Chief Minister Shri
Shivraj Singh Chouhan
has said that womens
empowerment can be
ensured through their economic and
political empowerment. Madhya
Pradesh will lead in this direction.
He urged society to support womens
empowerment efforts. Chief
Minister Shri Chouhan stated this
during inauguration of womens
empowerment and protection cam-
paign Gauravi here. The function
was prsided over by Union Health
Minister Dr. Harshvardhan. Noted
film actor Aamir Khan was especial-
ly present on the occasion.
The Chief Minister said that dis-
crimination against girls is the fault
of mentality. Mass efforts are needed
to change this. Society should
launch a campaign to change mind-
set towards women. Gauravi cam-
paign is an important step towards
this. Beti Bachao Abhiyan has been
launched in Madhya Pradesh to
turn girls into boon.
Novel schemes like
Mukhyamantri Kanyadan Yojana
and Ladli Laxmi Yojana have been
launched, which have been replicat-
ed by other states also. Women have
been given 50 percent reservation in
states local bodies. He urged society
to come forward to check domestic
violence. One-stop crisis resolution
centres will be opened in the state
under Gauravi Abhiyan. In Madhya
Pradesh, arrangements have been
made to put up challan in courts
after completing investigation into
cases against women within 15 days.
Similarly, strict sentence has also
been ensured to criminals within
prescribed time-limit.
Dr. Harshvardhan said that
Madhya Pradesh has set an example
before the country by launching
Gauravi Abhiyan. He said that
Madhya Pradesh has launched a
number of innovative schemes in
health sector, which can be imple-
mented in the country. He said that
the Central government will extend
all possible assistance to the state
government. This is an important
step towards strengthening womens
security. Protection of womens hon-
our is a serious issue. All depart-
ments have important role in this.
He said that health needs to be
turned into a major mass movement.
Madhya Pradesh should take initia-
tive for this.
He said that AIIMS Bhopal will
be constructed on the pattern of
AIIMS Delhi. It will be completed
within time-limit. He said that in
AIIMS Bhopal an entire premises is
dedicated to AYUSH. All medical
systems have been kept simultane-
ously. Health Minister Dr. Narottam
Mishra said that due non-coopera-
tion of former Central government,
difficulties were experienced in
expanding health services to the
lowest level in Madhya Pradesh.
This situation will end now.
Describing Gauravi Abhiyan as
unique, he said that the Chief
Ministers initiative, a number of
schemes have been launched in the
state to protect womens dignity and
honour. He is the first Chief
Minister to work in this direction.
Dr. Mishra said that due to strict
action in Madhya Pradesh in cases
of womens harassment, victimisa-
tion and exploitation, accused have
been sentenced quickly. Referring to
achievements in health sector, 450
types of medicines are being provid-
ed free daily to 4 lakh patients in the
state. No serious complaint has
come to the fore till date. State is
also pioneer in extending help to
serious patients. Financial assis-
tance worth Rs. 100 crore is given
annual to patients. Breakfast and
meals are provided free to about 90
thousand indoor patients daily in
the state.
Women & Child Development
Minister Smt. Maya Singh said that
novel initiatives have been taken in
Madhya Pradesh to protect womens
dignity and honour. She said that
Madhya Pradesh had launched
Usha Kiran Yojana soon after pas-
sage of a Central Act to prevent vio-
lence against women. She said that
participation of non-government
organisations and every section of
society is needed to ensure womens
empowerment.

had come in his programme
Satyamev Jayate to provide medical,
physiological, legal and police help
to victimized women at one place.
This idea was supported by one
crore people. Madhya Pradesh is the
first to implement this concept for
which the Chief Minister and his
cabinet are praiseworthy.

Bhopal: Congress has alleged that the wife of
Chief Minister Shivraj Singh Chouhan is also involved
in the Professional Examination Board (PEB) scam.
Former minister Laxmikant Sharma has been arrested
in this case. The FIR names other BJP and RSS lead-
ers as well as a few officials in the Chief Ministers
Office. Partys spokesperson KK Mishra has said that
the admissions of 19 people from the family of
Sadhna Singh were done by fraud means. She used to
pressurise the authorities for the same. BJP, on the
other hand, has rubbished all the allegations saying
that Mishra has made the statement without any evi-
dences. Leader of Opposition in the state assembly
Satyadev Katare has said that unless chief minister
steps down, a fair investigation into the PEB scam
was not possible. It is difficult to believe that the CM
who has at his disposal an entire intelligence depart-
ment could not get the wind of the mega scam that
had been going on for years, Katare said. Notable, the
STF has been on an arresting spree from last few days
in the case. STF has arrested more than 100 people
who either took admission illegally or helped in illicit
admissions.
Many examinations conducted by PEB have
come under doubt following the scam. Congress has
alleged that chief minister's relatives played a dubious
role in the scam and the investigating agency in not
taking proper action against the culprits. Congress
leaders have questioned the action taken by STF and
accused the agency of adopting lenient attitude.
Congress leaders demand that accused should be
booked under stringent corruption charges. Earlier,
Congress had alleged that BJP leader Uma Bharti,
who is union minister now, also recommended some
students name, but no action has been taken against
her by STF. Chouhan had a tough time last December
when STF officials leaked his rival Uma Bhartis name
in the scam, before going on to give her a clean chit.
This gave rise to conspiracy theories.

are in offing in Chhattisgarh where
five are already functioning.

