Procedure for Applying for Permission
1. A foreign mountaineering expedition desirous of climbing of peak in Pakistan shall
apply on the application form (Annexure A) with one extra copy in the nearest Embassy / onsulate of Pakistan. A copy with a photo copy of royalty receipt should be sent directly to the !ourism "i#ision$ %&'/($ )slamabad$ Pakistan. (. Application forms for allotment of peaks should be accepted by a Pakistani Embassy / onsulate during the period of 1 st *anuary to+1 st "ecember of a year preceding the year in which an expedition is planned. +. ,uch application would then be sent by the said Embassy/onsulate immediately to the !ourism "i#ision where they would be processed on -%irst&come&%irst ser#ed basis.. /. )ncomplete application forms or such forms as are recei#ed either before or after the stipulated dates may not be entertained. 0. )f a party is not sure of the composition of the team$ it shall apply stating the fact and without attaching particulars of members with the application form. )n such cases peaks will be pro#isionally booked. A formal permission letter shall issue only after particulars at Annexure&1 are recei#ed in !ourism "i#ision at least three months in ad#ance of arri#al of the party in Pakistan. )f particulars of the new members are not recei#ed within stipulated period and party arri#es in Pakistan$ it may delay their departure to the mountains till the clearance of new members is obtained in about a week. 2nder this procedure a party shall not lea#e for Pakistan unless it is in receipt of the formal permission letter. 3o mountaineer would be a member of more than one expedition during a season. 4. A party shall indicate in order of perference$ at least +&/ peaks so that a#ailable peaks could be allotted. A party shall be gi#en permission for more than one 5666 metre peaks with the special permission by the ,ecretary$ 7inistry of ulture$ ,ports and !ourism. '. !ourism "i#ision shall endea#our to send the mountaineering permit to a party within 46 days of receipt of application form in !ourism "i#ision."epending on the a#ailability of the peak for the choiced period$ !ourism "i#ision will send pro#isional booking of the peak upon receipt of the completed application. 5. 8o#ernment reser#es the right to allot a particular peak through any route to more than one party in the same season. )) CANCELLATION 9. 8o#ernment has the right to cancel the allotment of a peak at any time without assigning any reason. Amount of royalty deposited shall be refuned in such cases. 16. )n case$ howe#er$ a party postpones/cancels its mountaineering plan for its own reasons$ it shall so inform the !ourism "i#ision by :uickest possible means. )n such a case royalty deposited shall neither be refunded nor it could be carried forward for future mountaineering in Pakistan. hange in the booking period during the same mountaineering season is possible sub;ect to a#ailablity of the peaks / route for the re#ised date. ))). BRIEFING / DEBRIEFING 11. !he expedition upon arri#al in <awalpindi / )slamabad should see the officer concerned in !ourism "i#ision for arranging meeting with the =iaison >fficer and assistance on matters like insurance$ purchase of rations and allied matters. After completing these formalities leader of the expedition shall ask for a date of formal briefing. %or this purpose he shall gi#e a minimum notice of (/ hours excluding %riday and ?olidays. !he preparatory work would entail a stay of about four&fi#e days in )slamabad / <awalpindi. 1(. >n return from the mountains the leader of the party shall inform the concerned officer in the !ourism "i#ision and obtain a date for debriefing by gi#ing him a minimum notice of (/ hours excluding %riday and holidays. 3ote @ 3o party will lea#e for the mountains without formal briefing or lea#e the country without formal debriefing. )# LIAI!ON OFFICER "L#O#$ 1+. A party shall include in the expedition$ as its member at least on =.>. to be detailed by the 8o#ernment of Pakistan. 1/. A party shall pay for his food$ accommodation and transport for mountains and back from the reporting date of the expedition in )slamabad till the date the party is debriefed. 10. "uring the stay of a party at <awalpindi/)slamabad the =.