supplementary answer book. The examinee
shall write the requisite information on the face sheet. The
supervisor shall verify the seat number and sign at the appointed
place on the face sheet, every time a supplement is issued. He
shall note down the printed serial number of the supplement in the
designated column of attendance sheet.
Block supervisor shall maintain proper account of all answer books
and supplements received and issued to the examinees in the
prescribed format. (Format No. 5)
Block supervisor shall return all unused answer books (if any),
supplements and other examination stationery to the officer-incharge at the end of the examination
The unused answer books / supplements shall be used again for
next session of examination after taking due entry in the register of
answer book account, (as per format 11)

The officer in charge / supervisor of examination shall verify the
serial numbers, seat numbers and attendance record and also tally
total number of examinees that have appeared for a code number
of the subject, with the number present plus the number absent.
The written answer books shall be packed (after masking them,
where required) and then sealed immediately after the session of
the examination is over. While packing the answer books following
care shall be observed.
19.4.1 The answer books shall be checked block-, subject-,
question paper code- and branch-wise and only after
thorough checking, they shall be packed in brown paper
and tied using strong thread.
19.4.2 Copy of attendance report showing record of present and
absent examinees, number of answer books and
supplements used by examinees and two copies of
question papers shall be kept in the packet.
This packet shall then be packed in cloth bag of appropriate size.
This cloth bag shall then be sewn with strong thread. It shall then
be duly sealed along the seams, using sealing wax. In rainy
season, the above packed cloth bags shall further be effectively
wrapped with plastic sheet.
A packing slip (as per format 6) giving details such as name of
examination center, date and time of examination, course, year,
master code, subject name, code number of subject, number of
answer books in each packet, time & date of sealing, signature of
sealing supervisor, signature of officer-in-charge of examination,
signature of controller of examination, shall be pasted on the sealed
cloth bag. All details in the above packing slip shall also be written
on the opposite face of the cloth bundle, using a permanent marker
pen.
At a Distribution Centre, the controller of examination / the officerin-charge of examination center (as the case may be) shall hand
over the sealed packets of answer books to the officer-in-charge
distribution center, at the end of the examination on each day. At
the examination centre with residential controller of examination,
the custody of the sealed packets of the written answer books shall
remain with the Officer-in-charge, examination centre. The
residential controller shall affix the signed paper seal on the
cupboards along with that of the Officer-in-charge, examination. He
shall hand over the sealed packets of the written answer books to
the Controller of examination for delivering them to the distribution
centre on the day as per the schedule of the Board. These packets
shall be kept in safe steel cupboards and separate from the
question paper packets. All the relevant keys shall be kept with the
Officer in charge, distribution center / examination centre, as the
case may be. Paper seals shall be duly affixed on the cupboards

21.8.6 The examiner shall sign at the bottom of the mark sheets
and write his name in CAPITAL LETTERS.
21.9 IMPORTANT DONTS
21.9.1 No adhesive tapes, transparent or otherwise shall be used
anywhere on the mark sheet.
21.9.2 Examiner shall not scratch the remaining blank space on
the mark sheet, by drawing any lines.
21.9.3 Use of correcting fluid on mark sheets is strictly prohibited.
21.9.4 he marks sheets are scanned for processing the result and
therefore, they shall not be folded, but inserted and kept in
the envelopes supplied by Board. They shall be handed
over in these envelopes, to the authorities concerned.
21.10 Guidelines for Handling Examiners Mark-Sheets
Procedure for handling theory and practical examination mark
sheets, to maintain proper and smooth flow.
21.10.1 Board shall hand over the pre-printed theory and practical
mark sheets to regional offices, for distribution to Institutes
along with the envelopes for keeping them without folding.
21.10.2 The Institute shall check serial sheet numbers of mark
sheets issued to them by regional office and also ascertain
that it has received all of the required mark sheets. The
Institute shall report discrepancies, if any, immediately to
the regional office.
21.10.3 The Institute shall enter the proper codes (as per 21.8)
where applicable in the theory mark sheets given by the
Board.
21.10.4 The theory mark sheets shall be kept in specially supplied
envelopes. In these packets no other documents shall be
kept. In no case mark sheets shall be folded. Details of the
mark sheets kept in envelop shall be super scribed on it.
21.10.5 The Institute / examination centre shall hand over theory
mark sheet packets to the distribution center while handing
over the written answer book packets. The distribution
center, in turn, shall hand over these packets to RAC in
sealed condition, without folding them.
21.10.6 The mark sheet envelopes should be securely closed
without using the sealing wax. The officer-in-charge shall
sign over the joints of envelopes and transparent adhesive
tape shall be affixed over his signature.
22.10.7 On receiving the mark sheets in the RAC, the officer-incharge, RAC, shall ascertain that the mark sheets have
been received in unfolded condition, there is no overwriting
and that the sheet numbers of the mark sheets mentioned
therein tally with the mark sheet numbers mentioned on
the corresponding answer book bundle.
21.10.7a Any wrong entry of marks shall not be
corrected using
correcting fluid. Wrongly
entered marks along with seat number of the
examinee shall be struck off by a single
horizontal line drawn across the digits. The

