you will have to open it yourself.
To do this, navigate to Start > All Programs > ArcGIS > ArcGIS 10.2 for Server and click on the Manager
link to reveal the following page.
When you create a site, one cluster is automatically created and your machine is added to the
cluster. If you want to add more machines to your site, you should install ArcGIS for Server on
those machines. When you attempt to access Manager for the first time on those machines, you
should choose Join An Existing Site. You can then choose the cluster in which the machine will
participate.

Click the Create New Site button. This will lead you to the following page.

Fill in a suitable username and a suitable password for the ArcGIS for Server site. These are the
administrative credentials with which you shall be logging into ArcGIS for Server. When finished, click
Next to lead you to the following page.

On the page shown above, specify where the root directory for ArcGIS for Server will be and where its
configuration stores will be. Make sure to place them in a place where the arcgis service we created
beforehand will be able to access.
Click Next to continue. Your configuration summary is then displayed.

Click Finish to create the ArcGIS for Server site. The following dialog appears as the site is created.

After a few minutes, the site will be created and the following login page appears.

running more so one named SampleWorldCities.

You are now able to start using ArcGIS for Server!
