PREFACE
1. The cost of a project directly depends on rates and prices of different items and inputs
of a contract, therefore the rates and prices of goods, works and services comprising
composite rates set out in the estimate of a contract must be realistic, updated and
workable in the country. Since one of the major cost overrun factors is use of
incorrect/inappropriate methods of cost estimation; therefore, it is of utmost importance
to prepare proper cost estimates on the basis of WAPDA Composite Schedule of
Rates (WCSR) or otherwise on the basis of authentic market rates, where WCSR does
not fulfil the intended purpose for WAPDA projects.
2. The first WCSR was issued by WAPDA in 1979, subsequently revised during 1985-86,
1990, 1998, 2005 and 2008 considering the changes in price, working methodology
and technology.
3. As per instructions of the Authority during 2008, separate Schedule of Rates prepared
for ten different areas. These areas termed as zones comprised districts/cities having
almost similar range of rates/prices considering remote, hard, hilly terrain, plain and
easily accessible areas.
4. The previous WCSR has now been updated in eleven (11) zones keeping in view of
fluctuation and unstable costs and prices of materials, high cost of services and
machinery. This WCSR-2013 is specifically meant for Zone-2, consists of the following
districts/cities:
ZONE - 2 Lahore, Gujranwala, Sialkot, Jhang, Faisalabad, Hafizabad, Sheikhupura,
Nankana sahib, Narowal, Toba Tek Singh, Bhakkar, Sahiwal, Okara, Pakpattan
and Kasur
Sargodha, Khushab, Mianwali and Mir Pur, Kotli & Bhimber (A.J.K).
ZONE - 4 Sukkur, Nawab Shah, Khairpur, Larkana, Jacobabad, Shikarpur, Ghotki, Kambar
ZONE - 5 Karachi, Hyderabad, Dadu, Jamshoro, Mirpur Khas, Tharparkar, Tando Alah
Yar, Tando Muhammad Khan, Umar Kot, Sanghar, Thatta and Badin
ZONE - 6 Peshawar, Mardan, Charsada, Swabi, Buner, Haripur, D.I. Khan, Kark,Tank,
ZONE - 7 Swat, Lower Dir, Upper Dir, Shangla, Malakand and Bajour, Mohmand, Khyber,

6. WCSR-2013 has been revised by incorporating basic rates of material, labour and
machinery usage for the month of November-December 2012, mostly from a subsidiary
of Pakistan Engineering Council (PEC), being reliable single source of cost data in the
construction industry. Price inflation factor has also been considered where costs of
some inputs were not available in order to bring the Schedule rates at prevailing
market level.
7. Twenty percent (20%) profit and overhead charges have been included in Rate
Analysis of composite rates, whereas three percent (3%) sundry charges have been
added only to the labour component of Rate Analysis. These factors have been worked
out considering an average rated Contractor registered/licensed with PEC.
8. The cost estimate valued on the basis of above factors, if comes out to be more than
Rs 1000 million, the same shall be adjusted by applying a premium of ten percent
(10%) on composite rates, in order to cater head office/establishment charges for
significantly big Contractors and accordingly to have a trustworthy cost estimate.
9. The Composite Items of Rates for each Zone constitute full compensation for the
completed items of works in that Zone. In cases where composite items of works do
not exist in this Schedule, the special governing conditions like distance from source of
supply to the nearest District/City Head Quarter, site of works and cost of availability of
water etc. including Contractors overhead and profit, shall be considered, in order to
prepare realistic composite rates for cost estimates.
10. The rates for items of works not covered by this Schedule shall be prepared and
approved by the respective Chief Engineers as non-scheduled items.
11. The general order/arrangement of listing of items has been kept on lines of previous
Schedule. Some improvements in different sections have been made in WCSR-2013,
whereas some obsolete Items of works have been deleted.
12. The Composite rates and the basic material, labour and machinery usage rates listed
in this Schedule are for the purpose of preparation of cost estimates for WAPDA
Projects. Therefore, neither the Contractor shall use these rates for making claim nor
shall be used for hiring labour on daily wages, under a specific preference of choice.
13. During 1998, the Authority for the guidance of its different formations published
"WAPDA Standard Specifications" of material and execution of works and "WAPDA
Drafting Standards" for material, labour and machinery usage.
14. The applicability of this Schedule is based on WAPDA Standard Specifications for
material and execution of works, 1998 (3 volumes). In case WAPDA Standard
Specifications of any work are not given in the WCSR-2013, Standard Specifications
issued by Punjab Highway and Building Departments, Public Health Engineering
Department, National Highway Authority and C. E. (Design) NTDC may be followed.
15. In case of any question regarding applicability of any particular rate, omission and
error, the matter immediately be referred to the Director (Rates), C&M, Water, WAPDA,
527- WAPDA House, Lahore for clarification. The Steering Committee (WCSR) or
Director (Rates) cannot accept any legal responsibility or liability for any error or
omission that may have been made while preparing the cost data.
16. This Schedule of Rates will be effective from January 1st 2013 and all orders,
instructions and circulars issued by the Authority or any agency there under from time
to time on this issue, shall stand repealed.

The rates for items not in this Schedule can be deduced from these basic rates on the following
assumption;
Quantities of different materials equivalent to 1000 No. bricks 225x113x75 mm size,
3.0 cu.m. or 5 ton weight with almost similar amount of labour involved in loading,
unloading and stacking shall have rates equivalent to these basic rates. Fluctuation if any
shall be proportionate to the increase or decrease in the weight, volume or labour
involved.
The rates are applicable to carriage of materials on pacca roads only. For kacha roads an
allowance of extra 25% shall be allowed for 2nd and subsequent Kilometre rates. Rates upto
1st Kilometre is however common to both kacha and pacca roads.
For hilly areas, 25% above the rates in the plain areas shall be allowed for total Kilometres
covered.
In case of articles longer than 4.50 m carried in trucks, the following rates shall be allowed as
under:
a) Above 4.50 to 7.50 m :- Total rate to be paid for 4.50 m to 7.50 m length will be
1.5 times the rates given in the Composite Schedule of Rates.
b) Above 7.50 m :- The total rates to be paid for above 7.50 m length will be 2 times of
the rate given in Composite Schedule of Rates.
The rate included loading and unloading of material and conveyance and staking as directed.

CONVERSION TABLE
In the case of earthwork measurement where extra lead is to be paid for lift the method will be as
follows:
The lift will be measured from the centre of gravity of the excavated earth to that of placed earth. This
will constitute the mean lift for the section.
When earth has to be carried over a spoil bank and dumped beyond it the mean lift would be the
difference in level between the centre of gravity of the excavated earth and the top of the spoil bank
omitting the dowel.
