1. PURPOSE
The purpose of this method statement is to clarify the disposal of excavated material works at the Air
Separator Units Construction for Shell GTL (Pearl) Project by Gama Qatar located inside the Ras
Laffan Industrial City in Qatar.
This document describes the methods to be used for disposal of excavated material to the location
designated by the Contractor and approved by the Company and RLIC.
Also some of the excavated material; that will be used for backfilling later, shall be transported to an
area which is located in the site for stockpiling. This stockpiling area will be designated by the
Contractor and approved by the Company and RLIC.
The disposal area is located in the premises of Ras Laffan Port; but maybe changed to another location
if requested by RLIC, the Company and/or the Contractor.
The material to be disposed shall probably consist of Natural Soil and excavated Rock material.
Although it is planned to store excavated Natural Soil (the definitions are as for material types as
described in T-4.234.070 Method Statement for Excavation) at site for future use, some portion of the
same material may be dumped to the designated disposal area as required.
2. SCOPE
This method statement covers the disposal of excess usable and unusable soils after segregation of
excavated materials. However, the method for obtaining usable fill material from the excavated soil is
beyond the scope covered in this document.
3. HSSE
All works shall be in compliance with the State of Qatar laws and regulations, Ras Laffan Industrial City
and international standards/codes, and Company and Contractor requirements and instructions.
All personnel will go through Gama, Linde and Company Safety Induction courses as well as other
trainings as identified by their supervisor. Please see Document Number GTL-GM-001-A-5635 for
details.
A Job Safety Analysis (JSA) specific for this work including a Risk Assessment, is prepared as per
Gama procedure GTL-GM-001-A-5626 and is attached herein. Such JSA addresses the hazards
associated with each task within the scope of this Method Statement and introduces the controls that
will be implemented to reduce the associated risks to acceptable levels. The JSA will be used by the
Site Supervisor as the basis of his TSTI / TSTO and Toolbox Talks.
All personnel will have PPE required for their specific tasks in addition to the minimum PPE (coveralls,
safety goggles, safety shoes, high-visibility vests, gloves) at site at all times as required.

6.3.
RESPONSIBILITY
6.3.1.
Site Manager
The Site Manager will provide inputs to the project execution plan to ensure that proper strategies &
philosophy are addressed.
6.3.2.
The Civil Works Manager is responsible for the overall management of the project construction team to
ensure that safe and effective operations are conducted and properly documented.
6.3.3.
QA/QC Department
QA/QC Department shall ensure quality of the works and compliance with project requirements during
all phases of the works.
6.3.4.
HSSE Manager
Responsible for the safety control works for all construction sites under the jurisdiction of his
department, he will inform the site of various kinds of safety policies, plans, etc. he will also be an
adviser and approver of the JSA.
6.3.5.
The Site Engineer / Supervisor will perform the necessary studies and calculations and will supervise
the work. He will ensure that the work is being carried out effectively in accordance with the established
Method Statements and JSA.

7. METHOD OF EXECUTION
All activity shall be closely monitored and supervised at the work site, road operations and the final
dumping areas. Dumping areas shall be frequently inspected by supervision to ensure areas are free of
road hazards, soft spots, etc. that could cause the trucks to tip over.
7.1.
PRE-COMMENCEMENT WORKS
7.1.1.

7.1.2.
Works shall not interrupt any kind of vehicle traffic on any emergency access road. If to ensure smooth
execution of the works in an area a need for a temporary closure has been deemed necessary a road
impact notice will be provided. However, no such diversion shall take place without prior written consent
of the Contractor or the Company.
In order not to encourage the drivers commit traffic violations, they shall be paid according to the days
they have worked, not the trips they completed.
Traffic rules of the State of Qatar shall apply to the drivers outside the boundaries of Ras Laffan
Industrial City; and RLIC rules and regulations shall apply within RLIC premises. In site, the speed limit
for trucks shall be 30 km/h, and the use of seatbelts shall be mandatory at all times.
All rules and regulations of RLIC shall be strictly followed.
All loads shall be effectively covered to cover to keep material from spilling on to the roads. Roads shall
be swept clean of all soil deposits that are accumulated or deposited on to the road.
7.2.
After excavation, excavated Rock or Soil shall be loaded into dump trucks by Loaders or Excavators.
The material shall then be transported to the disposal area where sufficient number of banksmen shall
control the flow of traffic. The trucks shall keep their dumpers covered by sheets while transporting
material. The drivers shall leave their trucks while the truck is being loaded. In order to minimize fall
exposure, the canvas sheets covering the tippers shall be pulled into position by ropes from the ground.
For the storage of material excavated from Phase I, the storage location on the South-Eastern side of
Phase II Area (as shown in Attachment 2) will be used. Should the area prove not sufficient, it can
safely be extended since there will be no activities in the area until 2008. For the disposal and storage
of material excavated from Phase II another area should be jointly determined.

The material shall be dumped to the dumping area within the Ras Laffan Port (as per RLIC regulations
and requirements) in loose layers of 70 ~ 100 cm thickness, depending on the type of the soil being
disposed of. These will be graded by graders and/or Dozers to the level. One Dozer shall be kept
permanently at the disposal area during the works. One banksman shall accompany the dumping and
grading activities in the Port area.
7.3.1.
Wet Material
Where wet material is to be excavated and stored, a dewatering system will be put in place prior to the
works. Wet material shall be let to dry on this area. Storage of excavated material will be done as far
away as possible from the excavation line and the distance will not be less than 1.5 times the
excavation depth in any circumstance. Such material shall only be hauled after being dried in order to
prevent any spill on the way to the dumping area.
7.4.
Since excavated soil will be used as a filling material in the later phases of the project, it shall be
stocked at a location designated by the Contractor or the Company. The method for obtaining usable
material from the excavated material will be carried our as per the Method Statement of Processing of
Excavated material to Obtain Usable Fill Material (T-4.234.072).
8. QUALITY ASSURANCE
A Quality Assurance System shall be operated conforming to related standards. Controls and checks
shall be established and documented through T-4.234.144.
