1. Acknowledgment
The Chairman and members of this committee would like to place on
record our sincere thanks to Shri Manohar Parrikar, Hon. Chief Minister/ Minister for
Official Language and Chairman of Official Language Advisory Board for his
support and guidance in preparing this report. This committee was set up only due to
his interest of taking governance at the doorsteps of common man. We thank
Secretary, Official Language for all his co-operation and interest shown in the work
of this committee.

3. Preamble
Computers and internet are being fast adopted to increase productivity and
competitiveness, provide better quality of life, enable inclusiveness and strengthen
democracy. The government agencies all over the world are providing lot of citizen
centric information through websites and portals. India and its constituent states are
taking a serious look at providing information and services through ICT ( Information
and Communication Technology ) and various e-Governance initiatives to its citizens
particularly under NeGP ( National e-Governance Plan).
The success of e-Governance initiatives depends upon penetration of ICT and
its applications at grass-root level and core objective of e-governance is to provide
efficient citizen centric services and better access to knowledge and information.
India is a country with 22 official languages. But most of the content on world
wide web is in English including that from government websites. In India only six
percent people are well conversant with English causing knowledge Divide
amongst the citizens. Language is the primary vector for communicating knowledge,
thus the opportunity to use ones language on global information networks such as
the Internet will determine the extent to which one can participate in the emerging
knowledge society and have access to information. Considering the multilingual and
multi-script diversity in India it is imperative that, e-Governance applications need to
be implemented with language framework and all the proposed e-Governance
applications need to be ideally multilingual or at least bilingual (English and Official
Language of the State).

7. Recommendations
Set up Multilingual Website Monitoring and Approval Authority for Government
Websites (MWMAA) to enforce the following recommendations as per objectives
listed above and approve websites for compliance with these recommendations. The
authority will consist of experts in language and technology along with officials of
Directorate of Information & Technology and Directorate of Official Language.
Proper coordination be maintained by ensuring that multi-lingual aspects and other
general technical aspects are continuously updated and shared between Directorate of
Official Language and Directorate of Information & Technology and other concerned
agencies. Both the departments should consult each other while formulating/revising
policy, rules and guidelines
Proposed Action :Form MWMAA as described above to take care of points 1 to 7.

MWMAA shall ensure that any new website development proposal MUST have
multilingual support as essential condition. No new website to be certified/approved
and hosted by Goa govt. or its agencies unless multilingual support as described in
compliance standard is provided.

MWMAA shall also formulate Content writing guidelines so that the content is
written in a jargon free language for easy understanding of the public at large.

MWMAA shall define and implement rules/processes for digital content creation/
translation/ transliteration and monitoring process for including it in the daily part of
the job by assigning responsibility to all.

Government should appoint a team of Raj Bhasha staff consisting of language
assistant/ junior & senior translators/ language officers for every department with
adequate trained support staff to assist in content creation in multilingual form.
Proposed Action :Prepare Recruitment Rules and recruit staff.
9. Ensure that all new recruits in government jobs are certified in operating and
creating multilingual content failing which training has to be completed during
probation period.
Proposed Action :- ( for points 9 to 10)
Establish training centre and create training material. Create a network of training
centres using the existing infrastructure of academic institutes by utilizing it in the free
time. Goa University may be asked to serve as a nodal agency to manage this training by
adopting train the trainers approach.
Conduct compulsory periodic and need-based training in creating and using econtent in official languages to all government employees and provide attractive
incentives for the staff upon completion of such training. This should be combined
with training on Official language already being imparted. These training centers be
spread all over Goa.

Create a centre of excellence (COE) for Konkani language as a Research &
Development organization consisting of linguists and technical scientists to develop
the language technology in a standardized manner and suitable for interaction, search,
and ordering that is based on national/international standards and to enable use of
semantic web capabilities. The Department of Computer Science and Technology
along with the department of Konkani, Goa University have been working on
research in this direction and it is suggested that this centre make use of their
expertise.
Proposed Action :Establish a Centre of Excellence (COE) for konkani on the lines of COE for Marathi in
Maharashtra. This centre could be set up at Goa University by providing Research &

Create or encourage by providing funding, creation of suitable training modules
using educational technology such as video based lectures to train all government
employees, students and aspiring candidates for government jobs.

the chair of Honble C.M. it was decided to form a committee to prepare a draft
policy for Multilingual Government Website and to prepare Devnagri fonts for
Government computers.