>. will be gi#en daily allowance at the rate of 2,A +6/& per day. !he =.>. in a city of 3orthern Areas (such as ,kardu$ 8ilgit etc.) is to be paid 2, A 10/& per day and accommodation. 14. A =.>. shall carry his personal e:uipment like any other member of the party. 1'. A =.>. shall be consulted on routes and local customs and if desired on matters such as transport$ accommodation and rations. )f howe#er$ a leader disagrees with =.>. he shall gi#e him in writing the reasons for such disagreement. 15. A =.>. shall extend maximum assistance to a party in making purchases etc. ?e shall$ howe#er$ not handle any cash nor undertake any financial transactions on behalf of a leader / party. B. %IT & E'(IP)ENT ()) %or =iaision >fficer 19. A =.>. shall accompany a party to a maximum height with the consent of the leader or atleast stay at the base camp till the party descends and return with the party for debriefing at )slamabad. %or this purpose a party shall pro#ide him$ free of cost necessary kit and e:uipment as detailed at Annexure C in order to enable him to perform his duties without any risk to his person. (6. Dit / e:uipment for =.>. should be brought to his measurements sent to a party in ad#ance. )f a party does not recei#e measurements before its departure for Pakistan it may bring standard siEe kit and e:uipment. ,hirts and *ean trousers may be purchased in Pakistan to a#oid siEe problems. (ii) %or =ow Altitude Porters (1. A low altitude porter shall accompany a party upto the base camp (7aximum height 0$066 metres). %or this purpose a party shall pro#ide him with standard kit / e:uipment as detailed at Annexure C " free of cost. ((. )n case a low altitude porter is desired by the party to go abo#e 0$066 metres (except passes enroute) he shall be entitled to kit/e:uipment and ration as prescribed for high altitude porters at Annexure C E. (+. !he cook will be pro#ided the kit / e:uipment (except climbing tools) of a high altitude porter. (iii) %or ?igh Altitude Porters (/. A party shall arrange to pro#ide$ free of cost$ standard kit and e:uipment to a high altitude porter as detailed at Annexure C E in order to enable him to perform his duties. ()B) %or ommunication (0. A party shall be e:uipped with reasonable communication means such as Falkie talkie$ <adio / !ransistor set$ and a high powered transmitter for communication from mountains with district head:uarters (optional fre:uencies allotted are 0(61 D?G$ 4994& D?G$ 16(5(&D?G$ 10901&D?G and 14/11&D?G). (i#) 8eneral (4. Dit / e:uipment for porters shall be handed o#er to them in the presence of =.>. prior to the start of car#an. ('. 3o party shall be allowed to proceed to its destination if the kit/e:uipment pro#ided by it to =.>. / Porters is found incomplete or sub&standard in :uality. 1efore lea#ing <awalpindi / )slamabad a =.>. shall satisfy himself that the kit/e:uipment is complete and of re:uired standard. Dit and e:uipment gi#en to =.>. is returnable but$ the items of personal use and clothing such as ;ackets$ trousers$ shirts$ glo#es$ socks$ caps$ approach march boots$ pull o#ers$ ruck sack and sleeping bag are to be retained by the =iaison >fficer. (5. 2se of communication system. )t will be ad#isible to carry proper communication system by a party. !he =.>. will also be pro#ided appropriate communicational e:uipment. !he obtaining clearance of communication system to be used by the party is indispensible which should be intimated will in time on prescribed form (Annexure&D). B). )mport / Export of E:uipment / Dit (9. E:uipment$ non&consumable and consumable stores imported by a party into Pakistan shall be sub;ect to the following conditions @ a. E:uipment and non&consumable stores will be allowed temporary entry free of customs duty and sales tax le#iable there on sub;ect to an undertaking (Annexure&%) being furnished by a leader of the expedition to the effect that the e:uipment etc. will be re&exported out of Pakistan on completion of the mission and that no part of it will be sold or otherwise disposed of in Pakistan$ failing which duty and sales tax le#iable thereon will be paid. b. onsumable stores and medicines will be allowed exemption from customs duty and sales tax sub;ect to the said undertaking (Annexure C %) being furnished by the leader of the expedition to the effect that they will be used for the purpose for which they will be used for the purpose for which they ha#e been imported and will not be sold or otherwise disposed off in Pakistan failing which customs duty and sales tax le#iable thereon will be paid. !he un&consumed portion will be re&exported out of Pakistan on completion of the mission. c. Abo#e conditions shall not apply when donation of consumable stores and medicines etc. is made in Pakistan with the prior permission of the 8o#ernment and for which official receipt will be issued. +6. A party shall send to !ourism "i#ision an application in triplicate as per said Annexure C % alongwith three copies of the list of e:uipment. ost price of all the items shall also be shown on the said list. !ourism "i#ision shall return one copy to the party after affixing signature / seal. Another copy shall be sent to the customs authority at the point of entry who shall clear the e:uipment when it arri#es with a party. +1. )f some e:uipment is to be sent to Pakistan in ad#ance. !ourism "i#ision shall be so informed. )n that case one copy of the application at the said Annexure&% alongwith its enclosures$ shall be handed o#er to a clearing and forwarding agent to be nominated for his purpose by a party. Another copy shall be sent to the customs authority at the point of entry. +(. After clearance of the e:uipment$ the local agency shall ha#e to arrange for its transport$ storage and protection till it is handed o#er to the party on arri#al. ?e shall also pay local octroi duty$ if any. ?e shall be ad#ised to contact a representati#e of !ourism "i#ision in case of difficulty. B)). FA8E, >% P><!E<, H !<A3,P><! ?)<E ?A<8E, ++. A rough idea on wages and charges for animal and mechanical transport will be communicated to the party alongwith the formal permission letter. +/. Payment of wages to porters shall be made when they are discharged. ?owe#er$ if a porter re:uires an ad#ance payment$ this may be gi#en in the presence of =.>. / 8uide and receipt obtained. +0. )n addition to daily wages$ a party shall pro#ide to a low altitude porter free rations as per Annexure&8 or money in lieu of rations$ as fixed by the 8o#ernment from the day he is engaged till the day he is discharged. +4. ,imilarly$ free rations shall be pro#ided to high altitude porter as per Annexure&? from the day he goes abo#e 0$066 metres. +'. Except in the case of sickness/in;ury no wages shall be paid to a porter for a day on which he does not work. )f howe#er$ a party wants to ha#e a rest day then porter(s) shall be paid full wages etc. +5. %or forced halts on bad weather days a party shall pay to porter full daily wages and rations. "ecision of a leader about mo#ement on such days shall be final. )f $ howe#er$ =.>. feels that the weather is too bad to march$ he may ask the leader to halt the party. )n case of disagreement with the ad#ice of =.>. the leader should gi#e in writing the reasons for such disagreement. +9. A porter marching with a party for more than se#en days shall be allowed e#ery se#enth day as holiday with full daily wages etc. *III# IN!(RANCE /6. A =iaison >fficer shall be co#ered by an insurance of <s. +66$666/& (<upees three thousand) only. )n case of partial disablement the amount of compensation shall be proportionate to the percentage of disablement as declared by a competent authority. /1. A high altitude porter shall be insured for a sum of <s. (66$666 (<upees two hundred thousand only). )n case of partial disablement the amount of compensation shall be proportionate to the percentage of disablement as declared by a i#il ,urgeon. /(. A low altitude porter shall be insured for a sum of <s. 166$666/& (<upees one hundred thousands only). )n case a partial disablement$ the amount$ of compensation shall be proportionate to the percentage of disablement as declared by a ci#il ,urgeon. /+. )nsurance co#er shall be pro#ided through a Pakistani company and 8o#ernment shall help a party in getting this facility in Pakistan if so re:uested. )I. )EDICAL TREAT)ENT //. )f in the opinion of a doctor/first aid specialist e#acuation of a sick/in;ured porter from the mountain to a hospital in a district head:uarters like 8ilgit$ ,kardu or hitral in necessary then the said party shall pay for his e#acuation by a helicopter or other means. )n case a =.