Chandrakar said recently that the pro-
posal for establishment of three new
universities- Shankaracharya
University at Durg, Amity University,
Raipur and J indal University at
Raigarh- is under consideration.
Private universities can be set up
in state under Chhattisgarh Private
University Act 2005 and it has been
about five years since universities
have been established under this act.
Five private universities- MATS
University, Dr CV Raman University
(CVRU), ICFAI University, ITM
University and Kalinga University
are functioning at present. Throwing
light on the procedure for granting an
organisation the permission to estab-
lish a university, Chandrakar said
after the proposal is examined, it is
forwarded to government for issuance
of a Letter Of Intent (LOI). State gov-
ernment takes a call and issues LOI
which contains criterions that are nec-
essary for a functional university, the
main ones being financial perspective
and the suitable amount of land area.
He said in the past many such
proposals had been cancelled as the
parties concerned failed to fulfill the
criterion. He further said that selec-
tion of staff and vice-chancellor for
the university is done under the
norms set by University Grants
Commission (UGC). The regulatory
commission along with UGC moni-
tors the universities by going on reg-
ular inspections, checking the infra-
structure as well as the course plan-
ning, he said. Chandrakar said gov-
ernment is trying to get varsities start-
ed in remote region. "Government
doesn't want universities just in
Raipur, Durg and Bilaspur. In remote
places the endowment fund for a pri-
vate university is just Rs 1 crore while
in urban regions it is about Rs 3
crore," he said. "CVRU is the only
private university set up in one of the
interior areas of the state and we want
to establish more as it would be very
noble to make education easily acces-
sible in remote regions.
Hence, we are trying our level
best to promote this," he said.
Pointing out that CVRU and MATS
University have completed seven
years while three other universities
have completed five years of their
establishment, Chandrakar said the
commission was looking into the idea
of permitting these universities to set
up their off-shore campuses.

Bird enthusiasts in
Chhattisgarh went wild recently,
with more than 15 teams, each com-
prising five to six persons armed
with cameras, reaching the jungles
and wetlands near Raipur to track
different species.
This is the first time that birders
from Chhattisgarh are participating
in the national level contest in col-
laboration with Delhi Bird Group to
identify winged creatures. This
includes both residential and
migratory birds. Data collected by
enthusiasts would be verified, com-
piled and forwarded to a common
place, which would further be used
for conservation of birds.
Septuagenarian AMK Bharos,
fondly called 'birdman' of
Chhattisgarh, is the most senior
ornithologist, who has not only been
a birdwatcher since the 70s, but has
also contributed largely towards
their conservation in Chhattisgarh.
His major findings and discoveries
include brown rock chat, white bel-
lied wood pecker, wryneck and
many more. "For me weekends
always meant wandering in the
forests to discover something new,"
he said. From Surat in Gujarat to
Satpura range, state's Udanti was
the missing point which was discov-
ered as breeding place for these
birds. Bombay Natural History
Society has Bharos's name recorded
as the explorer of this species. He is
also president of the state wildlife
society. All from his family are into
bird-watching and wildlife. "All
birds do not feed on anything that
you serve. One comes to know even-
tually about their liking after one
identifies them. I see more than 15
species of birds at a time, ranging
up to more than 500 on my terrace.
One of our winged visitors is the
Indian silver bill bird. So far at
least 209 of them have visited us,"
said Veenu Bharos, who is Bharos's
brother.
Among young birders' brigade of
Chhattisgarh is Sonu Arora, a busi-
nessman, who was attracted
towards wildlife since long and
exclusively tracked tigers whenever
in the wild. He has identified near-
ly 350 species of birds in the last
few years. "Then, someone told me
to try observing birds. Now I have
been birding for the last five to six
years and have travelled to Desert
National Park in Jaisalmer follow-
ing the Great Indian Bustard. They
are just 200-250 left across the
globe and I was lucky to click four of
them."
Arora said, "Industrial boom and
deforestation in Chhattisgarh is
adversely affecting winged crea-
tures' habitat. I urge people to plant
trees and stop killing birds." For
Mohit Sahu, his most memorable
sight was to locate the osprey in
2000 for the first time in state. "Till
the time it wasn't identified, no one
cared, but after it was spotted, I got
feedback from people about their
sighting in and around Raipur."
Saurabh Agrawal, 31, is into bird-
ing since he was 16. "I simply pick
my camera and leave for the jungle
to spend time in the wild. In 2005, I
spotted the black baza at Kaanger
Valley, which wasn't recorded ever
in state. Now I am pursuing a
career in wildlife tourism in Central
India."

Union Health Minister Dr.
Harshvardhan has said that all under-con-
struction works of AIIMS Bhopal will be
completed by year-end. AIIMS Bhopal
would be counted among best teaching
institutes in country due to facilities to be
made available in it. Dr Harshvardhan
was talking to media after inspecting
AIIMS here. States Health Minister Dr.
Narottam Mishra was also present on the
occasion. Dr. Harshvardhan inspected
OPD and under-construction hospital.
He interacted with patients who had
come for pathology tests, X-ray, ENT
and other tests. He also sought informa-
tion about medical equipments available
in the hospital. Dr. Harshvardhan said
that Indian system of medicines is also
being used along with allopathy to pro-
vide better medicare to patients all over
the world these days. He inspected Dhyan
and Yoga Kendra under AYUSH. He also
sought information about Panch Karma
system of treatment. Dr. Harshvardhan
also inspected buildings of AIIMS
administrative block and Medical College.
Over 200 students from all over the
country are pursuing education here. He
discussed teaching facilities with students
and faculties. The Union Health Minister
also inspected girls and boys hostels and
had meals with students at mess.
In a presentation before the Union
Health Minister, the Director, Dr.
Sandeep Kumar informed that AIIMS
Bhopal is spread over 154 acres. For it,
works of about Rs. 518 crore have been
sanctioned. So far, Rs. 400 crore have
been spent on the building. He informed
that total cost of building and equip-
ments of AIIMS Bhopal is Rs. 815 crore.
Process is underway rapidly for purchase
of medical equipments. Education is
being imparted in 2 batches. Admissions
to the third batch will be completed in
August 2014. The meeting was informed
that 4000 posts have been sanctioned for
AIIMS and recruitment is being made at
a rapid pace. The Union Health Minister
was also informed about tele-medicine
facility at AIIMS Bhopal. Union Health

Shri Ajay Tirkey were was also present on
the occasion.

in AIIMS premises
Union Health Minister Dr.
Harshvardhan Bhopal visit has given a
major gift to Madhya Pradesh. During dis-
cussions with Chief Minister Shri Shivraj
Singh Chouhan, Dr. Harshvardhan gave
consent to sanction of Rs. 150 crore for
Regional Institute of Paramedical
Sciences. Consent has been reached that
Regional Institute of Paramedical Sciences
will be constructed in the premises of
AIIMS, Bhopal. The centre will be useful
to Madhya Pradesh as well as Odisha and
Chhattisgarh. Centres services will be
available to all three states. Public Health
& Family Welfare Minister Dr. Narottam
Mishra and Minister of State Shri Sharad
Jain were also present on the occasion.

