MANAMA: Efforts to root out
the phenomena of illegal workers aim at protecting domestic
workers and preserving their
rights, said Interior Ministry
under-secretary of Nationality,
Passports and Residence Affairs (NPRA) Shaikh Rashid
bin Khalifa Al Khalifa yesterday as he announced the arrest
of 29 housemaids, who were
brought to Bahrain to work in a
neighbouring country.
Legal action is being taken
against the maids, who belong
to different nationalities, as
well as their employers and
manpower agencies.
Some employers exploit migrants for their own interests,
paying no heed to the detrimental impact of runaway workers
and incurred legal accountability, said Shaikh Rashid.
He stressed the role of joint
inspection patrols, which are
co-ordinated with the Labour
Market Regulatory Authority,
as well as the e-follow up of
commercial registers to verify
the validity of migrant workers
permits.
Shaikh Rashid warned that
the NPRA would take legal and
administrative action against
violators who are found in
breach of the law.

Walkathon
to spread
happiness
A WALkATHON will be held
on March 20 to mark the United Nations Happiness Day at
Prince khalifa Bin Salman
Park in Hidd.
Organised by the Art of Living Bahrain Chapter, the event
has been titled Happiness
Walkathon and is the second
one to be held in a row.
The first one was held last
year.
According to organisers, the
registrations will commence by
3pm on March 20 and the 3kmwalk will start by 5pm.
Entry fee is BD1 and is open
to the general public, they
added.
The organisers pointed out
that the objective of the event
is to bring people together and
inculcate the healthy habit of
walking and staying happy by
releasing stress and incorporating healthy habits.
Added attractions include
a laughter yoga demonstration apart from various fun
activities.
The event is being supported
by HSBC bank.
The Art of Livings main service activity includes conducting stress relief and happiness
programmes throughout the
kingdom.

A GROUP of convicted
cross-dressers has appeared in
court after some refused to attend previous appeal hearings.
The group includes a Saudi,
aged 16, a Jordanian, 15, and
two Bahrainis, 16 and 20, who
were earlier found guilty of inciting debauchery by the Lower
Criminal Court.
They were filmed wearing
womens clothing in Sakhir on
National Day last year.
Indecency
All four were handed twoyear jail sentences, with the
Saudi also ordered to spend an
additional year in jail for public indecency after he exposed
his buttocks out of a car window.
They appealed at the High
Criminal Appeals Court, but
three of the defendants refused to attend three previous
hearings.
However, they all showed up
yesterday and the appeal was
adjourned until April 1 for defence lawyers to submit their
final arguments.
Parents of the victims told
the GDN they hoped their children would be found innocent
on appeal.
They received very harsh
sentences and I am hoping they
will all be acquitted on appeal,
said the father of the Jordanian.
They are still young and
have a future in front of them.
Court allows
screening of
assault video
VIDEO footage allegedly showing a womans rights advocate
assaulting two female police officers at a detention centre in Isa
Town will be screened in court.
The 50-year-old Bahraini is accused of kicking two policewomen when they tried to remove her
from a police vehicle on September 14.
She had been arrested for insulting staff at King Hamad University Hospital and a policeman
on Twitter.
However, she allegedly refused
to get out of a police car for four
hours and then attacked officers who tried to get her out.
The defendant, who appeared
in court yesterday, earlier pleaded not guilty and was released
from custody while the trial is
underway.
She spoke in the absence of her
lawyer and requested for the video to be shown in court.
She also presented judges with
six medical reports, which she
claimed contained information
about a medical condition in her
legs that proved she could not
kick anyone.
Judges agreed for the video
footage to be screened at the next
hearing on April 5.
She also presented judges with
her lawyers final arguments,
which the lawyer signed, and said
he was currently abroad.
She also asked the court to
appoint a medical specialist to
examine her and the alleged victims.
The defendant, who was fined
BD100 in October for insulting
hospital staff and a policeman
on Twitter, is also facing trial in
eight other cases.
Expo to focus
on autism
awareness
A YOUTH group will host a twoday exhibition from tomorrow to
raise awareness of autism.
The Bahraini Youth Forum
Society (BYFS) is showcasing
paintings, documentaries and
short films about the topic on the
ground floor of City Centre Bahrain.
There will also be live music
and medical specialists will join
mothers of autistic children at
the stand, which is being staged
under the patronage of Information Affairs Minister Isa Al Hammadi.
It is being run as part of the
societys Naseem Initiative and a
festival is being lined up on April
4 to mark the International Day
of Autism.
Other events include a walkathon on April 25 at Dohat
Arad and a childrens fashion show in co-ordination
with Alia Centre for Early