>. feels that the porter is #ery sick and is not being e#acuated$ he shall ask the leader to arrange for his e#acuation. )f the leader disagrees with the ad#ice of =.>. he shall gi#e him in writing the reasons for such disagreement. !he said statement would also need to be countersigned by the expeditionJs doctor/first&aid specialist. /0. A party is not responsible to pay for the e#acuation and medical treatment of a sick/in;ured =.>. as the same shall be borne by his detailing/recommending authority. /4. "uring sickness/in;ury in the mountains or hospitaliEation$ a party shall pay half of the daily wages to a porter till the date it lea#es the district head:uarters for <awalpindi/)slamabad. /'. 7edical facilities including surgical operations etc. are generally pro#ided free of cost in Pakistani hospitals. ,hould some sickness/in;uries to porters entail some expenditure$ a party shall pay for the same. )n case of death of a porter/cook or other hired person$ the expedition would be responsible for the transport of the dead body from the place of the casualty to the place of hiring. I. RO+ALT+ /5. %ollowing are royalty rates for scaling peaks of #arious height in Pakistan @& ,/3o ?eight of Peaks <oyalty in 2, A %or each additional member exceeding ' per team an additional fee at the following rate will be charged. 1. D&( (5411 7) 1($666 A +$666 (. 5661&5066 (7) 9$066 A +$666 +. '061&5666 (7) /$666 A 1$666 /. '661&'066 (7) ($066 A 066 0. 4666&'666 (7) 1$066 A +66 (!hese rates are sub;ect to periodic re#ision). Additional fee will be charged if the number of party is for more than one peak the additional number is to pay for the other peak also. 3>!E@ Expeditions are re:uired to deposit full amount of royalty with the nearest Embassy/onsulate / !ourism "i#ision 8o#ernment of Pakistan at the time of making an application for booking of a peak. !he ?ead of account for depositing the royalty is @& -1+91&%ees$ %ines and %orteitures. for accounting of the receipt relating to royalty/trekking fee realised from 7ountaineering and !rekking. /9. An Embassy / onsulate shall forward to the !ourism "i#ision a copy of the royalty receipt issued to the expedition. Amount of royalty$ number and date of receipt issued may clearly be mentioned on the co#ering letter. 06. A party shall indicate in its application form its order of preference for attempting the peak. )n case the preference of a party is for the allotment of lower peak and the party is alloted a higher peak out of its preference it shall deposit the balance of the royalty within two weeks of receipt of communication from !ourism "i#ision. )n case the balance amount is not deposited within the stipulated period the allotment shall automatically stand cancelled. !he amount of royalty collected shall not be refund to the party whose allotment has been cancelled. 01. )n case the first preference of a party is for the allotment of a higher peak but it is allotted a lower peak out of its preference the balance of the royalty shall be refunded to it by the concerned Embassy/onsulate of Pakistan on receipt of a letter of authoriEation from the !ourism "i#ision. 0(. )t shall be binding on a party to accept the allotment of a peak if it is one of those mentioned by it in its application form. )n case of refusal to accept the allotment$ the amount of royalty stand forfeited. 0+. )f a party indicates its order of preference within a list of peaks submitted by it and all those peaks ha#e already been allotted to other parties$ it shall be asked to identify more peaks. )n case of its inability to do so$ the whole of its royalty shall be refunded to it. 0/. A foreign&cum&Pakistan party and a Pakistani&cum&foreign party shall deposit the full amount of royalty for the allotment of a peak. )n case it :ualifies for a discount of 06K on the royalty the balance of the amount shall be refunded to it accordingly. 