Young International Construction Project Management Assosiation

Constitution
1.

Definitions

YICPMA
is the young international construction project management association, the youth
organization of ICPMA and an international association for students and young professionals
in architecture, engineering and CPM, construction project management.
ICPMA
is the international construction project management association.
YICPMA is structured in
chapters, which are local groups of members, in a town or region, at a university or
school
the association YICPMA, which is the total of all members organised in chapters.
YICPMA is directed by
the president and the vice-president
members of the international steering committee ISC
Chapters of YICPMA are directed by
the chairperson of the chapter and the vice-chairperson
members of the regional steering committee RSC
The AGM, Annual General Meeting of YICPMA
is the annual meeting of all members of YICPMA.
Member Meetings of a chapter of YICPMA
are formal meetings between all members of a chapter to be organised at least once per
year.

General

YICPMA has been founded in Vienna, Austria in March 2013 by Daniel Balla, Philipp Hain,
Patrick Hollinsky and Wilhelm Reismann, the incoming president of ICPMA.
During the ICPMA Annual General Meeting in June 2013 in Wiesbaden, Germany, YICPMA
was accepted as the youth organization of ICPMA and the president of YICPMA is a member
of the ICPMA Steering Committee.
At a later stage YICPMA shall become a registered association (Verein) according to the
laws of Austria. Until then YICPMA is governed according to the Austrian rules of
associations (Vereinsrecht).
The registered seat and official address of YICPMA is in Muenichreiterstrae 25, 1130
Vienna, in the office of Hollinsky and Partner; Patrick Hollinsky being the founding president.
The official language of YICPMA is English.

Conditions of Membership
Less than 30 years of age (with exceptions to be decided annually by the ISC)
Studying or working in the fields of architecture, engineering or CPM.
Application for membership
Down load the application form from the website and send the completed form to the
appropriate person in the RSC,
The RSC will consider the applications, approve and inform the applicants if they
meet the conditions for membership.
At present membership in YICPMA is free of charge, but it is desired and expected that the
members of YICPMA will become future members of ICPMA.
YICPMA and ICPMA work closely together and support each other in achieving their aims.
The persons responsible for coordination between ICPMA and YICPMA are the two
presidents. The president of ICPMA shall attend the AGM of YICPMA and the president of
YICPMA shall attend the AGM of ICPMA.

Mission and Objectives

As the youth organization of ICPMA, and an international association for students and young
professionals in architecture, engineering and CPM, the mission of YICPMA is to build a
growing international network, to exchange knowledge and different views in professional
matters and to represent the interests of young architects, engineers and construction project
managers in a globalized and competitive world.
The core activity of YICPMA is the permanent exchange between regions and generations.
The objective is to gain profit for the younger generation from the discussion and exchange
of knowledge and experience offered by more experienced professionals. It is the aim of
YICPMA to contribute momentum and ideas generated from the fresh approach the younger
generation can offer for the professions of architecture, engineering and CPM.
The members of YICPMA communicate without hesitation and prejudice between
generations, regions and cultures will bring new ideas to prosper. This is one of principles.

4.

Structure and Organisation of YICPMA

YICPMA is organised in chapters which comprise members in a region or in a university. The


chapters are the contact point for all YICPMA members and are the link into YICPMA at an
international level. The activities of each chapter is organised by a Regional Steering
Committee (RSC) which reports to the International Steering Committee (ISC). The ISC is
responsible for the strategic development of YICPMA.

4.1.
International Steering Committee ISC
The International Steering Committee (ISC) is responsible for the strategy and direction of
YICPMA.
ISC meetings shall be organised at least twice a year. They may be face-to-face meetings or
via use of information technology, e.g. Skype. One of them shall be combined with the AGM.
All meetings of ISC are minuted with copy to ICPMA.
The International Steering Committee ISC of YICPMA consists of 5 permanent members
(core SC) and max. 4 co-opted members
a president (chairing the ISC)
a vice president (president elect)
one member responsible for the long term strategy (will follow the president elect)
one member responsible for organisation and administration
one member responsible for finances (treasurer)

The terms start and end parallel with the 2 years terms in ICPMA.
A new president of YICPMA has to be confirmed by the SC of ICPMA and, as a member of
the Steering Committee, formally by the AGM of ICPMA.
The president and/or the vice president are responsible for the external relations with the
chapters and ICPMA.

4.2.

