JOB DESCRIPTIONS

CHIEF, RID
1. Manages Region-wide intelligence efforts by providing plans, policies,
programs and staff supervision over all PNP intelligence units.
2. Manages the collection, production and dissemination of domestic
intelligence for the use of the Regional Director and other concerned
members of the D-Staff.

5. Executes other intelligence measures essential for the accomplishment of
the PNP mission.

matters.

ASSISTANT CHIEF, RID


1. Acts on matters for and in the absence of the Chief, RID.
2. Keeps the Chief, RID informed of all important activities of the Division as
well as all other activities of the PNP intelligence units.
3. Assists the Chief, RID in the planning, direction and supervision of project
operations undertaken by the Division.
4. Recommends to the Chief, RID the launching, suspension and termination
of the project.
5. Recommends fund allocation for projects.
6. Keeps the Chief, RID informed on the progress of all project operations.

7. Conducts inspection and visits safe houses to determine how effectively CI


measures are employed.
8. Performed other task as directed by C, RID.

CHIEF, CLERK
1. Directs, coordinates and supervises the work of the different sections in
the ORID.
2. Ensures that the Chief, RIDs decisions and concepts are implemented by
assigning specific responsibilities such as preparation and issuance of
plans, orders, reports and other staff actions when necessary.
3. Responsible for:
a. Maintaining the implementation of said policies and regulations.
b. Exercising direct supervision and control over the personnel of the
ORID.
c. Supervises the activities of the Administrative and Personnel
Management Section (APMS) and the Budget and Fiscal Section
(BFS).
d. Performed other duties as directed by Chief, RID.

ADMINISTRATIVE AND PERSONNEL MANAGEMENT SECTION (APMS)

BUDGET AND FISCAL PNCO


1. Prepares, coordinates and supervises preparation of budget proposals/
estimates within established priorities of programs and overall policies and
plans of the Command.
2. Prepares, coordinates and supervises ORID Annual Expenditure Program
Review and Analysis.
3. Implements plans, procedures and policies with regard to fiscal accounting
of intelligence funds in consonance with the Command and other auditing
and accounting regulations and policies.
4. Provides administrative control and accounting for the funds expended in
procuring resources and facilities of the PNP Intelligence.
5. Assists in the overall management of men, money and material resources
and facilities of the PNP Intelligence.
6. Maintain accounting records and books of accounts to reflect accurately

and currently the financial condition of the PNP Intelligence Funds.

INTEL OPERATIONS, LIAISONING AND TRAINING SECTION (IOLTS)


CHIEF, INTELLIGENCE OPERATIONS, LIAISON AND TRAINING SECTION (IOLTS)

1. Assists Chief, RID in the effective management of all PNP intelligence


operational activities.
2. Provides evaluation of PNP intelligence units/ offices and assesses the
employment of PNP units in coordination with other D-Staffs.
3. Provides close supervision in the integration and coordination of PNP
intelligence operations and support activities.
4. Prepares intelligence operations plans and makes periodic assessments
thereof.
5. Prepares, determines and recommends the allocation of tasks to PNP Intel
agencies.
6. Initiates staff studies on intelligence matters to improve operational
procedures, management and training.
7. Renews plans and policies for the guidance of PNP intelligence agencies.
8. Assists the Chief, RID in the preparation of recommendations on planning
and policy matters under study/ consideration by the D-Staffs.
9. Represents the Chief, RID in operations coordinating agencies/ bodies.

IOLTS PNCO
1. Assists the ORID in the preparation of recommendation on planning and
policy matters under study/consideration by the Directorate Staff.
2. Renews plans and policies for the guidance of PNP intelligence agencies.
3. Supervises the preparation of defense plans, fire plans for PNP
installations.
4. Responsible for the procurement and maintenance of Section supplies.

