LICENSE FEES
Hunting and fishing licenses go on sale
February 18 each year, the beginning of
prime fishing, and are valid through the
last day of February the following year.
Seasons are subject to change. License fees are
subject to change. Migratory bird seasons are
determined by federal regulations. Most licenses,
except the Lifetime Sportsman License and
specialty licenses, such as Wheelchair, Disabled
Veteran, SSI (Supplemental Security Income) and
Blind Fishing licenses, are available from most
county clerks, sporting goods stores, hardware
stores, boat docks, the TWRA website (www.
tnwildlife.org) and all TWRA regional oces.
To purchase your licenses online, log on to
www.tnwildlife.org and click on the link, Buy
license online. Regular license fees plus a
processing fee will be charged to your credit card.
You may also purchase licenses by calling
1-888-814-8972. An authorization number will
allow you to begin shing or hunting the minute
you hang up. Regular license fees plus a processing
fee will be charged to your credit card.
Lifetime Sportsman
Age determines the cost.
An all-inclusive lifetime license is valid for hunting,
trapping and sportshing without any state
supplemental licenses or permits. It allows holders
to apply for quota permits at no additional fee.
Applications are available at your local TWRA
oce and the TWRA website.

Resident Licenses
Resident licenses can be purchased by:
Persons who possess a valid Tennessee drivers license or Tennessee state ID issued by the Department
of Safety. Tennessee state law requires drivers to obtain a Tennessee drivers license within 30 days of
residency. Out-of-state drivers license only accepted for Military Personnel and Students meeting the
criteria below.
Persons who do not drive or do not possess a valid drivers license from another state, but who have lived
in Tennessee for 90 consecutive days with the genuine intent of making Tennessee their permanent home,
may prove residency by presenting to a TWRA license agent any two of the following documents:
-current Tennessee voter registration card
-current Tennessee vehicle registration or title
-Form I-94 issued by the US Citizenship & Immigration Service
-current rental/mortgage contract or receipt including deed of sale for property or
receipt for payment of Tennessee real estate taxes within last year
Military personnel on active duty in this state and their immediate families who reside with them,
regardless of Tennessee resident status.
Students who are enrolled in a Tennessee school, college or university for at least six months, with
student ID.
Hunting and Fishing Combination (Type 001)

Minimum license required to fish and/or hunt small game
Supplemental Licenses (Types 005, 009, 010, 011 or 015) are required and must be purchased, in
addition to the Type 001 license, in order to hunt deer, elk, bear, turkey and waterfowl. The type of
hunting equipment to be used determines which supplemental license is necessary.

This license is required after successfully being drawn for the annual elk quota hunt. Annual Sportsman

Annual Sportsman (Type 004)

An all-inclusive license valid for hunting, trapping, and sport fishing without any state supplemental
licenses or non-quota permits and allows holders to apply for quota permits at no additional fee.
Annual Sportsman licenses can be purchased from all license agents.
Junior Hunt/Fish/Trap (Type 002)
$8.00
Ages 13-15. Good for hunting all game, fishing and trapping. Must be purchased prior to 16th birthday. No
supplemental licenses are required, but special season and WMA big game permits will need to be purchased
in addition to this license. Fees apply when applying for quota hunt permits as well as left over permits.
Permanent Senior Citizen Hunt/Fish/Trap (Type 166)
$11.00
Available at all license agents and can only be purchased when 65th birthday is reached. A valid
Tennessee drivers license or proof of age and residency is required. No supplemental licenses are
required, but special season and WMA permits will need to be purchased in addition to this license.
Fees apply when applying for quota hunt permits as well as left over permits.
Annual Senior Citizen Permit (Type 167)
$41.00
May be purchased only by holders of a Type 166 license. It covers all non-quota permits required by TWRA
and allows holders to apply for quota permits without payment of additional fees.
Annual Resident Hunting & Fishing Disabled Under 18 (Type 168) expires on 2/28
$5.00
Available to Tennessee residents under the age of 18 who meet the requirements of TCA 70-2-104 as
amended. The certification of the total and permanent disability issued by a physician licensed to practice in
Tennessee must accompany this application. Renewable annually with current fee. Permits where required.
Permanent Resident Hunting & Fishing Intellect Disabled (Type 169) one-time fee
$10.00
Tennessee residents over the age of 10 years may purchase by providing a certification by a physician
licensed to practice in Tennessee as having an intellectual disability as described in TCA 33-1-101. Applicant
will be required to complete the Hunter Education Course as provided in TCA 70-2-108. Additional
restrictions are listed on the back of the license card.
Permanent Wheelchair Hunting and Fishing (Type 189)
$10.00
Available only by application to the TWRA License Sales Office. Application must be accompanied by a
doctors statement stating that the applicant is permanently confined to a wheelchair. Covers all license
requirements to hunt and fish but holder must purchase any applicable permits.
Permanent DAV Hunting and Fishing (Type 198)
$10.00
Available only by application to the TWRA License Sales Office for resident veterans certified by the VA
as 30 percent disabled by reason of war service or 100 percent service connected. Covers all license
requirements to hunt and fish but holder must purchase any applicable permits.