Annual General Meeting AGM

Once per year all members of YICPMA are invited to attend the AGM Annual General
Meeting which takes place at the venue and immediately prior to or after the AGM of ICPMA.
Each chapter (RSC) has to submit a report to the AGM two weeks prior to the start of the
AGM.
The AGM has to approve all chapter reports or give recommendations for improvement.
AGM meetings are minuted with copy to ICPMA.
4.3.

Regional Steering Committee RSC

RSC meetings shall be organised at least twice a year. They may be face-to-face meetings
or via use of information technology, e.g. Skype. One of them shall be combined with the
Member Meeting.
All meetings of RSC are minuted with copy to ISC.

The Regional Steering Committee RSC of YICPMA consists of 5 permanent members (core
SC) and max. 4 co-opted members

other members will be allocated roles and responsibilities as necessary for the following
long term strategy

finances
organising events for the chapter

A new president of a chapter has to be confirmed by the ISC of YICPMA.

Each chapter shall send at least one SC member to the AGM and ICPMA Annual
Conference.
During the start-up phase of YICPMA the organisation of chapters may be much simpler, e.g.
nominating only a chairperson (speaker) and a vice-chairperson. The status of the
development of the organisation of a chapter has to be reported year by year to the ISC.
4.4.

Member Meetings

Member Meetings of a chapter of YICPMA are formal meetings between all members of a
chapter to be organised at least once per year. They are chaired by the chairperson of a
chapter. All members of the RSC shall take part in member meetings.
All Member Meetings are minuted with copy to ISC.

5.

Functions and Elections of ISC

All functions in YICPMA are on a voluntary basis.


The ISC is elected at its Annual General Meetings (AGM) by general vote of all members
present. There is no quorum, a simple majority is required. Candidates for positions on the
ISC must be nominated in writing or email to the President at least 4 weeks prior to an AGM.
The president will notify all members of the date and venue of the AGM at least 4 weeks in
advance of the meeting.

An RSC is elected at its Member Meeting by general vote of all members present. There is
no quorum, a simple majority is required. Candidates for positions on the RSC must be
nominated in writing or email to the chairperson at least 4 weeks prior to a Member Meeting.
The chairperson will notify all members of the date and venue of the Member Meeting at
least 4 weeks in advance of the meeting.

6.

Finances

The treasurer of YICPMA is responsible for its financial administration. Each chapter must be
financially independent. However, the ISC may decide to provide financial support to a
chapter where it decides that the provision of such funding will provide a strategic benefit to
the overall YICPMA organisation.
At an international level YICPMA has opened a bank account in Vienna, Austria and three
persons are responsible for this bank account:
the president of YICPMA
the treasurer of YICPMA
the president of ICPMA

7.

Further development of this Constitution

As YICPMA is a new organisation, it is expected to develop to a point where this Constitution


will need to be revised. These revisions will normally be enacted following discussion at the
YICPMA AGM. Chapters can propose such changes but must do so at least 3 weeks in
advance of the AGM to allow for discussion on the change to be considered by the members
in advance of the AGM
A majority of 2/3 (two-thirds) of the members present is required to enact a change. A
quorum is not required.
In the first 3 years of operation of this constitution, changes can be considered and enacted
by the ISC provided that 2/3 (two-thirds) of its members agree with the change. Such
proposed changes must be brought to the attention of the membership at least 3 weeks in
advance of the vote.
A full review of this constitution is scheduled for the AGM in 2016.

A chapter can be dissolved if its members do not want to continue and no new members can
be attracted. Such dissolution has to be informed by the chairperson of the RSC to the
President of YICPMA, who will propose the dissolution to the ISC. The ISC will confirm this
dissolution by a simple majority of voting members
The ISC may also dissolve a chapter if the chapter fails to operate in line with the objectives
of YICPMA or acts in a manner that would have the potential to reflect badly on the YICPMA
organisation. Such dissolution requires a majority of two-thirds (2/3) in the ISC. The
President will inform the Chairperson of this decision and the chapter must cease to use the
name YICPMA or its logo from the date of this notification. Prior to taking this action, the ISC
will issue written notice (via surface mail or email) to the RSC of the requirement to amend its
actions. If such an amendment of action does not take place within 4 weeks of the notice, a
final notice proposing the dissolution will be issued by the ISC. Failure to act on the final
notice within 2 further weeks will allow the ISC to proceed with the dissolution.
For the dissolution of YICPMA the respective chapter of the constitution of ICPMA shall be
valid accordingly.
