2.0 SCOPE OF SERVICE


The scope of Services shall include the provision of site supervision team for the
purpose of construction supervision and review services for the project. The
Consultant is to ensure that the Services, to be carried out shall include, but not
limited to the following:
a)
To provide professional engineering and supervision services to ensure the
work complies with the Authoritys Requirements and/or Other Agencies
Requirements;
b)
To provide qualified supervision team as required by the Building Control
Act to support QP(S);
c)
To supervise all the works, including steel fabrication;
d)
To provide all relevant endorsements required by the Authority, BCA, other
statutory authorities and agencies;
e)
To keep and provide proper record of technical and documentary support
(including but not limited to photographs, records and reports) required by the
Authority.
3.0 DUTIES OF THE QP(S)
The QP(S)s functions, while not limited to, are primarily one of maintaining safety
and quality of the Works and ensuring compliance with statutory requirements as
follow:

The QP(S) shall discharge his duties and responsibilities in accordance with
the Building Control Act and subsidiary legislations including BCAs Advisory
note, the Sewerage and Drainage Act (Chapter 294), the Street Works Act,
the Sewerage and Drainage (Surface Water Drainage) Regulations, the
Sewerage and Drainage (Sanitary Works) Regulations, Rapid Transit Systems
(Development and Building Works in Railway Corridor and Railway Protection
Zone) Regulations , Workplace Safety and Health Act , Other Authorities and
Agencies Requirements and any relevant Acts and Regulations.
The QP(S) shall supervise all civil and structural works for compliance with
the Authoritys Requirements and Other Authorities and Agencies
Requirements for Permanent Works and Temporary Works.
The QP(S) shall ensure that both Temporary Works and Permanent Works are
treated with the same level of importance and any distinction to be made
shall be based on the degree/severity of risks involved by giving equal
attention and rigour in the supervision and inspection of both categories of
works. The supervision and inspection regime adopted shall be
comprehensive and flawless for both Temporary Works and Permanent Works
so as to ensure that all construction work is carried out in a safe manner.
The QP(S) shall review all shop drawings and other drawings for the
Permanent Works and Temporary Works submitted by the Contractor, and be
satisfied that the Works are executed in accordance with the designs. If there

is any discrepancy in the drawings, the QP(S) shall highlight to the Contractor
and/or QP(D) and ensure that the changes required are carried out.
The QP(S) shall comply with conditions imposed by BCA and other relevant
authorities including but not limited to the following:
To ensure that monitoring readings are taken regularly;
To conduct site inspections and assess the actual performance of the
supporting system and to instruct the Contractor to implement corrective
actions corresponding to the agreed review levels and/or timely
preventive/mitigation measures to protect Surrounding Structure;
To carry out periodic checks to ensure that the Works being carried out do
not compromise public safety and have minimal impact to the public and
the surrounding properties;
To endorse on prescribed forms as required by BCA or other relevant
authorities relating to Temporary Works; and
Any other duties as required by BCA or other relevant authorities, including
attending meetings or make presentations.
The QP(S) shall liaise with AC and QP(D) to ensure that all permits and
applications as required by BCA are endorsed in tandem with the progress of
the Works.
The QP(S) shall take on a proactive role by advising and making
recommendations on how to ensure the Works can progress safely on Site.
The QP(S) shall ensure his team carry out the reviews and supervision of the
construction works to allow the Works construction programme be adhered
to.
The QP(S) shall expeditiously provide information and inspection whenever
the Contractor requests for them and ensure full time standing supervision on
all critical works as carried out by the Contractor.
The QP(S) shall highlight and take action on unsatisfactory aspects of the
Works. The Consultant is required to raise a Non-Conformance Notice (NCN)
when there is sub-standard or defective work and ensure that it can be
tracked and closed-out when suitable rectification measures have been
completed by the Contractor and accepted by the Consultant.
The QP(S) shall participate actively in the closing out and obtaining the
necessary permits, TOP, CSC under the Building Control Act and Regulations
and to provide all statutory endorsements or certifications required.