lies will be used for transpar-
ent and easy implementation
of various beneficiary-oriented
schemes. For this, an intensive
campaign is underway in all
urban and rural bodies to reg-
ister families and their mem-
bers. Gram Rozgar Sahayaks
in rural areas and ward in-
charges in urban areas have
been appointed as registrars,
who will be responsible for reg-
istration, updation and dele-
tion of families on Samagra
portal. Directives in this
regard have been sent to all
collectors (District Mission
Leaders) and CEOs of Zila
Panchayats (Deputy Mission
Leaders).

vided a 9-digit Union Samagra
Member ID.

from population register and
maintain them in their com-
puters. After publication, this

said that South Africa visit was very
successful. Possibilities of co-opera-
tion in a number of sectors with
South Africa have emerged. Good
work has been done in South Africa
for womens empowerment. Women
have 45 percent representation in
Parliament without any statutory
provision. More land is available
there in proportion to population.
Very good works have been done in
wildlife tourism, mining, food pro-
cessing and infrastructure develop-
ment sectors.
South African provinces have
shown keen interest in agriculture
growth and provisions for womens
empowerment in Madhya Pradesh.
The Chief Minister informed that
heads of South African provinces
have expressed desire to exhibit
artifacts of African tribal culture in
states Tribal Museum and partici-
pate in Global Investors Summit.
Shri Chouhan said that forest
parks in South Africa are being
maintained by private sector also.
Tourists are taken round in covered
vehicles. Efforts will be made to
replicate South African experiments
in Palpur-Kuno, Madhav and
Satpura National Parks develop-
ment. He informed that World
Design Conference will be held in
South Africa to which Madhya
Pradesh has also been invited. Chief
Minister Shri Chouhan informed
that South Africa was Karma
Bhumi of Mahatma Gandhi. From
there, he gave weapons of non-vio-
lence and satyagrah to the world.
Efforts will be made to help in devel-
opment of Tolstoy Farm in 4-acre
land in South Africa to display

Chief Minister Shri Shivraj Singh Chouhan
has said that Madhya Pradesh will develop only
through education. The Chief Minister was
addressing a programme under School Chalen
Ham Abhiyan at Panna today. Shri Chouhan
said that public representatives, government ser-
vants and voluntary organisations should cooper-
ate in this campaign by rising above political
affiliations. Journalists are also extending coop-
eration in ensuring campaigns success. He said
that dream of imparting education to every child
will be fulfilled with the cooperation of all.
At the convention, the Chief Minister inaugu-
rated works costing Rs. 1059.75 crore and laid
foundation stones of Rs. 2958.43 crore works. He
also performed Kanya Poojan. Shri Chouhan said
that laudable work has been done in Panna dis-
trict by getting admitted to schools 178 children
of nomadic and Pardhi tribes. Apart from free
books and uniform, food and lodging will also be
provide free to these children.
The Chief Minister said that 86 thousand
hectare area will be irrigated in Panna district in
ensuing years. He said that city of temples Panna
will be developed as a centre of religious tourism.
The Chief Minister announced to started science
faculty in Ajaygarh college.
The Chief Minister said that under
Mukhyamantri Yuva Swarozgar Yojana, the state
government is providing loan guarantee. Now,
upto Rs. one crore loan is given to youths under
the scheme. The government is also giving loan
guarantee. The Chief Minister said that no stu-
dents will now have to take rounds of tahsil to
obtain caste certificate. He will be provided the
certificate in school itself. He directed to issue
caste certificates on the basis of affidavits. The
Chief Minister administered oath to get admitted
to school all the children capable of going to
school. He distributed 18 computers, 54 fans and
50 water coolers donated by State Bank of India
under School Uphar Yojana. The Chief Minister
also felicitated motivators and girls student Aarti
Sharma who has figured in the merit list of class
XII exams. In-charge of the district and Forest
Minister Dr. Gaurishankar Shejwar said that
state has also witnessed much development due
to free distribution of medicines and making agri-
culture a profitable occupation. PHE Minister
Sushri Kusum Mehdele said that every child
must go to school and complete education. MLA
Shri Mukesh Nayak assured to extend coopera-
tion in opening of nursing college in Panna.

recent South Africa visit, the Chief
Minister said that the state governent
will provide Rs. one crore to concern-
ing trust to perpetuate memories of
Mahatma Gandhi there.

Museumhas removed shortcoming of
research in Hindi journalism. For this,
he praised Shri Vijaydutt Shridhar. He
said that Hindi can be moved ahead
only through self-inspiration. The
museumwill be given maximumcoop-
eration in this.

Manoria, who is doing journalismfor
last 5 decades, and noted painter-
thinker and writer Shri Amritlal Vegad

by Shri K.G. Vyas. Shri Vijaydutt
Shridhar threw light on interesting 3-
decade journey of the museum. He
informed that the museumwhich start-
ed in small roomhas now 70 lakh ref-
erence materials, which are not avail-
able anywhere else.
The museumhas not only become a
centre of pilgrimage for researchers of
Hindi journalism, but also for social
scientists. It has earned fame at interna-
tional level. He expressed gratitude
towards those associated with the
museum including families, institu-
tions, Public Relations Department and
state government.

will be used for irrigation,
1.5 cusecs for drinking
water and 1 cusec water
will be used by indus-
tries. Under the project,
Narmada water will be
uplifted to a height of 416
metres.
Dabri irrigation
project
Under the project,
water will be uplifted
from Jobat dam. The proj-
ect will irrigate 3000
hectares in 8 villages
each in Alirajpur and
Dhar districts. The proj-
ect will cost Rs. 56 crore
50 lakh.
Sihada irrigation
project
The Sihada irrigation
project costing Rs. 97
crore 20 lakh will irrigate
5 thousand 750 hectares
in 17 villages of Khandwa
district. Under the project,
water from Indira Sagar
will be uplifted. It is note-
worthy that before this
project, Narmada-Kshipra
Link Project has been suc-
cessfully implemented in
the state, which will make
available water to villages
and cities apart from irri-
gation and crores of devo-
tees will have the benefit
of holy dip in the water of
two holy rivers during
Simhastha.

