CHAPTER I

INTRODUCTION

1.1 BACKGROUND AND RATIONALE OF THE PROJECT

Arts is referred to as a standard that makes us different from any other groups.
Alongside with our culture, it sets a line which characterizes our uniqueness, interests
and capabilities. It defines our beliefs, perception of things, way of thinking and
above all, the society we live in.
Because of our country's rich history, the Philippine culture became a variety
of traditions from all over the world. Aside from the country's picturesque sceneries,
beaches and heritage sites, it is also well known for its colorful festivals, arts and
traditions. Our excellence and unwavering passion for culture and the arts binds our
country stronger, bringing it to fame even in the international scene.

One of the places in the country which boasts its vibrant artistry and tradition
is Angono, Rizal. Considered as the Art Capital of the Philippines, art is something
everyone can relate to in Angono. Themed with the Angonos rural life and mystical
creatures, numerous murals and sculptures can be seen around town. It is also the
hometown of our two National Artists, muralist Carlos Botong V. Francisco for
Visual Arts, and maestro Lucio San Pedro for music. Aside from works of art,
creativity can also be seen in its colorful festivals and exotic cuisine.

The town is also known for housing one of the historic landmarks in our
country, the Angono Petroglyphs. The Angono Petroglyphs is said to be the precursor
of Angonos artistry. This cultural heritage was discovered by Carlos Botong
Francisco in 1965. It dates back to circa 3000 BC and is considered as the most
ancient prehistoric art found in the country. Ever since the existence of the prehistoric
drawings, art has been handed down for generations, making it alive up until today.

As time goes by, art seems to proliferate in every part of the town that it has
even became a family matter. Family of painters and artists resides in the town,
spreading artistic enthusiasm through giving art camps, lectures and opening their
museums to the public. The Blanco Family Museum, The Second Gallery, Nemiranda
Art Gallery, and Ang Nuno Artists Foundation Gallery are some of the galleries which
houses Angonos artworks depicting various themes and medium.
Numerous projects such as art camps, art organization meetings, art festivals,
have been implemented to address the needs of the artists but still, art is a growing
and a cumulative process.

1.2 STATEMENT OF THE PROBLEM

Angono has always been the cradle of numerous talents and artists in the
country and art talent has been flourishing naturally and almost effortlessly in town.
As art has become a family matter in this town, numerous galleries, museums and
organizations has been formed to display and protect the artistic heritage that Angono
holds.

Under the administration of Mayor Gerardo V. Calderon, the town aims to

keep moving towards growth and development through placing the tourism industry
at the forefront. Based on the towns development plan, art tourism industry is
considered as one of the key sectors for the source of growth and employment for the
local government.
According to the Municipal Tourism Office, in 2012 alone, Angono received
around 17,000 tourists, 99% of whom are local visitors from neighboring town and
from the Metropolitan Manila. This is a 700% increase in tourist arrivals since year
2000. The rich heritage and tradition in arts by the residents of Angono makes it as a
major tourist and art destination in the country.
Although gifted with a pool of visual artists, several public and private run art
galleries, visual art studios, culture heritage sites, festivals, and traditions and artists
associations, all of these have remained under-marketed, thereby not fulfilling the
potential of the town. Angono lacks facilities to support the needs of its visual artists.
The place lacks a common meeting place for visual artists to showcase their skills and
interact with other artists.
The solution that the problem calls for is the establishment of the Angono Art
Hub which will be funded by the municipal government of Angono in partnership
with the Blanco Family Museum, since it has been Angonos goal to uplift the tourism
industry of the place through arts. The creation of the Visual Arts Center would be one
of the ways to address the needs of its artists and at the same time boost the tourism as
it help preserve the arts and culture of the place.

1.3 PROJECT GOAL AND OBJECTIVES

Project Goal:
To provide an art hub not only to address the needs of the artists of Angono
but also to boost the towns tourism, to inspire young and emerging artists and
to serve as a link for interaction between artists.
Project Objectives:

To provide a facility that will boost not only our tourism but also the

spirit of our national arts and culture

To create a center that will focus on visual arts which can be a beacon

of hope for the future and emerging artists

To improve the social, cultural and economic aspect of the place and
promote collaboration between artists through providing a haven for
artists

1.4 SIGNIFICANCE OF THE PROJECT

Culture and arts defines the uniqueness and character of a country and raises its
economic and social aspect. The country's tourism has been one of the pillars in our
economy, supporting our country in times of needs. The proposed Angono Art Hub
will serve as a support, not only to our tourism, but also to our cultural legacy, linking
our artists together as they represent Philippine art in terms of visual arts.
It will help not only the local artists but also those who want to learn and immerse
themselves into arts, thus forming an artist community within the area. The project
will also help the locals through providing job vacancies and workshops, giving them
a chance to showcase the known products of the place. The proposed Angono Art Hub
would be one of the ways to promote Philippine art locally, and internationally. It calls
the use of architecture to preserve our arts and culture to make way for better living
and future development.

1.5 PROJECT SCOPE AND LIMITATIONS

The proposed Angono Art Hub will focus on spaces that will cater the needs of the
artists in terms of visual arts. It will focus on exhibition spaces for artworks, mainly
paintings and sculptures, ranging from traditional art to contemporary art and street
art.
Artist residency and promotion of artistic exchange between local and
international artists will also be included in the project, giving the artists the
opportunity to showcase their works as they stay in the facility. The project will
mainly serve the locals but will also be open to both national and foreign artists, thus
becoming a common ground for visual arts not only within the town but also within
the country. Aside from that, the welfare of young artists will be prioritized through
