Sustainability of Bus Operations

Potential Transit Market Size: 750 to 1000 buses
Absence of service has pushed people to look for alternative strategies (3-wheelers)
Objective is to capture latent demand
Modal shifts do take some time and we need to be persistent with our supply side
efforts.
-

BRT operations to start with 125 buses (2009/10)

Bus operations are through PRIVATE COMPANIES
Kilometer Scheme (similar to Bogota) is under consideration
With 20% rise in fare, Semi-low floor operations are feasible financially
In addition, with tax exemption (30%), Low Floor bus operations will be
feasible
- TECHNICAL FARE and ACTUAL FARE.
- Urban Transport Fund

(Advertisement revenue, moneys from landvalue capture, grants)

The City would consider accessing resources from VIABILITY GAP FUND.

whereby corporation can permit land
holders to utilize FSI 25% more than
the permissible limit.
By applying this scheme corporation
can recover charges/premium for the

the developers and the revenue thus
generated can be used as a fund for
the project
TOWARDS A SUSTAINABLE SURAT

CROSS SECTION FOR 60M ROW

Pavement design and Costing

Construction Cost of BRTS project is governed primarily by Road

Pavement and other Civil Work Activities.

Road Pavement Cost depends on adopted Pavement Type.

Appropriate Pavement Type rather most Suitable combination of

pavement type has been selected as Rigid and Flexible.

The Major component in total cost is Road Pavement:

About 50% construction cost works out for Pavements
Pavement cost - total and corridor wise depends upon:

Costing

Irrespective of Pavement Cost, corridor specific other work activities

contributing to total cost are:
Corridor 1

Corridor 2

Dismantling of Bituminous Pavement

No useable Pavement and/or no pavement for

16.7Km (2.3 Km altogether new alignment and road
to be constructed in full width)

Two major bridges and addition of flyover

No/Poor sub-grade compaction, necessitates new

full depth sub-grade of select material.
Protection works for Canal and along side Pavement

For broad cost comparison, per Sq M cost of Pavement structure only,

got worked out from block cost estimates:
Flexible Pavements : Rs. 1183/- per Sq m
Rigid Pavements

: Rs. 1898/- per Sq m

On major roadway projects initial cost of Rigid Pavement normally ranges

between 1.5 to 2.0 times that of Flexible Pavement or even higher.

This ratio works out for our project on basis of Per Sq m Pavement
Structure Cost as 1.6.

Such broad comparison in itself shows the right kind of a selection,

combination and design of pavement type and accordingly the
reasonableness of total per Km cost based on NH SoR.
