The up/down counter circuit is constructed by mod-10 and mod-10 T Flip flop that are cascaded to achieve mod 10 counter. This counter circuit is designed to monitor the available spaces in 100 spaces parking garage. It then produces a display to indicate full packing space and lowered the entrance gate bar. To implement the system, the circuit consist of optoelectronic sensors at entrance and exit of garage, T Flip flop up/down counter circuit and interface circuit to connect the circuit output to the display and moves the gate bar. The IC that has been use is 74HC190N (Presentable Synchronous BCD Decade up/down Counter. Operating voltage for this IC is 6 V. The 74HC190N IC is able to do count-up and count-down operation.