5. Prepares and supervises implementation of policies as well as rules and


regulations pertaining to organization.
6. Arranges for the receiving and administrative functions of intelligence
liaison personnel.
7. Coordinates with CO, Mapping Center, GHQ, AFP requests for maps from
lateral and subordinate offices.
8. Conducts and prepares operations plans for PNP intelligence operation
and periodic assessment.
9. Prepares special training in Police Intelligence and orientation on
intelligence operation to PNP personnel.
PROJECT MANAGEMENT AND SPECIAL STUDIES PNCO
1. Assists the Chief, RID in the management of all on-going special projects
in order to improve the output/performance with the end-view of
recommending termination if ineffective/unproductive or redirection of
efforts.
2. To evaluate project proposals submitted for approval or disapproval.
3. Review/revise project (umbrellas) to ensure coverage of all sectoral groups
and other priority targets.
4. Supervise and controls ORID funded special projects.
5. Initiates staff studies on intel matters to improve procedures on operational
management.
POLICE INTELLIGENCE PNCO
1. Prepares and coordinates Orders of Battle and Intelligence plans on
organized/syndicated crimes groups and other criminal elements and
conduct reviews hereof.
2. Prepares Intelligence collection, memos, specific requests for information,
PIRs and other intelligence requirements on organized/syndicate crime
groups and other criminal elements.

threats.
3. Recommends intelligence operations policies and directives on COIN,
SPTs and other threats.
4. Maintains

plans,
reconnaissance/surveillance plans and conducts briefing on intelligence
operations on COIN, SPTs and other threats.
5. Coordinates with other line operating intelligence agencies to ensure that
current PNP operations and operations plans on COIN, SPTs and other
threats are in support of PNP midrange and long range plans and
objectives.

INTELLIGENCE RESEARCH SECTION (IRS)


CHIEF INTELLIGENCE RESEARCH SECTION
1. Collates, evaluates, stores, interprets, retrieves, integrates and analyzes
all available information of intelligence interests from overt and covert
sources, especially those coming from PNP units.
2. Produces and disseminates accurate, reliable and timely intelligence
essential to the accomplishment of the PNP mission.
3. Prepares intelligence estimates and summaries, peace and order
assessments, intelligence briefings, periodic reports and other reports of
intelligence interest.
4. Conduct researches and prepares special studies, position papers and
others of intelligence interest.
5. Develops and implements Information System (IS).
6. Assists in the management of the RP component of the ASEANAPOL
database system.
a. Terrorist Groups-1 Section
Responsible for producing and disseminating accurate, reliable and
timely intelligence on local communist groups with armed components like
the CPP, PMLP, MLPP and RRA to include their front and auxiliary
organizations and local and foreign linkages.
b. Terrorist Groups-2 Section
Responsible for producing and disseminating accurate, reliable and
timely intelligence on the different Muslim separatist/bandits capable of
launching terror/destabilization acts to include but not limited to the MILF,
MBG, and ASG to include their front and auxiliary organization and local
and foreign linkages.
c. Other Groups Section
1. Responsible for producing and disseminating accurate reliable
and timely intelligence on the threats to peace and order not
covered by criminality transnational crime and terrorism. This

may include political opposition groups, cause-oriented/issuebased groups not allied with the CPP/NPA or the Muslim
separates or some groups of the rejectionist faction of the local
communist movement, advocating anti-governments or
attempting to destabilize the current administration.
2. Monitors trends in mass action or civil disturbance especially
those involving sectoral or cause-oriented groups that have a
history of militancy or involvement in violence or unruly behavior
during protest actions and anti government activities
d. Criminality Section
1. Responsible for producing and disseminating accurate reliable
and timely intelligence on criminality to include transnational
crime.
2. Undertakes the identification of evolving or existent crime
patterns and series.
3. Forecasts future crime occurrences
4. Initiates targets profile analysis and provision of investigating
leads.
Information Systems Section
1. Manages applications system and databases.
2. Maintains the computer system hardware and ensures its upgrading
and enhancement.
3. Receives, identifies, and keys in required data from all information
received and rechecks same for correctness.
Classified Records and Registry Section
1. Classifies all documents in accordance with current security
procedures.
2. Compiles and binds loose documents already classified into books
for proper filing/storage.