Hike grant to panchayats, urban bodies: Raman
Industrialists have oppodsed
the hike in power tariff saying the
hike would affect the industry
which is already facing hard
times. They have decided to
protest the decision of State Power
Regulatory Commission (SPRC) to
hike power tariff by 20%. A meet-
ing of the Chhattisgarh Udyog
Mahasangh would be held shortly
after which a formal protest would
be lodged with the SPRC.
Mahasangh president Mahesh
Kakkar said the steep hike of 70
paisa per unit, from Rs 3.50 to Rs
4.20, is unjustified. He said the
commission had been partial to
the steel industry where a hike of
only 10 paisa per unit, from Rs
3.60 to Rs 3.70 for 33/11 KV had
been effected. In contrast, for
other industries including auto-
mobile, plastic and rubber packag-
ing, the increase is of 70 paisa.
Kakkar said that it would be pru-
dent for the government to mini-
mize its losses by reducing theft
and transmission leakages.
Another industrialist dubbed the
hike as biased and unjustified. He
said the industry is already in
recession and with this tariff hike
our competitiveness would suffer.
However, the Confederation of
Indian Industries (CII) has said
the hike is justified to meet esca-
lated costs of inputs. It said,
rationalization of tariff is impor-
tant to make the board's revenue
sustainable for 24X7 uninterrupt-
ed power supply. The confedera-
tion also advocated for lessening
line and transmission losses.
Anil Nacharani, president of
the Chhattisgarh Sponge Iron
Association, said though power
tariffs in state were still lower
than neighboring states, the gov-
ernment should still think of ways
and means of not burdening the
common consumer. "We are rich in
coal and mines so the people of
state should get certain advantage
for that," he said.

Chief Minister said that

tance should be payable for
Naxal disaster from the
Central and State Calamity
Relief Funds. He also
demanded that Chhattisgarh
be given special category sta-
tus in view of its especially
backward situation.
The CM made these
demands before the 14th
Finance Commission for the
five year plan of the state
2015-16 to 2019-20. The
Commission members had
recently visited Raipur.
Chhattisagrh government
has put forth a demand for a
special grant of Rs 34,000
crores before the Finance
Commission.
Dr Raman Singh, who
met the members of the
Commission at Naya Raipur
recently, demanded for giv-
ing resources as per the
development needs, in the
light of the backwardness
and on account of Naxal vio-
lence. He put forth the grant
proposals to the tune of Rs.
34,000 crore for the state,
which included a proposal for
the development of the new
capital, urban infrastruc-
ture, strengthening of pan-
chayats, skill development
and police modernisation.
Dr Singh said the share
of states in central tax rev-
enues should be increased
from 32% to 50% so that the
imbalance between the cen-
tre and the states is
removed. He also said that
revenue should be divided on
the basis of the 2011 popula-
tion rather than the 1971
population. The chief minis-
ter emphasised that per capi-
ta expenditure rather than
per capita income should be
the basis for the decentral-
ization formula as a major
share of income accruing in
the State goes outside the
State. Dr Singh also
demanded that since the for-
est cover and the Naxal prob-
lem raise the cost of develop-
ment works, the state should
get required funds.
The Chief Minister said
in view of the low debt bur-
den and the developmental
needs of the state, it should
be given freedom to borrow
more. Incidentally, while the
state had demanded Rs
20,000 crores from the 13th
Finance Commission, the
Centre had eventually sanc-
tioned funds to the tune of Rs
6,200 crores only.

Chhattisgarh Environment Conservation Board (CECB)
and some of the leading government hospitals in Raipur,
including AIIMS, are at loggerheads over notices issued to
them for non-compliance of rules pertaining to disposal of
medical waste. Though notices were issued to AIIMS and
Ambedkar Hospital and 16 others last month, authorities
of both these government hospitals have denied receiving
any communication from CECB even after lapse of more
than a month. CECB had issued these notices after con-
ducting an inspection of their premises.
Deputy director at AIIMS, Niresh Sharma said, "We
have not received any communication from the department
and we are also not aware if any inspection was conducted,"
said Sharma. Medical superintendent of Ambedkar hospi-
tal Dr Vivek Choudhary also denied having received any
notice from the department. On the contrary, CECB offi-
cials expressed surprise at these claims and wondered why
the authorities of these two hospitals were in a denial
mode. An official, on condition of anonymity, said,
"Something is amiss. How come only these two hospitals
have not received the notices when all others have?"
Similar notices issued to five other private hospitals have
been received and some have even responded. Those issued
notices include Chhattisgarh Institute of Medical Sciences
(CIMS), district hospitals in Korba and Dhamtari, Srashti
Medical College and Research Centre, Korba. A week later,
Five other leading private hospitals in city, including
Ramkrishna Care hospital, Balaji hospital and Balaji
Medical College, Shree Narayana hospital, Devendranagar
and MMI- Narayana Hridyalaya, were issued notices.
Medical director of Ramkrishna Care hospital, Dr
Sandeep Dave confirmed having received the notice and
claimed he had already responded. Even chairman of Shree
Narayana Hospital Dr Sunil Khemka confirmed the receipt
of CECB's communication. Sources claimed that the notices
could well be an arm-twisting tactic of government to get
them to the negotiating table for jaundice treatment at
lower rates. Health department is trying hard to persuade
private hospitals to lower their rates for treatment of jaun-
dice patients in city, which has witnessed an alarming rise
in the past month.