3ote @ A foreign expedition party shall be allowed to get Pakistani member only from any Pakistani 7ountaineering lub registered with the !ourism "i#ision. ,imilarly such a Pakistani lub shall be allowed to organise a Pakistani&cum& %oreign expedition if it is registered with the !ourism "i#ision. I). P,OTOGRAP,+ ()) Aerial Photography 00. Aerial photography of mountain peaks enroute to 3orthern Areas and hitral is allowed after notifying the pilot of an aircraft or the =iaison >fficer. (ii) ,till Photography 04. A party shall not photograph the following ob;ects during its stay in Pakistan @ Any Army$ 3a#y and Air %orce installations. Any e:uipment of Armed %orces such as ships/establishments$ guns$ tanks$ #ehicles$ aircrafts and arms etc. Any Pakistan Aerodromes or its connected buildings and installations. Any tribal lady/ladies. Any other notified prohibited area/place. (iii) 7aking of ommercial %ilm including !.B. 0'. ,ub;ect to abo#e$ a party attempting a peak$ situated in closed Eone (i.e. 16 mile belt and +6 mile belt of Pakistan border with foreign countries) may take photographs/make films under the direct super#ision of a =.>. 05. %or this purpose$ a party shall identify one member of its team as the photographer for shooting of a film of academic interest. )f$ howe#er$ a party wants to include in the team some professional photographers for shooting of a professional films$ the professional photographers for shooting of a professional films$ the professional photographer(s) in that case shall be accompanied by an additional =.> under the same !erms and onditions as for the =.>. 2nder this arrangement$ professional photographers shall not be allowed to break into units. 09. Export of such films out of Pakistan shall be allowed only after the =.>. has certified that defence installations and prohibited areas/places were not photographed. 46. A =.>. shall inform a party of the ob;ects which are allowed to be photographed/filmed. )f he is con#inced that key/defence installations are being photographed$ he shall forbid the photographer from taking such photographs or making suck films. )f a photographer does not comply with his ad#ice$ the matter shall be reported to police who shall proceed against such photographer under official ,ecrets Act$ 19(+. 41. ,till photographs$ commercial films and films of academic interest taken/made in rest of Pakistan shall not be sub;ect to these restriction except restrictions mentioned at para 0/ and 05. 4(. Permission to photograph is sub;ect to the condition that a party shall supply to the 8o#ernment of Pakistan free of cost and freight one copy/print of film of academic interest/commercial film made and one set of photograph taken. I)). -OINT E.PEDITION PARTIE! (a) %oreign&um&Pakistan party @ 4+. A party assuming the nature of a ;oint expedition$ which would include Pakistanis as climbers$ shall get a discount of 06K on the amount of royalty. )n this case the number of Pakistani climbers shall not be less than half of the total number of foreign members in a party including its leader. )n special cases the !ourism "i#ision may relax the number of Pakistanis to one&third of foreigners. 4/. )f$ howe#er$ the said one&third number cannot be mustered then there shall be no collaboration between a Pakistani party and a foreign party. 40. Particulars of Pakistani climbers$ in fi#e copies$ shall be obtained on proforma at Annex. L)J by a foreign party from any Pakistani Alpine lub which shall ensure that experienced climbers are nominated for the purpose on all Pakistan basis. !hese particulars shall then be attached to an application form. 44. 2nder these arrangements a leader shall be a foreigner while deputy leader shall be a Pakistani. (b) Pakistan&um&%oreign party@ 4'. A Pakistani party which may include in its expedition foreign national as members$ shall pay 06K of the royalty chargeable for a peak proposed to be attempted. )n this case the number of foreign climbers shall not exceed that of Pakistani climbers or be less than one&third of the total number of Pakistanis. ?owe#er$ a party ha#ing a single foreigner will stand exempted from the operation of this para. 45. Particulars of all foreign climbers shall be obtained by a Pakistani party on proforma at Annexure&1 and supplied in fi#e copies$ alongwith an application form at Annexure&A to !ourism "i#ision at least / months in ad#ance of their arri#al. 49. 