3. Maintains data on personality, organization, resources and activity of


groups and personnel mentioned in all documents.
4. Maintains the library.
5. Maintains computerized list of all books, published materials and
general references.
6. Conducts record-checking on personalities and none personalities
and subsequently prepares summary of information obtained, if any.
7. Provides assistance to the research work of the division and other
agencies/individuals outside of the ORID upon authorized of the
Chief, IRS.

COUNTERINTELLIGENCE AND SECURITY SECTION (CISS)


CHIEF, COUNTERINTELLIGENCE AND SECURITY SECTION (CISS)
1. Formulates counterintelligence and security plans, policies and directives.
2. Coordinates counterintelligence operations and security activities of all
PNP units.
3. Provides planning and guidance for the collection and dissemination of
counterintelligence information.
4. Prepares and updates counterintelligence target lists for police and internal
defense operations of the PNP.
5. Initiates studies on counterintelligence and security activities and
recommends measures to upgrade them.
6. Provides training guidance on counterintelligence and security education
for PNP personnel and units.
7. Directs and supervises the PNP security clearance system.
8. Supervises the preparation of defense plans and fire plans of PNP
installations.
Management and Support Section
1. Provides overall administrative support to counterintelligence
requirements.
Operations Section
1. Formulates counterintelligence plans and other security
policies and directives.
2. Prepares counterintelligence plans

1. Direct and supervises the overall security system all PNP camps and
installation.
2. Provides guidance on the conduct of personnel security
investigation, document and communication security of all PNP
offices.
Clearance Facility Desk
Processes and issues clearances to the general public.

FOREIGN LIAISON SECTION (FLS


CHIEF, FOREIGN LIAISON SECTION
1. Acts as the primary channel and point of contact with AFP, liaison office of
other agencies and various foreign embassies.
2. Coordinates closely with Intelligence Operations, Liaison & Training
Section and Counterintelligence and Security Section and the D-Staffs and
other PNP offices on their respective foreign requirements.
3. Plans, directs, supervises and controls the PNP Police Attach program in
coordination with PCTC.
4. Prepares plans, policies and directives on matters pertaining to foreigners.
5. Coordinates matters pertaining to officials of foreign embassies,
government organizations, visitors and guests.

Protocol and Liaison Section


1. Serves as the primary point of contact with foreign embassies, government
agencies and NGOs as well as with international and regional
organization.
2. Plans, directs and supervises, in coordination with cognizant offices, on
matters pertaining to domestic and foreign liaison activities relative to the
PNP foreign intelligence, international affairs and protocol matters.
3. Coordinates with concerned offices in the preparation of plans and
directives on matters pertaining to visits and calls of foreign guests, foreign
travels of PNP personnel, and security and escort requirements of foreign
guests and diplomatic installation and personnel.
4. Plans and supervises the arrangement of intelligence and information
exchanges and technical cooperation with foreign counterparts.
Attach Management Section
1. Plans, directs and supervises the police attach system including
selection and deployment of police attach/liaison office personnel.

2. Prepares plans and directives in coordination with other Sections of the


ORID on foreign intelligence and counterintelligence activities and foreign
affairs requirements of the Directorial Staff and other offices.
3. Plans, directs and supervises the police attach/liaison post abroad in the
promotion of cordial and cooperative relationship between the PNP and
police/law enforcement agencies of other countries.
4. Provides administrative, operational, communication and technical support
to police attach/liaison posts abroad.
5. Develops and maintains a pool of highly qualified PNP foreign service
personnel.
6. Performs such other functions as the Chief, RID may direct.
Foreign Intelligence Section
1. Coordinates with other Sections of ORID in determining the foreign
intelligence objectives and prepares and implements plans for the
attainment of such objectives.
2. Plans, directs and supervises overt and covert foreign intelligence
collection activities on threats groups abroad and foreigners engaged in
transnational crimes and terrorism.
3. Prepares foreign intelligence collection memos and directives and
prepares report on such effort abroad and in the home front.
4. Monitor and prepare reports to the Department of Foreign Affairs and
foreign embassies on crimes and incidents involving foreign nationals.
5. Maintains and orderly filing system of records of the Section.
6. Performs such other functions as the Chief, RID may direct.
