The number of CEs supported is determined by the NodeB hardware capabilities and licensed capacity, with the smaller determining the maximum. Definition

A channel element is the base band resource required in the NodeB to provide capacity for one
voice channel (12.2 kbit/s), including control plane signaling (3.4 kbit/s), compressed mode,
transmit diversity and softer handover.

The number of UL and DL CEs supported by a NodeB is determined by:


NodeB hardware capabilities (physical CE capacity)
Licensed CE capacity.
The licensed CE capacity may differ from the physical CE capacity. The smaller determines the
number of CEs that can be used.

CE is a concept of the NodeB side. On the RNC side, it is called NodeB credit.
The RNC performs admission and congestion control based on the NodeB credit. In the UL, the
number of NodeB credit resources is twice that of CEs. In the DL, the number of NodeB credit
resources equals that of CEs!

According to the table below, the WBBP can support max 6cells. Sites with more than 6
cells will need extra boards; hence, new UL/DL resource group should be defined.
Many WBBP boards can be assigned to same UL/DL resource group.

Available CEs in A nodeB are

CE Utilization
CE usage should be monitored periodically, If a new call arrives but there are no enough CEs;
no enough baseband processing resources, the call will be blocked (Admission failed)
Once the CE usage is consistently higher than 70%, the NodeB is overloaded, regards to CE
usage CE expansion is required.

/2 is for the uplink credit number is twice the number of uplink CEs, whereas the downlink credit number is equal to the number
of downlink CEs.

Note that the CE-related counters measured at the RNC have different usage from these measured at the NodeB. CErelated counters measured at the RNC are mainly used to estimate the access capability and are measured based on the
number of CEs consumed in the access strategy. CE-related counters measured at the NodeB are mainly used to
calculate the CEs that are actually used. In addition, the measurement period of the CE-related counters measured at the
RNC is 5 seconds, which is different from that of the CE-related counters measured at the NodeB (2 ms).