2nder these arrangements a leader shall be Pakistani while a deputy leader may be a foreigner. '6. A foreign&cum&Pakistani or a Pakistani&cum&foreign expedition party shall be accompanied by a =.>. '1. A party consisting of Pakistani climbers only shall$ howe#er$ be exempt from payment of royalty. )t shall$ howe#er$ deposit with !ourism "i#ision particulars of all the members$ including the leader on proforma at Annexure L)J Pakistani expeditions need no =.>.Js. '(. %oreigners and Pakistanis climbing peaks under these arrangements shall be sub;ect to rele#ant pro#isions of these !erms and onditions whereeer applicable. '+. >nly two ;oint expeditions will be allowed (on first&cum&first basis) e#ery year which are to be recommended by a lub registered with Pakistan ,ports 1oard / affiliated with the 2)AA. I))). ACCIDENT! / '/. )n case of accident/death of a member of a party$ the leader shall notify the =.>. who shall report the matter to the nearest police station and get in touch with "eputy ommissioner of the area for any assistance that may be felt necessary. '0. )f any assistance from the Pakistan Army is needed$ the =.>. shall so inform the "eputy ommissioner who shall arrange such assistance. '4. )f helicopter is needed$ %3A/=ocal Administration would arrange for the same$ on payment basis. 7ountaineering expeditions will guarantee rescue operation funds to the tune of 2,A /666 or pro#ide guarantee from their respecti#e "iplomatic 7ission in Pakistan or an undertaking from 8o#ernment appro#ed !our >perators failing which they will not be allowed to attempt peaks in Pakistan. ''. )n case of death of member$ a =.>. shall obtain$ necessary death certificate from local "eputy ommissioner before lea#ing the area. '5. )n case of accident/death of a low/high altitude porter$ action shall be taken on the abo#e lines. )n addition$ a =.>. shall obtain from the i#il ,urgeon concerned a certificate of his/their disablement/death for insurance purposes. '9. )n case of in;ury/death of =.>. the leader shall inform the "eputy ommissioner of the area who$ in turn$ shall inform the army authorities/!ourism "i#ision. I)B FOREING E.C,ANGE / 56. A party shall in#ariably encash %oreign Exchange from an authorised bank/money changer. %or this purpose a certificate about the amount of %oreign Exchange surrendered shall be obtained from the said bank/authorised money changer. 51. Exchange booths of banks authorised to deal in %oreign Exchange at the exit points are authorised to recon#ert upto <s. 066/& per person out of the unspent balance of Pak. <upees obtained by encashment of foreign currency. %or recon#ersion of the amount exceeding the said limit an office of the ,tate 1ank of Pakistan shall be approached through a bank authorised to deal in foreign exchange. 5(. A party shall con#ert its foreign currency into Pak. <upee at <awalpindi/)slamabad which shall then be taken to 8ilgit/,kardu and hitral. A party may$ howe#er$ deposit the surplus/reser#e amount in a bank at the abo#e mentioned places$ before lea#ing for mountains. 5+. Encashment of %oreign Exchange from anybody other than a bank or an authorised money changer is an offence under the %oreign Exchange <egulation Act$ 19/'. IB. OB!ER*ANCE OF !EC(RIT+ AND CONDITION! FOR P(BLICATION OF )ATERIAL / 5/. A party shall confine its acti#ities to its ob;ecti#es as declared in the application form. 50. A party shall not indulge in any acti#ity that might offend the religious sentiments and social or moral usages and customs of the local people. 54. A party shall not at any stage operate in more than one area and scale more than one peak. 5'. Also a party shall not scale a peak by a route which goes through another peak. 55. A party shall not split into small groups while in the mountains. )n cases of emergency a =.>. has the authority to allow splitting of a party. 59. A party shall not de#iate from the specified route except in an emergency and with the permission of a =.>. 96. 7aps etc if applied for and issued to a party shall be returned to the 8o#ernment of Pakistan through =.>. before an expeditionJs departure from Pakistan. A nominal amount of non&refundable money may also need to be deposited with the 8o#ernment for use of these maps. 91.