Modi government gets ready to
tackle effects of deficit monsoon
elow normal monsson will hurt
Indian agriculture sector as
well as the national economy
as a whole. While farmers
grapple with the debilitating conse-
quences of a poor harvest and in some
cases even drought, consumers across the
country have to bear the brunt of rising
prices for essential food items. Poor mon-
soons may adversely affect food produc-
tion and thus aggravate food inflation.
The Modi administration has already
prepared a contingency plan for the 500
districts that are expected to be most
affected.
The Prime Minister recently met with
a cluster of Union Ministers
Agriculture Minister Radha Mohan
Singh, Chemicals and Fertilisers
Minister Ananth Kumar, Water
Resources Minister Uma Bharti and
Consumer Affairs, Food and Public
Distribution Minister Ram Vilas Paswan
to chalk out a strategy and ensure that
it is implemented in a smooth and well-
coordinated manner across States and
ministries when it matters most.
However, an estimated 40 per cent of
foodgrains in Government godowns rots
every year because of supply-side issues.
According to the FCI, 1,94,502 metric
tonnes of grain, worth crores of rupees,
went bad between 2005 and 2013.
Appalled by the scale of wastage, the
Supreme Court in 2010 had in fact sug-
gested that the UPA Government release
the stock to the needy poor for free.
It is hoped that the Modi Government
will be able to resolve these issues. One of
the most important measures the
Government has announced is the
release of additional foodgrains to pre-
vent a supply-side shortage which can
push up prices. The Food Corporation of
India has a stock of 721 lakh tonnes of
rice and wheat, which is much more than
the 550 lakh tonnes it needs to run vari-
ous schemes, primarily the public distri-
bution system the excess grain can
easily help tide over a crisis such as this.
However, the key element here is not the
ready availability of surplus grains but
the effective distribution to the end-user.
Other steps that the Government has
proposed include a diesel subsidy for
farmers in rain-deficient districts and
crop loans at lower rates. It has also
promised availability of seeds to meet
contingency cropping and kept aside 10
per cent of the Central fund for agricul-
ture promotion to meet crisis expenses.
An increase in the man-days (from 100 to
150-200 days) under the Mahatma
Gandhi National Rural Employment
Guarantee Act in drought-affected
States, is also on the cards.

Private Secretaries are close
advisers to Ministers and
often read and navigate them
through the bureaucratic
maze, the systems of
Government and the volumi-
nous files and documents that
form part of a Ministers work
day.
It is a regrettable reality
that some Private Secretaries
are completely seduced by the
trappings of power, by the
opportunities thrown up
thanks to their location in a
room that adjoins a ministeri-
al chamber. They develop vest-
ed interests and rather than
going back to their parent
States, they try and get anoth-
er job with another Minister,
staying on the Private
Secretary track for years to
come.
Private Secretarys job is
very important, especially as
many Ministers are relatively
inexperienced. Inevitably,
Ministers come to depend a lot
on Private Secretaries. Many
Private Secretaries live up to
this trust. They function
admirably and professionally
and at the end of a three-year
tenure go back to their parent
cadre or ministry.
Unfortunately, some Private
Secretaries stop seeing their
role as executive assistants to
Ministers as merely a profes-
sional one. A section of them
dons a political cloak. They
quickly become gate-keepers
to Ministers and use this
access for their own purposes.
Though much junior in the
civil service to a secretary-
level officer, the Private
Secretary uses his proximity
to the Minister to sabotage the
Secretarys initiatives and
compromise the ministrys
functioning. Of course, not all
Private Secretaries do things
in this manner. Many are
straightforward, finish their
assignment in the Ministers
office and move on without
any hint of wrongdoing. This
explains why, each time there
is a change in Government,
there is hectic lobbying by a
certain type of civil servant for
Private Secretary-level posts.
Some of them meet incoming
Ministers using personal
connections, caste and com-
munity networks, even recom-
mendations from other politi-
cians or colleagues of the
Minister and offer to work
as a Private Secretary for the
new Minister. They argue they
are already experienced and
schooled in the ways of the
Government.
In the case of first-time or
unsure Ministers, the tempta-
tion to have a Private
Secretary who knows the cor-
ridors of power is strong. As
such, the Private Secretary
just stays on. Even if one pre-
sumes all Private Secretaries
are absolutely honest, it
stands to reason that a Private
Secretary should be replaced
after about three years.

our illogical notions about people
that are to blame. I realised this one
night. It was the last day of a confer-
ence. By the time the banquet ended it
was 11pm. It was drizzling outside and
the delegates ready to depart stood
waiting for taxis at the Taj
International. Taxis were few and del-
egates were many and so there was an
air of competition among the delegates
to hail a taxi on hire. Whoever entered
a taxi first succeeded in leaving early. I
met with success at long last. Hotel
Rosewood, near Mahalaxmi race
course, said I to the driver as I sank
into the rear seat.
But soon I shuddered as the figure
of the robust fearsome looking man
with flowing beard and twirling mous-
tache loomed before me at the wheel.
All horrible stories relating to the
plight of a lone passenger travelling in
an unknown place at night crossed my
mind. Visions of such passengers being
strangulated and robbed of their
belongings by fearsome looking ruffi-
ans began taking shape before my
eyes. To please the man and draw his
sympathy so that he would spare me
unharmed, I lied that I hailed from his
state and told him how I had drifted
into difficulties ever since I came to
Mumbai.
He began sympathising with my
narrative, adding how in order to earn
a living he had come from a remote vil-
lage in UP and had been staying in a
slum with utmost frugality to send
money home. How he had been often
reminiscing about his little son who he
had left a year back at home and had-
nt seen him since, and so on. But I was
taking his entire version as the tactics
of a cunning rogue.
The taxi stopped. Your destination
has come, sir, said the man, breaking
my uneasy silence after sometime.
But sir, how would you go, it is raining
heavily? he asked thoughtfully.
As I prepared to get out, he stopped
me and ran in the rain to fetch an
umbrella from the hotel. He then led
me to the hotel holding the umbrella
above my head all along. The umbrella
was just sufficient for a single person.
He protected me from being drenched,
not caring for himself getting wet.
While departing, I gratefully offered
him some money as a reward but with
a modest smile on his lips he refused to
take a single coin more than the fare I
owed him. I stood watching the man as
he was returning to his taxi. A feeling
of guilt for suspecting a nice man tor-
mented me. How we suspect people for
their looks unreasonablythe thought
kept repeating itself in my mind all
along.

