1.0 Purpose

The Objective is to carry out Non-Destructive Testing such as the Insulation
Resistance, TDR and Tan Delta Measurement as Diagnostic Test to assess overall
health of existing Low Voltage Power Cables. The insulation of the power cable over a
period of time deteriorates due to external and internal factors. This reduces the
reliability of the cable.

This document describes the method of above mentioned Measurement and the way to
interpret the results and give recommendations.

2.0 Scope

The scope of this document is to define the procedures for Insulation Resistance, TDR
and Tan Delta Measurement

3.0 Site Planning and Preparations

The following activities are required on site before performing the Cable Integrity Test;
Arranging the gate pass of required Personnel and Testing Equipments supported by
Chiyoda Almana..
Arranging Safety Induction training, supported by Chiyoda Almana and Ras Gas .
Arranging the PTW, supported by Chiyoda Almana.
Opening of MCC, Panel, JBs and Isolation of existing Power Supply from both
ends, supported by Ras Gas.

Grounding and Termination of existing cable if required, supported by AYT.
Existing Cable Test Report and Results if required, provided by Ras Gas
Securing the area during Testing by Chiyoda Almana/AYT.
Power Supply: 1 Phase, 250V, 5Amp AC to our equipments, supported by
Chiyoda Almana and Ras Gas.
Storage Area for our equipments (area required 1 x 1 m
2
) if the work goes for more
than one day.
Semi-Skilled Technician to be provided to help our engineer to carry out the tests.

4.0 Test Instruments

The following Instruments are needed to conduct the Insulation Resistance, TDR and
Tan Delta Measurement at site:

5.0 Work Methodology

5.1 Insulation Resistance Measurement
Prior and after the high voltage withstand test or Tan Delta Measurement; the
cable shall be tested for Insulation Resistance (IR).
For insulation testing, we need to disconnect Cables from panel or equipment
and keep them isolated from power supply.
The cable screen/armour should be earthed during the above measurement.
Cables shall be tested for insulation resistance with an insulation tester (i.e.
Megger) at 500 Volts for 1 minute.
The minimum insulation resistance to earth or between phases shall be 100
meg-ohms.

5.2 Tan Delta Meas!e"ent #$ LV %#&e! Ca'le

Tan Delta value of the insulation of the cable is a very good indicator of the
health conditions of the cable. The test is a non destructive diagnostic test
using voltage levels up to 1.5 times the conductor to ground voltage". This is
because of the fact that there would less numbers of voltage cycles per time unit.
Normally as per the maintenance practice and recommendations, 1.5 times of Uo
value is to be applied between Phase and Ground.



The Tan measurement has to be made by using Very Low Frequency source at
0.1Hz. Using a VLF AC Hipot, the test voltage is applied to the cable (Phase to
Earth) while the tan delta controller takes measurements. Typically, the applied
test voltage is raised in steps, if the Tan numbers indicate good cable insulation;
the test voltage is raised up to 0.5 to 1.5Uo.

For enhanced results to have a standard or previous test to compare for trending
purposes, Phase to Phase Comparisons or Comparison with Previous reports. The
very first test on a cable yields valuable information about the insulation. Also,
most Tan testing is performed on a comparative basis.

In the absence of existing Ras Gas Cable Test Report /Results all values found
during Testing shall be compare to previous Test results performed by AYT with
same condition of existing Cables (Age of Cables, Cable Size, Manufacturer if
possible, etc).
More on that in the next section, if a cables insulation is perfect then the loss
factor (Tan) will not change as the applied voltage is increased. The capacitance
and loss will be similar with 0.5Uo to 1.5Uo applied to the cable.
If the cable has water tree, contamination, thus changing the capacitive/resistive
nature of the insulation, then the Tan numbers will be higher at higher voltages.
Rather than a flat curve for the loss number versus voltage, the curve will be non
linear. See the below graph,

The below is the Test setup for VLF Tan Measurement with VLF. Follow the
instruction given in the manual of the equipments;

5.3 Time Domain Reflectometer
The TDR method is the most established and widely used measuring method for
determination of
The total length of a cable
The location of low resistive cable faults
The location of cable interruptions
The location of joints along the cable
The Time Domain Reflectometer sends a low voltage impulse into the cable
under test. The low voltage impulse (max. 160V) travels through the cable and is
reflected positively at the cable end or at any cable interruption (cable cut). At a
short circuit point this low voltage impulse is reflected negatively.



The Time Domain Reflectometer is measuring the time between release and
return of the low voltage impulse. A change of the impedance in the cable, e.g. a
joint, will be displayed as a laid S. The relevant distances are shown by automatic
cursor settings to the significant locations in the graph.

Note:
1. Existing Cable Size to be verified at Site by Chiyoda.
2. Existing Cable from LRP-341, Circuit-3 shall be utilized with New Cable
Tag (P-34-J-R341-3-1) & New JB (J-R341-3-1) to be provided.

7.0 Safety
Adherence to the safety is must. Our engineers and Technicians will follow the safety
requirement of the client and also the instruction given in the equipment manual need
to be adhere!!!!!

We expect to have below arrangement on site,
7.1 There are area under test shall be barricaded by mentioning TEST under Process
7.2 Both end of test point shall be Isolated, Protected, Cleaned and proper Clearance
should be provided from the earth/body.
7.3 We need to have solid earth point
7.4 Single phase AC supply (220-250V) with multiple outputs (earth protection of
30mA).
7.5 Earthing Cable and Extension Cable will be arranged by AYT.

Note:-
1. Approval of laptop at the site.
2. Proper Earthing point near testing area.
3. In case of any emergency alarm, work completion period will be affected.
4. Material exit Pass preparation by Chiyoda Almana.