Federal Law requires that each waterfowl hunter, age 16 and over, carry on his/
her person, in addition to a hunting license and permit, a valid Federal Migratory
Bird Hunting and Conservation Stamp (federal duck stamp), signed in ink across
the face. These can be obtained through the Post Oce, National Wildlife
Refuge oces and some discount and sporting goods stores.

proof of age and residency).
Military personnel on leave carrying leave
papers.
Landowners, their spouses and children who
hunt on farmland which is owned by said
landowners. The aforementioned must be residents of Tennessee but need not reside on the
land. This license exemption does not apply if
the farmland is owned jointly or in common
by unrelated persons.
Resident grandchildren (under the age of 16)
and resident great-grandchildren (under the
age of 16) who hunt on farmland which is
owned by their resident grandparents or greatgrandparents. (See below, Farmland Owner
License Exemption.)
Tenants, their spouses and their dependent
children who hunt on farmland which is
owned by an individual or a family. The aforementioned must be residents of Tennessee
and must actually reside on the land and have
permission of the landowner to hunt. A tenant
is a person who, for money, free rent or other
consideration, cares for farmland. The tenancy
must be agricultural in nature.
First cousins who own farmland jointly or in
common may sh and hunt small game on the
farmland. Their children may sh and hunt
small game as well.
Resident and nonresident youths under 13.
Hunters ages 1012 need only a hunter education certicate to hunt. However, youths 616
hunting big game on a WMA must have a
valid Type 094 or Type 095 permit or quota
permit, as applicable.

Sportsman License. Please verify your address

Roadkill Law
TCA 70-4-115 allows that, except for non-game
and federally protected wildlife species, wild
game animals accidentally killed by a motor
vehicle may be possessed for personal use
and consumption. However, possession of a
deer killed by a motor vehicle is permitted
only if the person noties the TWRA or any
law enforcement ocer and supplies his/
her name within 48 hours. A bear killed by a
motor vehicle may be possessed only upon the
issuance of a receipt from the TWRA.
Hunting Hours
Crows, doves, ducks (including the early
duck season), geese, gallinules, rails, turkey,
woodcock, Wilson snipe: Shooting hours are
one-half hour before legal sunrise to legal
sunset, except for dove hunting on opening day
when shooting hours will begin at noon.
For all other game species except those listed
below, legal hunting hours are one-half hour
before legal sunrise to one-half hour after
legal sunset. Fox and rabbit chasing, furbearer
trapping, raccoon, opossum and bullfrog
hunting may be done day or night.

Assisting Hunters
Hunters who have lled their seasonal or
daily bag limit for any species may continue to
accompany other hunters provided they are not
in possession of any ammunition or any rearm
or archery equipment. This person must also
comply with all other legal requirements.