Mulayam Singhs son, Akhilesh
Yadav, remains unperturbed by the
attacks on his governments competence in
handling the recent rise of criminal cases
in UP. Akhilesh, UP Chief Minister, has
till now only thrown his hands in the air
and washed them off any responsibility
that come with his position. Blaming the
media, and other political parties, Yadav
only has one question riding on his mind,
What can I do? Is there really nothing
that the Chief Minister can do about the
debacle that his state is facing?
The political prince, who was out to
change the tide for Uttar Pradesh, has
found himself hit by the worst possible sit-
uations. The most populous state in India,
UP, has always had a very high crime rate.
But it is the pace and ill will of these acts
which has shocked not just the country,
but has also garnered worldwide attention
for all the wrong reasons. The UP police
refuse to accept the existence of most of
these cases. Other than the bodies of vic-
tims found hanging from trees (like those
of the Badaun twin rape and murder), the
guardians of law have steered clear of any
responsibility. Yadav has largely been
clearing himself of the accusations, and
not commenting on the turn of events. He
has largely played the blame game by
accusing Mayawati of influencing the fam-
ily of the Badaun victims of refusing to
accept the states compensation. He has
blamed the media for overplaying what
happens in UP.
Incidents happen in Madhya Pradesh
and Bangalore. Was it shown on national
television?, asked Yadav. Fact remain
that he has undoubtedly failed his voters
and the people in general by not delivering
on his promises.
Uttar Pradesh not Uttam
Akhilesh Yadav had coined the term
Uttam Pradesh for his state, promising
the people of Utaar Pradesh that he would
create the ideal state. Although he came in
with a huge mandate, during his years as
CM, Yadav has only created a state, which
has often given a free run to people with
negative records. He has often been con-
sidered as the man who refuses to see
beyond the clout of religion and caste. This
was visible in his team of police officers,
most of them from his own Yadav caste.
His love for caste-ism was the major rea-
son for last years Muzaffarnagar riots,
which led to the deaths of many.
A cabinet meeting chaired by Chief
Minister Shri Shivraj Singh Chouhan
here took important decisions for
improving health services in urban and
rural areas of the state. The cabinet
decided to increase honorarium of sub-
anganwadi workers of 12 thousand 70
anganwadis in the state from Rs. 1500
to Rs. 2250 per month. Sanction was
also granted to use MLAs Fund in
smooth running of rural piped water
schemes. The cabinet also sanctioned
re-constitution of the committee on
agricultural affairs and agriculture
cabinet.
Upgradation of 20 health centres
and creation of new posts
The cabinet sanctioned upgradation
of 3 community health centres of 30
beds each to 50-bed civil hospitals situ-
ated at Lahar in Bhind district,
Sabalgarh in Morena district and
Bareli in Raisen district. Similarly, it
was decided to upgrade 14 sub-health
centres to 6-bed primary health centres
situated at Veerpur dam and Gopalpur
in Sehore district, Tejgarh in Damoh,
Bhangarh in Sagar, Chharch in
Shivpuri, Dhavli in Barwani, Saleteka
in Balaghat, Dihiya and Bholgarh in
Rewa, Machhand in Bhind, Lamsarai
and Bagaiyya in Singrauli and
Dheemarkhera in Katni district.
Besides, sanction was also granted to
open one new 6-bed primary health
centre at village Cheetakher in
Neemuch district, 2 new sub-health
centres at village Dhabla Ghosi in
Shajapur and Tulsipar in Raisen dis-
trict. Apart from upgradation and
establishment of all above mentioned
20 health institutions, sanction was
also granted for creation of 226 addi-
tional posts for them as per prescribed
norms. The cabinet also decided to shift
the civil dispensary situated on the
premises of Mental Hospital, Indore to
Banganga Kund area, civil dispensary,
Radio Colony, Indore to Musakheri and
civil dispensary situated in Gorakhpur,
Jabalpur to Shanti Nagar, Jabalpur.

The cabinet decided to increase hon-
orarium of ICDSs Schemes sub-angan-
wadi workers of 12 thousand 70 angan-
wadis in the state from Rs. 1500 to Rs.
2250 per month with effect from April 1,
2014. The cabinet accorded administra-
tive sanction of Rs. 55 crore 2 lakh to
group piped water scheme of Shah
Nagar in Panna district to be run by
Madhya Pradesh Water Corporation.
The scheme will be run under
Bundelkhand Special Package and
National Drinking Water Programme.
The project will benefit 50 thousand pop-
ulation of 25 villages. The cabinet also
sanctioned to use MLAs Fund in smooth
running of rural piped water schemes
along with public-private partnership.
Other decisions
The cabinet constituted a committee
to increase living standard of bidi work-
ers, provide them employment opportu-
nities and promoting marketing. The
cabinet granted permission to re-consti-
tute Madhya Pradesh Water and Land
Management Institute (WALMI).
Establishment of 2 schools has been
sanctioned in new institutional set-up
including WALMI Watershed Area
Management & Rural Development
School and WALMI Irrigated Area
Development School. The cabinet sanc-
tioned one post each of district public
service manager and office assistant for
Public Service Management depart-
ment in newly constituted Agar-Malwa
district.

Gadkari recently announced that e-rick-
shaws will be able to ply on Delhi's
streets without the need of a license.
Gadkari addressing a rally of e-

