I. Opening of the session
(Agenda item 1)
1. The fifth part of the second session of the Ad Hoc Working Group on the Durban
Platform for Enhanced Action (ADP) was held at the Maritim Hotel in Bonn, Germany,
from 4 to 14 June 2014, in conjunction with the fortieth sessions of the Subsidiary Body for
Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice
(SBSTA).

2. The Co-Chairs of the ADP, Mr. Kishan Kumarsingh (Trinidad and Tobago) and
Mr. Artur Runge-Metzger (European Union), resumed the second session and opened the

plenary meeting on 4 June. They welcomed all Parties and observers. They also
welcomed Ms. Anna Serzysko (Poland) as Rapporteur of the ADP.

3. The Co-Chairs recalled the decision adopted by Parties at the nineteenth session of
the Conference of the Parties (COP) to accelerate the development of the 2015 agreement
and activities under the workplan on enhancing mitigation ambition.

The Co-Chairs drew
the delegates attention to the contributions of Working Groups II

and III
5
to the Fifth
Assessment Report of the Intergovernmental Panel on Climate Change, which highlight the
urgent need to take enhanced action to keep the global average temperature rise below
2/1.5 C and to adapt to the adverse effects of climate change.
4. The Co-Chairs also recalled the core principles guiding the work of the ADP,
namely that the process will continue to be Party-driven and to build on inputs from Parties,
and that any outputs of the process will reflect inputs from Parties.
5. The Co-Chairs invited the Executive Secretary, Ms. Christiana Figueres, to provide
delegates with an update regarding the organization of the additional session of the ADP,

to be held from 20 to 25 October 2014 in Bonn. The Executive Secretary informed Parties
that the secretariat had secured a venue for the additional session, but that additional
funding was necessary to enable the full participation of representatives from eligible
Parties. In addition, she reminded Parties of the need to cover the costs associated with
providing substantive support to the ADP in the light of the decision by Parties not to
include these costs in the core budget.
6. Statements were made by representatives of 15 Parties, including on behalf of the
Group of 77 and China, the European Union and its member States, the Umbrella Group,
the Environmental Integrity Group, the African States, the Alliance of Small Island States,
the least developed countries, the Like-minded Developing Countries, the Bolivarian
Alliance for the Peoples of Our America Peoples Trade Treaty, the League of Arab
States, the BASIC (Brazil, China, India and South Africa) countries, the Coalition for

Rainforest Nations, the Central American Integration System and the Independent
Association for Latin America and the Caribbean. In addition, statements were made on
behalf of business and industry non-governmental organizations (NGOs), environmental
NGOs, farmers NGOs, indigenous peoples organizations, local government and municipal
authorities, trade union NGOs, women and gender NGOs and youth NGOs.
II. Organizational matters
(Agenda item 2)
A. Adoption of the agenda
(Agenda item 2(b))
7. The agenda for the second session of the ADP was adopted by the ADP at the 1

meeting of the session, on 29 April 2013.

B. Organization of the work of the session
(Agenda item 2(c))
8. At the 9
th
meeting, on 4 June, the Co-Chairs drew the delegates attention to the
scenario note prepared for the fifth part of the session,

and outlined the arrangements made
in the light of the organization of work previously agreed by the ADP and of the mandates
of the ADP, including those given at COP 19.

The organization of the work on agenda
item 3 included a contact group, established at the fourth part of the session,

briefings on
the work of the subsidiary bodies, technical expert meetings and related follow-up
activities.
9. In addition, the Co-Chairs informed Parties of their intention to hold a special event
with observers during the session. This event took place on 5 June.

III. Implementation of all the elements of decision 1/CP.17
(Agenda item 3)
10. The ADP considered this item at its 9
th
meeting and at its 10
th
meeting, on 14 June.
It had before it documents FCCC/ADP/2014/1, FCCC/TP/2014/3 and Add.1,
FCCC/ADP/2014/L.2, FCCC/ADP/2014/CRP.1 and FCCC/ADP/2014/CRP.2 as well as
the informal notes prepared for the fifth part of the session.

11. At the 9
th
meeting, the Co-Chairs recalled the establishment of the contact group on
item 3, referred to in paragraph 8 above, and its mandate to work in accordance with the
agreed agenda, including the two ADP workstreams, and the established UNFCCC
practice.
12. In the light of the mandates of the ADP, the Co-Chairs identified the core objectives
of the work of the contact group at the fifth part of the session, namely:

(a) To further elaborate the elements for a draft negotiating text of the 2015
agreement;
(b) To make significant progress towards identification of the information that
Parties will provide when putting forward their intended nationally determined
contributions;
(c) To advance the work on pre-2020 ambition through:
(i) Stimulating action on the ground in order to close the ambition gap;
(ii) Developing a common understanding of the options for making further
progress on this work.
13. The Co-Chairs noted that, in advancing its work on the elaboration of the elements
for a draft negotiating text, the ADP would continue to adhere to the common starting point
that the 2015 agreement will be under the Convention and be guided by its principles, and
that the work would cover all elements contained in decision 1/CP.17, paragraph 5.
14. At the same meeting, with a view to facilitating the work of the contact group on the
elements for a draft negotiating text, the Co-Chairs drew the attention of delegates to the
note containing their reflections on the fourth part of the second session of the ADP and to
its annex, which presents a landscape of issues identified by Parties and summarizes the
understanding of the Co-Chairs of the views expressed and submitted by Parties in the
course of the negotiations.