26.1 In case an examiner is unable to work, he shall inform so and the
reasons therefor, to the regional office/Board and the Principals of
the Institute at which the appointment was proposed and his own
Institute.
26.2 If an examiner attracts the provisions for disqualification and his
consequent inability to work as examiner, he shall inform so to the
regional office.
26.3 Once the appointment is communicated, the examiner and the
institute concerned shall mutually finalize suitable dates for
conducting the examination, in case the Board has not already
fixed the schedule. The Principal shall suitably communicate the
schedule of such examinations to the students and examiners.
26.4 The Principal of appointee examiners Institute shall verify the
eligibility of the appointee examiner and if eligible, permit and
relieve him for the related examination work. The absence of such
staff, for the assigned examination work, shall be treated as duty
period.
26.5 In case of the appointee examiners non-availability, for any reason,
the principal of the institute at which the appointment was made,
shall immediately contact the Regional Office for appointment of a
substitute examiner. In case, the principal is unable to access the
Regional office, he shall approach the Principal of the nearest
Government or Government Aided Polytechnic for the same. The
Principal of Government / Government aided Polytechnic shall duly
appoint under intimation to Regional office, substitute examiner
preferably from his Institute or choosing suitable person/s from
other nearby institutions. If he is unable to make the substitute
arrangement, he shall report the matter to the regional office, which
shall then make the alternative arrangement.
26.6 Institutes are prohibited from making any direct appointments of
external examiners. The Board shall neither accept directly
appointed external examiners nor the marks allotted by them.
26.7 The internal examiner shall keep ready the duly completed formats
related to the continuous assessment as contained in the prevailing
version of the Curriculum Implementation and Assessment Norms
(CIAAN) Manual or any other prescribed format. He shall present
the same to the external examiner who shall verify and ascertain
that the process of continuous assessment as prescribed in CIAAN
has been duly followed and validate the formats by signing them.

allotted place .If examinee refuses to comply and keep
away such material; the supervisor shall immediately bring

7.1.3 Verify and ensure that each examinee is sitting at a place
meant for him.
7.1.4 Distribute an answer book to each examinee, appearing
for examination.
7.1.5 Receive the question papers from the officer-in-charge or
the examination supervisor.
7.1.6 Distribute appropriate question paper to each examinee at
the start of examination that shall be indicated by ringing
bell and verify that each examinee has received question
paper of his course, semester/year and master. In case
there is any error the same should be brought to the notice
of officer-in-charge and controller of examination.
7.1.7 Instruct all examinees in the block to write their
examination seat numbers on their question papers. He
shall also instruct the examinees not to write anything else
on the question paper except the seat number.
7.1.8 Instruct the examinees that writing anything else, other
than the appropriate seat number, would be treated as
malpractice.
7.1.9
Not permit any examinee to leave the examination hall,
before 30 minutes from start of examination. Further, he
shall not permit any examinee leaving the examination
hall before the end of the examination to take away the
question paper. He shall collect such question paper and
handover it to the officer-in-charge for returning it to the
examinee after the examination is over.
7.1.10 Verify the fee receipt, hall ticket, and identity card of all
examinees appearing for examination in the block and
make sure that only the genuine examinee appears for
examination. In case of slightest doubt, the matter should
be brought to the notice of officer-in-charge who shall
further investigate the matter and take further necessary
action, as per the guidelines of Board.