Maidan said," In Delhi e rickshaw will
not be barred from plying."
Critics argue that e-rickshaws are
not registered and ply without any
license number plate, thereby, marring
their accountability. Lack of legally
binding documents makes it difficult to
prosecute these vehicles in case of an
accident or traffic violation. It is virtu-
ally impossible to fine these vehicles as
they are not registered.
E Rickshaws are not suitable for
plying on major roads due to their lim-
ited speed. The highly fragile and
unstable e-rickshaws are vulnerable to
accidents. Another drawback posed by
these battery powered vehicles is that
the battery used in these vehicles can-
not be recycled. An e-rickshaw battery
has a lifespan of 6-7 months. This
means that harmful chemical and met-
als end up in the garbage that in India
can be discarded anywhere- from
parks, landfills, streets etc. Also, it was
observed that many drivers used illegal
means to charge the battery of these
vehicles, which usually takes up to 10
hours.
Urban development experts argue
that e-rickshaws are in an urgent need
of regularisation or else they would end
up being a menace on Delhi roads.
However, drivers of e-rickshaw are
against any regularisation as they
argue that any attempt to bring these
vehicles in the ambit of jurisprudence
will neutralise its benefits as it would
add on the cost of these vehicles.
In the past, Aam Aadmi Party Chief
Arvind Kejriwal held talks with Lt Gov
Najeeb Jung and requested that
impounding and penalising of e-rick-
shaws in the capital be stopped.
Kejriwal also wrote to Union Minister
Nitin Gadkari and asked him to pass an
order to end the clampdown on e-rick-
shaws. In his letter to Gadkari,
Kejriwal said, The High Court had
asked the government to form a policy
for e-rickshaws. At that time, there was
a Congress government, which passed a
notification on April 24 making e-rick-
shaws illegal. This is incorrect and if
you pass a notification asking for penal-
ties and impounding to stop, then the
daily income of lakhs of people will be
saved.
In a memorandum given to Jung,
Kejriwal said that in its order dated 14
February 2014, the Delhi High Court
had appreciated use of e-rickshaws as it
is eco-friendly and it also does away the
archaic practice of man pulling a man.
Earlier, Delhi government had
cracked down on these unlicensed vehi-
cles. More than 300 rickshaws were
impounded after a Delhi High Court
order in response to a petition filed by
the Transport Ministry.
Now, e-rickshaws will
ply on Delhis streets
n an audacious bid, the sand
mafia in Greater Noida
opened fire on a police party
led by Superintendent of Police
(Rural) and two Deputy SPs
recently. The officers accompa-
nied by nearly two dozen police-
men had a narrow escape as a gun
battle ensued.
Earlier, a Sub-Inspector post-
ed in the region was also attacked
by the mafia who tried to hit his
vehicle with a dumper.
Meanwhile, police have arrested
seven people and seized ten sand
laden dumper trucks and two
excavators. This is the sixth
major attack on the police by the
brazen mafia this year.
The policemen, in order to
avoid being identified, had gone
to conduct the raid in a dumper
instead of police vehicles. But, as
they neared the sand mafia, the
goons began firing indiscrimi-
nately. They also hit the police
vehicle with their dumpers sever-
al times and tried to mow down
the SP. The police was acting on a
tip-off that illegal mining of sand
was going on near the Yamuna
River. A police team consisting
SP (Rural) of Greater Noida,
Brajesh Kumar Singh, two
Deputy SPs, namely Abhishek
Yadav (IPS) and Pradeep along
with some other subordinates
reached the area in a dumper
truck. When the police teamretal-
iated, some of the miscreants
tried to stop the police fromcom-
ing out of their vehicle, while
over a dozen fled fromthe spot
along with their vehicles.
Around 40 rounds of bullets
were fired during the encounter
that lasted for nearly an hour.
Police seized dumper trucks and
excavators and arrested seven of
themfromthe spot and two per-
sons later in this connection.
Police said that more than 50 peo-
ple were involved in excavation
and carrying of sand illegally.
More than 30 dumpers and 12
Poclain machines were being
used when police reached the
spot. Brajesh Kumar Singh, who
had a narrow escape in the attack,
said the police took the dumper
truck instead of police vehicles to
get close to the sand mafia and
lull theminto believing that they
were their accomplices.
However, as the police team
drew near, the mafia grew suspi-
cious and opened fire. Initially,
the members of the gang consid-
ered us their associates as many
of us were in civil dress but later
they recognised us and made des-
perate attempts to kill us. At one
point of time, they tried to lynch
me and Abhishek Yadav, one of
the two DSPs, he said.
Locals claimthe area along
the Yamuna and Hindon rivers is
prone to illegal mining as the
activity is going on under the
very nose of the district adminis-
tration and local police. As per
reports, digging is taking place on

Information will also be available on
the portal as to from which other

is a unique university. Here

and Buddhist philosophy. He
said that international Dharm-
Dhamma Sammelan will be
held once in 2 years so that

The Chief Minister said that
number of seats in medical col-
leges in Madhya Pradesh should
be increased. Funds sanctioned
for Vidisha, Shahdol and Sagar
medical colleges should be
released soon. Amendment should
be made in the Central govern-
ments condition that only district
hospital should be affiliated to
medical college. He said that a
hospital can be constructed along
with medical college. The Central
government should extend cooper-
ation in setting up cardiac centres
in 4 major cities of the state
including Bhopal, Indore, Gwalior
and Jabalpur. Top priority is being
attached to health in the state.
Union Minister Dr.
Harshvardhan said that Central
Governments priority is to pro-
vide better health services to
every citizen. Madhya Pradesh
should present a model before the
country in this regard. Attention
should be paid to preventive care
by linking health with education.
He said that no discrimination
will be made against any state in
health facilities. No compromise
should be made with quality in
medical education. Health should
be conducted on a mass scale.

BCCI, in which two countries
will play six bilateral series
over the next eight years

The PCB said in a state-
ment from Lahore that it had

Council's (ICC) annual meet-
ing in Melbourne, which
included the agreement with
India. "Of the three major
concessions that PCB

able to secure to Pakistan's

this year with regard to six rubbers between the two

from 2015 to 2023," it said. The PCB said another major
achievement was the ICC agreeing to grant Pakistan the
fourth rank after the 'Big Three' India, England and
Australia in terms of the percentage of revenue to be
received from the ICC in the next eight years from broad-
casting and other rights on
ICC fixtures. "The third big
recognition is, the ICC con-
firming Pakistan to get the
position of the global body's
President for one year with
effect from June 2015," it

opposed the governance
changes and new financial
model brought forth by India,

when Najam Sethi replaced

films with bad dialogue-baazi
ook, before we get into
Ek Villain, let's be clear
about this: no one
expects Bollywood to be a not-
so-weird place. If you're a
watcher of Bollywood, then you
have at some point found your-
self trying to not inflict violence
upon yourself because the logic
of the film has taken painfully
surreal turns. Like when back-
ground dancers pop out like
they're mosquitoes, ready to
swarm around the dancing
hero or heroine. Or when Shah
Rukh Khan airs his armpits in
the Swiss Alps and that, for
some reason, turns a perfectly
sane woman to jelly. Within
this landscape is Ek Villain. It
defies every nugget of common
sense and logic, but the
film is watchable. Unlike
Humshakals, its major com-
petitor, Ek Villain is truly
funny. There is barely
a plot, so I'll try my
best to be dis-
creet and suc-
cinct about
the story. Ek
Villain starts
with one man
bumping off a second
mans girl. Second man
spends the entire film trying
to take revenge from the first
man. You knew this from the
trailer, you say? Well, watch it
in the theatre and you'll also get
the chance to hear Arijit Singh
on Dolby. Think about it.