15. The Co-Chairs further noted that numerous activities relevant to the work of the
ADP were to be held during the fifth part of the session, including two ministerial events,
and encouraged delegates to take part in these activities.
16. In order to facilitate the work at the first meeting of the contact group, held on 5
June, the Co-Chairs made available to delegates a draft text on the intended nationally
determined contributions of Parties in the context of the 2015 agreement.
17. Interested Parties were encouraged to refer to the UNFCCC website for contact
details of relevant organizations and United Nations agencies in a position to provide
support for the domestic preparations for intended nationally determined contributions, in
response to decision 1/CP.19, paragraph 2(d).
18. At its subsequent meetings, the contact group, in its work under workstream 1,

focused on the elements identified in decision 1/CP.17, paragraph 5, the intended nationally
determined contributions of Parties and other issues related to elements raised by Parties,
including assessment, review and compliance and the structure of the 2015 agreement. In
its work under workstream 2,

the contact group focused in particular on ways to recognize
and encourage progress on pre-2020 ambition and to further strengthen the workplan on
enhancing mitigation ambition.
19. In addition to the draft text referred to in paragraph 16 above, the Co-Chairs
prepared in-session material to further facilitate the work of the contact group and made it
available to delegates in advance of the meetings through the UNFCCC website.

contributed actively to the work on agenda item 3, including through the submission of
inputs to the meetings that reflected their views and proposals.

20. An informal meeting was held on 12 June to take stock of progress made and to
consider the possible way forward. This meeting included briefings by the Chair of the SBI,
Mr. Amena Yauvoli (Fiji), the Chair of the SBSTA, Mr. Emmanuel Dumisani Dlamini
(Swaziland), and the Co-Chair of the Board of the Green Climate Fund, Mr. Manfred
Konukiewitz, to inform delegates on progress made on areas which are relevant for the
work of the ADP.
21. In the context of accelerating activities under the workplan on enhancing mitigation
ambition, as requested by the ADP,

the secretariat organized a forum on experiences and
best practices of cities and subnational authorities in relation to adaptation and mitigation.
The forum was held on 10 June and chaired by Ms. Aisa Kirabo Kacyira, Deputy Executive
Director of the United Nations Human Settlements Programme. During the forum, Parties
shared experiences and best practices of cities and subnational authorities in identifying and
implementing opportunities to mitigate greenhouse gas emissions and adapt to the adverse
impacts of climate change, with a view to promoting the exchange of information and
voluntary cooperation.

22. In the context of the work of the ADP on the technical examination of opportunities
for actions with high mitigation potential, including those with adaptation and sustainable
development co-benefits, as called for in decision 1/CP.19, paragraph 5(a), the following
meetings took place during the fifth part of the session:
(a) Technical expert meeting on the urban environment, facilitated by Mr. Brian
Kilkelly (World Cities Network), held on 10 June;

(b) Technical expert meeting on land use, facilitated by Mr. Tony Simons
(International Centre for Research in Agroforestry), held on 11 June.

23. In addition, a meeting was held on 12 June to facilitate follow-up actions arising
from the technical expert meetings held during the fourth part of the session on unlocking
mitigation opportunities through renewable energy deployment

and energy efficiency
improvements

in the pre-2020 period.
24. At the 10
th
meeting, the Co-Chairs noted that, during the session, the ADP had made
significant progress, in particular on further elaborating the elements of the 2015
agreement, on identifying the information that Parties will provide when putting forward
their intended nationally determined contributions, and on advancing the work on pre-2020
action. The Co-Chairs also noted that the ADP still needed to overcome a number of
significant challenges.
25. The Co-Chairs noted the strong call to intensify negotiations on the basis of Parties
inputs and the request of Parties that the Co-Chairs assist them by providing a focus for the
negotiations. In the light of the calls from Parties, the Co-Chairs undertook to facilitate
preparations for the sixth part of the session by preparing the following documents:
(a) A note containing their reflections on the fifth part of the session;

(b) A non-paper describing, in bullet-point format, Parties views and proposals
derived from statements, interventions, submissions and other inputs from Parties,

including conference room papers, on the elements for a draft negotiating text of the 2015
agreement;

(c) A revised draft text on the intended nationally determined contributions of
Parties in the context of the 2015 agreement;

(d) A draft text on accelerating the implementation of enhanced pre-2020 climate
action;

(e) A scenario note for the sixth part of the session setting out a proposed
organization of work.

26. The Co-Chairs also announced their intention to hold technical expert meetings on
action on non-CO
2
greenhouse gases, and on carbon capture, use and storage, at the sixth
part of the second session of the ADP and to provide the necessary time to allow for
appropriate follow-up actions on the areas that have been considered by the technical expert
meetings in previous sessions.
27. At the same meeting, the Co-Chairs reminded delegates of the possibility for Parties
and admitted observer organization to submit input to the ADP process in accordance with
the invitation to provide information, views and proposals on the work of the ADP before
each session.

IV. Other matters
(Agenda item 4)
28. The ADP considered this agenda item at its 9
th
meeting. No other matters were
raised.
V. Report on the fifth part of the second session
(Agenda item 5)
29. At its 10
th
meeting, the ADP considered and adopted the draft report on the fifth part
of its second session.

At the same meeting, on a proposal by the Co-Chairs, the ADP
authorized the Rapporteur to complete the report on the fifth part of the session, with the
assistance of the secretariat and under the guidance of the Co-Chairs.
VI. Suspension of the session
30. At its 10
th
meeting, the ADP, on a proposal by the Co-Chairs, agreed to suspend its
second session and resume it on 20 October 2014 in Bonn.
31. At the same meeting, the Co-Chairs of the ADP expressed their appreciation to
Parties for their work and support and declared the second session of the ADP suspended.
