NOTICE OF RECRUITMENT: DEPUTY DIRECTOR

EUROPOL MISSION
The objective of Europol shall be to support and strengthen action by the competent authorities of the Member States and
their mutual cooperation in preventing and combating all forms of serious international crime and terrorism. This mission
is fulfilled in a mainly English-speaking environment.

Without prejudice to the Directors right to define the tasks and responsibilities of the Deputy Director, the successful
candidate will be responsible for leading the Capabilities Department. This involves supervising the work of the
Administration and ICT Business Areas and the team managing Europols portfolio of information management products
and services. It means inter alia:
managing and supervising the implementation of the Information Management and Communication Technology
strategies of Europol,
overseeing the provision of ICT solutions, engineering services, technical product management and application
maintenance,
overseeing the design, installation and operation of related communication networks and IT infrastructure components
for Europol, the Member States and third parties,
overseeing the design and implementation of measures to safeguard the resilience and continuity of ICT services, and
responding to any ICT threats, vulnerabilities and incidents,
planning and managing the recruitment, administration and development of Europols staff in the interests of the
service and in compliance with the Staff Regulations and other applicable provisions,
developing and implementing Europols policies, processes and procedures related to financial planning and
administration, including the reporting of corporate budget performance,
overseeing the planning and implementing of tender procedures for goods and services and the management of
contracts,
coordinating facilities management and providing a single point of contact for the provision of internal services, as well
as all maintenance, construction and renovation activities,
overall responsibility for asset management.
2. REQUIREMENTS
2.1
Eligibility criteria
Candidates will be considered for the selection phase on the basis of the following criteria to be fulfilled by the closing date
for applications:
a.
Candidates must
be a national of one of the Member States of the European Union,
enjoy his/her full rights as a citizen of a Member State,
have fulfilled any obligations imposed by the applicable laws on military service,
be physically fit to perform the duties pertaining to the position,
demonstrate a thorough knowledge of one of the official languages of the Union and a satisfactory knowledge of
another such language to the extent necessary for the performance of the duties.

in addition to the above, at least 15 years of relevant professional work experience gained after the award of the
diploma.
2.2.
Selection criteria
Candidates selected on the basis of the above eligibility criteria will then be evaluated according to the following selection
criteria:
a.
Professional experience
Essential:
at least 10 years of managerial experience in administration or ICT, preferably within the EU or another
international environment,
experience with strategic planning at senior management level, preferably within an international context,
experience of liaison and cooperation on strategic as well as policy matters.
Advantageous:
Managerial experience in a law enforcement environment.
b.
Professional knowledge
Essential:
sound understanding of EU administration at a senior management level,
sound understanding of the ICT business at a senior management level.
Advantageous:
sound knowledge of Europols legal framework,
sound knowledge of the EU regulatory framework,
sound knowledge of international police cooperation.

Advantageous:
knowledge of additional official languages of the Union.
3. CONDITIONS OF EMPLOYMENT
The legal framework of this recruitment procedure is provided for by Council Decision 2009/371/JHA of 6 April 2009
establishing the European Police Office (1) and Decision 2009/1011/JHA of the Management Board of Europol of 4 June
2009 establishing the rules on the selection, extension of the term of office and dismissal of the Director and Deputy
Directors of Europol (2).

4. SELECTION AND APPOINTMENT PROCEDURE
The Management Board shall set up a selection committee to assess the applications received, determine who, among the
eligible candidates, shall be further assessed by the committee, organise an assessment and interview of such candidates, and
draw up a reasoned report, to be submitted to the Management Board, including a list of candidates ranked in order of merit
who meet the eligibility criteria and are considered to match best the selection criteria set out in the vacancy notice. Based
on this report and the results of the interviews that the Management Board may decide to organise among eligible
candidates, the Management Board shall submit a reasoned opinion to the Council, including a shortlist of at least three
suitable candidates ranked in order of merit.
The successful candidate will be appointed by the Council for a four-year period, renewable once.
The newly appointed Deputy Director shall be required to serve a six-month probationary period in accordance with
Article 14 of the Conditions of Employment of other Servants of the European Union, unless the Appointing Authority decides
otherwise. He/She shall also be required to serve a nine-month management probationary period unless, at the time of their
engagement, they were performing senior management functions in any other European Institution or have served at least
two years in such management functions in any other European Institution.
5. SALARY
Grade: AD 13
The basic monthly salary is EUR 11 774,62 (step 1) or EUR 12 269,40 (step 2).
The step in grade is determined on the basis of professional experience gained after the education required for the position
and in line with applicable implementing rules.
In addition, if applicable, allowances such as expatriation allowance, household allowance, dependent child and education
allowance may be granted.
Europol offers a comprehensive welfare package comprising additional benefits such as medical insurance, unemployment
and invalidity allowance as well as a pension scheme.
Salaries are subject to a Union tax but exempt from national taxation.
6. SECURITY SCREENING
The successful applicant shall be subject to security screening in compliance with the confidentiality regulations adopted
pursuant to the Europol Security Manual approved by the Europol Management Board on 3 December 2013.
The requested level of security clearance for this post is: SECRET UE/EU SECRET.
7. IMPORTANT DATES
Deadline for application: Six weeks from the date of publication in the Official Journal of the European Union.
Selection procedure: 46 February 2015.