reasons. A recent example of dialogue-
baazi gone wrong is Mardaani.
Although the film is yet to release, the
trailer is out and we hear Rani
Mukerji's character use the most
unusual analogy to explain herself.
Like at one point in the trailer we
hear her character say, "Chuho ko
pakadna ho toh chuha banna padta
hai, Kutto ko pakadna ho toh kutta
aur sher ka shikar karna ho toh sher."
Now, why she is talking about the
entire animal kingdom is difficult to
guess from the trailer but we are hop-
ing that the other dialogues from this
film are not equally off the mark. And
since we are taking about awful Hindi
movie dialogues here are five unfor-
gettably bad dialogues from
Bollywood:

he union home ministry has intensified its
action against Greenpeace International
and Climate Works Foundation by issuing
a directive to the RBI to seek prior permission
from the ministry for any donation to them from
overseas contributors.
MHA spokesperson KS Dhatwalia, citing
Section 46 of The Foreign Contribution
(Regulation) Act of 2010, said, The ministry is
bound to take strict measures if some NGOs mis-
uses foreign funds, which they receive as dona-
tions. There are some issues, which came to our
notice and we have sent a directive to the RBI.
The government can give such directions for
the security of the nation. Therefore any funds
received by these NGOs will require a sanction,
he said. Sources said the move comes close on the
heels of an IB report last week, submitted to the
Prime Ministers Office and National Security
Adviser, in which recommendations were made
for putting foreign donations to Greenpeace and
Climate Works Foundation on prior category list
so that permission is taken before any money
flows in for funding their activities. We have
asked the RBI to inform all banks to this effect
and also report if any government department or
institution is receiving such funds from these two
organisations, Dhatwalia said.
Meanwhile, challenging the IB reports,
Greenpeace India claimed that the organisation
was not merely surviving on funds from over-
seas. We have enough contributors within India
to sustain our pro-people activities, spokesper-
son of Greenpeace Bharti Sinha said. The NGO
officials claimed they were intentionally targeted
as it emerged as one of the primary voices oppos-
ing coal mining and nuclear power projects in
India. They also alleged that the leak of IB
reports is a concerted effort by parties with vest-
ed interest to ensure elimination of any opposi-
tion. Samit Aich, executive director, Greenpeace
India said, It seems like governments long term
goal to remove hurdles for pushing fast clear-
ances. But discrediting Greenpeace will not save
the world from climate change. Ours is probably
the last generation that can make a difference to
curb climate change.

Modi for first visit abroad
NEW DELHI: Prime Minister
Narendra Modi has returned home
from his 2-day Bhutan trip. The fact
that the Prime Minister chose Bhutan
as his first foreign destination
assumes significance since China has
lately intensified efforts to woo it and
establish full- fledged diplomatic ties
with Thimphu.
The Prime Minister described
Bhutan as a natural choice for his first
visit abroad as the two countries
shared a special relationship'. Modi
announced a number of measures and
concessions including the exemption of
Bhutan from any ban on export of milk
powder, wheat, edible oil, pulses and
non-basmati rice. Both countries reaf-
firmed their commitment to extensive
development cooperation and dis-
cussed ways to further enhance eco-
nomic ties.
Modi mooted the idea of an annual
hill sports festival with India's north-
eastern states along with Bhutan and
Nepal. He announced doubling of
scholarships being provided to
Bhutanese students in India which
will now be worth Rs 2 crore. India
and Bhutan reiterated their commit-
ment to achieving the 10,000 MW tar-
get in hydropower cooperation and not
to allow their territories to be used for
interests inimical to each other. Modi
inaugurated one of India's assistance
projects - the building of the Supreme
Court of Bhutan and laid foundation
stone of the 600MW Kholongchu
Hydro-electric project, a joint venture
between India and Bhutan.
Modi stressed on expanding bilat-
eral trade and its importance in fur-
ther cementing the friendship between
the two sides.
India will also assist Bhutan set up
a digital library which will provide
access to Bhutanese youth to two mil-
lion books and periodicals. Both sides
reaffirmed their commitment to exten-
sive development cooperation and dis-
cussed ways to further enhance eco-
nomic ties.

Government blocks foreign
funds for Greenpeace
New Delhi
New Delhi: The Railways, which is facing a huge financial crisis is
expected to use the extra money
for major Railways works and
better amenities for the passen-
gers. Several important Railways
works have been stuck at various
stages due to paucity of funds.
The 14.2 per cent hike in rail
fares by the Narendra Modi gov-
ernment has raised considerable
number of hackles. But more than the common man who seems to still
have faith in Modi's pre-election slogan 'Ache din aane wale hain' it's
opposition parties such as the Congress, the Samajwadi Party and the CPM
that have found reason to cry wolf. Defending the hike, finance minister
Arun Jaitley, who was party to railway minister Sadanand Gowda's decision
to carry forward the Manmohan Singh government's curtailed notification
to hike passenger fares and freight rates, said it was a "difficult but correct
decision", and that "railways can only survive if users pay for availing facil-
ities".
Jaitley said the government had two choices: either allow the railways
to bleed and end up totally ruined or take steps to bring it around, put it
back on track. "Does India want a world-class railway or a ramshackle one,"
Jaitley asked. The finance minister's attempts to inform the people that for
"Ache Din.." to come, some sacrifices need to be made in the short-term,
appeared not to have many takers in the Opposition. Opposition parties
took to the streets of Delhi, and in other parts of India, mocking Modi's
'Ache din aane walen hain' promise. Down south, DMK chief M
Karunanidhi, said in Chennai that "the BJP government's approach is not
any different from that of the UPA".
In the national capital, the Congress's Delhi unit chief Arvinder Singh
Lovely led the protests. The police had to set up barriers to hold back the
protesters, and use water cannons to disperse them from blocking roads.
For the Congress in Delhi, the fare hike couldn't have come at a more
opportune time. With elections in Delhi more or less a certainty, and likely
to take place not too far in the future, the rail fare hike issue is an emotive
one, which the party hopes to exploit. There were also reports of protests