RESPONSIBILITIES OF DISTRIBUTION CENTRES, EXAMINATION
CENTRES, AND CONNECTED CENTRES
DEFINITIONS
1. DISTRIBUTION CENTRE
The institute selected for the custody and storage of question papers
during the period of examination and for distribution of the question
papers to the connected examination centres following the procedure
laid down by the Board is defined as Distribution Centre.
2. EXAMINATION CENTRE
The Institute selected for providing facility to students for appearing for
theory examination is defined as Examination Centre. The examination
centre may be the students own Institute or any other Institute selected
by the Board or Regional office.
3. CONNECTED CENTRE
The Institute whose examinees are granted examination centre
elsewhere is defined as Connected Centre. The connected centre and
examination centre may be one and the same Institute; however, this is
not an essential condition. In case examination centre and the
connected centre are different institutes then the theory examination is
held at examination centre. However the examinations other than the
theory examination shall be conducted at connected centre unless
otherwise specified by the Board.
An examination centre scheduled to receive its question papers from a
Distribution Centre is also defined as Connected Centre.

INSTRUCTIONS TO EXAMINEES
A. General instructions:
1. The examinee is expected to be present at the examination
centre10 minutes before the commencement of examination.
1. No examinee shall be admitted to the examination hall after 30
minutes of commencement of the examination.
2. The examinee shall have the proper hall ticket , fee receipt and
the valid institutional identity card for producing when demanded,
without which he/she shall not be eligible to appear for the
examination.
3. Examinees are not permitted to leave examination hall in the
initial 30 minutes and last 10 minutes of the paper duration.
4. A bell will be sounded 10 minutes before the commencement of
the examination after which the examinees are allowed to enter
the examination hall/s.
5. Next ringing of the bell shall announce the commencement of the
examination.
6. A warning bell will be sounded 10 minutes before the close of the
examination .Examinees shall tie the supplements and
enclosures to the main answer book and be ready to hand over it
to the invigilator at the ringing of the final bell announcing the end
of the examination.
7. Exchange of answer books, supplements, calculators and
drawing instruments etc. among the examinees is strictly
prohibited.
8. Procession of any arms, weapons, etc. in the examination hall or
at the examination center by the examinee is strictly prohibited.
B. Instructions regarding writing answer books:
1. The examinee shall check the answer book issued to him for loose
sheets or improper printing etc. and if found so he shall get it
changed before commencing to write the answers.
2. The examinee shall enter the requisite information on the face
sheet of the answer book properly before commencing to write
the answers.
3. Start each answer on a fresh page and write question number at
the beginning of each answer. Do not write anything in the margin

of answer book.
4. Use only blue or black ink pen to write answers. If there is change
in ink, it shall be got attested by the supervisor/invigilator.
5. Do not leave blank page/s between the answers. If a page is left
blank inadvertently, write Please Turn Over (PTO). Answers
written beyond a blank page may not be assessed.
6. The examinee shall use separate answer book for each section,
where there are sections in question paper.
7. Do not write your name or examination seat no. or any
objectionable matter anywhere inside the answer book. If any
answer requires name or signature, write XYZ.
8. Do not tear off any page from the answer book.
9. Before submitting, tie securely additional answer book
(supplements) and other enclosures, if any to main answer book.
Write total no. of enclosures (main answer book + graph sheet +
drawing sheet + supplement if any) attached in the column
provided on the cover page of the answer book.
10. If you wish to scratch all the answers written in the answer
book, you should write the following statement at the end on
the last written page.
I have scratched all my answers and wish that the answers in
this answer book should not be assessed. This has been
attested by the supervisor.
Do not put your signature. Get your statement attested by the
supervisor. Else, the scratched answers in the answer book
shall be assessed.
C. Special instructions:
1. The examinee is prohibited from keeping in his possession in the
examination hall any blank paper, notes, scribbles, chits, book/s,
mobile phone, pager, programmable calculator, electronic
communication devices etc,. The violation of this instruction shall
attract suitable punitive action.
2. The examinee shall behave properly before, during or after the
examination to maintain the conducive atmosphere at the
examination center.
3. The examinee found guilty of misbehavior or using or attempting to
use unfair means shall be liable for suitable punitive action.
4. Discloser of identity on the part of examinee by way of
communicating name/seat number/signature or any request to the
examiner in the answer book is a punishable offence.
5. The examinee is prohibited from taking away the answer book/s or
any enclosure/s issued to him out of examination hall. Violation
shall attract punitive action under the extant rules.
