Original Text
1. The National Irrigation Administration has received a loan from the Asian
Development Bank (ADB) towards the cost of Southern Philippines Irrigation
Sector Project. Part of this loan will be used for payments under the contract
named above. Bidding is open to bidders from eligible source countries of the
ADB.
2. The National Irrigation Administration invites sealed bids from eligible
bidders for the construction and completion of Binalawan Concrete Buttress
Dam and Appurtenant Facilities that involves the construction of 16-meter high
reinforced concrete buttress dam, with 81 meter long slightly curved crest, the
ogee type midsection serving as spillway and 1.20 meter x 0.60 meter
orifice/sluiceway including a 0.60 meter diameter by 40 meters long steel pipe
outlet works. The volumes of excavation for the dam foundations are estimated
to be about 28,000 m3 and 23,000 m3 for the common and rock excavations,
respectively, while the volume of structural grade concrete will be about 15,000
m3.
3. Only eligible bidders with the following key qualifications should participate
in this bidding:
Participation as contractor, subcontractor, management contractor, in at least
one (1) contract on construction of reservoir dam within the last five (5) years,
each with a value of at least One Million Six Hundred Thousand US Dollar

(US$1.60 M) that have been successfully or are substantially completed and or


that are similar to the proposed works. The similarity shall be based on the
physical size, complexity, methods, technology as described in the works
requirements stated above.
Minimum average annual construction turnover of Two Million US Dollar
(US$2.00M).

5. To purchase the bidding documents, eligible bidders should:
write to the address above requesting the bidding documents for SPISPI-C-3,

pay a non-refundable fee of P 30,000.00 Philippine currency by cash or
Managers Check.
6. Deliver your bid:
to the address above
on or before the deadline: April 2, 2009, 2:00 PM Philippine Standard Time
together with a Bid Security of 2.5% of the Total Bid Price or an equivalent
amount in a freely convertible currency.
Bids will be opened immediately after the 2:00 PM deadline at Classroom A, 3rd
Floor, IEC Bldg., NIA Complex, EDSA, Quezon City in the presence of bidders'
representatives who choose to attend.
7. This Invitation for Bids replaces the previous Invitation for Prequalification
which was advertised on August 31, 2008 and readvertised on September 25,
2008 in the Philippine Star.
8. The National Irrigation Administration reserves the right to accept or reject
any bid, to annul the bidding process, and to reject all bids at any time prior to
contract award without thereby incurring any liability to the affected Bidder or
Bidders.

High officials of the province of Negros Occidental will gather on


Friday, November 25, to inaugurate the 16-meter MagballoBalicotoc-Canlamay Buttress dam in Brgy. Balicotoc, Ilog,Negros
Occidental. The said dam was designed by the National Irrigation
Administration and it is known to be the first and only buttress
dam in the province.

The Magballo-Balicotoc-Canlamay Dam a few months before


completion
The Magballo Dam features an integrated scheme of pump
irrigation, river diversions and reservoir storage that will serve 556
hectares of diversified farms in the hinterlands
of Ilog andKabankalan City. It will tap water from three rivers
namely, Binalawan River, Magballo River, Tabla River, and two
creeks, the Isam Creek and Balicotoc Creek. It aims to benefit 554
households.
Other than the irrigation component, the project, which is one of the
non-core subprojects of theSouthern Philippines Irrigation
Sector Project (SPISP), has a livelihood program for the affected
families which include sugarcane production, carabao raising, cattle
fattening and swine production. Also included in the project
implementation was the resettlement of the affected families as well
as watershed management. Total cost for these environmental and
social measures was about Php56.6 million. Infrastructure cost, on
the other hand, was more than Php278 million.
The inauguration and turn over ceremonies will be graced
by Negros Occidental governor, Alfredo Maraon, Jr.,

Congresswoman Mercedes Alvarez, Mayor John Paul Alvarez of the


Municipality of Ilog and Mayor Isidro Zayco of Kabankalan City.
Officials of NIA Region VIheaded by Regional Manager Gerardo
P. Corsiga and NIA Negros Occidental chief, Engr. Joel A. Basiao