The TWRA urges all deer hunters
hunting from treestands to use a fallrestraint system. Most deer hunting
accidents involve hunters falling
from a treestand. Proper use of a
fall-restraint system could prevent or
lessen the severity of these accidents.

If using this equipment while hunting during deer, elk or bear season you must be a legal big game hunter (see Misc. No. 9).
Hunting arrows and bolts must be equipped with sharpened broadheads.
Waterfowl may only be hunted with non-toxic shot of size T or smaller.
Furbearers are dened as beaver, bobcat, coyote, fox, groundhog, mink, muskrat, opossum, river otter, raccoon, skunk and weasel.
It is illegal to use ries and handguns using centerre ammunition from 30 minutes after sunset to 30 minutes before sunrise.
Migratory birds, except waterfowl, may only be hunted with ammunition loaded with No. 4 or smaller shot.
Muzzleloading rearms are dened as those rearms which are incapable of being loaded from the breech.
Prohibited Acts
1. Possession of ammunition except that as
specically authorized is prohibited while
hunting.
2. The use or possession and/or the accompanying of anyone using or possessing raccoon
calls, squallers, weapons, ammunition, or
climbers while training dogs is prohibited
during training season, except raccoon calls
may be used during authorized eld trials.
3. The use of dogs in taking or attempting to
take deer or elk is prohibited. Taking or
attempting to take deer being pursued by dog,
or dogs, is prohibited.
4. Juveniles under the age of eighteen (18) are
prohibited from using handguns for the
purpose of hunting.
5. No person shall make use of bait to take
wildlife unless the bait has been removed and
any electronic feeder disabled at least 10 days
prior to hunting.
6. Possession of rearms prohibited while
chasing coyote, fox and bobcat with dogs from
the rst Saturday in November through the
end of the deer season.

1. Where hunting is allowed from vessels,
it is legal to hunt from any vessel, so long
as the vessel is not under forward motion
from any inuence of mechanical means or
sail. On private property, it is legal to hunt
from any motorized vehicle (to include
ATVs, golf carts, etc.), provided the vehicle
is stationary. Nothing in this subsection (1)

CARRYING CAPACITY
Wildlife Management 101: Carrying Capacity
If you are reading this, you obviously know and LOVE wildlife. As passionate as you may be, the
passion needs a base for understanding on how things work. With this understanding, you can
begin to develop realistic expectations. Without this understanding, there may be unrealistic
expectations which, consequentially, may lead to disappointment or unjustied demands for
change. Case in point
The Tennessee Wildlife Resources Agency has spent a great deal of time teaching deer hunters
about realistic expectations when it comes to the quality of deer that can be produced. Our
harvested age structure is comparable to the great destination deer states (e.g., Illinois, Iowa,
etc.) and there is nothing we can do to improve body size or antler development given our
environment. Since the majority of our passionate deer hunters understand this, they know
what to expect; hence, they tend to enjoy the sport much more knowing our deer herd is in
excellent shape and functioning as well as can be expected for this part of the country.
If you like seeing animals, there is a need to understand a little bit about wildlife populations.
The undeniable fact of wildlife populations is they grow until one of two things happens: 1)
another animal population stabilizes that population (think predator vs. prey), or 2) the animal
population runs out of resources (food, shelter, etc.). In either case, the population has reached
a plateau called carrying capacity where the population will begin to cycle through highs and
lows depending on environmental factors.
This article is about K which is better known as carrying capacity.

Bullfrog Hunting
All waters of the state are open to bullfrog
hunting except waters within state and federal
wildlife refuges. Season is open year-round,
except on TWRA managed lakes the season is
June 130. Bag limit is 20 per person, per night.
The use of rearms is prohibited for bullfrog
hunting on wildlife management areas and
TWRA lakes, except air guns may be used. Only
domestically raised bullfrogs or parts thereof
may be sold. A hunting license is required to take
bullfrogs. No WMA permit is required.
Trapping Seasons
Beaver, coyote, groundhog - Open year-round.
No limit.
Bobcata, Foxb, Mink, Muskrat, Opossum,
River Otter c, Raccoon, Spotted Skunk, Striped
Skunk, Weasel - Open Nov. 21, 2014 - Feb. 28,

