The House of Representatives has approved on second reading a measure seeking to
provide a charter that will govern the operations and administration of the Overseas Workers Welfare Administration (OWWA). House Committee on Overseas Workers Affairs chairman Rep. The measure% to &e known as the Overseas Workers Welfare Administration Act% shall provide guidelines on matters concerning the OWWA% its mandate% purposes and o&8ectives% mem&ership% collection of contri&utions% and availment of &enefits and services. 9nder the measure% OWWA% which is an attached agenc# of the 1epartment of $a&or and 7mplo#ment (1O$7)% shall &e vested with a special function of developing and implementing welfare programs and services that respond to the needs of its mem&er: OWs and their families. ;n recognition of the contri&ution of long:time mem&ers to the OWWA und% OWWA shall develop and implement a program for the grant of re&ates or some form of financial assistance to OWs who have &een mem&ers of OWWA for at least five #ears and have not availed of an# service or &enefit from OWWA. The measure provides for the reintegration of OWs as one of the core programs of OWWA% and creates the 6ational Reintegration Center for OWs as an attached agenc# of OWWA. OWWA shall also grant &enefits and services to mem&er:OWs such as repatriation assistance% loan and credit assistance% workers assistance and on:site services% social &enefits < death and disa&ilit# as well as health care &enefits% educational and training &enefits. The OWWA shall maintain a comprehensive data&ase of mem&er:OWs to &e updated regularl#. 6o OW shall &e denied mem&ership to the OWWA &# reason of age% gender% nationalit#% religious &elief% or political opinion or affiliation. The measure mandates that there should &e sufficient operative &udget of OWWA to support full protection of the OW welfare% which shall &e reviewed annuall# &# the OWWA !oard with emphasis on ade=uate funding for services and agenc# efficienc#. NR # 3615B OCT. 10, 2014 The measure creates OWWA !oard of Trustees% a polic#:making &od# composed of *- mem&ers and chaired &# the /ecretar# of $a&or and 7mplo#ment. The OWWA /ecretariat% the implementing arm of OWWA% shall &e esta&lished with the OWWA Administrator acting as the Chief 7>ecutive Officer and two 1eput# Administrators assisting in the administration and supervision of operations of OWWA. The measure likewise esta&lishes OWWA und% a private fund held in trust &# OWWA and sourced from the sum total of the amounts under the management and fiscal administration of the !oard% including the 9/?-+ contri&utions and other amounts that shall accrue to the und as fees% investment and interest income. ;n accordance with the purpose stipulated in the proposed Act% the OWWA und shall &e managed with full transparenc# and full pu&lic disclosure &# the !oard% the designated trustee% &ound &# a fiduciar# dut# to manage with e>tra:ordinar# diligence and utmost skill% care and 8udiciousness. The OWWA shall ensure an appropriate growth rate in the und sufficient to sustain the growing needs of mem&er:OWs. ;t shall periodicall# conduct an inventor# of its investment instruments and ensure that the# are properl# kept at a government &ank under a custodianship agreement. 9pon approval of the !oard% all OWWA investments shall &e placed onl# in government securities and &onds% which provide optimum earnings% li=uidit# and protection. "ortfolio management of investi&le funds shall &e outsourced to government financial institutions (2;s). The present OWWA !oard% in consultation with the /enate Committee on $a&or and 7mplo#ment and the House Committee on Overseas Workers Affairs% shall promulgate the ;mplementing Rules and Regulations (;RR).