Because of growing alarm, we reprint these two

ISIS is not going to run out of cannon fodder anytime soon, and the US approach, limited to air strikes, has shown scant ability to
dislodge ISIS from its strongholds, especially
in Syria, where ISIS has expanded its zone of
control over the past six months. For air strikes
to work, they need to be launched in co-ordination with an effective ground force, but that
has been mostly lacking.
The only real exceptions are the Kurdish
Peshmerga fighters and the Iranian-backed
Shiite militias. But neither the Kurds nor the
Shiites will be able to clear and hold Sunni areas stretching from Fallujah to Mosul. Indeed,
the more that bloodthirsty Iranian-backed militias gain prominence in the anti-ISIS cause,
the more Sunnis will rally to ISIS as defenders
of their embattled community.
Back in 2007-08, when Al Qaeda in Iraq,
ISISs precursor, was pushed out of Sunni-dominated northwest
of Iraq, it was by Sunni
tribal fighters working in
conjunction with American troops. To inflict
serious setbacks on ISIS
today will require resurrecting that successful
coalition rather than flatly
refusing, as Obama has
done, to put any boots
on the ground.
It is in Americas interest to send as few troops
as possible into harms
way and to get our allies
to do as much of the fighting as possible.
But sending only 3,000 troops and essentially prohibiting them from leaving base,
as Obama has done, is a recipe for ineffectiveness. If were going to have any
impact on the fight against ISIS, we need
to take off our self-imposed shackles.
Its hard to know now what commitment may be necessary, which is why its
vital not to pass an Authorisation for the
Use of Military Force that would prohibit
enduring offensive ground combat operations. It is folly to tell ISIS in advance
that it has nothing to fear from the best
ground troops on the planet.
Credible estimates of how many
troops we should send range from
10,000 to 25,000. Just as important as
the troop numbers are the rules of engagement under which they operate. It

cupation of Iraq. Many of its leaders are veterans of the US military prisons that turned out to
double as universities for jihad. But their aim is
no longer to expel the invader. Just the opposite.
Now they want to lure us in. The fundamentalist
narrative embraced by ISIS calls for a return of
US forces to Iraq, modern legionnaires fulfilling the role of Rome in the end-time narrative the group believes it has set in motion. Its a
millennialist vision as complicated as the Book
of Revelation, but the US role is pretty simple:
show up. For anyone seeking a logic behind the

is hemmed in. Shiites and Kurds man the bulwarks to the east. To the west lie Syrian state
forces that ISIS nominally a rebel group has
mostly left alone.
What to do? The US clearly has a national interest in preserving Iraq. (We broke it; we
bought it.) But sending Americans back into
Anbar and Saladin provinces would provide
ISIS with pure oxygen and fresh waves of volunteers, while feeding the narrative that the US
is in a war against Islam. We have planes, but
this looks like a fight for guys in pickups who
want to take their own country back.

MANAMA: Saudi oil firm Saudi Aramco
is currently operating a total of 212 oil
and gas drilling rigs and has not decided
whether to increase that number this year,
a senior executive has said.
Amin Nasser, senior vice-president for
upstream operations at Aramco, gave
the figure as he spoke at MEOS 2015 in
Bahrain.
Aramco deployed 210 oil and gas rigs last
year, an exceptionally busy year, company
sources had said previously.
Mr Nasser said the company had not decided
whether to increase the number of rigs in
2015, but would wait to see production
demand.
It depends on the requirements.
Industry sources said that so far, Aramcos
drilling plans for the year looked likely
to remain unchanged for oil, but there
could be an increase in gas rigs as Saudi
Arabias domestic demand for gas was
rising.
Saudi Aramco has asked international oil service companies for 25 per cent discounts
because of the plunge in oil prices since
last June.
They want to lock the discount for a period
of a year, one source said.
Another said: Aramco reviews its drilling
plan every quarter in light of the oil prices.
Nasser said in his speech: When services and materials are cheaper, it makes
sense to leverage lower cost given market
parameters, and I will add that we need
our service providers to optimise their own
cost and improve their own efficiencies
and manage their own expectations of
profitability through a long-range plan.
An industry source said that at present, the
expectation was for Aramcos oil rig count
in the second quarter of this year to be
110, with 96 rigs for gas. In the last quarter of the year, the expectation was for 108
oil rigs and 102 gas rigs.

Shares sink on
European stocks lose ground dollar fears
LONDON: European shares slipped further yesterday from a seven-year high after sharply weaker oil
and metals prices pulled down commodities stocks,
although Credit Suisse rallied after naming a new
chief executive.
The Swiss lenders shares rose 7.8 per cent after saying it had
hired Prudential head Tidjane Thiam as the first African to lead a
global investment bank, with the job of reviving a company reeling from US penalties and under increasing regulatory scrutiny.
Prudential fell 3.1pc.
Credit Suisse has had different issues throughout the years and someone with a diverse background could look at its strategy with a fresh pair
of eyes, said Sally Yim, vice-president at Moodys
Investors Service.
However, the FTSEurofirst 300 index of top European shares
ended 1 percent lower at 1,551.85 points after hitting a seven-year
high of 1,579.93 points on Friday.
Weaker energy and mining sectors dragged down the broader
stock market.
The STOXX Europe 600 Oil and Gas index fell 3.5pc, the top
sectoral decliner, while the European basic resources index fell

Index closed down 0.19pc, or 6.31
points, to 3,398.26.
SYDNEY: Australias S&P/ASX 200
index was flat, edging up 2.9 points
to 5,824.2.
TAIPEI: Taiwans TAIEX index fell
shareholders for a dividend payout tomorrow, edged up 0.5pc. Alinma Bank, which
has gone ex-dividend, fell 0.8pc.
Dubais index was flat as most stocks
gained but heavyweight Dubai Islamic
Bank tumbled 5.9pc; its shares no longer
carried the 0.40 dirham 2014 dividend.
Union Properties surged 5.9pc after proposing a 3pc, or 0.03 dirham per share, cash
dividend and a 5pc bonus share issue for
2014. It would be the companys first cash
dividend since 2002, according to Thomson Reuters data. Union Properties last issued bonus shares for 2013, a 5pc issue.
Islamic insurer Takaful Emarat surged
14.2pc on its highest trading volume in
more than a year after the firm said on
Monday its board had decided to discuss
the decision on profit dividend during the
annual general meeting to be called soon,
although it made no concrete proposal for
a payout.
Takaful Emarat has never paid dividends since listing in 2008, according to