Dog Training
Training of bird dogs and squirrel dogs is
permitted year-round on private lands, during
daylight hours only. Training of rabbit dogs
is permitted year-round on private lands day
and night. The chasing of foxes with hounds is
permitted year-round, day and night. A hunting
license is required while training dogs except
when a person is competing in recognized eld
trials. When training on a WMA, a small game

for wild ginseng shall be from September
1 through December 31, inclusive, of each

Big Game Found Dead: All big game found dead should be left where
found and need not be reported. Individuals wanting to keep big game
found dead, or any portion of the animal, must rst contact the local
Regional TWRA oce within 48 hours for authorization.
Any vehicle in which an illegally possessed big game animal is found
is subject to conscation. Big game, except bear, accidentally killed by
a motor vehicle may be possessed by any person for personal use and
consumption if the TWRA or a local law enforcement agency is notied
within 48 hours. A bear killed by a motor vehicle may be possessed only
upon the issuance of a receipt from the TWRA.

are quartered or boned out, the total of the meat, hide, etc., must equal or
exceed 75 pounds. The reproductive sex organs shall remain attached to each
bear harvested at least until the bear has been ocially checked out at any
ocial checking station.
Elk shall be checked in as instructed in the hunters informational packet.
It is a violation of this section to provide false information during the check in
process. By completing the required check in information, whether on paper
or electronic form, the hunter is arming that the information as it appears
on the permanent record is valid and correct. This harvest record is a legal
document.

battery power, it is advisable for you to

Antlerless Deer: Defined as those deer with no antlers or deer with both antlers less than three (3) inches in length.
Albino Deer: Hunting, trapping or possession of albino deer is prohibited as set forth in TCA 70-4-130. An albino deer is a deer with a lack, or significant
deficiency, of pigment in the skin and hair, and has pink eyes.

Help with bear population monitoring by submitting a pre-molar tooth from your bear.
What is the need for submitting teeth?
Aging bears using teeth allows biologist to more accurately model bear
populations. Historically, teeth were collected by Agency personnel. However,
with longer seasons and higher bear harvest, it is no longer feasible for TWRA
personnel to collect all the samples. So hunters can make an important
contribution to bear management in Tennessee by voluntarily submitting a
tooth from each bear harvested.
How do I collect a tooth?
The upper premolar tooth is right behind the canine (see photo). Using a knife
or screwdriver, push the gum line toward the top of the bears head exposing
more of the tooth. Loosen the tooth with a knife or screwdriver using the
canine as leverage. Once loose, the tooth can be extracted with pliers. Note:
The entire tooth, roots included, is needed. If the tooth breaks, try pulling the
premolar from the other side. See instructional video on the TWRA mobile
application on how to correctly remove a bear tooth.

Special Regulations
1. Hunters will be assigned an EHZ as designated by TWRA. However,
if during the course of the hunt, one hunter remains with an unlled
tag, that hunter may be re-assigned an EHZ according to TWRA
specications.
2. Upon harvesting an elk, the hunter must immediately attach the elk
harvest tag provided by TWRA to the carcass. All harvested elk must
be checked out at the North Cumberland Wildlife Management Area
Oce before leaving the Wildlife Management Area.
3. The harvest location must be clearly marked with agging tape. The
location must be adequately marked so that TWRA employees can
identify the harvest site. This must be accomplished by doing one of
the following:
Providing GPS coordinates,
Accompanying a TWRA employee to the harvest site, or...
Flagging a trail that can be easily followed from the harvest site to
a road.
4. Use or possession of electronic tracking equipment is prohibited.
5. Bugling or calling of elk is prohibited within the EHZs during all elk
hunts except by permitted hunters and their assistants.

