This has prompted us to a paradigm shift in public

resources is concentrated on a few selected areas, in
this case the seven (7) identified transport corridors,
so that the felt impact in over a short period of time is
substantial.

Initiatives to Eliminate
Road Obstructions and
Illegal Structures

Sidewalk Clearing Operations

To clear all roads from all types of obstructions such as illegal
vendors, structures encroaching traffic, and others, thereby
reducing side-street pedestrian accidents and vehiclepedestrian conflicts.
It hopes to bring order on the streets by bringing back the
space allocated for commuters and pedestrians that used to
spill and compete with motor vehicles on the carriageway.
This initiative is guided with the principle that sidewalks are
beyond the commerce of men.

Construction of Emergency Bays

Emergency bays are designed to provide safe space for the
motorists to do minor car problems or trouble shooting without
worry from being towed.
It is seen effective in preventing traffic jams caused by
stalled vehicles.

Road Emergency Services

Road emergency stations are designed to enable our traffic
personnel to immediately act on vehicular accidents and
remove all forms of obstructions within fifteen minutes (15)
using emergency equipment.
Traffic management offices are likewise strategically
situated at traffic zones so that law enforcers could
immediately act on traffic problems.
These transparent field offices are so designed to get rid of
illegal activities that are usually prevalent in non-transparent
field offices.

Rotunda Scheme using U-turn Slots

A road intersection management solution wherein direct
perpendicular conflict is being minimized without the use
of traffic signal by allowing gradual merging of conflicting
vehicles thereby ensuring continuous movement of
vehicles.
Mitigates angle collision accidents that happen most at
intersections.
Reduces the need for manpower and decreases
expenditures in the operation and maintenance of traffic
signal lights.

Initiatives to Provide a Rational

Public Transport System

Public Transport Terminals

The EDSA-North Road Rail Terminal was developed
purposely to integrate road and rail transport system.
To provide safe and convenient transfer of commuters
from MRT to PUVs or vice versa, thereby reducing
congestion on the carriageway.

EDSA North Road-Rail Terminals

Improved Loading/Unloading Bays

Loading and unloading bays located at Cubao in Quezon
City, Magallanes in Makati and in other areas are provided
to ensure orderly loading/unloading of commuters by
public utility vehicles.
It provides safety and convenience to the riding public
where chaotic situations are prevented.

Passenger Information

Orderly queuing of buses

Safe and convenient transfer of passengers

EDSA Organized Bus Route Program

Envisions to improve bus transport service in Metro Manila.
To decongest EDSA by reducing the number of buses from
the road (by limiting the number of buses on the line)
To increase the revenue by optimizing load capacity and
allowing faster turn-arounds through the following:
a. Controlled bus dispatch scheme
b. Exclusive bus separation
c. Improved bus terminal facility
d. Elimination of colorum vehicles and trip-cutting
e. Pre-set unloading/loading time
To increase the revenue thru savings in fuel costs for bus
operators

Metropolitan Manila Development Authority

Initiatives to Alleviate Red Tape

and Corruption

Metropolitan Traffic Ticket

Reduces costs and maximizing traffic rules
enforcement efficiency through the application of
appropriate information technology.
Allows errant motorists to settle their traffic
violation fines conveniently through Metrobanks.
Generates accurate, relevant and timely
information from the traffic enforcement database
that could be used in decision-making.
Improves the image and integrity of traffic rules
enforcement in Metro Manila through the provision
of information and record security mechanism as
well as performance check system.

Non-Physical Contact Apprehension

Camera apprehension provides an efficient law
enforcement system.
Curbs illegal activities such as robbery/extortion usually
perpetuated by enterprising traffic enforcers.
In busy roads, side-street physical apprehension normally
delays movement of other vehicles, and most often,
conflicts or arguments between the officer and the violator
arise.

Metropolitan Manila Development Authority

Initiatives to Promote
Road Safety

Construction of Pedestrian Footbridges

Our Agency is seen active in the promotion of pedestrian
safety through the construction of pedestrian footbridges.
Footbridges provide better and safer mobility and a faster
flow of vehicular traffic because people will no longer walk
across via pedestrian lanes.

Installation of See-thru Fences

See-thru fences serve as cushions that secure
pedestrians from hazardous maneuverings of drivers of
motor vehicles.
Prevents jaywalking and illegal activities that hamper
traffic flow.
At loading/unloading areas, it prevents spillage of
pedestrians on carriageway.

Pedestrian Signages and Facilities

Street furniture such as waiting sheds & urinals are
designed to promote an orderly and environment-friendly
society.
These street furniture are painted with attractive color
(pink) to establish a character and identity in the Metropolis.

Metropolitan Manila Development Authority

Initiatives to Improve
Law Enforcement and
Motorists Education

Establishment of Traffic Academy

It was established to professionalize our traffic enforcers
and enhance their capabilities in the field of traffic and
transportation management.
The institution is also open to private organizations such
as security agencies and local government units.