Disease risks
Wild hogs are known carriers of at least 45 dierent parasites and diseases
that pose a threat to livestock, pets, wildlife, and in some cases, human
health. The United States Department of Agriculture recognizes these
risks and recommends the following precautions when handling deceased
wild hogs:
1. Always wear disposable plastic or rubber gloves when eld-dressing,
cleaning, and butchering a wild hog carcass. Avoid direct contact with
blood and reproductive organs.
2. As soon as possible, wash hands with soap and hot water after dressing
wild hogs.
3. Burn or bury gloves and remains from butchered wild hogs.
4. Cook wild hog meat thoroughly.
Individuals licensed to hunt bears may take wild hogs during any scheduled
bear-dog hunt.

White Turkeys
Albino, grey/silver phase, bronze or other non-typical
plumages regularly appear in the Tennessee flock but at
extremely low frequencies. These aberrantly colored birds
are often considered a prized natural trophy or a perceived
domestic problem. Very little is known about these color
phases but most biologists believe the influence of domestic
genes in the wild flock has little impact on population health
or the expression of these rare plumages. Regardless of color,
all wild turkey in Tennessee are legal for harvest during the
open turkey season and must be checked in according to big
game check-in procedures.

Prohibited Acts
It is illegal to bait for turkeys.
Ries and handguns are prohibited.
Turkeys may not be shot or stalked from a boat
in Dyer, Haywood, Lauderdale, Obion, Shelby
or Tipton counties.
Use or possession of electronic calls while
turkey hunting is prohibited.
Use of live decoys is prohibited. However, articial and mounted decoys are permissible.
Possession of ammunition loaded with shot
larger than No. 4 while turkey hunting is
prohibited.
A licensed turkey hunter, who has lled his
bag limit or does not possess a valid permit for
a quota hunt, may accompany another turkey
hunter who has a valid permit (except on
WMAs where prohibited) and assist him in
calling but may not have a gun or bow in his/
her possession.

GENERAL REGULATIONS
Prohibited Acts
Acts of disorderly, obnoxious or boisterous
conduct, including acts which interfere with
the orderly process of hunting, are prohibited.
Violators shall be removed from the area and/or
prosecuted.
Alcoholic beverages: Possession of any
alcoholic beverage, narcotic drug, barbiturate
or marijuana while hunting within the
management area is prohibited. No individual
may be under the inuence of these substances
at any time while within a management area.
The use of any alcoholic beverage is prohibited
on these areas year-round: Catoosa, Cheatham,
Chuck Swan, Forks of the River, Laurel Hill, Pea
Ridge and Prentice Cooper, except in designated
camping areas.
Bag limits: Statewide bag and possession limits
apply unless special exception is indicated.
Baiting: The placement or depositing of any type
of food to feed or attract wildlife on WMAs is
prohibited.
Dog training: Year-round unless otherwise
indicated.
Firearms: Use, possession or transportation of
rearms, bows and arrows or other arms and
ammunition is expressly prohibited except when
authorized. Firearms loaded with ammunition
in either the chamber or magazine may not
be transported in vehicles. A muzzleloader is
considered to be unloaded if the cap or primer
is removed. A crossbow is considered to be
unloaded if the bolt/arrow is removed from
the device. See page 12 for handgun carry
regulations.

Quota Hunts
What exactly is a quota hunt?
TWRA realizes that on some WMAs, the number of animals
harvested must be restricted so there will not be a major impact
on the wildlife. In these areas, the agency uses a quota hunt
system. Wildlife biologists determine how many animals need
to be harvested then determine how many permits need to be
issued in order to reach their harvest goals. The permits are then
allocated, and the end result is a quota hunt.
What is priority?
Tennessee has a priority point system in place for several of its
WMA quota hunts. An applicant is awarded one point for each
year he/she applies and is not drawn for that quota drawing, i.e.,
WMA Big Game, Spring Turkey WMA, etc. Applicants with the
highest priority are always drawn first.
Priority Facts:
In order to be drawn with priority, applicants must apply either
alone or in a party in which all applicants have the same priority status. If a party includes a member with a different priority,
that party (and all its members) will be drawn at the lowest
priority of the application.
